All over the world, the attention on the exploitation of public research, which is mainly implemented by technology transfer, has increased in recent years. Licensing, which is one of representative mechanisms for public-to-private technology transfer, is accompanied by the frequent conflicts in negotiating a license payment between public research institutes (PRIs) and private firms. In spite of the body of literature on technology transfer in a licensing context, it focuses on contracts between private firms. Even the existing literature, which addresses public-to-private technology transfer through licensing, to our knowledge, has not yet formalized an established licensing model. This paper develops a mathematical model of public-to-private licensing, not hitherto tried by academics. The model addresses important issues to be applied comprehensively in licensing practice, such as determining a royalty rate, balancing between an initial payment and a running royalty, designing an inventor's incentive system, and setting a minimum payment as a screening criterion. The paper also provides reasonable management implications to controversial issues in technology transfer from PRIs to private firms, partly employing the comparative analysis between current stylized licensing practice and the one suggested in the model. We hope that study contributes to providing the foundation on which the theory on public-to-private licensing would extend to an in-depth level.
Purpose: This study aimed to identify factors influencing depressive symptoms in public and private sector employees. Methods: Survey data on 23,602 workers who had worked in the public or private sector were obtained from the 2014 Korean Working Condition Survey (KWCS). Symptoms of depression were measured using the WHO-5 Well-being Index. Data were analyzed using a $x^2$ test, t-test, and multivariate stepwise logistic regression to determine the factors affecting the symptoms of depression. Results: First, the prevalence of depressive symptoms was 41.1 % in public sector employees and 43.4 % in private sector employees. Second, the factors commonly affecting depressive symptoms in public and private sector employees were residence area, cognitive demands, development opportunities, social support from colleagues, social support from supervisors, social community at work, job rewards, and work-family conflict. In addition, age, company size, atypical work, ergonomic risks, quantitative demands, emotional demands, influence, and job insecurity were found to be predictors of depressive symptoms unique to private sector employees. Conclusion: Mental health programs including the employee assistance program (EAP) should be developed and implemented after considering the risk factors affecting depressive symptoms.
Korean public power isn't currently performing its duties of crime prevention or public security services as effectively as the people expect from it due to excessive work load, insufficient budget, and equipment or work force problems, although it should protect the people from increasing crimes. The mutual cooperation between the police and the private security firms can' t be enhanced unless both parties are involved. Above all, the private security companies should secure superior security personnel and provide them with systematic education and training to improve their qualities. The police should also make an effort. In order to foster the private security firms soundly, the police should improve the system if necessary, and establish, guide and monitor the department wholly responsible for the private security affair. Both parties also should deal with crimes systematically by exchanging information for crime prevention, having informal meetings and introducing a joint patrol system. In order to cope with crimes threatening the livelihood of the people in our society, the public and private securities' mutual cooperation plans should be formulated. For this purpose to be achieved, the private security firms and the police should understand each other and bilateral efforts should be made. If both parties understand each other and make an effort, the relationship between them will be improved greatly and developmental plans for preventing crimes can be made.
Purpose - This study examines the relationship between public-private partnerships and the performance of ports based on three factors: the quality of the port infrastructure, container throughput, and logistic performance in three Latin American countries, Mexico, Panama, and Brazil, for the period of 1994-2017. Design/methodology - The selected countries are top ranked in terms of container throughput in Latin America. The methodology employs secondary data from the World Bank (Quality of Port Infrastructure, Logistics Performance Index, and Private Participation in infrastructure database). Findings - Overall, the results revealed that the private investment of these countries varies significantly over the past couple decades. Panama, with the least public-private investment over the study period, performs better than Mexico and Brazil with regards to port quality infrastructure and container throughput. For ports in the selected countries to keep up with global competition, there is a need to enhance efficiency. Originality/value - Compared with ports in Asia, Latin American ports are lagging behind with respect to container throughput and efficiency. This study suggests greater collaboration from the private sector, academia, and other organizations, as well as a review of the regulatory framework to ensure better transparency and project allocation. Throwing more light on the public-private investment environment of Mexico, Brazil, and Panama, this study offers policy makers and regulators insightful information on port infrastructure.
The information sharing is essential to make collaboration by participants in the collaboration environment. The sharing of the information is necessary to reduce time-to-market of new Product. In this paper, V2-model is proposed far supporting the sharing of the information on product development. V2-model supports collaborative product development in design and supply chain. Through viewpoints, V2-model supports 1) two-level structure that consist of private level and public level ,2) level-up process and 3) product development process. The public level information supports to share the product information on collaborative supply chain and design. The viewpoints in V2-model are divided into public viewpoints that point to the public level information and private viewpoints that point to the private level information. Private viewpoints are transformed into public viewpoints. The extended Topic Map has B-Topic, S-Topic and View for representing V2-model in this paper. The level-up process of V2-model is implemented through the merging of S-Topics. V2-model is implemented with washing machine model using extended Topic Maps. In this model, the public viewpoints and private viewpoints are represented and the level-up process, which transforms private viewpoints into public viewpoints, is implemented.
