본 연구의 목적은 정부기관에서 운영되고 있는 EA(Enterprise Architecture)를 활성화시키기 위한 실용적인 가이드라인을 제시하는 것이다. 이를 위해 공공기관에서 EA가 운영되고 있는 실태를 IT 거버넌스 관점에서 분석하고 EA 담당자의 입장에서 EA 활성화에 필요한 과제를 도출하였다. 또한 각 기관별로 차이가 있는 EA성숙도수준을 고려하여 실행업무를 비교하고 그 차이를 분석하였다. 그 결과 EA의 도입이 IT관리체계의 구축과 개선에 기여하고 있음을 알 수 있었다. 또한 EA의 성숙도가 높을수록 IT 관리체계의 개선뿐 아니라 사용자 만족도와 활용도, 그리고 업무개선 등 다른 성과도 뚜렷하게 산출됨을 알 수 있었다. 결과적으로 EA 성숙도 수준이 일정수준에 도달해야만, 즉 EA가 활성화되어야만, IT 관리체계를 개선하는 성과를 달성할 수 있으며 궁극적으로 다양한 IT 성과(사용자 만족도와 IT 활용도, 업무개선)에 도달할 수 있음을 밝혀냈다.

In this paper. we present a definition of the term virtual enterprise (VE) and discuss some related terms and concepts. The definition was given based on Porter's Value Chain Theory. Then we discuss some positioning strategies for entering or joining a virtual enterprise from an executive's viewpoint. which show a framework for making decisions on for what. when and how a (real) enterprise need to participate or form a virtual enterprise and whom the partners should be. The major pert of the paper is on underlying information technologies and architectures for building virtual enterprises. Requirements for modeling virtual enterprises and core technologies needed for implementation are discussed. A virtual enterprise reference architecture based on NIIIP's model is presented. Finally we discuss some points that should. addressed from a macroeconomic and public policies viewpoints. These are the issues of IT standardization and investments in IT infrastructure.

본 연구의 목적은 공항정책과 리더십이 공기업 경영평가 수행도와 성과관리시스템을 통해 성과에 미치는 영향을 규명하는 것이다. 데이터는 인천국제공항공사와 한국공항공사에서 simple random sampling으로 533명의 임직원을 대상으로 설문조사를 통해 수집하였다. 데이터 분석은 구조방정식모형(SEM; structural equation modeling)을 사용하였다. 연구결과는 공항정책과 리더십이 공항 성과에 핵심변수라는 것과 공기업 경영평가수행도는 매개효과가 유의하다는 것을 실증연구를 통해 규명하였다. 따라서 본 연구는 공항정책에 관한 적극적인 제안과 통찰력 있는 리더십이 필요하다는 것을 주장하고 있다. 이 논문은 공기업 경영평가 연구에 새로운 관점을 탐구하고 공항 성과를 위한 방향을 제공하는 연구자와 실무자에게 실질적인 도움을 제공한다.

The main purpose of the article is to analyze the system of digital management of labor resources in the context of ensuring personnel security and economic development. In the context of the digital transformation of the economy, much attention is paid to the creation of an innovative personnel management system, as the competition between organizations is intensifying, the victory in which guarantees greater economic benefits. Based on the results of the study, the features and key aspects of the digital management system of the enterprise's labor resources were characterized in the context of ensuring personnel security and economic development. Further research will include consideration of the practical aspects of the digital management system of the enterprise's labor resources.

Nowadays almost nations try to promote the competition of nation through the development of national science technology. Also Korea has been engaging in this race of through public research&development institute. But recently the commercialization of R&D products appears a poor result in the royalty of technology according weak technology transfer toward IT small and medium-sized enterprises. Even If we have been trying to find the problems and causes, as yet it is true that we don't solve clearly the problem, make a diagnosis about it. This paper analyzes the process of commercialization in public R&D research institute(ETRI: Electronics and Telecommunications Research Institute) through system thinking and researches an interrelationship among government agency, public R&D research institute, and enterprise. This one can find the fact that between research fund and R&D products, transfer technology and royalty, and enterprise's operating profit and active technology transfer like adding technology development is a positive feedback loop. This positive feedback loop in the commercialization of public R&D research institute carries out very important role in examining problems in R&D product's commercialization. Also this paper looks forward to being a guide in the commercialization of public R&D research institute.

