The Welfare Mix Structure in Korea: an Expenditure Study of 2000 (한국 복지혼합의 구조: 2000년도 지출추계를 중심으로)

  • The purpose of this article is to analyse the expenditure structure of the welfare mix; in order to grasp the holistic feature of the Korean social welfare. Most of all, the article attempts to elaborate the estimation methods of social welfare expenditure by including the components from which has been excluded so far - indirect tax expenditure of the government, nursery payments of households, life insurance pay-outs for survivors, inter-household private income transfers and the value of caring work of the family. In so doing, the article estimates that the total social welfare expenditure including state, enterprise, market, NPOs and family reached at 24.7% of GDP in 2000, which is approximately 2.5 times more than public social welfare expenditure. It implies that non-state, private sectors dominates the structure of social welfare provisions in Korea. In addition, based on the analyses of the expenditure structure, the article defines the main feature of Korea's welfare mix as the 'mixed structure of the welfare mix dominated by the protective family', or 'expanded public sector, relatively limited market, and protective family'. Such a family-dominated welfare mix structure in Korea indicates that the fundamental source of solidarity of the Korean social welfare system is family and, therefore, the welfare regime of Korea can be classified as 'Conservative'.

  • Although more interests are displayed concerning the business opportunities over the technologies developed in government-funded research centers or the universities, overall business performance does not meet the level of investment. As a consequence, it is hotly debated about stock investment for research enterprise and venture founded on the technologies of the government-funded research centers and the need and the required measures for the foundation of technology holding company that provides incubation service. This paper attempts to identify the critical success points in the foundation and the operation of technology holding company by observing the cases of overseas public research centers and to provide the future guide.

  • This paper describes the design and implementation of the PKI-based EAI system which is used for delivery of sensitive personal information between business systems. For this purpose, we propose a key exchange protocol with some key process : Diffie-Hellman Schema is used to provide forward secrecy, public key-based digital signature is used for EAI Server authentication, data integrity. In addition, in order to minimize the performance impact on the overall EAI systems. The EAI server was designed simply to be used only as a gateway. This paper shows the implementation of Korea public key authentication algorithm standard and a symmetric encryption algorithm for data encryption.

  • This study is an approach to solve the problem concerning informatization and its investment of the existing information system. In this regard, IT Architecture is becoming a prominent figure, and great efforts are being taken to establishment of related infrastructure environment such as the 1st and 2nd pilot programs, ITA related law's legislation, and development of a reference model and its guidance. Especially, with 'the bill on the introduction and management of the information system' passing the National Assembly, all sorts of environment involved for the introduction of IT Architecture in the future such as establishment of the political foundation for IT Architecture introduction of public organizations, and integrated IT Architecture management system(G-ITAMS) is establishing the constituency. Therefore, this study aims to grasp accurately the actual condition concerning the introduction and utilization of IT Architecture at domestic public organizations, which was followed by investigation to present the right direction in the future, and the findings were discussed in the main body as follows:

  • The aim of this study is to examine the development of social economy and institutional isomorphism in Chungnam Province. Although 'social economy enterprises' in Chungnam Province achieved rapid quantitative growth, public-led policy and institutional framework has intensified institutional isomorphism. Institutional isomorphism is a phenomenon in which all type of organization and activities become similar in an institutional environment. This isomorphism hinders the social value orientation and innovation of social economic enterprises. As a result of the case analysis, institutional isomorphization was intensified if regional ecosystem(that can maintain and strengthen social value orientation) was not established. The creation of social value is at a level that satisfies the institution and the social value orientation is also weakened.

  • This paper illustrates key features of an enterprise employment simulation which integrates a system dynamic feedback model with a cost-effectiveness optimisation capability utilising genetic algorithms. Its core is a 3-dimensional array structure tracking staff numbers by rank, by time-in-rank, by years-of-service. The resultant model, which could readily be adapted to non-Defence use, can identify, given user specification of any mix of employment rules, the likely patterns of employment behaviour including: resultant time-in-rank and years-of-service profiles; ability of a Unit to fill all positions to target strength; ability to fill promotional positions within normal rules for substantive promotion; need to fill promotional positions using rules for temporary promotion or transfer from outside; necessary recruitment pattern to sustain target strength.

