An Evaluation of the Economic Value of Outsourcing of Water Supply Services Considering Uncertainty of Water Price (수도요금의 불확실성을 고려한 상수도 사업의 가치 평가)

  • It is essential to carry out an economic analysis on public water supply projects so that policy makers and water enterprises are aware of the actual value of the project. However, many popular approaches based on discounted cash flow analysis do not capture the uncertainties inherent in cash flow. In order to analyze the economic values of the water supply project of local governments, we utilize real option model, which considers uncertainty in future water price behavior and captures the value of real life flexibility. The real option model is designed to incorporate the option to expand and abandon, and it is applied to a local government case. Furthermore, we assess the project by exploring Luehrman's option space to accommodate the more efficient decision making. The results show that substantial amount of potential value is included in the public water supply service, and the overall value is greater than the value obtained from the discounted cash flow model.

  • Many enterprises and public institutions are building their own server stabilization system. Nevertheless, many web servers including some public institutions have frequent obstacles due to the unexpected causes such as traffic concentration. Data loss during each of these situations and business interruption can cause a huge loss. In this study, we propose high-availability Web system that uses load balancing and session clustering. Each deals with the failure due to the over traffic by distributing incoming requests in the multiplexed web server and provides the continuous services by maintaining session information of the users in case of the failure of some servers.

Health Promotion at Work: A Comparison of Policy and Practice Across Europe

  • Background: Promoting healthy lifestyles at work should complement workplace safety programs. This study systematically investigates current states of occupational health and safety (OHS) policy as well as practice in the European Union (EU). Methods: OHS policies of EU member states were categorized as either prevention or health promotion provisions using a manifest content analysis. Policy rankings were then created for each prevention and promotion. Rankings compared eight indicators from the European Survey of Enterprises on New and Emerging Risks-2 data on prevention and promotion practices for each member state using Chi-square and probit regression analyses. Results: Overall, 73.1% of EU establishments take preventive measures against direct physical harm, and about 35.4% take measures to prevent psychosocial risks. Merely 29.5% have measures to promote health. Weak and inconsistent links between OHS policy and practice indicators were identified. Conclusion: National OHS policies evidently concentrate on prevention while compliance with health and safety practices is relatively low. Psychosocial risks are often addressed in national policy but not implemented by institutions. Current risk assessment methods are outdated and often lack psychosocial indicators. Health promotion at work is rare in policy and practice, and its interpretation remains preventive. Member states need to adopt policies that actively improve health and well-being at the workplace.

  • With wireless network infrastructure, the number of smart-phone users is remarkably increasing in the world and the amounts of damage due to the smart-phone malwares are also raised. Many security solutions for wireless network have come into the market but these solutions are for companies or large enterprises, therefore, the public users of smart-phone don't feel easy to select as their solutions and it is difficult to detect unknown malwares. In this paper, we propose the mobile security diagnostic system for public smart-phone users, which provides functions like smart-phone system check, comparison with blacklist of applications and collecting malwares.

  • Knowledge resources are classified with two groups, the records produced by internal parts of company and general information materials from external organizations. Production, acquisition, storage, retrieval and utilization patterns of two groups became similar due to digitization of knowledge resources. And separated RM and IM should be changed integrated management concept. This paper compares RM and IM based on KM governance strategy and several methods to integrate RM and IM. Especially the selection and identification of knowledge resources, information systems to be integrated and the methods of integration and integrators of public enterprises are presented.

  • The purpose of this article is to highlight the relationships among market orientation, environmental turbulence, marketing capabilities, and organizational performance in railway industry(616 participants). Major findings are: 1) market orientation showed a significant effect on marketing capabilities, and organizational performance, 2) environmental turbulence functioned as a moderator not to organizational performance, but to marketing capabilities, 3) and marketing capabilities showed a strong effect on organizational performance. These findings imply that market orientation, as well as marketing capabilities, are so essential for creating a supreme performance in the railway industry.

  • Environmental pollution is common problem of the present world that is intimately related to the future survival of human beings. The problems of environmental pollution originate from the pursuit of benefit by enterprises, insufficient countermeasure of government and ignorant life style of the people. Health hazards due to environmental pollution have characteristics of irreversibility, difficulty in measurement and ineffectiveness of personal prevention. Objects of this article are to review the various aspects of environmental pollution, to outline the present status of environmental pollution and strategy to control environmental pollution in Korea. In the first part of this article, causes of environmental pollution are presented. International relationships, world-wide status of environmental pollution and health hazards due to environmental pollution are briefly reviewed. In the second part, present status of air, water, soil and ocean pollution in Korea is presented. Pollution by radioactive materials, noise, vibrations, odor, wastes and chemicals is reviewed. Climate changes related to environmental poisoning, problems of workplace environment, pesticide and defoliants are also reviewed. Finally, control measures for environmental pollution including the role of government are reviewed.

A Study on the Civil Military Enterprise System for the Employment of the Discharged (민간군사기업제도의 도입방안에 관한 연구)

  • This paper is to introduce the foreign civil military enterprise system and to suggest a plan to improve the employment rate of the discharged soldiers who served for a long term and the welfare of soldiers highly. At first, Military Professional Resources Inc., Dyncorp Inc. and Cubic Inc. of the United States, Sandline International Inc. of England and ATCO Frontec Inc. and Ednoonton Inc. of Canada are introduced in this paper. And also, this paper is to analyze employment conditions and difficulties of the discharged soldiers and suggest to establish a institute of tentatively named 'Korean Civil Military Enterprise' in terms of the Government and the Department of Defense. This civil military enterprise is to plan and manage military projects, to research and develop drill manuals and military doctrines and policies and to evaluate and manage the military training. As a pattern of civil military enterprises, three types of Military Support, Military Consulting and Military Provider are presented. Moreover, in order to advance the civil military enterprise, diverse training programs(for public civil investigators, guard advisors, special security guards and security staffs) to utilize all sorts of special military fields are developed.

  • It is likely that the Internet play a significant role in international marketing strategies. Especially small and medium sized enterprises that have suffered from lack of resources and information, are able to make the best use of information technology to overcome various barriers. The purpose of this study is to explore the availability of the Internet as a means for small and medium sized firms to enter into international markets. To do this we reviewed previous researches on obstacles faced by small and medium sized firms to go abroad. And we suggest that the Internet marketing can be used as an entry mode to foreign markets and some tasks should be executed to gain competitive advantage. Finally some public policies to support SMEs' internationalization are indicated

  • In digital marketing, means of public relations and marketing of enterprises are changing into marketing techniques of predictive analytics. A significant study can be carried out by an analysis of 'the patterns of customers' uses' using big data on major portal sites and SNSs and their correlation with related keywords. This study analyzes the origins of mythological characters in major brands such as Nike, Hermes, Versace, Canon and Starbucks. Also, it extracts related keywords and relevance using big data on portal sites and SNS and their correlation. Nike marketing that reminds people of 'the goddess of victory, Nike' formed a good combination of the brand with relevance. Most of them are based on Greek mythology and have rich materials for storytelling and artistic values in common. Hopefully, this case analysis of foreign brands would become a starting point of discovering the materials of the domestic mythological characters.
