The objective of this study is to work out a data-based educational and cultural program that can best identify the original role of library in a measure to activate it. To achieve this goal and introduce an educational and cultural program that would faithfully meet the desired characters of library, a research was made to examine the theoretical aspects of educational and cultural programs offered by public libraries, compare and analyze those conducted at the public libraries and life-long educational centers of the local autonomous bodies in Jeonbuk Province. Included in the research as subjects were 10 public libraries in the cities of the province including 5 branches of JeonJu Municipal Library and various educational and cultural programs operated directly by each municipal self-governing body under such title names as life-long educational centers, cultural houses, residential autonomy centers, women's halls, women's culture halls and women culture centers.
China is suffering from severe air pollution especially fine $PM_{2.5}$ pollution. In 2015, the annual average $PM_{2.5}$ concentration of the 338 municipal cities was $50{\mu}g/m^3$, 78% cities at or above the prefectural level failed to comply with the $PM_{2.5}$ concentration standards. The $13^{th}$ Five-Year Plan for National Economic and Social Development set the goal that the annual average concentration of $PM_{2.5}$ in the municipal cities which failed to attain the ambient air quality standards shall be decreased by 18% by 2020 (CCCPC, 2016). In this study, an air pollution control scenario during the $13^{th}$ Five-Year Plan period was proposed and the $SO_2$, $NO_x$ and PM emission reductions in response to different measures in 31 provincial-level regions mainland China by 2020 were estimated. The air quality in the target year (2020) was simulated using the WRF-CMAQ model. The results showed that by 2020, the emissions of $SO_2$, $NO_x$ and primary PM in mainland China will be reduced by 4.19 million tons, 3.94 million tons and 4.41 million tons, a drop of 23%, 21% and 25% respectively compared with that in 2015, and the annual average concentration of $PM_{2.5}$ will decrease by 19%. Coal-fired power plant contributes the most pollutant emission reduction.

In this study, the amount of waste resource that could be recovered was analyzed. The installation and operation costs of waste resource recovery for both single- and multi-regional facility were calculated, and compared with the costs of landfill to investigate the feasibility of them. RDF(Refuse Derived Fuel) process and resource recovery by incineration process were considered as waste resource recovery facility. And, the multi-regions for cost analysis were established on the basis of the proper generation rate of municipal waste with the consideration of combustible ratio. The study results showed that single region facility for both RDF and incineration process has no economic benefit, compared with the landfill method. For the multi-regional facility, RDF process could save a large cost than the landfill method, but the incineration facility couldn't. Separate from the economic benefits, the waste resource recovery should be importantly considered when considering the depletion of fossil fuel, global warming, environmental toxicity, and the enormous expenses due to social conflict and confuse. When the CDM(Clean Development Mechanism) is vitalized in the near future, the additional economic benefits by CERs(Certified Emission Reductions) could be expected. CERs for RDF facility is corresponding to about 256.5 billion won, and CERs for incineration facility is corresponding to about 54 and 77.4 billion won for single- and multi-regional facility, respectively.
Sixty upland soil samples were collected from various horticultural areas to find out the distribution status of soil miroflora. The result are summerized as follows: 1. The mean numbers of microflora in collected upland soils were $89.2{\times}10^6$ in bacteria (B), $30.1{\times}10^5$ in actinonmycetes(A), and $73.4{\times}10^3$ in fungi (F), per gr dry soil. The ratios B/F, B/A and A/F were 122, 3 and 41, respectively. 2. Soil microflora population among different cropping areas were following orders: Bacteria: facilitated horticultural crop > peper > garlic > ginger > oninon > near municipal vegetable > ginseng > grape > peanut area. Actinomycetes: garlic > pepper > near municipal vegetable > facilitated horticultural corp=ginger > onion ginseng > peanut > grape area. Fungi: facilitated horiticultural > crop > near municipal vegetable > peper > ginger > ginseng > grape > peanut garlic > onion area. 3. The significant correlation were obtained between the numbers of microflora and soil chemical properties, avaibale phosphorous, $Mg^{{+}{+}}$, $Ca^{{+}{+}}$, T-C and pH.

Nepal is a sensitive and disaster-prone country where safety and security risk are of high concern for travelers. Digital technologies can play a vital role in addressing safety and security issues in the country. This research work proposes a Digital tourism security system design for addressing the safety and security issues in tourism industry of Nepal. The study uses Design science research methodology to identify artifacts, interactions, information flow and dependencies between them which are then mapped with existing prevalent technology to provide design solutions. Data is obtained from interview of tourist and experts as a primary source and technical documents/draft, software documentations, surveys as secondary source. Generalized information model, Use cases model, Network architecture model, Layered taxonomy model and Digital tourism technology reference model are the outcomes of the study. The work is very important as it talks specifically about implementation and integration of digital technologies in tourism security governance at federal, provincial, municipal and rural level. The research supplements as a knowledge document for design and implementation of digital tourism security system in practice. As there is very less work on digital systems in tourism security of Nepal, this work is a pioneer and first of its kind.

