Performance Evaluation Model for Public-Private Partnership Projects - with Reference to BTO (Build-Transfer-Operate) Road Projects - (민간투자사업 성과평가 모델 개발 및 적용 - 도로 부문 사업을 중심으로 -)

  • The aim of this paper is to develop a performance evaluation model for PPP (Public-Private Partnership) projects that appropriately reflects the important traits that are unique to PPP projects. To this end, 1) it defines a set of distinct perspectives involved in the PPP projects and their associated success factors that might differ amongst the perspectives; 2) it identifies the key performance indicators and suggests the performance evaluation criteria for each indicator; and 3) it builds a performance evaluation model by matching the success factors from each perspective with performance measure criteria as well as applies the model to the two selected BTO road projects in Korea. The process of model construction and its application confirms significant differences between the main stakeholder perspectives typically involved in PPP projects, which highlights the need for an evaluation model tailored for PPP projects by taking into account the distinct perspectives. The results from the PPP evaluation model developed in the study is compared against the results from the existing ex-post evaluation model for construction projects in general. The former shows a closer match with the results from the user satisfaction survey conducted. This new evaluation framework and the performance indicators entailed in it permits a balanced evaluation of PPP projects as it takes into account different perspectives involved in PPP projects as well as an understanding of the factors affecting the success of PPP projects. While the construction of the model is based on transport projects, it is applicable to different types of PPP projects through variation with the weight allocation amongst different success factors and/or additions or other adjustments to the performance evaluation criteria as required.

A Study on the Characteristics of "Early Contractor Involvement Method" in Public Project in Japan

  • In recent years, Owner, Architects, and Contractor are increasingly collaborating with each other from pre construction phase in construction projects, which is called Early Contractor Involvement (ECI). In Japan, the ECI method has been introduced in several public building projects since 2015. The purpose of this study is mainly to clarify the characteristics of the ECI method in Japan and to compare the contract clauses of the ECI method in the UK and the USA. The results of the survey are as follows. (1) the ECI method was supposed to make it possible to achieve appropriate quality, cost, and construction period by reflecting Contractor's technology and know-how in the design documents and specifications. (2) According to the database, there were 27 cases of the ECI method in Japan from 2015 to 2021, of which 13 cases for which bidding information could be obtained had a variety of technical proposals, mainly VE proposals, depending on the project characteristics. (3), Japan's ECI method has very much in common with SBC + PCSA in the UK. On the other hand, ECI Method in Japan differs from in the UK in that Owner, Architect, and Contractor enter into a partnership agreement, which is similar to ConsensusDocs CD541 in the USA. (4) The ECI method in Japan has the following problems: Owner depends on Contractor for cost control, the division of roles among project members is complicated, and more work from Owner than the DBB method are required.

  • Design-build projects were devised to enhance the design technologies of the domestic construction industry and the efficiency of public works, contributing greatly to the development of construction technologies. However, as various stages of the process, such as formulation of basic plans and design documents, and deliberations proceed, claims, including changes in the requirements of clients, and design changes occur. These claims result in the delay in construction and an increase in construction costs. In this regard, this study attempted to identify main claims that delay construction and increase the costs of design-build projects, prevent claims in the future, and improve the efficiency of project implementation.

  • Cases of the time extension have continuously transpired in the public construction projects. The potential of economical loss and claims is increased because the concerned parties such as an owner or a contractor have not properly performed their own responsibility for the time extension. Therefore, this paper aimed to improvement of apportioning responsibility for the time extension in construction projects.

  • In the public sector, the number of interior construction projects is continuously increasing. When the interior construction is carried out, it is largely divided into design and construction stages. On the other hand, in order to place an order in the public sector, it requires institutional conditions such as business type, price criterion, award criteria, and guarantees. But in th case of interior design, it is necessary to establish a basis law to be applied for ordering. Therefore, this study analysed the necessity of improving the system related to the interior design order in the public sector and suggested ways to improve the system. In the future, we will continue to conduct research based on this research, and if institutional improvement is made through the proposed methodology, it will be possible to apply effectively not only in the public sector but also in the private sector.

  • The selection of an appropriate contract method is vital for the successful operation of the project. However, there has been a lack of studies on objective decision making support models for use in the planning stage of a project contract. The present study had the goal of analyzing the factors that influence contract method selection, as an initial study for developing a project contract method selection model. The existing related studies were analyzed, and the factors considered in the literature were selected. Then, based on the findings, the opinions of an expert group on the important factors for contract method selection were collected through a survey. The collected opinions were analyzed using factor analysis, a statistical analysis method. The results will be utilized in the future as preliminary data for developing a decision making model for selecting a contract method.

  • This study has described the case that has been experienced personally by centering on discords created in railway construction projects while performing practical duties at the construction field. Accordingly, as seen from the experience of performing one method called discord reconciliation conference, it seems that there are many parts to be improved on for the particular details because the conference was progressed by the position of a non professional in its content or procedure. But as seen from the word origin called "discord", looking at the state of finding one solution after another from vagueness of solving difficult and entangled problems, we could sense that the sincere communication and honesty was more progressive method in the phase of looking for one solution after another. Although this essay was centered on a typical case of railway construction project, I hope for it to spread throughout the whole society and especially hope that many discords created in public work sites such as public works would become settled smoothly between the parties concerned.

  • In many parts of the world, low cost housing used to be built and maintained by the governments, based on designs and detail specifications prepared by the public sector with construction carried out by contractors. Results vary due to differences in design standards, workmanship and property management, depending also on the neighbourhood's care of the estates and their pattern of usage. In the UK, where Private Finance Initiative (PFI) has been used for infrastructure projects, there have been successful cases of city estate being transformed by PFI. These PFI housing schemes involve new-build, refurbishment as well as facility management. Unlike traditional construction, which is based on prescriptive specifications, PFI housing is based on output specifications. A study has been undertaken to compare the two specification approaches as they are applied to housing estate. Results are enlightening and serve as good reference to cities such as Hong Kong SAR and Singapore, where public housing provisions have been a major concern of their citizens as the building stock gets older.

  • While a year and a half has been passed since the launch of KTX service, traffic volume of Gyung-bu High Speed Railway is still much lower than the forecasted value. This situation has been badly affecting not only Korail's financial status but also KRNA's general railway construction projects as general public responds negatively to such projects as New Ho-nam Line Construction. This paper outlines traffic volume forecasting methodologies applied to construction of Gyung-bu High Speed Railway, identifies major causes of forecasting deviations. and finally extracts problems through comparison between the forecasted results and actual traffic volume.

  • Recently the diversification of construction market and the continuous reduction of construction amount are raising the need of alternative delivery method in the construction industry. The foreign advanced companies actively adopted the CM at Risk delivery method where they perform the service of agent CM in the design phase, and agree GMP(Guaranteed Maximum Price) with the client at the time of 50~80% completion of design. Even in Korea they began to apply that method to pilot projects. In CM at Risk, through the early participation of builder, the level of design completion can be improved and the change order and construction period delay can be minimized. On the other hand, GMP is usually calculated when the design is about 80% complete, so there is uncertainty in the construction cost. Therefore, in this research, the increased amounts of construction cost are analyzed in a number of public construction projects, and GMP calculation process is proposed using the analysis results and CBR(Case-Based Reasoning) technique to reduce the construction cost increase in the construction phase.
