A Study on the Special Needs of the Hearing-Impaired Person for Disaster Response (청각장애인 재난대응 욕구에 관한 연구)

  • This study evaluated the actual status of special needs of the hearing-impaired person for disaster response. The analysis revealed a significant level of unmet needs in disaster response for hearing-impaired person. The 5 special needs in disaster response include: 1) communication needs, which involve securing the means to make an emergency rescue request and communicating information during the rescue process; 2) transportation needs, which indicate the effective evacuation capacity and the level of training; 3) medical needs, which address the degree of preparedness for physical and mental emergency measures and the delivery of health information for rescue and first aid process; 4) maintaining functional independence needs, which refer to the level of self-preparedness to minimize damage in disaster situations, and; 5) supervision needs, which correspond to a personalized support system provided to disaster-vulnerable groups.

Participation Level in Online Knowledge Sharing: Behavioral Approach on Wikipedia (온라인 지식공유의 참여정도: 위키피디아에 대한 행태적 접근)

  • With the growing importance of knowledge for sustainable competitive advantages and innovation in a volatile environment, many researches on knowledge sharing have been conducted. However, previous researches have mostly relied on the questionnaire survey which has inherent perceptive errors of respondents. The current research has drawn the relationship among primary participant behaviors towards the participation level in knowledge sharing, basically from online user behaviors on Wikipedia, a representative community for online knowledge collaboration. Without users' participation in knowledge sharing, knowledge collaboration for creating knowledge cannot be successful. By the way, the editing patterns of Wikipedia users are diverse, resulting in different revisiting periods for the same number of edits, and thus varying results of shared knowledge. Therefore, we illuminated the participation level of knowledge sharing from two different angles of number of edits and revisiting period. The behavioral dimensions affecting the level of participation in knowledge sharing includes the article talk for public discussion and user talk for private messaging, and community registration, which are observable on Wiki platform. Public discussion is being progressed on article talk pages arranged for exchanging ideas about each article topic. An article talk page is often divided into several sections which mainly address specific type of issues raised during the article development procedure. From the diverse opinions about the relatively trivial things such as what text, link, or images should be added or removed and how they should be restructured to the profound professional insights are shared, negotiated, and improved over the course of discussion. Wikipedia also provides personal user talk pages as a private messaging tool. On these pages, diverse personal messages such as casual greetings, stories about activities on Wikipedia, and ordinary affairs of life are exchanged. If anyone wants to communicate with another person, he or she visits the person's user talk page and leaves a message. Wikipedia articles are assessed according to seven quality grades, of which the featured article level is the highest. The dataset includes participants' behavioral data related with 2,978 articles, which have reached the featured article level, with editing histories of articles, their article talk histories, and user talk histories extracted from user talk pages for each article. The time period for analysis is from the initiation of articles until their promotion to the featured article level. The number of edits represents the total number of participation in the editing of an article, and the revisiting period is the time difference between the first and last edits. At first, the participation levels of each user category classified according to behavioral dimensions have been analyzed and compared. And then, robust regressions have been conducted on the relationships among independent variables reflecting the degree of behavioral characteristics and the dependent variable representing the participation level. Especially, through adopting a motivational theory adequate for online environment in setting up research hypotheses, this work suggests a theoretical framework for the participation level of online knowledge sharing. Consequently, this work reached the following practical behavioral results besides some theoretical implications. First, both public discussion and private messaging positively affect the participation level in knowledge sharing. Second, public discussion exerts greater influence than private messaging on the participation level. Third, a synergy effect of public discussion and private messaging on the number of edits was found, whereas a pretty weak negative interaction effect of them on the revisiting period was observed. Fourth, community registration has a significant impact on the revisiting period, whereas being insignificant on the number of edits. Fifth, when it comes to the relation generated from private messaging, the frequency or depth of relation is shown to be more critical than the scope of relation for the participation level.