The levels of unemployment and poverty are extremely high and two of South Africa's most pressing problems. There is also a widely acknowledged need for housing and municipal infrastructure (water supply, sewerage, streets, storm water drainage, and electricity, refuse collection). From a theoretical perspective supported by experience elsewhere in Africa, there are reasons for considering that properly formulated employment creation programmes based on the use of labour-intensive methods could be established to construct and maintain the required physical infrastructure, thus creating employment, skills and institutional capacities. Over the past 30 years several projects have been initiated in South Africa to counter unemployment and poverty. Given the socio-economic conditions and political objectives (regarding development, employment creation and alleviation of poverty), it is anticipated that future large-scale construction projects will be proposed by the public sector (National, Provincial and Local Government). The paper will first examine the main tenets of the implementation of development projects through the use of labour-intensive construction and a description of progress elsewhere in Africa and their potential contribution which public works programmes could make to alleviate the poverty and unemployment problems. The research will then analyse the successes and challenges that have been experienced in South Africa in relation to the implementation of development projects over the past 30 years. The paper closes with recommendations and lessons for the future.
Purpose: This study aims to analyze the management environment Provincial and Municipal Professional Soccer Teams based on financial statements at a time when strengthening the financial soundness of domestic professional soccer teams is emphasized. Research design, data, and methodology: This study was sampled using convenience sampling and a total of 607 questionnaires were used. In this study, questionnaires were used as a survey tool, consisting of eight questions in a total of four areas, measuring demographic characteristics, shoe design, shoe functionality, shoe price, and promotion. Results: First, the importance of outdoor brand shoe selection attributes was high in cost-effectiveness, discount, and promotional models, while the satisfaction level was high in shoe size, content, and Model. Second, IPA analysis revealed shoe sizes, promotional models, and discount factors as maintenance and management continuation areas. Content factors have emerged as a competency-focused area. A sense of cushioning and wearing has emerged as an area of further improvement. As a status quo area, shoe laces and cost-effectiveness factors appeared. Conclusions: First, consumers considered the cost-effectiveness of choosing shoes, followed by discounts, and efforts are needed to diversify promotional content to maximize promotion for shoe sales. 3. Domestic outdoor brands are not yet satisfied with consumers.
Restricted by time and space, formal environmental education has a limit in accommodating fast changing socal phenomena and quickly spreading environmental problems. Therefore, to carry out more efficiently the environmental education for middle and high school students, this study is intended to search for a way to establish a network of formal and nonformal environmental education. More than 80% of civil environmental organizations replied they agree to establish a network of environmental education. As for the establishment of a network, they preferred the establishment in which middle and high school, civil environmental organizations, government, the environment-related departments of the universities. They preferred ‘civil environmental organizations’ for the operator, ‘local municipal or provincial level for the scale, ‘direct personal relations’ for the interchange method. To establish a network, they replied that ‘funding’, ‘specialists in environmental education’, ‘staff to proceed educations’, ‘reform of law and systems’ are required. They also preferred ‘funding from government budget’ for a way to fund a network. We can draw the following conclusions from the survey, We need a training program for environmental education staff not to make those educational programs by civil environmental organizations temporary Also, more studies should be done to establish more organized network of environmental education and nonformal environmental education by civil environmental organizations. Environmental problem varies depending on the local characteristics, and thus environmental education should be carried out locally at the network center for environmental education. Besides, local self-governing bodies should support it administratively and financially.

Public sports facilities, which have increased in number due to continued government attention and investment, are used by a large number of residents in the province. However, the safety management in some facilities is limited due to being carried out with reference to safety management standard manuals as a mere formality. The purpose of this study was to analyze the current safety management status of public sports facilities in Gangwon and to seek out a policy direction that can be used safely by provincial residents. To this end. the study made a comprehensive review of central government and Gangwon government policy trends in sports facility safety management in Gangwon along with actual cases, from which it made the following suggestions for policy directions. First, it proposed the designation and operation of specialized institutions using locally established development and municipal companeie,. universities and cooperatives. and the training and fostering of safety managers for sports facilities. Secod, it proposed the establishment of a foundation to promote a sport facility safety culture such as designation of and commendation for excellent facility safety management on the provincial level. holding case presentations on safety and responsiveness. sports safety experience plazas, sports safety classes, and cartoons for public relations. Third, it proposed setting the foundation for a safety management system that takes into account the greater quantity of leisure sports facilities compared to other cities and provinces. Fourth, it proposed the establishment of an institutional basis to establish support ordinance for sports facility safety management that meets the local conditions in Gangwon. Fifth, it proposed safety management measures for sports facilities at the central government level in parallel with a basic plan for sports facility safety management tailored to Gangwon that matches the conditions on the ground in the region.
This study examined the current status of school environmental education (EE) in Germany, and attempted to propose strategies to develop school EE in Korea. The study intended to accomplish the following goals: First, this study attempted to examine the developmental process of school EE in Germany. Second, exemplary cases of site-based experiential education in Germany are selected and analysed to develop pedagogical strategies in school EE in Korea. The strategies for development proposed in this study can be summarized as follows: First, the focus of EE should go beyond that of "solving or curing"environmental problems and pollutions, and need to be re-directed to pursue an "education for sustainable development", a new paradigm for future EE. Second, EE should increasingly integrate outdoor site-based, experiential programs into the currently classroom-based and knowledge-driven forms of education, not only to maximize its educational effect but also and knowledge-driven forms of education, not only to maximize its educational effect but also to coordinate the instruction of EE in the context of the educational reform agenda, currently undergoing since the late 1990s, in Korea. Third, teaching-learning materials for EE should be variously developed, and programs should be encouraged to serve local needs and circumstances for effective classroom practices, and criteria for standardization and professionalization should be sought in developing these programs. Fourth, it is recommended that the Ministry of Environment secure funds to facilitate the local school authorities at the municipal and provincial levels to operate a mobile environmental support system, equivalent to the function of the "Lumbricus"in Germany. Fifth, an external support network should be established among the support agencies for EE. Especially, a professional agency or institute to academically support school EE and a special planning committee for enhancing EE need to be established for resource and personal development. Parents′voluntary participation should also be encouraged to establish a tripartite network of "school-community-government" to support and facilitate school EE.
