Through 'The Renewable Energy 3020 Implementation Plan' for carbon neutrality, the government promised to raise the proportion of renewable energy generation to 20% and renewable energy installation capacity to 63.8% by 2030. Therefore, we plan to test a 5.5 MW offshore wind turbine near Maldo, Gunsan. In this project, we measure the level of public acceptance and perform ordinary least squares (OLS) regression analysis to show the determinants of public acceptance. The regression results are as followed. First, it is judged that the closer the distance to the offshore wind turbine, the more the economic effects considered by residents. Second, especially in Maldo, the experience of being discriminated from the Saemangeum project, is understood to have caused distrust in the surrounding fishing villages chief/Fisheries Cooperatives, converted into a local community effect. Finally, the policy implications are as follows. First, a bottom-up problem-solving method is required to improve public acceptance, based on the Living Lab. Second, the island community may be indifferent to the briefings or forums of outsiders. Therefore, a gradual approach is required through (in)formal channels based on reliability from a long-term perspective with nearby universities and research institutes using SamsØ Energy Academy.
This study focused on the increase in refugee-related discourse in Korean society with the recent inflow of asylum seekers to Jeju Island. The purpose of our study was to understand the trends in public opinion concerning the acceptance of refugees by analyzing the content of refugee-related video commentary on YouTube. Topic modeling was conducted to analyze the main points, context, and ideas in the comments. The results indicated that the media mainly focus on the pros and cons of refugees, restricting the refugee issue to the problem of acceptance with a narrow focus on the case of Jeju Island. Refugee acceptance was treated as overwhelmingly unacceptable in the comments. We found that commenters often used negative discourse in the comments as a device for reproducing and amplifying hate speech.

This study drew performance management factors analyzed a causal link between acceptance and satisfaction of performance management to present the method for promoting acceptance on the performance management system that most of the public enterprises, government-affiliated organizations are implementing. To achieve this, qualitative analysis and quantitative analysis were conducted in parallel through in-depth case studies and surveys. The results of this study are as follows. First, the analysis of the performance management factors with preceding studies shows that performance management indicators, performance management operations and performance management communications. Second, from the causal relationship of performance management factors affecting performance management acceptance reveals that performance management operation has statistical significance. Third, the analysis of the effect of performance management factors on the management satisfaction shows that operation and indicator of the performance management have statistical significance and reflecting the performance indicators to business, adequacy of target level, training, system support and CEO's Leadership have been revealed as important variables to the management satisfaction. Fourth, the result of the analysis on casual connection between acceptance and satisfaction of the performance management shows that improving management acceptance has a direct impact on satisfaction because performance management receptiveness were deemed statistically significant. Fifth, the result of the in-depth case studies on improving performance management acceptance shows that public enterprises have been putting in an effort to design indicators and try to encourage internal member's involvement during the monitoring and evaluation. The quantitative analysis based on survey has turned out that performance management operation and performance management indicators have statistical significance. The qualitative analysis by in-depth analysis shows that public enterprises put a lot of effort to performance management indicators and communication between internal members. As a result, commitment to performance management operation is required to improve the performance management acceptance. In other words, a detailed implementation plan for training, information system support, and CEO's leadership has to be established and ought to be pushed.

Objectives: We assessed the public acceptance of a health information exchange (HIE) and examined factors that influenced the acceptance and associations among constructs of the Technology Acceptance Model (TAM). Methods: We collected data from a survey of 1,000 individuals in Korea, which was administered through a structured questionnaire. We assessed the validity and reliability of the survey instrument with exploratory factor analysis and Cronbach's alpha coefficients. We computed descriptive statistics to assess the acceptance and performed regression analyses with a structural equation model to estimate the magnitude and significance of influences among constructs of TAM. Results: Eighty-seven percent of the respondents were willing to use the technology, and the average level of agreement with the need for the technology was 4.16 on a 5-point Likert scale. The perception of ease of use of the technology significantly influenced perceptions of usefulness and attitudes about the need for HIE. Perceptions of usefulness influenced attitude and behavioral intention to use HIE, and attitude influenced intention. Age showed a wide range of influences throughout the model, and experience with offline-based information exchange and health status also showed noteworthy influences. Conclusions: The public acceptance of HIE was high, and influences posited by TAM were mostly confirmed by the study results. The study findings indicated a need for an education and communication strategy tailored by population age, health status, and prior experience with offline-based exchange to gain public buy-in for a successful introduction of the technology.

