BCM(재해경감활동관리)산업 활성화를 위한 법·제도 개선 방안 연구 (A study on the improvement of BCM industry through legal systems)

  • Although many years passed since 'The Legislative bill on the support of voluntary activities of enterprises for disaster reduction'(hereinafter referred to as 'enterprise disaster reduction act') has been first enacted in 2007, BCMS is still not activated in our society. In contrast, after 911 Terror, importance of BCM is getting magnified and standardization research & institutionalization i s a lso proceeding i all over world. Lately, Disaster preventing activities is urgently needed like the sinking of 'Sewol ferry'. So the purpose of this paper is proposed for establishment of 'BCMS' and activation of the certificate system for Best-Run Business by analyzing the problem of 'enterprise disaster reduction act' and weak of activation as following. First, propel changing the policy of self-regulated participation to mandatory about the certificate system for Best-Run Business from public entity to government ministry and it is able to activate by propelling demo business of the certificate system for Best-Run Business. Second, public entity that has been given the certificate system for Best-Run Business by affiliating with Disaster Management Assessment of government management can be exempted from Disaster Management Assessment or those entity can arrange for connectivity acquisition method of 'Excellent rate'. Third, to publicize the activation of the law mentioned above, makes public entity r ecognizable by incorporating 'BCMS' into National safety management plan and establishment of National critical infrastructures security plan. Fourth, it should be reviewed to improving the related act regarding to inclusion of public organizations as well as private enterprises.

  • Recently, accidents such as human accidents are increasing rapidly due to natural disasters and changes in social conditions due to abnormal weather. As a result, damage has been causing massive damage unlike the past. In the case of small and medium enterprises excluding financial institutions and big company, there is no system for prevention and restoration for stable operation from various risks such as human and natural disasters. As the current disaster continues, public and private companies have raised the need for BCM, and with the introduction of the ISO22301 certification system, the company has been establishing and operating Enterprise Disaster Management Standards in the Ministry of Public Safety and Security since 2007. However, in most SMEs, it is hard to bear the input of internal labor and investment cost, and there is a lack of personnel with expertise to conduct BCM diagnosis. Therefore, in this paper, we will study the diagnosis level of enterprise continuity plan which is commonly used in Korea and abroad. Based on this, we will study the BCM system diagnosis method which can be applied to small and medium enterprises in Korea efficiently.

공공부문 EA 추진성과와 발전방안에 관한 연구 (The Study on Strategy Planning and Outcome of EA in the Public sector)

  • 최근 공공부문에서 EA(Enterprise Architecture)에 대한 관심이 다시 높아 졌다. EA성숙도 결과가 기관의 정보화 수준에 반영되고 비중도 커졌기 때문이다. EA발전에 대한 행정기관 정보화책임관의 참여도도 상승했다. 공공부문에서 EA연구가 '90년대 말부터 시작하여 '05년도 법제화, '06년도 성숙도 모델의 개발 등 제도화와 연계 되면서 IT 환경변화에도 많은 영향을 미치고 있다. 그러나 그간 도입 위주의 EA정책 추진, 전자정부 UN 평가 연속 1위 반열에서 EA역할 한계 노정, 사용자 친화적 대응체계 부족 등의 과제를 안고 있다. EA관련 연구측면에서도 모델과 성숙도 등 미시적 접근이 다수이고 공공정책으로 거시적 방향 제시는 드물다. 본 논문은 이러한 문제의식을 가지고 공공부문에서 향후 EA 정책방향을 어떻게 추진할 것인가에 대한 함의를 제공하고자 한다. 이를 위해서 EA 정책을 시계열적으로 조망하고 분석하고자 한다. 그리고 EA 정책과 기술, 지원시스템의 관점에서 그간의 성과를 분석하고 시사점을 제시한다. 아울러 EA와 관련된 이해당사자와 업무를 통해 나온 요구들을 각 영역별로 정리하고 그 성과와 향후과제들을 도출한다. 이런 결과를 통해 공공부문의 EA관련 이해당사자와 정보화관련 담당들에게 향후 EA추진에 대한 정책방향 설정을 지원함으로써 보다 효율적인 정보화 정책 추진에 도움을 주고자 한다.

