Improving the Designation Criteria of Coastal and Marine Protected Areas through the Application of AHP (AHP를 이용한 연안.해양보호구역 지정기준 개선 연구)

  • The Korean government has put mamy efforts into the protection of ecological values of coastal and marine ecosystems since the mid 1990s, recognizing ecological values and economic contributions of coastal and marine ecosystems. Rapid increase of coastal and marine protected areas in terms of number and size implies the innovative change of national policy regarding ecosystem protection. As of the end of 2006, the total number and size of the protected areas account for 425 and $10,666.8km^2$ respectively. Despite of this achievement, the current policy regime on the protected areas has not been quite successful dealing with in managerial issues. The ambiguity and the lacking objectivity of designation criteria have, been causes of pending issues such as conflict outbreaks, 'paper parks', duplicated designation, etc. This paper aims at improving current designation criteria based on AHP(Analytic Hierarchy Process). The suggestion of the study covers both the new designation criteria and the weighing factor on each criterion considering different ecological and socio-economic characteristics of 'wetland protected area' and 'marine protected area'.

Investigation on Galvanostatic Method to Protect Cavitation-corrosion Damage for Cu Alloy in Sea Water (해양환경 하에서 동합금의 캐비테이션-부식손상 방지를 위한 방식정전류 기법 연구)

  • The galvanostatic tests for corrosion protection are conducted at various applied current densities during 93,600 sec, and evaluated in terms of the variations in current density with time and in the potential at the applied current density. In addition, the corrosion damage depth is analyzed with 3D analysis optical microscope after galvanostatic tests. In this study, it was investigated to decide condition of the corrosion protection gavalnostatic method for Cu-Al alloy that has an excellent corrosion resistance. In the galvanostatic test under the cavitation environment, the energy was reflected or cancelled out by the collision with the oxygen gas generated by the oxygen reduction action. The surface observation showed neither the cavitation damage nor the electrochemical damage in the current density over 0.01 $A/cm^2$ in the dynamic state under the cavitation environment.

Analysis of Coastal Area Utilization by Consultation of Marine Environmental Impact Assessment Related-Systems (해양환경영향평가 관련 협의에 의한 연안이용분석)

  • This study presented politic proposals and diverse utilization-type in coastal areas by analyzing results of reviewed related-statements of marine environment during the one year period of 2007 by Marine Environmental Impact Assessment Center. Total of 358 cases were reviewed, which was a significant increase from 270 in 2006. Consultation on the utilization of sea areas (CUSA) accounted for the largest number of 165 (46.1%) and it was followed by 104 cases of environmental impact assessment (EIA) (29.0%) and 89 cases of prior environmental review (PER) (24.9%). As such, evaluation statements (EIA+PER) related to consultations of the Ministry of Environment accounted for approximately 54% of the entire cases reviewed. To analyze the overall results of reviewing marine-related evaluation statements, utilization and planning were conducted by 47.9%, 38.4% and 13.7% in the South Sea, West Sea and East Sea of Korea, respectively. In evaluation statements (EIA+PER), port construction, industrial complex construction, urban management plan and road construction took up most of the part by 40.9%, 20.2%, 10.4% and 7.3%, respectively. In terms of CUSA-statement, it was evaluated that consultations were mostly carried out on use and reclamation of public water surface in coastal areas and on sea aggregate extraction process in EEZ. The largest number of plans for coastal use were established for Jeollanam-do, followed by Gyeongsangnam-do, Chungcheongnam-do, Gyeongsangbuk-do and Gyeonggi-do. In particular, development plans were concentrated on Jeollanam-do and Gyeongsangnam-do with stable marine environment and outstanding view of the nature. In most cases, these regions are adjacent to the areas designated as a sea area for environmental management and fisheries resources protection zone. Therefore, conflicts exist between development and preservation. Also, rather than random development, more detailed marine environmental impact assessment, gathering of public opinions and politic harmony are essentially required. For efficient coastal management and environmentally sound and sustainable development, fulfilling consistent and transparent coastal policies as well as active and reliable decision making to center on coastal environment by management bodies will be important.

The Risk Analysis and Stability Estimation of Ship Collision Protection of Myodo-Gangyang Suspension Bridge (묘도-광양간 현수교의 선박충돌 방지공의 위험도 분석 및 안정성 평가)

  • The suspension bridge between Myodo and Gwangyang is located in the main navigation channel to Gwangyang Harbor. So, there is need for the collision protection against large vessels. In this paper, the method of risk analysis and non-linear numerical analysis are conducted to consider the ship collision effects. The results of risk analysis, the annual frequency of collapse is more than the acceptable frequency 0.0001. Therefore, as a ship collision protection, island protection with concrete block quay wall is planned. The ship collision force on the pylon is less than the lateral capacity of pylon from the nonlinear numerical analysis.

