Police Networks for Criminal Intelligence Functions: Based on Informal Social Network Analysis (경찰 범죄정보 수집 활동의 관계망 분석: 비공식적 사회연결망 분석을 중심으로)

  • Recently, the necessities of gathering, producing, and sharing criminal information are critically important as intelligence functions of police agencies to improving public safety and national security. However, the inadequacies and barriers within which police agencies have in regard to intelligence functions impede criminal information gathering, intelligence producing within their agency, and intelligence sharing with other agencies. In this study, we analyzed informal networks constructed from a survey dataset of information and intelligence sharing among officers in police agencies. The results revealed the different structural properties of intelligence networks between police agencies. We did find that officers with high indegree and outdegree in a network played critical role on the dynamics and degree of intelligence gathering and assessment responsibilities. Finally, we could find evidence that the potential role of intermediary triggered relational dynamics for developing and sharing critical information among all police agencies.

Efficiency Analysis for the Community Culture Center in Capital region by DEA (DEA에 의한 수도권 소재 문화예술회관의 효율성 분석)

  • This research focus on Community Culture Center's efficiency according to the regional and operating subject in Capital region. Recently the importance and potential market of cultural industry is growing. In addition, as a basis for local cultural industries, the importance of Community Culture Center has been highlighted. Therefore, for the activation of cultural industry, Community Culture Center on the efficiency of the operation should be reconsidered. To analyze Community Culture Center, using DEA, the efficiency of public organizations tool, which focus on operational efficiency. Depending on the results of analysis, Seoul, Incheon and Gyeonggi province was able to confirm their efficiency. In addition, according to the Direct Operating, Industrial Operating, Foundation, Private Consignment Agency their efficiency showed significant results. Looking at regional Community Cultural Centers in Seoul and Gyeonggi Province will see that two are operating efficiently. On the other hand, the Community Cultural Center in Incheon was not efficiency. Looking at the operating entity basis, Direct Operating Agencies and Industrial Operating Agencies were operating efficiently. On the other hand, Foundation Act of agencies and Private Consignment Agencies have been operating relatively inefficiently.

A stuffy on the environmental Impact Assessment of golf course development - A comparative cross - cultural analysis between Korea and Japan (골프장 개발에 따른 환경영향평가에 관한 연구 -한국과 일본의 문화적 비교 분석-)

  • In recent years, the construction of golf course has been increasing very rapidIy and serious concern is paid to its environmental consequences both in Korea and in Japan. EIA systems as a major requirements for golf course developments emerged to reduce the adverse impact of their developments in Korea as well as in Japan. This study aims to compare EIA systems, procedures and methodologies employed between Korea and Japan in order to demonstrate the success and failure of EIAs in each country. The results of this study can be summarized as follows : 1) EIAs are systematically undertaken based upon law in Korea but on regulation in Japan. 2) Public participation Isn't encouraged in the Korean EIA procedure while the Japan EIA system involves public participation. 3) Korean EISs shall be prepared after the proposed projects are approved according to the related laws and be followed by the necessary procedures, but in the carte of Japan, EISs be prepared prior to their approval . 4) ELSs shall be prepared by agencies with special expertise with respect to 7he environmental impacts (appointed by government) or the sponsoring agencies themselves in Korea whereas they be prepared by agencies proposing the projects in japan. 5) EISs both in Korea and in Japan are characterized by cliches which may be unfamiliar to reviews and the public. 6) EIAs describe the existing presence and predict and evaluate that a development work influences the present conditions. Here Japan EIA treats mainly natural - and life environment, whereas Korean EIA dose social - and economic environment. And hence in the case of Japan is undertaken more quantitative and scientific analysis, whereas in the case of Korea is less. It is suggested that the key point to impact analysis is to use the correct concepts, fomulate the comparative studies of methodologies and find the methods that suit the decision as well as which country's own circumstances.

The Change of Job Wage System in Public Sector (공기업 직무급여제도 전환 연구)

  • Job-wage is "a compensation system in which the basic pay is determined by the value of the task regardless of the nature of the person performing the task." The retirement age of workers in 2016 is trying to improve the wage system due to the enactment of the 60-year-old law. The performance salary system introduced in the previous administration try to switch the government of Moon Jae-in. In other words, the introduction of performance salary from the Seniority based Wage and the shift to the job payment system are taking place. This study analyzed case agencies in connection with the transition of job wage to public agencies. In other words, based on the awareness of the employees involved to the contents of the transition of the performance annual salary system to the job wage system analyze empirically. This study finds that there was strong negative perception of the performance-based pay system as a whole and the shift to a job wage system was also highly opposing. It was revealed that efforts to improve the problem are needed to improve performance annual salary system, to reverse the negative perception of job wage, to prepare fair evaluation criteria for performance and job duty and to persuade employees who oppose job change.

