국내외 건축센터의 운영주체별 역할 및 프로그램에 관한 연구 (A Study on the Role and Programs of Architectural Centers at Home and Abroad according to the Main Body of Operation)

  • The purpose of this study is to analyze the programs and the roles of Architectural Centers by their types in terms of the main body of organization. In order to figure out the programs and the roles, we examined the possibility to have different roles and varied collaboration ways depending on their main body types : central, municipal, architectural associations, and other private sectors. We also investigated the process of establishment of the Centers, their programs to promote the public and private partnerships focusing on the quality improvement of public architecture, research & investigations, education & publication, and cultural exchange & events. From this study, we could find out the differentiated management strategies and the ways of collaboration in public & private sectors for architectural centers and understand which aspects should be taken into consideration in the establishment of architectural centers. Centers initiated by public sectors generally have been focusing on supporting funds and centers initiated by private sectors relatively have developed the field oriented programs activating collaborative network and public participation.

  • Open Data is an essential resource for the data industry. 'Act On Promotion Of The Provision And Use Of Public Data', enacted on July 30, 2013, mandates public institutions to manage the quality of Open Data and provide it to the public. Via such a legislation, the legal basis for the public to Open Data is prepared. Furthermore, public institutions are prohibited from developing and providing open data services that are duplicated or similar to those of the private sector, and private start-ups using open data are supported. However, as the demand for Open Data gradually increases, the cases of refusal to provide or interruption of Open Data held by public institutions are also increasing. Accordingly, the 'Open Data Mediation Committee' is established and operated so that the right to use data can be rescued through a simple dispute mediation procedure rather than complicated administrative litigation. The main issues dealt with in dispute settlement so far are usually the rights of third parties, such as open data including personal information, private information such as trade secrets, and copyrights. Plus, non-open data cannot be provided without the consent of the information subject. Rather than processing non-open data into open data through de-identification processing, positive results can be expected if consent is provided through active rights processing of the personal information subject. Not only can the Public Mydata Service be used by the information subject, but Open Data applicants will also be able to secure higher quality Open Data, which will have a positive impact on fostering the private data industry. This study derives a plan to establish a rights processing platform to enhance the usability of Open Data, including private information such as personal information, trade secrets, and copyright, which have become an issue when providing Open Data since 2014. With that, the proposals in this study are expected to serve as a stepping stone to revitalize private start-ups through the use of wide Open Data and improve public convenience through Public MyData services of information subjects.

  • This study is planned to investigate a discussion of private and public nature in household realm. For this purpose, first of all, study precedent concerning the household work and the private and public nature is reviewed. Second, the origin on the privacy of household work and it's relationship of the public part are investigated. Third, it is implicated that through the politicization of household work, it is enable to establish new insight of household work in the family policy.

화재조사의 협력방안 모색: 민관파트너십이론을 중심으로 (A Cooperating Plan of Fire Investigation: Focused on Public-Private Partnership Theory)

  • This study is to search cooperation plan about fire investigation based on the public-private partnership. Especially focused on the partnership with 4 sector; the academic world, insurance sector, industrial world, professionalist of private fire investigation. In conclusion, Firstly a partnership with the academic world should have courses or school subject extensions related to fire investigation. Secondly, a partnership with insurance sector should secure trust through unifying estimate standard about the origin of damage. Thirdly, A partnership with industrial company is presented making collaboration team to investigate the fire investigation. Lastly, the partnership with the private professionalist related to fire investigation should strengthen credibility and expertise.

가계의 교육비 지출에 관한 시계열 분석 (A Time-Series Analysis on the Household Educational Expenditure)

  • This study examined the levels and trends in the household expenditure in both public and private education. Between 1982 and 2000, the level of the total educational expenditure increased by 5% in each year on average, increased by 2.2% for public education, and by 11.4% for private education. On the public educational expenditure, the consumption expenditure elasticity was 0.2 and the price elasticity was 1.49. On the private educational expenditure, the consumption expenditure elasticity was 1.5 and became below 1 after 1998, and the price elasticity was 2.63. The results indicated that the educational expenditure was necessary rather than luxurious and there was excess demand for private education. The level of the educational expenditure would continue to increase without reforms both in the supply and demand sides.

전통사회 여성의 사적(私的) 영역과 공적(公的) 영역에서의 노동 -삼국시대부터 조선시대까지 - (Women′s Labor in Private and Public Spheres in Traditional Korean Societies -From the Three Kingdom Period to the Chosen Dyansty-)

  • This study was carried out to investigate women's labor in the private and public spheres in traditional societies from the Three Kingdom Period to the Chosen Dynasty. This study is based on review of historical literature. It was found that women in the traditional societies from the Three Kingdom Period to the Chosen Dynasty worked not only in private places, such as in households as housewives, but also as slaves in public places such as government offices. Also, women as housewives worked not only to fulfill private needs, but also to pay taxes. In this sense, women in traditional societies participated in labor force in the public arena, not unlike women in industrialized societies who participate in labor market. This research provides a piece of counterevidence against the general belief that women in traditional societies only conducted private housework at home. Therefore this study suggests that we need to rethink gender roles in traditional societies.