Brief Observation on Arbitration Agreement and Arbitral Award - Focusing on Construction Disputes - (중재합의와 중재판정에 관한 소고 -건설분쟁을 중심으로-)

  • There is a belief in the construction industry that the traditional court system may not be an ideal forum to effectively and efficiently resolve construction disputes due to the protracted proceedings and the three tier appeal system resulting in a long delay in the final and conclusive settlement of the dispute, relatively high costs involved, the lack of requisite knowledge and experience in the relevant industry, etc. Hence, they assert that certain alternative dispute resolution ('ADR') methods, such as mediation, conciliation, arbitration or a new system for dispute settlement in the form of any combination thereof should be developed and employed for construction disputes so as to resolve them more promptly and efficiently to the satisfaction of all the disputants concerned. This paper discusses certain merits of such assertions and the need for additional considerations for effective resolution of the construction disputes in light of the complexity of the case, importance of expert witnesses, parties' relationship and non-level playing field of the construction industry and so on. At the same time, however, given the inherent nature of disputes rendering the parties involved in an adversarial position, it would rather be difficult, if not practically impossible, to satisfy all the parties concerned in the dispute. Accordingly, in this study, it is also purported to address the demerits of such assertions by studying the situation from a more balanced perspective, in particular, in relation to the operation of such ADRs. In fact, most of such ADRs as stipulated by special acts, such as the Construction Industry Basic Act of Korea, in the form of mediation or conciliation, have failed to get support from the industry, and as a result, such ADRs are seldom used in practice. Tn contrast, the court system has been greatly improved by implementing a new concentrated review system and establishing several tribunals designed to specialize in the review and resolution of specific types of disputes, including the construction disputes. These improvements of the court system have been warmly received by the industry. Arbitration is another forum for settlement of construction disputes, which has grown and is expected to grow as the most effective ADR with the support from the construction industry. In this regard, the Korean Commercial Arbitration Board ('KCAB') has established a set of internal rules end procedures in operation to efficiently handle construction disputes. Considering the foregoing, this paper addresses the most important elements of the arbitration, i.e., arbitration agreement and arbitral award, primarily focusing on the domestic arbitrations before the KCAB. However, since this parer is prepared for presentation at the construction disputes seminar for the public audience, it is not intended for academic purposes, nor does it delve into any specific acadcmic issues. Likewise, although this paper addresses certain controversial issues by way of introduction, it mainly purports to facilitate the understanding of the general public, including the prospective arbitrators on the KCAB roster without the relevant legal education and background, concerning the importance of the integrity of the arbitration agreement and the arbitral award. In sum, what is purported in this study is simply to note that there are still many outstanding issues with mediation, conciliation and arbitration, as a matter of system, institutional operation or otherwise, for further study and consideration so as to enhance them as effective means for settlement of construction disputes, in replacement of or in conjunction with the court proceeding. For this purpose, it is essential for all the relevant parties, including lawyers, engineers, owners, contractors and social activists aiming to protect consumers' and subcontractors' interests, to conduct joint efforts to study the complicated nature of construction works and to develop effective means for examination and handling of the disputes of a technical nature, including the accumulation of the relevant industrial data. Based on the foregoing, the parties may be in a better position to select the appropriate dispute resolution mechanism, a court proceeding or in its stead, an effective ADR, considering the relevant factors of the subject construction works or the contract structure, such as the bargaining position of the parties, their financial status, confidentiality requirements, technical or commercial complexity of the case at hand, urgency for settlements, etc.

Evaluation and Improvement Measures on collection and transportation System of Food Waste (음식물 쓰레기 수집운반체계 평가 및 개선 방안)

  • This research sought to analyze the food waste collection and transportation system in Korea's related public resource-making facilities, address related problems, and suggest a reasonable alternative measure. For the food waste sorting-out and discharging methods, apartments and similar housings use containers, and individual-style housings use 'quantity-proportional' bags. The sorting and discharging methods should be improved to boost the reuse of resource-made output. The analysis of collection and transportation costs by local governments indicates that they range from 30,000 won to 150,000 won per ton, varying greatly by characteristics of local governments, thus suggesting a need to establish costs calculation criteria to justify the costs. Charges imposed to each household were not greatly problematic in the case of quantity-proportional bags; however, in the case of apartments and similar housings, charges varied greatly, suggesting a need to impose differentiated charges calculated on the basis of collection and transportation costs according to regions. Many places used household-garbage collection vehicles to collect food waste, raising the possibility of causing complaints on leaching water and bad odors. Thus, exclusive food waste collection vehicles should be gradually introduced. Also, in certain places, vehicles should travel more than 20km to collect food waste, and in such cases, a cargo transferring system should be introduced to boost efficiency in carriage.

