Objectives: Risk assessment is a tool for predicting and reducing uncertainty related to the effects of future activities. Probability approaches are the main elements in risk assessment, but confusion about the interpretation and use of assessment factors often undermines the message of the analyses. The aim of this study is to provide a guideline for systematic reduction plans regarding uncertainty in risk assessment. Methods: Articles and reports were collected online using the key words "uncertainty analysis" on risk assessment. Uncertainty analysis was conducted based on reports focusing on procedures for analysis methods by the World Health Organization (WHO) and U.S. Environmental Protection Agency (USEPA). In addition, case studies were performed in order to verify suggested methods qualitatively and quantitatively with exposure data, including measured data on toluene and styrene in residential spaces and multi-use facilities. Results: Based on an analysis of the data on uncertainty, three major factors including scenario, model, and parameters were identified as the main sources of uncertainty, and tiered approaches were determined. In the case study, the risk of toluene and styrene was evaluated and the most influential factors were also determined. Five reduction plans were presented: providing standard guidelines, using reliable exposure factors, possessing quality controls for analysis and scientific expertise, and introducing a peer review system. Conclusion: In this study, we established a method for reducing uncertainty by taking into account the major factors. Also, we showed a method for uncertainty analysis with tiered approaches. However, uncertainties are difficult to define because they are generated by many factors. Therefore, further studies are needed for the development of technical guidelines based on the representative scenario, model, and parameters developed in this study.

In this study, we conducted a low temperature operating test and miniature tunnel model test to study the fire detection capability and properties of an early fire detection system using an optical sensor linear detector that can be installed in harsh environments such as tunnel or utility-pipe conduits which are becoming the major and national infrastructure facilities. The test showed that the optical sensor linear detector was the only one functioned properly among five thermal detectors installed at a low temperature of $-20^{\circ}C$ for 5 days. To study were analyzed adaptability of optical sensor linear detector in the windy tunnel, the operating properties of the optical sensor linear detector when the wind velocity was varied between 0 m/s and 1 m/s in a miniature tunnel model. The temperature change was high when the wind velocity was 0 m/s.

The Swedish Fire Research Board was established in 1979 to initiate and fund relevant fire research efforts. The Board is responsible for a long term research programme revised every third year, and the Board is one of two major Swedish sponsors of all fire research. Beside the Board we also have the Swedish National Rescue Services, funded by the government. BRANDFORSK gives very high priority for the industry and the insurance company and the need they express for fire research. Research that the Rescue Services Board are funding is mainly focusing the need for the fire department. The Swedish Fire Research Board, BRANDFORSK, is the joint agency of the Swedish government, the insurance industry and the business sector, for the initiation, funding and supervision of different kinds of fire research. Work is directed by a Programme Board and is performed in the form of projects at universities, research institutes, state authorities and private firms. The Secretariat of BRANDFORSK shares the premises of the Swedish Fire Protection Association, SFPA, and the SFPA is the principal and the party which enters into agreement with the State. The programme for the period 1997-1999 has been drawn up on the basis of both damage development and the trends in society which can be noted, and the evident fire problems of the interested parties and their need for fire research. The inputs in the programme have been broken down seven problem areas. In every problem area different project areas are set out, and these primarily specify the aim of the work. As a result of comparing and analyzing the related legislation of each nation, more superior legislative systems should be made to cope with a number of terrors effectively. And also it is required to devise some concrete regulations such as the following in superior legislative systems. First, because it is hard to collect information on terrorism and watch over suspects according to Communication Privacy Protection Law. More in-depth discussion into the issue of surveillance is needed for the protection of lives and property, although public concerns of privacy are a valid point of contention. Second, it is necessary to take complementary measures on immigration as surveillance, since the current Immigration Control Law has restrictions in many ways to hinder efforts to root out terrorists. Third, under the current law on financial activities, it is impossible to block influx of terror financing. Therefore it is necessary to come up with ways of making the punishment procedures. Fourth, considering that convicted terrorists get punished under the standard procedures and precedents, it is required to clearly differentiate between what the terror acts are and what terrorist groups are. Fifth, it is necessary to make use of the private security system to enhance the security system of national facilities.

