A Study on the Possibility of E-Government Procurement in China

  • Purpose - This paper aims to study what is impacting the development of e-Government Procurement in China, the current strategies of developing Chinese Governmental e-Procurement, and to present some measures by which Korea's exporting industry could enter the Chinese procurement market. Design/methodology - This study is to provide a systematic literatures review on what is impacting the development of e-Government Procurement in China. Hence, based on western research, Chinese literiatures are used for this study. Findings - To penetrate the e-procurement of the Chinese government, the acquisition of government procurement certification is necessary. Secondly, the qualification of "Made in China" is one way to join the market. And finally for Korean companies to enter the procurement, it is necessary to provide products to the public institutions such as universities, hospitals and social organizations and to the state-owned enterprises. Originality/value - This paper aims to study what is impacting the development of the e-Government Procurement in China, the current strategies of developing Chinese Governmental e-Procurements, and to present some measures by which Korea's exporting industry could enter the Chinese procurement market. These originalities can be expected to give understanding of Chinese e-govenment procurement and insight for strategy for both Korean enterprise and relavant academic circles.

A Study on the Organizational Conflict and Job Withdrawal Intention of the Information Security Workers (정보보안 종사자의 조직갈등과 직무이탈 의도에 관한 연구)

  • The purpose of this study is to identify the effects of organizational conflict stages and job withdrawal intention of information security organizations. We applied Pondy's conflict theory and analyzed the case of information security workers in public enterprises. We found that the more information security workers emotionally accept the potential factors of organizational conflict, the higher the intention of job change of information security practitioner. On the other hand, the perception mechanism has a moderating effect of lowering the job change-out probability. The result of this study is expected that the manager of the organization will be able to utilize the conflict in the organizational direction.

  • The purpose of this study was to analyze the status of conservation and management of KIAHS(Korea's Important Agricultural Heritage System) by focusing on which of the conceptual and institutional characteristics and stakeholder activities, and to suggest improvement plans. The results were summarized as follows, first, insiders prioritize financial support and participate in plan execution and activities. Second, rural utilization and traditional agricultural succession activities and support are deficient. Third, administrators (intermediary) focuses primarily on KIAHS designation; ordinance enactment, manpower recruitment and other structural considerations are lacking. Fourth, the role of administrators (intermediary) is limited to operational funding and facility management support at the enforcement and activity stage. Fifth, outsiders besides visitors, such as the public or business enterprises, lacked participation methods. For the sustainable KIAHS, municipality must perceive agricultural heritage as a resource and recognize the importance, and treat it accordingly. The establishment of local-led conservation activities and movements must be considered in an enhanced investigation and excavation stage. The complementary policies that ensure continual support from experts from the first investigation and excavation stage to the final monitoring stage are necessary. The standards and regulations are necessary to achieve parity between conservation and maintenance of agricultural heritage, and its utilization.

Identity-based Provable Data Possession for Multicloud Storage with Parallel Key-Insulation

  • Cloud Storage is the primary component of many businesses on cloud. Majority of the enterprises today are adopting a multicloud strategy to keep away from vendor lock-in and to optimize cost. Auditing schemes are used to ascertain the integrity of cloud data. Of these schemes, only the Provable Data Possession schemes (PDP) are resilient to key-exposure. These PDP schemes are devised using Public Key Infrastructure (PKI-) based cryptography, Identity-based cryptography, etc. PKI-based systems suffer from certificate-related communication/computational complexities. The Identity-based schemes deal with the exposure of only the auditing secret key (audit key). But with the exposure of both the audit key and the secret key used to update the audit key, the auditing process itself becomes a complete failure. So, an Identity-based PDP scheme with Parallel Key-Insulation is proposed for multiple cloud storage. It reduces the risk of exposure of both the audit key and the secret key used to update the audit key. It preserves the data privacy from the Third Party Auditor, secure against malicious Cloud Service Providers and facilitates batch auditing. The resilience to key-exposure is proved using the CDH assumption. Compared to the existing Identity-based multicloud schemes, it is efficient in integrity verification.

  • Underpricing signifies that IPO share prices do not reflect the fundamental value of the listed company. Corporate governance plays an essential role in IPOs where the board of directors, the independent board of directors, and the board of supervisors are significant elements of accurate share pricing. The study investigates the underpricing phenomena and short-term performance of the IPO companies during the listing process in the Ho Chi Minh Stock Exchange (HOSE). The work outcomes illustrate the role of the corporate organizational structure in the period of the IPO process that may attract potential investors. The hypothesis testing is conducted with a multiple regression model including 100 observations from enterprises doing IPO listed on HOSE. The study results generate signals for the investors and regulators that the board of directors holds a strong negative influence on the underpricing process. Secondly, the level of the independent board of directors and stock exchange in itself has no significant impact on the underpricing process. Underpricing is one of the many anomalies of the stock exchanges that provide wrong signals for the market participants. Identifying stock prices that reflect their intrinsic value is an ongoing debate among scholars, investors, and other market participants.