The Saemangeum: History and Controversy (새만금: 역사와 갈등)

  • The paper describes the history and the evolution of the conflict of the Saemangeum reclamation project, focusing on the court trial processes. The Saemangeum project is the world largest coastal reclamation work, regarded as the most controversial environmental issue in the recent history of Korea. Due to the severe pollution found in Lake Sihwa in 1996, the Saemangeum project began to receive a large degree of public concern on the water quality of the proposed artificial freshwater lake. Unlike the Sihwa case, the Korean court system intervened to resolve the heated conflicts between stakeholders in the Saemangeum case. Based on the same set of facts, the Korean courts showed different perspectives on the economic feasibility, value of the ecosystem, land use, and water quality, which represents the limit of legal system to address complicated environmental problems. After the final judgment by the Supreme Court, 'the Special Act for the promotion of the Saemangeum reclamation project', was enacted with strong political support from local leaders and congressmen. A more developmental-oriented land use plan came out in 2009 based on this Act. The Saemangeum project walked along the different pathway from the Sihwa case. The area should be managed in sustainable manners to appropriately consider conservation and development for the prosperity of local residents and future generations.

An Overloaded Vehicle Identifying System based on Object Detection Model (객체 인식 모델을 활용한 적재불량 화물차 탐지 시스템 개발)

  • Recently, the increasing number of overloaded vehicles on the road poses a risk to traffic safety, such as falling objects, road damage, and chain collisions due to the abnormal weight distribution, and can cause great damage once an accident occurs. However, this irregular weight distribution is not possible to be recognized with the current weight measurement system for vehicles on roads. To address this limitation, we propose to build an object detection-based AI model to identify overloaded vehicles that cause such social problems. In addition, we present a simple yet effective method to construct an object detection model for the large-scale vehicle images. In particular, we utilize the large-scale of vehicle image sets provided by open AI-Hub, which include the overloaded vehicles from the CCTV, black box, and hand-held camera point of view. We inspected the specific features of sizes of vehicles and types of image sources, and pre-processed these images to train a deep learning-based object detection model. Finally, we demonstrated that the detection performance of the overloaded vehicle was improved by about 23% compared to the one using raw data. From the result, we believe that public big data can be utilized more efficiently and applied to the development of an object detection-based overloaded vehicle detection model.

Automation of Information Extraction from IFC-BIM for Indoor Air Quality Certification (IFC-BIM을 활용한 실내공기질 인증 요구정보 생성 자동화)

  • In contemporary society, it is increasingly common to spend more time indoors. As such, there is a continually growing desire to build comfortable and safe indoor environments. Along with this trend, however, there are some serious indoor-environment challenges, such as the quality of indoor air and Sick House Syndrome. To address these concerns the government implements various systems to supervise and manage indoor environments. For example, green building certification is now compulsory for public buildings. There are three categories of green building certification related to indoor air in Korea: Health-Friendly Housing Construction Standards, Green Standard for Energy & Environmental Design(G-SEED), and Indoor Air Certification. The first two types of certification, Health-Friendly Housing Construction Standards and G-SEED, evaluate data in a drawing plan. In comparison, the Indoor Air Certification evaluates measured data. The certification using data from a drawing requires a considerable amount of time compared to other work. A 2D tool needs to be employed to measure the area manually. Thus, this study proposes an automatic assessment process using a Building Information Modeling(BIM) model based on 3D data. This process, using open source Industry Foundation Classes(IFC), exports data for the certification system, and extracts the data to create an Excel sheet for the certification. This is expected to improve the work process and reduce the workload associated with evaluating indoor air conditions.

