Effect of Advanced Wastewater Treatment by Variations Operating Conditions of 4-stage Intermittently Aerated Activated Sludge process (4단 간헐포기 공정의 운전조건이 고도처리에 미치는 영향)

  • An evaluation of the organic matter removal efficiency showed high removal efficiencies of 91.1~96.3% and 91.4~97.5% for TCODcr and TBOD5, respectively, for 9hr or longer of HRT. However, the removal efficiencies decreased to 86.9~90.5% and 88.0~90.9%, respectively for 6hr of HRT. $NH_3$-N showed a high removal efficiency of 95% or higher for 9hr or longer of HRT. The total nitrogen removal efficiency was 67.6~76.7% for 9~12hr of HRT, and it decreased to 50% for 6hr of HRT, which seems to be due to the insufficient carbon source required for denitrification. The T-P removal efficiency was 32% on average. To comply with the legal standards, a chemical phosphorus removal process is needed after the reactor.

  • This study aims at providing exercisable basic data for the management of protection areas in China by investigating into their legal system such as current laws, regulations, other relevant laws and international treaties and the management system such as history, classification, organization, personnel, funds and main management work.. In People's Republic of China (1954), several laws have been enacted in succession, such as Environment Law (1989), Regulations of Natural Reserves (1994) and Land Management Methods of Natural Reserves (1995). The development process of China's natural reserves is divided into the following five phases. In the initial phase (1956-1965), about 20 natural reserves were established; in the lag phase (1966-1978), a part of the natural reserves was destroyed under the influence of the Great Cultural Revolution; in the development phase (1979-1998), a normative legal system began to appear after the reform and opening up; in the leap phase (1999-2006), the number of natural reserves increased dramatically; in the stable phase ( 2007-present), the protection and restoration of the ecological environment have been implemented, and the supervision and management have been strengthened. China has established natural reserves of national, provincial, municipal and county levels according to the relevant laws. According to the resource categories, natural reserves can be divided into natural ecosystem reserves, wildlife reserves and natural relic reserves. The Ministry of Forestry is in charge of 1,958 natural reserves which account for 74.2 % of the total natural reserves in China. In China, there are 1,384 natural reserves (52.4 %) for which management institutions have been set up. 1,702 natural reserves (64.47 %) are equipped with management staff, showing a higher ratio than the natural reserves which have set up management institutions. China has established natural reserves of national level, provincial level, municipal level and county level according to law. According to the resource categories, natural reserves can be divided into natural ecosystem reserves, wildlife reserves, and natural relic reserves.   • This study examines the policies currently announced in the "3rd Comprehensive Library Development Plan" in relation to the discovery of individuals' potential in libraries and analyzes the current status of the tasks promoted and executed by central administrative agencies and municipal and provincial libraries based on these policies. Based on the analysis results, this study presents the methods for libraries to play their role in discovering the potential of individuals in the future. According to the results of this study, due to the poor performance of libraries resulting from reduced in-person events because of library closures and the promotion of non-contact services such as humanities classes and cultural programs in response to COVID-19, it is necessary to establish systems to support emergency management and non-contact programs in response to COVID-19, as well as increase the budget for extending reading culture projects for underprivileged regions and people. In addition, it is necessary to discover quality long-term, non-contact programs, provide infrastructure for non-contact program operation, and develop guidelines. Second, it is observed that communication- and discussion-type social reading programs need to be promptly converted into and operated as online classes. Third, the study results confirm that it is necessary to prepare measures to reinforce external cooperation, such as improving the convenience of and accessibility to information use for users, conducting seminars between domestic and foreign councils, promoting one-stop data sharing systems, executing data digitalization, expanding library infrastructure in preparation for the post-COVID-19 era, and promoting public relations activities.