Impact of Social Consumption Crisis Strategy on Distribution Marketplaces' Relationships

  • Purpose: This paper reviews the attitudes of consumers related to the consumption crisis response strategy (i.e., defensive vs. receptive) that companies implement during crises. Research design, data, and methodology: We discuss the interaction between the crisis response strategy and the consumption crisis type (i.e., corporate ability vs. corporate social responsibility). We used SAS ver. 9.4 software to analyze the results. We applied a 2 × 2 intergroup experimental design to our sample of subjects, who were undergraduate and graduate students at a university in Seoul, South Korea. The three experimental variables considered were the entity's risk response strategy, the crisis type, and public relations strategy. The experiments were conducted by presenting a hypothetical scenario to eight groups. Prior to this experiment, five preliminary surveys were conducted to determine the three variables just mentioned. Preliminary surveys were conducted on the basis of these criteria. For eight selected product lines, 320 undergraduates were required to enter the product lines that are frequently used in the assessment center up to the fourth priority. Results: Analysis of variance revealed that experiments related to crisis response strategy, type of enterprise crisis, and type of public relations message were successful. Conclusions: Our results verify the impact of different types of social initiatives on distribution marketplaces.

A Study on the Influence of Knowledge Management System Quality on the Work Performance of Public Institutions: Focusing on the Interaction between Collective Intelligence and Innovative Activities (공공기관의 지식관리시스템 품질이 업무성과에 미치는 영향에 관한 연구: 집단지성과 혁신활동의 상호작용을 중심으로)

  • This study empirically examines the correlation between the data, system, service quality, collective intelligence, innovation activity, and work performance of the KMS for employees of state-run enterprises. This study also confirmed that collective intelligence and innovation activity have a mediating effect on the relationship between KMS system quality and work performance. For this study, employees of state-run enterprises completed a 5-point Likert scale survey, and the data obtained were analyzed with descriptive statistics. The reliability and validity of variables were also verified through a measurement model analysis. Structural equation modeling of IBM SPSS 26 and AMOS 26 were used to prove the hypothesis. Through this study, For the improvement of sustainable work performance of state-run enterprises, which is a difficult issue to solve, not only should the quality of the KMS utilized in the enterprises be improved and managed, but also the design for various incentive schemes tailored to the enterprises' job characteristics, such as rewards, HR bonus, work incentives, job allowance, and encouragement from the head of the enterprise, should be reviewed and continuously developed in reflection of the active collective intelligence of the employees and the effect of innovation activities. Then, the work performance of public institutions will increase.

  • Knowledge resources are classified with two groups, the records produced by internal parts of company and general information materials from external organizations. Production, acquisition, storage, retrieval and utilization patterns of two groups became similar due to digitization of knowledge resources. And separated RM and IM should be changed integrated management concept. This paper compares RM and IM based on KM governance strategy and several methods to integrate RM and IM. Especially the selection and identification of knowledge resources, information systems to be integrated and the methods of integration and integrators of public enterprises are presented.

Workstation Risk Factors for Work-related Musculoskeletal Disorders Among IT Professionals in Indonesia

  • Objectives: This study aimed to identify workstation factors influencing work-related musculoskeletal disorders (WMSDs) among information technology (IT) professionals in Indonesia. Methods: A cross-sectional study was conducted among 150 IT workers at small-enterprise companies who were randomly selected across East Java, Indonesia. The data were modeled using multiple linear regression, with a 95% level of confidence for determining statistical significance. Results: The respondents reported that the neck had the highest level of discomfort and was the most at risk of WMSDs, followed by the lower back, right shoulder, and upper back. Screen use duration (p=0.040) was associated with whole-body WMSDs, along with seat width (p=0.059), armrest (p=0.027), monitor (p=0.046), and a combined telephone and monitor score (p=0.028). Meanwhile, the factors significantly related to the risk of WMSDs in the hands and wrist were working period (p=0.039), night shift (p=0.024), backrest (p=0.008), and mouse score (p=0.032). Conclusions: Occupational safety authorities, standards-setting departments, and policymakers should prioritize addressing the risk factors for WMSDs among IT professionals.