일반적으로 공기업의 문제는 경제적 합리성이라는 속성과 너무 괴리되어 있다는 점에서 비롯되어 우리나라의 경우 정부 상위관리기관과 정치권의 낙하산 인사의 대상으로 악용되며 노조와의 유착 등으로 인한 비능율과 부패의 온상처럼 비쳐져왔다. 이에 많은 사람들이 공기업을 개혁해야 한다는 생각을 하게 되었다. 앞으로의 공기업 개혁방향은 명확하다. 기간산업 등 민영화가 곤란한 부문은 정부의 소유 및 통제 하에 공기업 효율성을 제고시키는 경영관리 시스템을 구축해야 하고, 이외의 부문에서 효율화가 어려운 공기업은 민간에 경영권을 이양하는 민영화정책을 적극 고려하는 발상의 전환이 필요하다.

연구의 목적은 서울 시내 공기업 호텔 레스토랑 고객을 대상으로 고객만족 및 고객충성도에 대한 실증연구를 하였다. 본 연구는 이론적인 배경과 실증연구를 바탕으로 공기업호텔의 서비스 품질이 고객만족 및 고객충성도의 결과에 따라 경영활성화를 모색하고자 한다. 실증자료는 요인 분석, 신뢰도분석 및 회귀분석을 SPSS 12.0으로 분석하였다. 본연구의 결과는 제품 서비스는 고객만족에 대한 영향을 미치는 것으로 나타났고 종업원 서비스는 고객만족에 대한 영향을 미치는 것으로 나타났다. 또한 고객관리 서비스 고객만족에 대한 영향을 미치는 것으로 나타났으며, 이용시설 서비스는 고객만족에 대한 영향을 미치는 것으로 나타났다. 마지막으로 고객만족은 고객 충성도에 영향을 미치는 것으로 나타났다.

This study attempts to examine the effect of family friendly work policies on the work-family balance of employed married women with young children. While previous research has investigated the effects of family friendly work policies, the effects has often been confounded with the effects of other covariates such as worker's and workplace's characteristics. In this study, we try to distinguish the effects of the family friendly work policies from those of other covariates. We draw a sample of 131 employed married women with children under age 12 from the $2^{nd}$ National Korean Family Survey. We compare the level of work-famiy balance of the women by the type of workplace: public sector, large enterprise, medium enterprise, and small enterprise. The results of this study show that some of the differences in the work-family balance of the women working in the different type of workplace can be attributed to socio-demographic background of the women and the work characteristics of workplace. There is, however, an effect of family friendly policies on the work-family balance between those who work in public sector and in medium enterprise after controlling the effects of the covariates.

This paper is to introduce the foreign civil military enterprise system and to suggest a plan to improve the employment rate of the discharged soldiers who served for a long term and the welfare of soldiers highly. At first, Military Professional Resources Inc., Dyncorp Inc. and Cubic Inc. of the United States, Sandline International Inc. of England and ATCO Frontec Inc. and Ednoonton Inc. of Canada are introduced in this paper. And also, this paper is to analyze employment conditions and difficulties of the discharged soldiers and suggest to establish a institute of tentatively named 'Korean Civil Military Enterprise' in terms of the Government and the Department of Defense. This civil military enterprise is to plan and manage military projects, to research and develop drill manuals and military doctrines and policies and to evaluate and manage the military training. As a pattern of civil military enterprises, three types of Military Support, Military Consulting and Military Provider are presented. Moreover, in order to advance the civil military enterprise, diverse training programs(for public civil investigators, guard advisors, special security guards and security staffs) to utilize all sorts of special military fields are developed.

This paper aims to elaborate the role and availability of the community enterprise as a form of methodology in local regeneration, dealing with urban social problems generated in the process of urban development. In a situation of the increasing skepticism in the capitalism, the instability in public welfare system and disintegration of community, social economy has come to the fore as an alternative. The community enterprise, especially, has shown the potential to form a virtuous cycle in local regeneration system; residents recognize local problems by themselves; discover and utilize the local resources and assets in the process of solving the problems as an entrepreneurial form; and consequently create social and economic capital which can be reinvested in the local community. Given these aspects, Korean government has implemented supporting policies for the promotion of community enterprises, and new government's "Urban Regeneration New Deal Project" are putting more importance on the role of social and community enterprises as a propulsion unit. In this regard, this paper first explores the concept and features of community enterprise in economic and social aspects, whereby it analyzes the capacity of community enterprises as principal agencies or implements in local development. Then, the development status and institutional supports for community enterprises in the UK is revealed, and investigates case studies which are playing a revolutionary role in urban regeneration or local economic revitalization. Based on this analysis, it draws the main factors for the sustainable and autogenous community enterprise as follows: flexibility in legal forms, community owned assets, diverse fund streams and invigorating social investment market, active partnership between public and private sectors, ardent enterprisers and intermediate support organizations.