민간병원과 공공병원 직원들의 노동조합몰입수준 비교분석 (Comparison of Commitment in Labor Union Employees' in the Private Hospitals and Public Hospitals)

  • The purpose of this study was to provide basic materials needed to enhance quality of organizational life by identifying the improvements of labor union management in the perspective of hospital organization management. Materials were collected from administrators, nurses and medical technicians in target hospitals from March 3 to March 3 to March 30, 2010 through survey questionnaires. The main results of this study were as follows: 1. The commitment level of the subjects according to their satisfaction was higher when the administrators both in Private hospitals and Public hospitals were not satisfied in their works. 2. The commitment level of the subjects according to the subjects' job dedication level was higher those who had higher emotional attachment to their job in all vocations in both Private hospitals and Public hospitals. 3. The commitment level of the subjects according to the subjects' labor union involvement was higher in those who had higher satisfaction in labor union and perceived their colleagues' attitudes more positively in all vocations in both Private Hospitals and Public Hospitals. 4. From the results of multiple regression analysis to identify major influencing factors of labor union commitment level, In Private hospital employees, those who had senior officer posts in labor union and higher normative commitment showed higher commitment union. Therefore hospital managers should have democratic and flexible attitudes toward labor union. Additionally, as colleagues attitudes is important determinant in union commitment, hospital managers should have countermeasures to enhance the work atmosphere of hospital employees.

A Public-Private Collaboration Model for Treatment Intervention to Improve Outcomes in Patients with Tuberculosis in the Private Sector

  • Background: The treatment success rates in patients with tuberculosis are known to be lower in the private sector compared to the public sector. To improve treatment outcomes in the private sector we developed a public-private collaboration model for strengthening health education and case holding activities with public health nursing in the private sector. Methods: We performed a prospective cohort study in new smear positive pulmonary tuberculosis patients treated at private hospitals, selected by non-randomization, with an intervention consisting of health education and case holding activities by specially trained public health nurses (intervention group) results were compared with cases treated without the intervention (conventional group). Physicians were asked to treat both groups routinely. The treatment outcomes of patients under treatment by the National Tuberculosis Programme were also analyzed for comparison. Results: There were 172 cases each in the intervention and conventional groups. The mean age was 48.9${\pm}$19.0 and 48.2${\pm}$19.7 in the respective groups (p=0.66). The PHN interacted with the cases in the intervention group by initial face to face interview and telephone calls an average of 7.1${\pm}$9.2 times during the initial six months. The intervention group showed a significantly higher treatment success rate, 91.6%, (Rate Ratio [RR]; 1.23, 95% Confidence Interval [CI]; 1.12-1.36), lower default, 3.6%, (RR; 0.31, 95% CI; 0.13-0.75) and transfer-out rate, 3.0%, (RR; 0.32, 95% CI; 0.12-0.86) than the conventional group where they were: 75.0%, 11.6%, 9.3%, respectively. The success rate was even higher than the rate (80.5%) of 1,027 cases treated in health centers (RR; 1.11, 95% CI; 1.05-1.17). Of the completed cases in the intervention group, 82.2% regarded the role of the public health nurse as very helpful. Conclusion: The treatment success rate, of tuberculosis patients in the private sector, was significantly improved by an intervention using a public-private collaboration model.

공공민간협력사업을 통한 한 민간병원의 결핵치료 성공률 향상 (Increasing the Treatment Success Rate of Tuberculosis in a Private Hospital through Public-Private Mix (PPM) Project)

  • Background: Stopping medical treatment by tuberculosis (TB) patients prior to completing treatment period is a major concern in private hospitals. We evaluated the impact of public-private mix (PPM) project on increasing treatment success rate of TB in a private tertiary hospital in Korea. Methods: Starting in February 2009, TB patients treated at Dankook University Hospital received health education and case monitoring activities by specially trained public health nurses (PPM project). On a retrospective basis, we reviewed medical records and compared the treatment outcome of TB patients treated under the PPM project (PPM group) to patients treated without the PPM project (control group) between January 2008 and June 2010. In addition, we also evaluated the risk factors treatment non-completion. Results: The number of patients in the PPM group and control group were 123 (85 pulmonary TB and 38 extrapulmonary TB) and 146 (101 pulmonary TB and 45 extra-pulmonary TB), respectively. The PPM group had demographic and clinical findings comparable to those of control group. The PPM group showed a significantly higher treatment success rate (93.5%) compared to the control group (77.9%). However, development of complications, proximity to the hospital, and presence of co-morbid disease did not influence the treatment success rate. Conclusion: The PPM project was effective at increasing the TB treatment success rate. An effort to improve and to expand the PPM project is needed in private Korean hospitals.

  • The public-private cooperation in package deal has been studied for the overseas energy resources acquisition. The effectiveness of the package deal has not been successful because the deal has led by the government organizations. It is difficult for the plant EPC companies to join the packaged deal due to the lack of the whole responsibility organization to support the participation of the package deal. The followings are suggested as the ways to strengthen of the public-private cooperation in this study. 1) the relevant public enterprise privatization 2) establishment of the joint model for leading the plant EPC companies to the package deal 3) establishment of the whole responsibility organization for the public-private cooperation.