상장 에너지 공기업 경영 안정성 분석: 중위투표자이론의 관점에서 (An Analysis of Operational Stability of the KOSPI-listed Energy Public Enterprise from the Perspective of Median Voter Theory)

  • 본 논문은 상장 에너지 공기업의 경영 안정성에 대해 중위투표자이론의 관점에서 분석한다. 2011~2022년 기간 동안 KOSPI에 상장된 한국가스공사, 한국전력공사, 한국지역난방공사, 한국전력기술(주), 한전KPS(주)의 수익성과 안정성에 대해 분석하고, 일반 국민을 대리할 수 있는 중위투표자의 선호와 관련이 있는지 실증분석을 수행한다. 상장 에너지 공기업의 총자산 수익률, 매출액 영업이익률, 자기자본 순이익률로 대리되는 수익성과 자본 대비 부채비율로 대리되는 안정성을 분석한 결과, 근년 들어 상장 에너지 공기업의 경영 안정성은 악화되는 추세에 있는 것으로 나타났다. 또한 공기업의 경영 안정성이 중위투표자의 선호와 관련이 있음이 실증분석 결과로 나타났다. 중위투표자의 소득이 평균소득보다 낮을수록 공기업의 수익성은 하락하고 부채비율은 증가하는 결과를 보여준다. 본 논문은 중위투표자관점에서 공공·에너지 요금의 지나친 부담은 정부와 정치권의 요금 인상 억제의 유인을 강화시켜 공기업의 수익성은 하락하고 부채는 증가하는 결과를 초래할 수 있음을 시사한다.

기업건강증진지수의 준거타당도 평가 (Evaluation on Criterion Validity of Enterprise Health Promotion Index)

  • Purpose: This study was conducted to evaluate the validity of the 'Enterprise Health Promotion Index', a tool for assessing health promotion activities of worksite developed by the Ministry of Employment and Labor and the Korea Occupational Safety and Health Agency. Methods: This is designed a methodological study that evaluates the validity of the Enterprise Health Promotion Index. For this study, a questionnaire survey was conducted for the workplace health professional and safety professional, and a total of 297 data were extracted as final data. We developed the informal health promotion needs and activity measurement tools. The correlation coefficient between the score of the enterprise health promotion index and the score of the informal health promotion tool was analyzed for the criterion validity evaluation. Results: The criterion validity of the Enterprise Health Promotion Index and activity index were supported by finding moderate (r=.597) and high (r=.783) correlation coefficient. However, the requirement index has low levels of criterion validity (r=.364). Conclusion: Based on these results, we suggest to improve the utility of the corporate health promotion index by developing user manual, active public relations, and providing briefing sessions.

공기업의 컨텐츠관리시스템(CMS) 혁신 사례에 관한 연구 (A Case Study on the Innovation of CMS in the public enterprise)

  • Many government agents are willing to provide better service to citizen via information technologies. This is called e-Government, and it needs a CMS to manage numerous contents. However, a CMS doesn't manage contents from the viewpoint of quality. In this research, the QCMS the system to manage contents by using information resource registry, is proposed. Information resource registry includes a flow chart and four matrices. Behavioral patterns of organizations and contents can be got from information resource registry. It makes a top manager understand the state of the business and make proper strategic decisions. The strategies can improve the business. Through the case of a public enterprise, we examine how the QCMS works and makes strategies from behavioral patterns of organizations and contents.

  • 2005, National railway was converted from government enterprise form to public corporation form. Korail is facing in necessity to equip new manpower operating system to achieve public enterprise's part and two purposes called profit creation according to conversion to construction system. Accordingly, railway construction work began services for formation diagnostic and job analysis to construct management formation of new paradigm, personnel management course manpower operation system of the job value priority. This dissertation is research for direction establishment of human resource management(HRM) of railway construction work. Examined problem of current personnel management system with trend of HRM paradigm for this. And presented various strategy to construct greeting executive system of job putting first in person putting first and strengthens formation capacity.