The importance of performance management has been on the rise, which led to public sectors utilizing BSC performance management system as a tool for adaptability, effectiveness, efficiency, and reorganizational abilities by the public sectors. However, due to lack of fairness of evaluation of performance management, it is difficult to expect high level of acceptance by organizations. Therefore, the purpose of the research is to analyze the acceptance of performance management system by organizations via stabilizing the system within the organization group. The research will utilize BSC performance management system of private sectors to introduce the system to public sectors to show the correlation between fairness of performance management and acceptance of performance management. Theoretical background for correlation between fairness of performance management and acceptance of performance management was created through reviews of documents and theories focusing on performance management. The methodology of the research was shaped through surveying members of organizations of public sectors. To analyze the findings of the data SPSS was exploited to find the statistics regarding frequency, degree of reliability, relevance, and recurrence. To summarize the research findings, the perception of performance management by organization members of public sectors shows positive correlation between fairness and acceptance of performance management, also acceptance of performance management shows positive correlation regards to organization performance. In spite of the findings of the research, the fairness and distribution of performance management was not great. Limitation occurred due to lack of perception and knowledge of performance management of respondents of the survey.
South Korea, a country that built a world-class nuclear power infrastructure, shifted to a nuclear phaseout during the previous government's reign. This shift was pursued as part of a larger task of electricity mix reform, and one of the integral motives for such reform is addressing greenhouse gas (GHG) and fine dust problems. Thus, verifying the relationships between the public's concerns about GHG/fine dust and their acceptance of nuclear power generation is essential for designing public communication strategies to revive nuclear power under the ongoing environmental regime. Our analysis using a nationwide survey sample of South Korea (N = 1009, through proportionated quota sampling method) showed that the more people are concerned about GHG and fine dust, the less they accept nuclear power. These relationships held even after controlling for the effect of a third variable-energy-related environmentalism. This finding means that despite past communication efforts positioning nuclear power as a generation source that can mitigate GHG/fine dust emissions and the widely accepted scientific evidence that supports such positioning, nuclear power in Korea is in jeopardy. Our finding provides implications for public communications and fundamental knowledge for research on the determinants of nuclear power acceptance.
This study presents two dimensional views of IT-use behaviors. It examines public employee's IT-use behavior as manifested in two ways: acceptance on IT, utilization on IT. This study investigates levels of employee's the acceptance and utilization on IT in the Korean Central Government(ministry and agency) and analyses factors affecting public employee's the acceptance and utilization on task-related IT in the public sector. This study tries to examine the variables affecting the acceptance and utilization on IT; especially, the influences of such variables as leadership, task-related communication with people, task motivation, IT usability and ease of uses, task understanding in the context of Korean Central Government. Based on a questionnaire survey in Korean Central Government(8 ministries, 5 agencies) that have implemented Government Knowledge Management System(GKMS), 311 valid instruments were received and analyzed using various statistics and structural equation model(SEM). And this study will adopt try to delineate pre and intervening conditions for public employee's the acceptance and utilization. According to the results of interviews and SEM analysis suggests that the influence of task-understanding, organizational communication, IS usability were statistically significant in the acceptance and utilization on IT. And it is also hoped that the path-analytic model suggested in this study helps reveal the causal chains between the acceptance and the utilization. Especially, task-understanding proves to be important in encouraging public employee's the acceptance and utilization. This result illustrates why task-understanding people are the key to utilize the task-related IT in public organization.

Korea government declared that "low carbon, green growth" through green technologies and clean energy to be the new national vision for the next 60 years(President's Liberation Day speech on Aug. 15, 2008). And succeeding "Green New Deal" plan involves nine core projects including energy saving, recycling, clean energy development. It is because hydrogen fuel cell vehicles, using electricity from chemical reaction of hydrogen and oxygen, let out water which is a by-product of such chemical reaction instead of emitting harmful particulate and gases such as NOX, SOX and CO2 that hydrogen fuel cell vehicles and its technology are drawing public attention as one of the sensible solutions in accomplishing "low carbon, green growth" agenda. Nevertheless There are many chances that let the people have a practical experience of hydrogen fuel cell vehicles. Sometimes new products, including hydrogen fuel cell vehicles, made by advanced technology can not penetrate through the market when it faces public skepticism that is stimulated from lack of knowledge and experience. That is the reason why not only cost benefit analyses and scientific risk assessments but also public acceptance studies toward hydrogen fuel cell vehicles have to be performed [Schulte, 2004]. This research address a need for comprehensive study on factors influencing public acceptance of hydrogen fuel cell car, specifically focusing on impacts of personal experience related to governmental science and technology policy toward public acceptance.
Currently, citizens' expectations and concerns on utilizing artificial intelligence (AI) technologies in the public sector are widening with the rapid digital transformation. Furthermore the level of global acceptance on the AI and other intelligent digital technologies is augmenting with the needs of non-face-to-face types of public services more than ever due to the unforeseen and unpredictable pandemic, COVID-19. Thus, this study intended to empirically examine what policy directions for the public should be considered to provide well-designed services as well as to promote the evidence-based public policies in terms of Al speaker technology as a non-contact smart city service. Based on the survey of senior citizens' perceptions on AI (AI Speaker technology), this study conducted structure equation modeling analyses to identify whether technology acceptance models on to the varied dependent variables such as actual use, perception, attitude, and brand royalty. The Results of the empirical analyses showed that AI increased the positive level of citizens' perception, attitude and brand royalty on non-contact public services (smart city services) which are becoming more crucial for developing AI oriented government and providing intelligent public services effectively. In addition, theoretical and practical implications are discussed for understanding the changes of public service in the post-corona.
The purposes of this study were 1) to identify the effects of psychological characteristics and peer acceptance on female adolescents'clothing behaviors(clothing attitudes and preference for up-to-date style), and 2) to determine the differences in psychological characteristics and clothing behaviors among subject groups classified by sociometric status. The questionnaires dealing with public/private self-consciousness, adolescent egocentrism, self-efficacy and clothing behaviors were adapted from precious studies. Peer acceptance was measured using Coie and Dodge(1983) method. The data were collected from 485 middle and high school girls living in Seoul, Korea. From the results of multiple regression of psychological characteristics and peer acceptance on clothing behaviors, clothing sexual attractiveness, clothing exhibition, and clothing importance were found to be influenced by public self-consciousness, adolescent egocentrism and peer acceptance. Fashion leadership and psychological dependence were influenced by egocentrism and self-efficacy. Preference for up-to-date style was influenced by egocentrism, public self-consciousness and self-efficacy. One-way ANOVA was used for analyzing the differences in research variables among subject groups classified by sociometric status. From the reset of middle school girls it was revealed that ignored group showed the highest score in clothing importance, whereas both popular group and rejected group showed the lowest score in social self-efficacy. In high school girls, controversial group showed the highest scores in adolescent egocentrism, fashion leadership, and preference for up-to-date style.