This study was aimed to propose the plan of creating a biotope reflecting an ecological education as well as its function as the habitats of amphibian in Namsan Urban Natural Park in Seoul. There were Cheonil mineral spring area which was located on the southern side of Namsan, wetlands which was already created on the east valley(800$m^2$) and a buffer area of the circumference(1,100$m^2$) as the biotope sites. Major fields of this study include a survey of the staus, a basic plan, a master plan; a survey of this site was focused on topography, water system, existing vegetation, wildbird, amphibian, trail; a detailed plan was focused on flow plan, planting plan, facility plan. Existing vegetation was classified into 8 types; Pinus densiflora forest, Pinus densiflora planted area, Prunus sargentii-Quercus spp. forest, Pinus rigida forest, Robinia pseudoacacia forest, artificial green space, wetlands, south beltway. There were Pinus densiflora planted area and Prunus sargentii-Quercus spp. forest as major vegetations of this site. 14 species and 33 individuals of wildbirds appeared, Rana temporaria ornativentris and Hynobius leechi were investigated in the wetlands.In particular, habitats of amphibian were divided eco-zone, buffer-zone and restore-zone, and habitats and facilities which would be suitable for the characteristics of each space were planned. As a result, environment elements of good habitats including spawn wetlands of amphibian, harbor of amphibian, water plant of wetland, wild shrubs forest, ecological landscape forest, wetland observation trail, fence of wetland protection and ramp by pebble and log were created at the site. The amphibian biotope of Namsan is rated high as an important space for conserving biodiversity. Accordingly, continuous monitoring of this biotope as a urban habitat is required as the environment changes.
This study aimed to analyze factors of importance and performance picked by customers of Bibijeong, a farm restaurant operated by the local community of Wanju-gun. Major points include: Recognition paths mostly were word of mouth and mass media, types of visit were in the company of friends, family members or work colleagues, and purposes of visit included consumption of meal and identifying features of the restaurant. Secondly, factor analysis showed that level of facility, atmosphere/cleanness, diversity of menu, employees, ingredients and network. The Cronbach Alpha coefficient was +0.6. Thirdly, average of importance of factors was 3.861 while average performance was 3.429. IPA analysis showed that employee(communication, customer contact) in the first quadrant proved the need for fast improvement through training. Atmosphere/cleanness (interior atmosphere, table clean, kitchen cleanliness, clean dishes, interion design) and employee(proficiency, menu recognition), foodstuff(freshness, origin, safety) in the second quadrant showed that the marketing strategy of improvement as well as maintaining current status is needed, including regular training and hygiene inspection. The third quadrant contains facilities(disability, baby, fire protection) and food menu(food packing, various menu, creative menu, menu description), network(village economic links), which showed the need for gradual improvement. The forth quadrant contains network(sights's near contains. The results so far can be summed into the statement that overcoming the basic functionality of providing meals and linking the restaurant with local attractions and local economy would be need, as well as building up the image of unique farm restaurant with local features, so that Bibijeong can serve as the centerpiece of community and foundation of exchange with other areas.

The object of this study is to provide a framework of increasing the effectiveness of the R&D planning of experts in fisheries and the education of students with the theoretical background and analytical skills through the adoption of technology roadmapping process in the marine production industry. The study was conducted by fact-finding surveys and the response content for surveys obtained from each expert advisor in the field of fisheries and maritime affairs such as fishery industries, some government organizations and research institutes including the Ministry of Maritime Affairs and Fisheries (MOMAF), National Fisheries Research and Development Institute (NFRDI) and fisheries-related universities was analyzed. The major implementation tasks to effectively achieve the basic goals of technology roadmap for short and middle-term research and development in the fisheries production field are as follows: 1. Research in order to achieve the realization of community-based resource management fisheries or fishermen-oriented co-management fisheries with paradigm shift in fisheries management. 2. Research in order to derive the construction of cost reducing and manpower saving systems in fishery-related science, technology and engineering. 3. Research in order to create the high value-added fisheries products with a focus on the upgrading of processing, freezing and refrigerating facilities, the reduction of logistics costs and the minimization of distribution steps. 4. Research in order to achieve the realization and development of environmental-friendly fisheries and internationally competitive fisheries through restructuring the entire fishing industries, in particular, small-scale fisheries. 5. Research in order to achieve the effective utilization of fisheries resources with a new creation of clean and living marine environment by fisherman under the balanced management and protection of marine living resources and fishing grounds.
