지방도시 공공시설의 시설 수와 연면적에 관한 연구 (A Study on the Number of Public Facilities and Total Floor Area of Public Facilities of provincial cities)

  • The urban development, resulting from the economic growth that initiated in the 1960s, focused on outward expansion until the 1980s. However, beginning in the early 1990s, there has been a steady increase in the attention paid to the qualitative aspects of life. With increased income and awareness of quality life, citizens today demand for various good quality services. For them, urban public facilities are an important part of community life because the facilities have effect on their psychological comfort or satisfaction with residential area. Nevertheless, in reality, due to the lack of society's awareness of the importance and necessity of public facilities, not enough investment is being made in public facilities, failing to meet the growing demand for the facilities. This study examined the public facilities of provincial cities with focus on the number and total area size of the facilities, then compared and analyzed the facilities in terms of number and total area size. It is hoped that the findings from the study will encourage policy makers to increase support for public facilities, contributing to achieving the sustainable growth of cities.

교육망(敎育網) 구성(構成)을 통한 지방(地方) 도시(都市)의 학교시설(學校施設) 복합화(複合化) 방안(方案) 연구(硏究) -천안시(天安市)와 아산시(牙山市)를 중심(中心)으로 (A Study on the School Network Plan for Joint Venture and Use of School Facilities in Provincial Cities -Focused on Cheonan and Asan city)

  • The idea of the school networks for joint venture and use of school facilities is forming and using an organic network of schools that will communally share a group of facilities that are uniquely appropriate for each schools. Focused on two prominent cities of Northern Choongnam province, Cheonan and Asan city, the objective of this study is to present and exhibit the plans for joint venture and use of school facilities, and to use them as an example for other provincial cities within the nation where such renovation may be possible. The school networks is proposed based on units of 1 km radius around each site, that is named as small school network, in order to ease the communal use of the sidewalks by the residents and the facilities by the nearby schools. In Cheonan city, six small school networks were proposed, which will supply three to four elementary schools for an average of 50,000 people. On the other hand, Asan city, which showed shortages of elementary schools, three small school networks including the middle and high schools in addition to the elementary schools were proposed, that will provide three to six schools for an average of 30,000 people.

  • 최근 경상남도기록원과 서울기록원의 개원에 이어 시·도의 지방기록물관리기관 설치를 위한 업무가 활발하게 진행되고 있다. 이 과정에서 시·도 지방기록물관리기관의 등장에 따른 기록물관리 업무에 직·간접적으로 영향을 받는 기관이 있으니 바로 시·도교육청이다. 현행 공공기록물법 제11조는 시·도지사에게만 지방기록물관리기관 설치 의무를 부여하는 등 시·도 중심으로 규정되어 있는 반면, 시·도 교육청은 기관 설치 의무로 갖고 있지 않을뿐더러, 시·도 지방기록물 관리기관이 설치될 경우 소관 기록물 중 보존기간 30년 이상의 기록물을 이관해야 하는 의무 등만 명시되어 있다. 이는 시·도교육청과 시·도가 헌법과 법률에 따라 각자 시·도 단위에서 고유의 업무와 역할을 수행하는 것을 고려할 때 적절하지 않다. 따라서 이 연구는 시·도교육청과 시·도가 기본적으로 지방교육자치와 지방자치를 실현하는 핵심 기관으로서 각자 관할 지역에서 독립적으로 고유 사무를 담당하는 대등한 행정기관이라는 점을 법적·제도적 및 역사적으로 비교하여 살펴보고, 지나치게 시·도 중심으로 구성되어 있는 현행 공공기록물법 제11조의 개정 필요성과 함께 시·도교육청의 지방기록물관리기관 설치에 따른 기대효과를 제시하였다.

Regional Differences in Access to Clinical Trials for Cancer in Korea

  • Purpose: The ability to access clinical trials for cancer treatment is important. This study investigated whether regional differences exist in oncologic clinical trial protocols conducted in South Korea. Methods: Records of all approved oncologic clinical trials conducted in 2019 were downloaded from the Republic of Korea Ministry of Food and Drug Safety. The study covered Seoul, the capital area, other metropolitan cities, and provincial areas. Descriptive statistics summarized the distribution patterns of clinical trials by region. Results: A total of 202 oncologic clinical trials were conducted in 63 institutions in 2019. Of these protocols, 186 (92%) were available in Seoul, 120 (59%) in the capital area, 64 (32%) in metropolitan cities, and 66 (33%) in provincial areas. More regional differences in protocol availability were observed in domestic trials, investigator-initiated trials, phase 1 and 2 trials, and smaller-scale trials. Conclusion: Most oncologic clinical trials were conducted in medical institutions located in Seoul, with the rest conducted in the capital area, metropolitan cities, and provincial areas. The findings reveal clear differences in protocol availability between Seoul and the other regions. Measures designed to improve geographical access to oncologic clinical trials may be needed given their growing importance in cancer treatment.