  • This study deals with litter which has sunk and accumulated on the sea-bed of the Chinhae Bay obtained by using a beam trawler. The litter collected through the duration of survey (1997~1998) were distributed from 8.76~80.63 items/ha and 3.51~108.39 kg/ha, respectively, in quantities and weights. Especially bulky wastes(shell, tires, motorcycle and refrigerator) were composed of 76% of them, next metal and glasses, 29.5%. The seasonal variability of litters in the bay is large, as 62% in April, next August, 23%, in total weights.These discarded substances have the widespread distribution but varied in each sampled area. Therefore they exist in a significant pollutants, as threatening the fishing activities and near marine environment, and also potential damage to marine resources.

  • In this paper recently catastrophic oil spills from tanker casualties have polluted the marine environment. The Sea Prince casualties are analyzed and the systems to be introduced are considered. Also, the establishment of the national contingency plan and the decision-making procedure based on technical analysis are described. Based on the discussions the Rapid Response Technical Support System is derived for the support of salvage and oil spill removal operation. The System will contribute to the protection of life and assets from the marine casualties and to keeping the clean and safe ocean.

  • Harmful aquatic organisms introduced by ship movement cause marine ecosystem disturbances and are in the form of ballastwater and biofouling. Harmful marine life from ballastwater has been considerably reduced because mandatory treatment on all vessels is required to install onboard vessels. However, there remains risk of migration because biofouling is recommended to countries for management through the IMO guidelines. In particular, biofouling management has recently attracted attention for achieving IMO GHG reduction targets because it contributes to energy efficiency, as well as there are reasons for marine ecosystem protection. In recent years, increasing international consensus on the need for biofouling management is likely to lead to enforcement regulations. Thus, this study suggests the management method of hull attachment organisms in Korea, focusing on the cases of foreign countries that have regulated hull attachment organisms.

Analysis on Topography and Exposure Duration of Siheung Tidal Flat Using Remote Sensing Techniques (위성영상 분석기술을 이용한 시흥갯벌의 지형 및 노출시간 분석)

  • In order to investigate the topography and exposure duration of the Siheung tidal flat, tidal ranges and DEM constructed by remote sensing techniques were analyzed. A cross-sectional diagram of the intertidal area reveals that it is relatively flat in the upper zone and then abruptly plunges into the bottom of the main channel where elevations increase in an upstream direction. The waterline during the Highest Low Water (HLW) is drawn back to the bottom of the channel at the middle part of the tidal flat and is formed along the slant of the channel during the Lowest High Water (LHW). The intertidal zone is located between -410 cm and 510 cm in terms of elevation and its total area is $0.65km^2$. An area between the Highest High Water (HHW) and Lowest High Water (LHW), occupying about 80% of the total area, occupies $0.52km^2$ of total area and accounts for 56% of the exposure duration. The boundary of wetland protection area in the Siheung tidal flat did not exactly coincide with the intertidal regime and differs by more than 15%. This study, which precisely analyzed the tidal flat area, tidal environment, and topography, would be useful in making a conservation plan and in learning how to use a wetland protection area in a sustainable manner.

  • The aim of Port State Control(PSC) system is recognized as a proficient mechanism in preventing coastal traffic accident and protecting marine environment. Recently, PSC system is focused on human factor of International Maritime Convention, especially ILO and STCW Convention by considering many accidents resulted from human factor. Therefore, we have to understand of Consolidated Maritime Labour Convention which describes employment conditions and social welfare policy, the rights about the lowest wages, the overdue wages, the unemployment protection. a disaster reward, etc and STCW Convention which describes standards of training, certification and watchkeeping for seafarers. The aim of this study is to recognize inspection points about human factor of these Conventions. .

A study on the market-based fisheries resource management for the sustainable fishery (지속적 어업을 위한 시장기반 수산자원관리 연구)

  • The market-based fisheries resources management system was reviewed and the improvement scheme was studied for seeking the sustainability of marine ecosystems and their fisheries resources. A demand-side policy is currently emerging to the management of fisheries resources by reducing over-exploitation, based on the consumer's selection. The role of consumers in the sustainable fishery was studied by comparing the social responsibility and consumer's activity between Korea and foreign countries and international NGO groups, based on the FAO guideline. The adoption of the Marine Stewardship Council (MSC)'s eco-labelling certificate was suggested by expanding the existing environment-friendly certification system in Korea. This new system will contribute to the protection of young immature fish and spawners in coastal and offshore fisheries as well as to the international trade of seafood in terms of fish products from well-managed fisheries. It is noted that the consumer's activities in the markets as regulators will contribute to the ecosystem health and sustainability.