  • The relevance of the topic is determined by the existence of inconsistencies between economic and environmental aspects of innovative development of urban logistics infrastructure, as well as the conflict of public, state and private commercial interests in this issue. The purpose of the article is to determine the principles and effective tools for innovative development of urban logistics infrastructure, taking into account pandemic constraints. The influence of the environmental aspect on the dynamics of transport flows was analyzed in detail and characterized, the scheme of determining the optimal solution for the development of the city was proposed considering the compromise between economic and ecological interests of society, state and business entities. A scheme of innovative development of urban logistics infrastructure under pandemic constraints was also developed. Materials of the article are relevant for developers of city plans, managers of urban logistics infrastructure, employees of enterprises participating in transport and logistics markets, scientists, and doctoral students.

The Impact of Supervisory Communication Apprehension on Subordinates' Job Performance: An Empirical Study in Pakistan

  • The impact of supervisory communication apprehension (SCA) on subordinates' job performance was investigated in this study. We also examined the impact of task-related uncertainty in mediating the relationship between SCA and subordinate work performance, as well as the role of information-seeking behavior in moderating the relationship between task-related uncertainty and subordinate job performance. A sample of subordinates and their supervisors from public and private sector enterprises in Pakistan were used in the study. The concept of communication apprehension is not limited to a single organization or industry, and the conditions suggest that apprehensive supervisors are likely to exist in different organizations and industries in Pakistan, including banks, telecommunications, and development sector organizations. Company directors and leaders of human resources departments were contacted to reach out to possible respondents. SmartPLS software was used to evaluate the data using a structural equation modeling technique which is commonly used in explanatory studies (Atta et al., 2021). We found evidence to support ideas predicting the association between SCA and subordinate job performance, as well as the mediating role of task-related ambiguity in the relationship. Furthermore, the findings show that information-seeking activity has a moderating effect on the link between task-related ambiguity and subordinate job performance. This is one of the first studies to look at major mediating and moderating mechanisms in the link between SCA and subordinate job performance.

  • This study focused on verifying the moderating effect of Zhongyong thinking in the relationship between performance pressure and positive psychology capital. In particular, the main effects of mitigating negative effects through the Zhongyong of Oriental classics were examined. A survey was conducted on employees of local public institutions and private enterprises engaged in manufacturing and service industries. This study was used for analysis a survey on data 239 employees. The major finding are as follows. Performance pressure was found to have a negative effect on positive psychological capital. Also, Zhongyong thinking was found to have a moderating effect that alleviated the negative impact between performance pressure and positive psychological capital. In the conclusion, practical implications, and future research directions were described.

Exploring AI Principles in Global Top 500 Enterprises: A Delphi Technique of LDA Topic Modeling Results

  • Artificial Intelligence (AI) technology has already penetrated deeply into our daily lives, and we live with the convenience of it anytime, anywhere, and sometimes even without us noticing it. However, because AI is imitative intelligence based on human Intelligence, it inevitably has both good and evil sides of humans, which is why ethical principles are essential. The starting point of this study is the AI principles for companies or organizations to develop products. Since the late 2010s, studies on ethics and principles of AI have been actively published. This study focused on AI principles declared by global companies currently developing various products through AI technology. So, we surveyed the AI principles of the Global 500 companies by market capitalization at a given specific time and collected the AI principles explicitly declared by 46 of them. AI analysis technology primarily analyzed this text data, especially LDA (Latent Dirichlet Allocation) topic modeling, which belongs to Machine Learning (ML) analysis technology. Then, we conducted a Delphi technique to reach a meaningful consensus by presenting the primary analysis results. We expect to provide meaningful guidelines in AI-related government policy establishment, corporate ethics declarations, and academic research, where debates on AI ethics and principles often occur recently based on the results of our study.

  • E-infrastructural economy for ICT Living-Labs is a need for economic and cultural changes in various types of cars in accordance with the supply of the electric car. Depending on the number of cases by analyzing the supply and demand of electric vehicles among Korea and Northern Europe countries. it was indirectly proved that it makes economic growth. The research design is analyzed with the data and how to respond quickly to focus on the possibility of potential changes to the infrastructure realization and commercialization of government enterprises or electric cars through the ICT Living-Labs in Nordic countries. The data indicates that the leading commercialization emphasize on the development of the electric economic convergence and scalability for electric vehicle. When It shows the time of the infrastructure as ICT Living-Labs being delayed, it lowered growth target results for the development of the electric car industry in the future. All this is from the reason of opening the E-convergence economy over time. It is required that Korea should prepare E-convergence economy. Public regional energy should be present through the consistent selection of development for energy linking E-economy and E-trans distribution. Korea needs to be many difficulties in building the E- infrastructure for ICT Living-Labs. Unlike the Northern Europe it is to prepare the active support of both government and business. The role of the government discovers that the power generation through the quick selection of the industry, as well as to connect with the growth of the smart cities with the EVs industry.