A Study On Context Sensitive Highway Design Based On Improved Operating Speed Prediction Methods in National Roads (환경 친화적 도로 설계를 위한 기초 연구 (노선대 지형 및 지역 요소를 고려한 일반국도 주행속도 예측 모형))

  • Highway design speed is a very important design element which determines highway design level. When determining highway design speed, one would estimate it utilizing the most likelihood of design speed and vehicle operating speed relationship. Existing operating speed prediction models only include highway geometric characteristics and their impacts on speed, which usually can not consider the impact of highway design speed on surrounding roadway environment and land use pattern. If this happens, excessive highway construction cost and huge environmental impact can occur. In this research project, a new vehicle operating speed prediction model was developed which can reflect the effect of surrounding roadway environment into vehicle speed prediction. The followings are the research findings : Firstly, highway terrain types and land use pattern on national roads were classified and integrated into drivers' visual recognition pattern. This was performed using a data management software. Secondly, the developed highway terrain types and land use pattern were related to vehicle speeds and it was found that there were significant statistical differences among vehicle speed for each different terrain and land use pattern. Thirdly. the General Linear Model analysis was employed to analyze the effects of highway geometric features, terrain types, and land use patterns. For two-lane highway and four-lane highway tested in this research project, it was found that R squares were 0.67 and 0.85, respectively. Additionally an optimal highway design speed range table, based on this research project. was proposed for practical use. This table can be reliably used on South Korean national road design, but discretion is required for applying this table to other types of highways including provincial roads and municipal roads.

Types and Characteristics of Primary Teachers' Instructional Expertise Development Activities for Software Education (초등 교사의 SW교육 수업 전문성 개발 활동 형태 및 특성)

  • This study aims to classify the types of instructional expertise development activities of teachers who teach subjects related to software education in primary schools. To this end, the study analyzes their participation in expertise development activities over the recent three years, outcomes from these activities, and forms and characteristics of expertise development activities. In the questionnaire survey conducted for this study, 276 primary school teachers participated. According to the survey, the same largest proportion of them participated in collective job training (96%) and distant job training (96%), followed by consulting, instruction supervision, mentoring, and peer observation (82%), lectures, workshops, and seminars held by related government ministries and the provincial and municipal offices of education (69%), and teachers' study communities (66%). Among informal activities, reading accounted for the highest portion of the activities (88%), followed by the use of information on Websites including YouTude and GitHub (80%), and teachers' expertise development networks (76%). The reasons for their participation in the activities were mostly to improve their instructional expertise (80%). Their participation in the activities had an impact on usefulness to enhance instructional expertise, improvement of job competencies, application to current jobs, sense of instructional efficacy, and positive effect. These results of the study are expected to provide a foundation for preparing continued expertise development plans that can promote the educational value of primary school teachers' instructional expertise development activities for teaching subjects related to software education.

An Analysis on the Employment Relationship of Domestic and Foreign Workers in the Regional Labor Market Using Instrumental Variable Method (도구변수법을 이용한 지역 노동시장의 내외국인근로자 고용관계 분석)

  • This study estimates the employment relationship of domestic and foreign workers by establishing 16 municipal and provincial panel data for the period 2010-2018. It attempts to analyze industry-specific (manufacturing and construction), scale-specific (5-29, 5-29, 5-299 and 5 above) and uses the foreign worker's national share (foreigner's concentration index) as an instrumental variable to control the endogeneity of foreign workers. Finally, it compares the results of panel GLS, which does not consider the endogeneity of foreign workers, with the results using instrumental variable method that considers it. As a result of the analysis, the complementary relationship between domestic and foreign workers was confirmed in the panel GLS analysis. However, although the employment relationship between domestic and foreign workers was not statistically significant in the instrumental variable method, the analysis of the combination of manufacturing and construction industry showed a statistically significant substitute relationship. This study is highly regarded for the first time in Korea that an instrumental variable method was created to identify and control the endogeneity of foreign workers in estimating employment relationships between domestic and foreign workers.

  • Recently has there been a great increase of the interests in the excavation of governing institutions and their restoration. There also arise discussions on whether the municipal governments should appoint old governing institutions as the historical spots. In the course of the excavation and restoration of old governing institutions, their practical use becomes a matter of concern. So the reproduction of the past ritual ceremonies and events in the governing institutions attracts considerable attention. But the discovery and the analysis of historical materials are very insufficient to meet the recent increase of such demand. In that point of view, this study aims to analyze the ceremony of Kwanchalsa's(觀察使; a provincial governor) arrival at one's post and the use of governing institutions for it and to examine the Kwanchalsa's route of sulryeok(巡歷) and the ritual ceremonies held in the cities he visited. The Chungcheong-Gamsa(忠淸監司; the governor of Chungcheong-Do) in the 18th century is the subject of this analysis and three local officials' diaries - Chungcheong Gamyeong Ilgi ($\ulcorner$忠淸監營日記$\lrcorner$), Hoseo Gamyeong Ilgi ($\ulcorner$湖西監營日記$\lrcorner$), Geumyeong Ilgi($\ulcorner$錦營日記$\lrcorner$) - are closely investigated for that purpose.