The purpose of this study was to provide basic information about hierarchical spatial compositions of lounges and corridors in elderly skilled nursing facilities through the analysis of elderly residents' behaviors. For the study, five researchers observed the behavior of the elderly in the lounges and corridors of five facilities from 10 AM. to 4 PM. at 30-minute intervals for the investigation of hierarchical spatial compositions. And then, the design characteristics of public and semi-public area were analyzed by evaluating their openness, centrality, accessibility, and stimulations. The results of this study were as follows. First, the public area was focused on the lounge, and the semi-public area was formed on the comers of corridors and the parts of lounge walls. The private and semi-private area were distributed to the whole lounges and corridors. Second, in morning time, the semi-public area was concentrated on the wall of lounge instead of on the comers of corridors, and in afternoon, the residents' behaviors relevant to the private and semi-public areas were increased. Especially, the comers of corridors were utilized as the main semi-public areas. Third, the public area could encourage the participation of the elderly residents when it was opened to other areas more than 40% and close to the nursing station. But, the central garden made the accessibility from the elderly private room to the public area not good. The ideal openness of semi-public area was indicated as 25-30%, and its centrality was $10{\sim}15m$ which was a little far from the nursing station. Forth, furniture arrangements gave large influence to the behavior characteristics in the semi-public areas. Especially, sofa arrangements in the comers of corridors increased informal interactions among the elderly. In conclusion, the public area needs high rate of openness and should satisfy both of the centrality and accessibility so that it lead the elderly participations from the private and semi-private areas. The semi-public area should be in a little distance from nursing station and provide with furniture sets for the elderly informal interactions.
Using data from Korea Welfare Panal Study(KWPS), this study examines the relationship between public income transfers and private income transfers in Korea. This research is analyzed by the procedure of OLS regression analysis. The results are as follows. First, the paper shows that public income transfers crowded out the private income transfers. Specially public assistance crowed out the private income transfers. The amount of public income transfers has negative correlation with the amount of private income transfers. The amount of public assistance income has negative correlation with the amount of private income transfers. But social insurance transfers do not have influence on the private income transfer. Second, the private income transfers in Korea are altruistically motivated.

The purpose of this study is to find ways to utilize public-private partnerships from the perspective of governance in order to effectively promote urban regeneration projects and establish a business structure. The results of the study are summarized as follows. First, from the perspective of governance, the types of public-private partnerships in urban regeneration projects can be classified into central government-led, local government-led, private business-led, and local residents and community organizations-led. Second, it is confirmed through overseas case analysis that developed countries are effectively promoting urban regeneration projects through the formation of various public-private partnerships. Third, as a way to utilize public-private partnerships in Korean urban regeneration projects, it was proposed to diversify the types and size of urban regeneration projects, design a system to utilize various public-private partnerships, use cross-assistance methods, and form social capital necessary for transparent and effective private partnerships.
The cloud has already become the core infrastructure of information systems, and government institutions are rapidly migrating information systems to the cloud. Government institutions in several countries use private clouds in their closed networks. However, because of the advantages of public clouds over private clouds, the demand for public clouds is increasing, and government institutions are expected to gradually switch to public clouds. When all data from government institutions are managed in the public cloud, the biggest concern for government institutions is the leakage of confidential data. The public-private-partnership (PPP) cloud provides a solution to this problem. PPP cloud is a form participation in a public cloud infrastructure and the building of a closed network data center. The PPP cloud prevents confidential data leakage and leverages the benefits of the public cloud to build a cloud quickly and easily maintain the cloud. In this paper, based on the case of the PPP cloud applied to the Korean government, the concept, architecture, operation model, and contract method of the PPP cloud are presented.
Globally, under the leadership of advanced ICT countries, the private sector is promoting various policies to promote the digital transformation of public services. Looking at the research trend, design of public service indicators, development of evaluation system, and empirical research are being carried out steadily, but there are insufficient research cases on models in which the private sector participates in the planning, development, and operation of public services. In this study, Private-centric digital public service suitability evaluation indicators were discovered through interviews with experts in various fields, and weights for each indicator were analyzed through AHP evaluation. In addition, by applying the analysis results to 18 digital public services on a trial basis, the importance and priority of evaluation indicators for each service were derived, and at the same time, the evaluation framework was designed and applied to diagnose implications. As a result of the study, 'social utility', 'corporate acceptability', and 'public acceptability' were selected as the top three indicators of suitability evaluation. At this time, it was analyzed that the weight of the 'company acceptability' index, which includes sub-indices such as 'service profitability', 'service scalability', and 'private initiative possibility', was the highest among the three top indicators. As a result of the demonstration for public services, "IoT facility unmanned remote monitoring service", "blockchain real estate transaction service", and "digital twin disaster prediction service" were evaluated as the most suitable public services for the transition to the private sector.
