  • The Purpose of this study was to enhancing sustainable participation of community gardeners by comparing general apartment complex with public lease apartment complex by drawing indices for quantitative research. This research carried out interviews and statistical research with 319. The results revealed statistically difference between 2 types of apartment, and satisfactions and intention of continuous participation is also different from each sustainable in participating in community garden are also different from each type. Overall, however, participation of female citizens, public assistance, area of plot, and effectiveness of exchange can enhance participants' continuous participation.

  • Neoliberalism became a catch word of a post-cold war era. It began to develop in the middle of welfare state crisis in developed countries. It promoted both a unified world market through mutual penetration of national boundaries in International scene and maximization of efficiency through market competition in domestic scene. Privatization of public corporations is a major policy to pursue market efficiency through deregulation. Two reasons are often adduced to support the cause The socio-economic changes diminished the necessity to establish public corporation on the one hand. On the other hand gross inefficiency has been observed in the management of public corporation. 'Government failure' is an apt expression of the inefficiency. In analysing the experiences of privatization of utility industries of some other countries we found a couple of lessons for a Korean case. First, it is doubtful if privatization, that is a change in the form of ownership, is a necessary condition for achieving market efficiency. Because it is possible to operate a mechanism of market competition while maintaining competition among public corporations and with private actors. Second, the patron-agent dilemma is often cited as a major culprit of an inefficient management of public corporations. But it is without saying that the dilemma is also found in the management of private firms. So, the issue is not the privatization per se but to realize responsible management through discipline and incentives.

Soil Pollution and Contaminated Soil Management of the Public Housing Agency in Residential Land Development (전국 토양오염실태 및 공공택지개발지구의 오염토양 관리)

  • The purposes of this research are to examine soil pollution in the nation and to explore the contaminated soil management of the public housing agency in public land for residential development. In so doing, the primary and secondary data were utilized, the former made use of the public data annually released by the Korea Ministry of Environment, and the latter relied on a self-administerd questionnaire survey conducted in the staff of the public housing agency, particularly those in charge of soil contamination in large-scale land, housing and urban development projects. The findings reveal that the national concentrations of 21 inorganic and organic soil contaminants (e.g., Cd, Cu, As, Hg, Pb, Cr, Zn, Ni, F, P, PCB, CN, Phenol, BTEX, TPH, TCE, PCE, Benzo(a)pyrene, and pH) in the land were extracted to be well below the risk level designated by the statutory guidance while industrial areas had them at a relatively modest level. In addition, the survey results indicate that the public housing agency didn't establish specific and clear guidelines for soil pollution and its remediation in the residential land development, so that contaminated sites have been primarily remediated by outsourcing companies. As the unexpected occurrence of contaminated sites causes the incurring expenses added to total project budget, the provision of both professional training and on-site manuals with the sufficient information on techniques and methods of soil contamination is critical to promptly and systematically deal with soil pollution.

  • Purpose: This study is to research how New-Hanok R&D technologies of first stage are appearing and adapted to the New-Hanok style public buildings, especially in Daycare Center in Sunchang-gun, Korea. Unlike Hanok houses, public buildings which has special needs for the public and restricted by laws and regulations need not only new system of law incentives but also new components of New-Hnaok R&D technologies used only in Hanok house. Method: For this purpose, we checked the drawings for Daycare Center in Sunchang-gun. The drawings have been changed 6 times for the purpose of adopting New-Hanok R&D technologies of first stage and actual needs for current laws and regulations for public buildings and it reveals not only the possibilities for adapting new technologies in New-Hanok but also meetings the current and public needs for public buildings. Result: The result of this study as follows. Approximately 40-50 percent of New-Hanok R&D technologies in the first stage are adapted in Daycare Center in Sunchang-gun, and this means there are limitations in adapting New-Hanok R&D which are mainly for the Korean style houses. The main reasons are the costs still remaining high and lacking in confidence for using traditional structures and materials still under verification. Some are changed and proposed in another solutions suitable for public buildings as like truss structure system in roof.

Effect of STEL-toluene on Metabolism of Benzene in Rats (단시간 허용농도의 toluene이 benzene대사에 미치는 영향)

  • Benzene and toluene, which are widely used aromatic hydrocarbons in workplace, are recently proved to cause health hazards due to their toxic effects. This study investigated the influence of toluene on the urinary excretion of benzene metabolite by administering short term exposure limit(STEL) of these compounds(i.e., 13.8mg/kg of benzene and 108.8 mg/kg of toluene) intraperitoneally into Sprague-Dawley rats. After administration, urinary phenol concentration of rat was measured by gas chromatography for every three hours. Data were analyzed by non-parametric statistical methods using Kruskal-Wallis multi-sample test and Mann-Whitney U test. The following results were obtained : 1. Administration of STEL-benzene increased urinary phenol concentration in lats. 2. Urinary phenol concentration was increased logarithmically according to the dosage of benzene. 3. Excretion of phenol in urine was decreased when benzene and toluene were administered simultaneously compared with administering benzene alone. In summary, these results reveal that administration of STEL of toluene has antagonistic effect of urinary excretion of benzene metabolite in rats.