Policy Direction for Fire Products Life Expectancy Legislation (소방용품 내용연수 제도화 정책방안)

  • This study is intended to provide legislative direction for fire products life expectancy. Domestic and international laws relating to fire products life expectancy have been reviewed, and the results of a Fire Safety Manager Consciousness (FSMC) survey were analyzed. The FSMC survey has been designed in order to assist with the establishment of appropriate fire safety policy. A questionnaire survey was conducted with 660 fire safety administrators from 17 municipal and provincial districts, with the intention of gaining expertise on the extension of life-span for 32 fire products. The survey also asked for candidates opinions on future policy direction. Based on the survey results and the review of policies within other nations, we have devised a set of policy issues with the intention of extending the life-span of fire-safety items. The survey result revealed that 79.3% of Fire Safety Managers (FSMs) concurred with the establishment of legislation regarding the maintenance and correct care of fire-safety products. Overall, over 30% of FSMs were in favor of regulations regarding Ddry chemical fire extinguishers (77.3%), fire detectors (44.6%), fire hoses (44.4%), gaseous agent fire extinguisher (40.6%), automatic descending life lines (36.2%), exit lights (35.9%), air respirators (35.9%), extinguishing systems for residential cooking facilities (33.9%), automatic spray-type extinguishing units (33.9%), emergency lights (31.2%), and gas leakage detectors (30.7%). Especially, among these, dry chemical fire extinguishers (60.0%), detectors (20.0%), and fire hose (18.8%) were identified as the fire products primarily in need of maintenance legislation. The general consensus is that fire products older than 10 years need to be replaced. Based on the survey results, there was general agreement that fire product life expectancy is in need of legislation. This study recommends the introduction of fire product life expectancy legislation in phases.

Economic Impact of Government Archives (공공기록관의 경제적 효과)

  • Economic impact analyses have not been widely conducted in archives. This article reports on a two parallel surveys in the US and Canada to assess the economic impact of government archives (state, provincial, territorial, county, and municipal). The surveys utilize indirect measures of economic impact. Responses from 2,534 people in 66 archives were analyzed. Findings indicate that archives were the primary reason that respondents visited an area and that visitors exhibit specific patterns of visiting the archives in conjunction with other cultural organizations in an area. Furthermore, while many respondents used local eateries, fewer rented lodgings or spent money on theater or sporting events. As a result, the archives participating in this survey did have a modest impact on local economies. The article concludes by discussing three major questions about the evaluation of the economic impact of archives which were raised by the findings: 1) Are indirect measures the most appropriate means of assessing economic impact in archives or should archives employ direct measures as used by public libraries? 2) How should government archives formulate their value proposition and should those value propositions focus on other aspects of archives' impact, such as the social impact, to demonstrate archives' important role in society? and 3) Since visitors exhibited distinct visitation patterns, should archives work more with these other aligned organizations and work on larger forms of collective impact that benefit the entire cultural heritage sector in an area?

Estimation of the Natural Damage Disaster Considering the Spatial Autocorrelation and Urban Characteristics (공간적 자기상관성과 도시특성 요소를 고려한 자연재해 피해 분석)

  • This study aims to analyze the effects of urban characteristics on the amount of damage caused by natural disasters. It is focused on the areas of a municipal level in Korea. Also, it takes into account the spatial autocorrelation of the damage caused by natural disasters. Moran's I statistics was estimated to examine the spatial autocorrelation in the damage from the study area. Subsequent to evaluating the suitability for spatial regression models and the OLS regression model, the spatial lag model was employed as an empirical analysis for the study. It showed that the increase in residential area leads to the decrease in the amount of natural disaster damage. On the other hand, the increase in green area and river basin is associated with the increase in the damage. As a result of empirical analysis, appropriate policy establishment and implementation about the damage-adding factors is needed in order to reduce the amount of damage in the future.