사별에 대한 한국 문화적 접근

  • To determine which are the culturally specific factors of Korean bereavement, this chapter focuses on the view of death and the traditional mourning process which reflect Korean values and norms. The formation of the Korean view and understanding of death has been strongly influenced by three of its major traditional religions: Shamanism, Buddhism, and Confucianism (Park:1994: Hao:1999) and Christianity more recently. Each religion has a different view of death and the appropriate expression of mourning. Korea accommodates funeral customs and rules strictly as a cultural system and has retained these traditions over a long period; hence, some of the traditional funeral rituals still remain in modern Korean life, although some of the rites have been simplified. We have looked at the various ways in which grief and mourning is displayed and shared in a collective manner over a long period of time. This fits in well within the other Eastern cultures that are collectively organized, and contrary to the Eurocentric models do not hastily seek to detach the living from the dead and recognize that grief is a long process, and different individuals may take different amounts of time to recover from the grief. The view of death and bereavement in Korea has sprung from the roots of three Korean religions, together with the recent addition of Christianity, although they mainly result from the three earlier religions. The beliefs of these religions are still closely linked together in the rituals of Korean bereavement on both conscious and unconscious levels. The influence of these religions is evident in practice through the bereaved family's mourning reactions, funeral rites and customs and its views about death. Korea used to have a period of mourning for three years, following traditional mourning rites; then the chief mourner and the bereaved families could return to their normal life. In spite of this long mourning process for the bereaved family, once the funeral ceremony is finished, people expect the bereaved family not to express their grief in public; even the bereaved family does not like to talk about death. The process for bereaved people is related to mourning processes in terms of detachment from the deceased in order to start a new life. Relatives and the community recommend the performance of the kut ceremony for relieving the grief of the bereaved. When one family member dies in an unlucky way, the bereaved family may have some fear or other psychological reactions of grief such as pain, depression, insomnia and nightmares, hallucinations or other physical reactions. Unlucky deaths give the bereaved a very painful time and these types of reactions are often more serious than reactions to natural death. But through the kut ceremony, the bereaved family can start to make a new relationship with the deceased. The taboo of this type of death and death generally remains a crucial aspect of the isolation that bereaved people might face and the collective nature of mourning(even where it is still present) is unable to address this aspect of the privatization of grief.

Prediction Model of Real Estate ROI with the LSTM Model based on AI and Bigdata

  • Across the world, 'housing' comprises a significant portion of wealth and assets. For this reason, fluctuations in real estate prices are highly sensitive issues to individual households. In Korea, housing prices have steadily increased over the years, and thus many Koreans view the real estate market as an effective channel for their investments. However, if one purchases a real estate property for the purpose of investing, then there are several risks involved when prices begin to fluctuate. The purpose of this study is to design a real estate price 'return rate' prediction model to help mitigate the risks involved with real estate investments and promote reasonable real estate purchases. Various approaches are explored to develop a model capable of predicting real estate prices based on an understanding of the immovability of the real estate market. This study employs the LSTM method, which is based on artificial intelligence and deep learning, to predict real estate prices and validate the model. LSTM networks are based on recurrent neural networks (RNN) but add cell states (which act as a type of conveyer belt) to the hidden states. LSTM networks are able to obtain cell states and hidden states in a recursive manner. Data on the actual trading prices of apartments in autonomous districts between January 2006 and December 2019 are collected from the Actual Trading Price Disclosure System of the Ministry of Land, Infrastructure and Transport (MOLIT). Additionally, basic data on apartments and commercial buildings are collected from the Public Data Portal and Seoul Metropolitan Government's data portal. The collected actual trading price data are scaled to monthly average trading amounts, and each data entry is pre-processed according to address to produce 168 data entries. An LSTM model for return rate prediction is prepared based on a time series dataset where the training period is set as April 2015~August 2017 (29 months), the validation period is set as September 2017~September 2018 (13 months), and the test period is set as December 2018~December 2019 (13 months). The results of the return rate prediction study are as follows. First, the model achieved a prediction similarity level of almost 76%. After collecting time series data and preparing the final prediction model, it was confirmed that 76% of models could be achieved. All in all, the results demonstrate the reliability of the LSTM-based model for return rate prediction.

Analysis of Discriminatory Patterns in Performing Arts Recognized by Large Language Models (LLMs): Focused on ChatGPT (거대언어모델(LLM)이 인식하는 공연예술의 차별 양상 분석: ChatGPT를 중심으로)

  • Recently, the socio-economic interest in Large Language Models (LLMs) has been growing due to the emergence of ChatGPT. As a type of generative AI, LLMs have reached the level of script creation. In this regard, it is important to address the issue of discrimination (sexism, racism, religious discrimination, ageism, etc.) in the performing arts in general or in specific performing arts works or organizations in a large language model that will be widely used by the general public and professionals. However, there has not yet been a full-scale investigation and discussion on the issue of discrimination in the performing arts in large-scale language models. Therefore, the purpose of this study is to textually analyze the perceptions of discrimination issues in the performing arts from LMMs and to derive implications for the performing arts field and the development of LMMs. First, BBQ (Bias Benchmark for QA) questions and measures for nine discrimination issues were used to measure the sensitivity to discrimination of the giant language models, and the answers derived from the representative giant language models were verified by performing arts experts to see if there were any parts of the giant language models' misperceptions, and then the giant language models' perceptions of the ethics of discriminatory views in the performing arts field were analyzed through the content analysis method. As a result of the analysis, implications for the performing arts field and points to be noted in the development of large-scale linguistic models were derived and discussed.