As the first comprehensive attempt at a national implementation, this study aims at assessing the external costs of major electricity generation technologies in Korea, particularly an evaluation of the impacts on human health resulting from exposures to atmospheric radiological emissions from nuclear power plants, and a monetary quantification of their damages. The methodology used for the assessment of the externalities of the selected fuel cycles has been developed by the International Atomic Energy Agency (IAEA), namely the SimPacts Model Package. The model is internationally recognized as a tool which can be applied to a wide range of fuels, different technologies and locations, for an externalities study. In this study, the relevant emissions are quantified first and then their impacts on human health are evaluated and compared. The study focused on all the nuclear power plants for the last 6 years ($2001{\sim}2006$) in Korea. With respect to nuclear power, the impact analysis only focuses on a power generation, however the front- and back-end nuclear fuel cycles are not included, namely uranium mining, conversion, enrichment, reprocessing, conditioning, etc., because these facilities are not present in Korea. The analysis results show that nuclear power in general, generates low external costs. The highest damage costs from the nuclear power plants among the 4 sites in Korea were estimated to be 3.9 mills/MWh, which is about 1/20th of the result for a similar case study conducted in the U.K., implemented through the ExternE project. This difference is largely due to the number of radionuclides included in the study and the amount of released radioactive emissions based on up-to-date information in Korea. In this study, the sensitivities of the major factors for nuclear power plants were also calculated. The analysis indicates that there was around a ${\pm}3%$ damage costs variation to a ${\pm}15%$ change of the reference population density and a ${\pm}1%$ damage cost variation to a $1{\sim}30$ meters change of the effective release height, respectively. These sensitive calculations show that there is only a minor difference when the reference costs are compared.
The purpose of this study was to identify the problems and improvement plans of grouphome management, by analyzing the sizes and items of children grouphome budgets of national and local governments. Major results of this study were as follows. First, the most crucial issue regarding labor costs within child grouphome budget, was that there was a significant difference in conditions between workers in similar institutions and regions. Small-sized institutions operated under a system that inevitably required excessive workload for workers, leading to exhaustion. Second, the support of operation expenses was absolutely insufficient to meet the general and special needs of children, and the relative differences between facilities of the same type were also identified. Third, children grouphome had limitations in stable business planing and implementation due to the absence of business expense support. Through this analysis, this paper discussed appropriate budget supporting measures regarding children grouphome, in order to ensure equal protection of grouphome children.
Since 1960's along with industrialization and urbanization, economic growth has been . achieved, however, at the same time, environmental condition has been seriously deteriorated. . Currently, volume of wastewater has been increasing at annual rate of 7% in sewage and 20% in industrial wastewater. However, the nation's sewage treatment serves only 33% of the municipal wastewater as of 1991. Major portion of air pollutants comes from combustion of oil and coal which comprise 81% of total energy use and emission gases from motor vehicles increasing at an accelerated rate. It is known that Korea generates the highest amount of waste per capta. Nevertheless, it is not sufficient to reduce the volume of waste by means of resources recovery and recycling. Recognizing the importance of global environmental problems such as ozone layer depletion, global warming and acid rain, international society has been making various efforts since the 1972 Stockholm conference. In particular, it is expected that the Rio conference which has adopted the Rio declaration and Agenda 21 will form a crucial turning point of the emerging new world order after the Cold War confrontation. To cope with such issues as domestic pollution and global environmental problems, the fundamental national policy aims at harmonizing "environmental protection and sustainable development". The Ministry of Environment has recently set up a mid-term comprehensive plan which includes annual targets for environmental protection. According to the government plan, gradual improvement of various environmental conditions and specific measures to achieve them is planned in time frame. Additional sewage treatment plants will be constructed in urban areas with the target to treat 65% of the nation's municipal sewage by 1996. Supply of clean fuels such as LNG will also be expanded starting from large cities as a cleaner substitute energy for coal and oil. In parallel with expansion of LNG, emphasis will be placed on installation of stack monitoring system. Due to the relatively limited land, government's basic policy for solid waste treatment is to develop large scale landfill facilities rather than small sized ones. Thirty three regional areas have been designated for the purpose of waste management. For each of these regions, big scale landfill site is going to be developed. To increase the rate of waste recycling the government is planning to reinforce separate collection system and to provide industries with economic incentives. As a part of meeting the changing situation on global environmental problems after UNCED, and accommodation regulatory measures stipulated in the global environmental conventions and protocols, national policy will try to alter industrial and economic structure so as to mitigate the increasing trends of energy consumption, by encouraging energy conservation and efficiency. In this regard, more attention will be given to the policy on the development of the cleaner technology. Ultimately, these policies and programs will contribute greatly to improving the current state of national public health.