  • Since 2003, Korean government went thru biggest and the most significant 'innovation' communicating the government itself as well as its policies. Following Jo's research design conducted in 2003 (published in 2004), this study adopted a longitudinal design to see how Korean government agencies have been changed by the president 'Noh' administration. The concept, 'encroachment' has been utilized to measure professional level of public relations departments of Korean government agencies. 'Encroachment' occurs when a communication department is managed by a person without proper experience or education/training in the field of public relations. After interviewing public relations managers (19 from central agencies, 16 from local government), encroachment has been found to be 'almost not changed' while, opportunities for professional 'on the job' training increased to a certain level.

Issues and Preventions of Insider Information Leakages in Public Agencies for National Security: Cyber Security and Criminal Justice Perspectives (국가안보를 위한 공공기관의 내부자 정보 유출 예방대책: 사이버 안보·형사정책 관점)

  • The purpose of this study is to provide implications for preventing insider information leakages in public agencies for national security. First, the study examined the definitions and current usage of information security systems of public agencies were examined. Second, web-service base information leaks and malware-base information leaks were discussed and three major credit card companies' personal information leakage cases were analyzed. Based on the analysis, four solutions were provided. First, information leakages can be protected by using web filtering solutions based on the user, which make possible to limit frequencies of malware exposures. Second, vaccine programs and vaccine management system should be implemented to prevent information leakages by malware. Third, limit the use of portable devices within local networks to prevent information leakages and vaccines programs for malware should be regularly used. Forth, to prevent information leakages by smartphone malwares, data encryption application should be used to encrypt important information.

A Plain Language Policy Institutionalized in the U.S. and Implications for Korea (미국의 쉬운 언어정책의 제도화와 한국에의 시사점)

  • This paper is to analyse statutes and execution system on 'plain language policy' of the U.S. in the process of policy was instituted, and to suggest the meaningful implications for Korean easy public language improvement project based on the conclusions drawn. The summarized conclusion is as follows. First, the continuous interests of Presidents and taking the lead of federal agencies played important roles until the U.S. plain language policy has been established as a system. Second, in executing the U.S. plain language policy, laws legislated by period contributed to elicit mandatory compliances from the federal agencies. Third, a propelling agent of plain language policy, PLAIN, is not an administrative department but a community consisted of federal employees and experts. Fourth, plain language policy was unexpectedly given wholehearted support and assistance by Presidents and their administrations from the reform-minded Democratic party. Fifth, during the 2000s most federal departments and agencies held self-managed websites and programs related to plain language. To conclude the current U.S. plain language policy surely performs a mechanism to improve communication and a role as a ladder of trust between the public and government.

Benefit Analysis of Carpool Service in Public Agencies Transferring Innovation Cities (혁신도시이전 공공기관의 카풀 도입 편익분석)

  • As vehicle supply rate increases, traffic jam-related problems emerge and sharing transportation including carpool, centered on the advanced countries, becomes a major interest. This study aims to analyze benefit generated by carpool during the rush hours of medium and long distance travel, focused on the workers of public Agencies relocated to innovation cities. In order to compute benefit, carpool demand of relocated public Agencies was estimated and travel speed was estimated according to reduced traffic volume through carpool adoption using a traffic flow model. The benefit were computed dividing them into direct benefit and indirect benefit. As a result, 23billion KRW and 56.5billion KRW were annually revealed to be generated in terms of direct benefit and indirect benefit. The study result is expected to be used as part of basic research to adopt carpool for future traffic demand management.

  • In recent years, the importance of collaboration has been emphasized in the public sector as well as private companies. In a study for private enterprises, individual enterprises stressed the innovation through collaboration with other organization such as enterprise, university, and other agencies. Other companies and agencies have the technology they need, so that they share skill or knowledge, and they do to create more new developments. This implies a collaborative system can be a win-win collaboration with all partners. It also requires collaboration in the public sector. Because they have many problems that can not be solved at the level of individual institutions. However, public institutions lie ecologically unfavorable in a collaborative environment than the private sector. The organizational structure is hierarchical. In addition, relationships between collaboration partners not recognize horizontally. Of course, communication is not smooth. This study examines successful collaboration case in private sector and we want to draw implications for public organizations. Finally, we discussed ways to promote collaboration in the public sector.

  • In modern times, damage caused by the spread of the Internet has become very diverse. In particular, due to the craze of K-pop since 2008, the damage caused by copyright infringement in the domestic and international music markets has become the biggest problem in the Internet market. However, the manpower of the police and copyright protection agencies to solve these increasingly intelligent crimes is insufficient. Therefore, we are trying to find out the role of the public interest detective as a supplementary force for the public authority and as a substitute for the copyright protection agency that can provide legitimate help for victims in the prevention of music copyright infringement and disputes. For this study, first, the concept and types of music copyright, the concept of public interest detectives, the current status and system of music copyright were identified, and the role of detectives for music copyright protection was explored through system operation and status analysis of protection agencies and literature review. Through the results of this study, it is hoped that the role of a professional detective in the public interest dimension of music copyright protection can be a good soil for the development of the detective industry in the future.