  • This study has the purpose to investigate the landscape plans focused on the public sector housing complexes in the Seoul Metropolitan Area in the 2000s. The targeted subjects of this study are 24 districts conducted by the Corporation, and the spatial extent is limited to Seoul metropolitan area. The scope of the research is limited to the public sector, because this sector has been conducted preferentially for public needs rather than the development profit, and has positively reflected the will "pre plan - post development". In view of the study methodologies, this study examined the transition process in Korea housing complex and analyzed the design reports to extract the key planning concepts and planning methods of landscape planning. The main concepts of landscape planning analyzed in this study were urban landscape, natural landscape, streetscape, architectural landscape, axis for viewing, landmark, skyline and landscape by areas. The key planning methods of landscape planning were landmark, which is a point landscape element, axis for viewing and skyline, which are linear landscape elements, landscape by areas which is an area landscape element, and finally complex landscape, walking landscape and nightscape, which are three-dimensional landscape elements.

Periodic Health Examination : Selection of Manageable Diseases and Evaluation of the Sensitivity and Specificity (건강진단 대상질환 선정 및 건강진단의 정확성 평가)

  • The purpose of this study was to select the manageable diseases which are prevalent in Korea for periodic health examinations and to evaluate the sensitivity and specificity of periodic health examination in detecting these diseases. The data was derived from reimbursement data of the Korea Medical Insurance Corporation over a two year period (April 15, 1986 to April 14,1988) and interviews with Yonsei Medical School professors. This study demonstrated that: 1. The manageable diseases which were selected for periodic health examinations are pulmonary tuberculosis, viral hepatitis, diabetes mellitus, syphilis groups, essential hypertension, renal disease groups, and iron deficiency anemia. 2. The sensitivity of the health screening for each disease was as follows: pulmonary tuberculosis 51.5%, viral hepatitis 60.3%, diabetes mellitus 64.7%, syphilis groups 63.3%, essential hypertension 49.9%, renal disease groups 44.0%, and iron deficiency anemia 80.9%. We conclude that peiodic health esaminations should focus on the manageable diseases that we have defined. The number of items in periodic health screening tests and hospital quality control should be increased for the diseases with a demonstrated low sensitivity.

Establishment of an Optimal Rehabilitation Process for Agricultural Public Wells by Applying Standardized Diagnostic Functions (농어업용 공공관정 기능진단 표준화(안)을 이용한 최적 사후관리)

  • Rehabilitation for low-yielding wells resulting in improvement on groundwater quantity and quality is considered to be the most economic and ecofriendly method against the increasing demand to groundwater due to frequent drought and the increase in numbers of agricultural complex for growing horticultural crops. This study suggests standard, stepwise diagnostic fuctions consisting of four steps (Basic inspection, Specific inspection, Rehabilitation, and Management) for an optimal management to the wells. Basic inspection can provide information on current groundwater quantity and quality compared with those on its initial stage. Specific-inspection based on hydrogeology can scientifically demonstrate causes of deterioration on groundwater quantity and quality. Results of specific inspection can suggest an optimal rehabilitation method to solve deteriorating problems including clogging and corrosion for the wells. After rehabiliating the wells, an assessment on groundwater quantity and quality would be conducted to identify the suitability of the applied method and improvement of the wells. A short-term, periodic management to the wells is considered as the key to save a public management budget. Suggested diagnostic functions can possibly induce sustainable supply of agricultural groundwater to the farm land and finally contribute the increase on rural household income.

Changes in Prevalence of Obesity for 10 Years (1997~2007) and Its Related Factors in Health Checkup Examinees (건강검진 수검자의 최근 10년(1997~2007)간 비만 유병률의 변화양상 및 관련요인)

  • The purpose of this study was to estimate the change of prevalence rate of obesity, also to know the relevant factors for 10 years in korean adults, which targets on the 5,420(4,556 men and 864 women) people who had undergone one biennial medical health check-up through the National Health Insurance Corporation from 1997 to 2007. As a results, the prevalence rate of obesity increased 11.0% point from 20.9% in the initial year(1997) to 31.9% in the final year(2007) for the recent decades and this is related to the socio-demographic characteristics, health-related, and eating habits.

Cost analysis of hypertension screening program (고혈압 건강진단의 비용분석)

  • To evaluate the costs of the hypertension screening program of the Korea Medical Insurance Corporation, the records of the screening examinations were used. The sample size was 49,983 of the 906,554 people insured by the Corporation and was obtained by two-stage stratification random sampling. The alternatives for efficiency of the screening program, which were divided into three categories : modification of the screening test package, application of other hypertension diagnostic criteria, and selective approach of tested groups by age, were evaluated according to the cost per patient detected. The results of this study were as follows In the hypertension screening system, the cost per patient detected was Won 30,883. The most nonsensitive test for hypertension detection was ophthalmoscopy, which was examined during the second stage of screening. If the ophthalmoscope examination was excluded, olny one person was not detected, which was 0.2% of detected persons, and the cost per patient detected decreased to Won 28,098. The most efficient modification of the screening test package was measurement of blood pressure through the first and second stages of screening. The cost per patient detected by this modification was Won 24,408. The application of other diagnostic critera, which were more restricted criteria, increased the cost per patient detected by 3.7%-6.7%. The cost per patient detected were Won 170,582 for persons less than 39 years old, Won 20,032 for persons 40 to 59 years old, and Won 8,675 for persons 60 years old and over. In conclusion, the best alternative suggested with respect to efficiency and practical application excluded the ophthalmoscope examination of second stage screening and restricted the target population to persons greater than 40 years old. The application of this alternative decreased 54.9% of the screening costs and the cost per patient detected was Won 15,222. This study was limited in that measurement of effectivenes was not of the ultimate goal of screening, which is decreasing morbidity and mortality, but was of disease detection as the short-term objective.
