Objective: This study provides strategies of how to effectively convert an invention, created at universities or government-funded research institutes, into a strong patent with the clear understanding of its unique technological characteristics. Background: Regardless of the amount of research funds available in our country and the decent number of intellectual property rights created using the funds, there was a deficit of more than KRW 6 trillion in the technology trade balance related with intellectual property rights in the year of 2014. One of the reasons was that the vast number of patents that were being produced by universities or by government-funded research institutes were merely performance-based patents, namely, so called "patents for patents". Another reason is that developed technology from research and development could not be transformed into a strong patent right properly due to the lack of related knowledge. Method: After reviewing various references mentioned on the patent strategies, the definition of a strong patent and the strategies of producing a strong patent for an invention drawn out from research performance will be supplied. Results: To produce a strong patent right at universities or government funded research institutes, one should use strategies for strong specifications, strategies of product patents and method patents, strategies of patent portfolios, strategies of know-how, strategies of inventions defined by numerical limitation and strategies of parameter inventions for a more strategic approach. Conclusion: Strong patent rights will be produced with the use of effective patent strategies provided in this study. Application: It is estimated that the results of this study will aid the establishment of strong patents for inventions developed by research performance at universities or government-funded research institutions.
To assure maximum economic benefits and the energy performance of solar water heating systems, the proper sizing of components and operating conditions need to be optimized. In recent years, a number of studies to design optimally solar water heating systems have been tried. This paper presents a design method for optimizing the various capacity-related and installation-related design variables based on life cycle cost using a genetic algorithm. The design variables considered in this study included the types and numbers of solar collector and auxiliary heaters; the types of storage tanks and heat exchangers; the solar collector slope; mass flow rates of the fluid on the hot and cold sides. The suggested method was applied for optimizing a solar water heating system for an elementary school in Seoul, South Korea. In addition, the effectiveness of the proposed optimization method was assessed by analyzing the obtained optimal solutions of six case studies, each of which was simulated with different solar fractions. It is observed that a trade-off between the equipment cost and the energy cost results in an optimal design that yields the lowest life cycle cost. Therefore, it could be helpful to apply the optimal solar water heating system by comparing the various design solutions obtained by using the optimization method instead of the engineer's experience and intuition.

U.S. softwood log was most favorite species for Korean softwood log importers in overall import conditions except price stablization and consistency of export policy. Reduced export volume from Pacific Northwest to Korean market has been immediately replenished by rediata pine from New Zealand and Chilean plantation. Siberian timber will hardly play major roles in Korean timber market unless budding structure. softwood plywood and softwood furniture uses are enhanced. Recent rapid rise of labor cost and reducing tariff rrate in Korea provided better opportunities for import lumber in building materials market. Dry dimension lumber was relatively profitable when processed from import U.S. soft-wood log while green lumber was favorable products processed from radiata pine log in Korean lumber market. This means U.S. softwood lumber would have better opportunity to market for '2${\times}$'4 studs when wood frame housing is introduced. On the other hand while radiata pine is competitive on temporary construction lumber such as supporter and concrete forming frame in Korea. Shortage of raw material for the new capacity of board plants in Korea will be it bottle neck. Major log export countries to Korea as U.S. New Zealand and Chile showed high trade intensity indices of composite hoard produces for Korean market. As Korea efforts to diversify import sources, and tariffs are reduced to 8% as scheduled by 1994. countries of scoring higher comparative advantages as Portugal. Brazil, Austria as well as New Zealand will have better opportunity to penetrate into promised Korean composites hoard market.