20세기 초 철도부설에 따른 우리나라 도시 구조의 변화에 관한 연구 (Influence of Railway on Korean City Structure in the Early $20^{th}$ Century)

  • The objective of this study is to describe the influence of railway and railway station on the change of city structure in Korea in the early 20th century. In the 1900s, railway was constructed in Japanese concessions and in new pore cities such as Incheon, Busan, and Wonsan. In the 1920s, railroad construction became related with the cities, which could produce the corps. In the 1930s, railroad also became related to the colonial industrial cities. Traditional city structure was then completely changed because new city structure was focused on not Seoul but Japan or harbors towards Japan. So Korean cities, which were netted by railway, had become the subsystem of Japan in the early 20th century. Korean cities have developed on the basis of this system until 1945. For example, the twelve main cities were chosen through the relationship with Japanese life, and the provincial office governments moved near railroad stations. However nowadays, these cities have possibilities of being international cities, such as Incheon and Busan, because of the extroversion of these cities.

  • 최근 정부에서 교통사고 사망자 수를 줄이기 위해 추진하고 있는 '안전속도 5030' 정책에 따라 여러 지자체에서는 제한속도를 하향하고 있다. 제한속도 하향이 시범적으로 실시된 여러 특·광역시 도시부 도로 구간에서는 교통사고 발생 건수 및 사망자 수 등의 감소효과가 있는 것으로 나타나고 있으나 기초지자체 단위의 중소도시 도로구간에 대한 효과 분석 사례는 전무한 실정으로 본 연구에서는 수도권 기초지자체 중소도시들 중에서 평택시 도시부 도로와 이천시 지방부 도로의 일부 구간을 대상으로 제한속도 하향 전·후 통행속도, 교통사고 건수 및 사상자 수 등의 변화를 분석하였다.

  • The objective of this study is to understand the knowledge and awareness of local peoples regarding joint venture and use of school facilities in two regional cities of Choongnam province: Cheonan and Asan. The results of the survey will be used as the planning guidelines to facilitate in seeking the appropriate plans of joint venture and use of school facilities for the respective cities. The survey was taken by 724 people of the two cities that included teachers, students and residents, and the SAS Program was used to analyze the results. The results showed that only 8.15% of the surveyed opposed the joint venture and use of school facilities, and the most of them expected the schools will augment their roles as the central features of the community through the joint venture and use of school facilities. The residents of the two cities showed similarities in calling for quality school facilities that are reasonable distances from their homes and hoping for outstanding cultural as well as educational school facilities with swimming pools, gyms and auditoriums.

Provincializing Orientalism in A Tale of Two Cities

  • This article explores the ways Charles Dickens's roles as novelist and journal editor overlapped and influenced one another in the serial publication of A Tale of Two Cities (1859) and complicates recent historicist readings, which situate the novel in relation to the Indian Mutiny (1857-59), by calling attention to a double imperial logic used to construct British subjectivity not only against forms of Eastern Otherness but, moreover, against forms of Southern Otherness associated with the European South, especially Italy. Analyzing Dickens's historical representation of the French Revolution in relation to its contemporary international political context, this essay examines how the novel's serial publication draws upon political discourse from contemporary articles on the Second Italian War of Independence (1859-61) appearing concurrently in Dickens's journal, All the Year Round. Orientalism circulates simultaneously in the novel as a distant and exotic as well as a provincial and parochial representation of racial and cultural Otherness.

경기도 도시공원의 지정.조성 분석을 통한 개선방안 연구 (Recommendations for the Improved Urban Park Policy in Gyeonggi Province through Analyzing Designation and Creation Rationale)

  • This study aims at providing basic policy materials to build a basis for supplying and creating urban parks balanced across Gyeonggi province and improving the quality of life of residents through, an extensive analysis of all city parks in cities/counties in Gyeonggi province. The study result showed that first, the number of parks is only 40% of the adequate number and, thus, accessibility of Gyeonggi province residents to parks in neighborhoods is significantly low. Second, a proportion of park types in children's park, neighborhood park, urban nature park is 67% : 24% : 2%, which is adequate in Gyeonggi province as a whole. Third, as for the area of parks per resident, the area of designated park is $17.7m^2$/person, which is over three times of legal requirement in urban planning area ($6m^2$/person). However, created park area is only $5.6m^2$/person, which fails to meet the legal requirement. Fourth, when park area of each city was compared, the areas varied significantly across cities. The Gyeonggi provincial government needs to secure funds aggressively and accelerate setting up and expanding facilities at designated parks located within the current urban areas. The findings from this study should be used as important materials when developing supply & demand policies for urban parks in Gyeonggi province. The study implicates that independent park policies and management by each city/county as well as the establishment and management of a comprehensive park policy at a provincial level is significantly important.