Culture Influence on Enterprise Planning Resource (ERP) Implementation In Saudi Arabia's Public Sector

  • Enterprise resource planning (ERP) is widely adopted among enterprises and organizations. In recent years, researchers have become increasingly interested in factors related to ERP implementation success. In this paper, top management members, IT professionals, and end-users were interviewed in the study. The study used Hofstede's main cultural dimensions as a theoretical framework to identify cultural characteristics and their influence on ERP implementation within public organizations in Saudi Arabia. The study followed a qualitative methodology approach to carry on the study to investigate the national culture characteristics in Saudi Arabia that may influence ERP implementation success. The study found some culturally related factors that could influence success in ERP implantation projects in Saudi Arabia..

  • 최근 들어 민간기업 뿐 아니라 공공부문에서도 협업의 중요성이 강조되고 있다. 최근 민간 기업을 대상으로한 연구들에서는 기업과 대학, 다른 기관들과의 협업을 통한 혁신을 강조하고 있다. 자신이 필요한 기술이 다른 기업이나 기관에 존재할 수 있고, 따라서 그런 기술이나 지식을 공유하고 각자 더 새로운 것을 만드는 체제로 발전해야 한다는 것이다. 이는 협업을 통한 당사자들 모두가 윈윈할 수 있는 협업체계를 의미하는 것이다. 공공부문도 역시 협업이 필요하다. 갈수록 개별기관 수준에서 해결할 수 없는 문제들이 많이 생겨나고 있기 때문이다. 그러나 생태적으로 공공기관은 민간 기업에 비해 협업이 불리한 환경에 놓여있다. 조직구조가 계층적일 뿐 아니라 협업 주체들 간의 관계 또한 수평적으로 인식하지 않고 있다. 의사소통의 양이 적은 것은 물론이다. 본 연구에서는 민간기업 중 협업을 성공적으로 이어가고 있는 기업의 협업과정을 분석하여 우리 공공기관에의 시사점을 도출하고자 한다. 이를 통해 공공부문에서 협업을 촉진하기 위한 방안들을 논의하였다.

환경감사 - 기업분석 (Environmental Auditing-Analysis of Enterprises)

  • In July 1993 a new prescription of the EC was finished, concerning the voluntary participation of enterprises in a common auditing system. By this in the EC-member countries there must be founded centers of environmental auditing where experienced experts of environmental auditing should be accredited. These accredited experts are controllers for evaluating and certification of carried out environmental-auditings. An environmental-auditing practically represents an environmental assessment for an already existing enterprise with establishing corresponding programmes and strategies for the internal management to improve the environmental relations. Much experiences, which could be collected in the field of EIA during the last years may be transfered to this new task immediately. Only an essential difference there should not be overseen because of national legislation EIA in the defined cases must be carried out. By the EC-prescription carrying out an environmental-auditing for an enterprise is optional, it is recommended only. It was not introduced as a must. In spite of this fact because of the hard competition on the market there will be developed a pressure for the enterprises, to carry out such environmental-auditings. At present already a number of first projects in this direction can be seen, in the first line above all enterprises with the necessary economic power want to use this possibility, to gain better positions on the market. We have already gathered the first experiences in this field. We arranged corresponding contacts to several enterprises within the surroundings of Dresden. Within an opening discussion, where the project is explained and discussed with the management of the enterprise very detailed, the understanding, the readiness and the cooperation for the project are generated necessary prerequesits for the success of the whole work. By means of careful detail-work in collaboration with all departments and on all levels of the enterprise the total mass and energy-balances of the factory established and analysed. There are included also such ranges like material delivery, personal policy, public relations and sale as well as waste management. It is important that all people working in the factory have the feeling to be our partners, and not to have the impression to be checked or controled by an outside organization. This one of the most important factors of environmental auditing, in order to wake up and to develop a common interest on all sides. At the end of the environmental auditing there will be according to the prescription of the EC a catalogue of measures to do immediately, short time, mean time and long time for improvement of the environmental situation of the enterprise. All proposals are made in connection with a corresponding economic evaluation. These measures and programmes are declared as the environmental manual and are the basis for the work of the environmental management of the enterprise for the next three years. According to the EC-prescription, the enterprise with this environmental manual can get a corresponding certificate, which may be used for public relation purposes.