Advances in information technology, communication and network technology are radically facilitating digital convergences as the integration of human, equipment, and space in the current industry 4.0 era. In industry 4.0 environment, the vast amount of information with networked computing technology can be simultaneously accessible even in limited physical space. Two main benefit points out of these information are the convenience and efficiency in their online transactions either buying things online or selling online. Even though there exist so many benefits that information technology can create for the people doing business over the internet there is a critical problem to be answered. In spite of many such advantages, however, online transactions have many dysfunctions such as personal information leakage, account hacking, and cybercrime. Without preparing the appropriate protection methods or schema people reluctantly use the transaction or would find some other partners with enhanced information security environment. In this paper we suggested a novel selection criteria that can be used to evaluate the reliable means of authentication against the expected risks under on-going IoT based environment. Our selection criteria consists of 4 steps. The first step is services and risk identification step. The second step is evaluation of risk occurrence step. The third step includes the evaluation of the extent of damage. And the final step is the assessment of the level of risk. With the help of the above 4 step-approach people can systematically identify potential risks hiding in the online transactions and effectively avoid by taking appropriate counter actions.
The object of this paper is to review the fisheries subsidies of the major FFG(Fish Friends Group) which argue the elimination and the phasing-out, to compare with Korea's subsidies category and provide the basic information for planning of fisheries subsidies policy and the negotiation strategy in the future. The result from the comparative analysis of the subsidies between the major FFG showed that WWF(World Wildlife Fund) fisheries subsidies categories, with the exception of Marketing and Price Support Program which is similar to Korea in terms of the supporting type and methods, differ from those of Korea. Also, The unique type of WWF Fisheries Subsidies, which is beyond Korea's subsidies, are Direct Payment for Fishermen and Fishery Wokers, Capital & Infrastructure Support, Fishery Management and Protection, etc. In case of capital support and fisheries fuel, the payment method or other institutional backgrounds is somewhat different from each nation. On the base of this analysis, this paper is suggesting the direction of the Korea's Fisheries subsidies policy as follows ; First, developing new policy methods and supporting ways such as Direct Payment for Fisherman is needed. Second, Converting fisheries subsidies category expected to be classified to Red Amber into another type of non-negative subsidies should be carried out, demonstrating that these kinds of subsidies give no negative effect to the environment and the trade, Third, Reviewing the categorize system of Korea's subsidies and revising it according to international trends is necessary as well. In respect to WTO/DDA, the watchful analysis of Korea's fisheries program must be preceding in ahead of making the negotiation strategy. And Korea firstly need to stress the fact that, while the major FFG can directly pay for fisheries section, other nations have no choice but supporting in preferential tax or loan manner. Using this kind of strategy, it is may enlarge the negotiating power in the WTO/DDA to reflect fully Korea's position.
This study evaluates a novel scheme to trade sulfur dioxide emission permits subject to non-uniform rates. These rates are based on generators' marginal costs of compliance with environmental policy in a hypothesized least social-cost solution. This scheme is compared against the existing trading program used by the U.S. Environmental Protection Agency, featuring permits tradable one for one. Both policies are modeled to yield identical aggregate emissions. A numerical partial-equilibrium model of the U.S. energy industry is used to infer sulfur dioxide concentrations and health damages, as well as producer and consumer surplus, under the two policies. Regional pollution levels are found to vary across the two policies significantly. The system of exchange rates is estimated to outperform the uniform-trading scheme by $2.2 billion in industry profits and $2.1 billion in health damages, but to reduce consumer surplus by $6.7 billion. Paradoxically, exchange rates are thus estimated to lower total welfare by $2.5 billion. This is due to conceptual mechanism-design problems, as well as empirical issues.
With the rapid growth of internet technologies and wide availability of multimedia computing facilities, the enforcement of multimedia copyright protection becomes an important issue. Digital watermarking is viewed as an effective way to deter content users from illegal distributions. In recent years, digital watermarking has been intensively studied to achieve this goal. However, when the watermarked media is transmitted over the channels modeled as the additive white Gaussian noise (AWGN) channel, the watermark information is often interfered by the channel noise and produces a large number of errors. So many error-correcting codes have been applied in the digital watermarking system to protect the embedded message from the disturbance of the noise, such as BCH codes, Reef-Solomon (RS) codes and Turbo codes. Recently, low-density parity-check (LDPC) codes were demonstrated as good error correcting codes achieving near Shannon limit performance and outperforming turbo codes nth low decoding complexity. In this paper, in order to mitigate the channel conditions and improve the quality of watermark, we proposed the application of LDPC codes on implementing a fairly robust digital image watermarking system. The implemented watermarking system operates in the spectrum domain where a subset of the discrete wavelet transform (DWT) coefficients is modified by the watermark without using original image during watermark extraction. The quality of watermark is evaluated by taking Into account the trade-off between the chip-rate and the rate of LDPC codes. Many simulation results are presented in this paper, these results indicate that the quality of the watermark is improved greatly and the proposed system based on LDPC codes is very robust to attacks.

In recently, a climatic change(such as subtropical climate and frequent unusual high temperature) and the open-trade policies of agricultural & livestock products are increasing the outbreak risk of highly pathogenic avian influenza(HPAI) and foot and mouth disease(FMD), and accordingly the socio-economic damage and impacts are also increasing due to the cases such as damage from the last 5 times of FMD outbreak(3,800 billion won), from 10 years public control cost of Pine Wilt Disease (PWD)(238.3 billion won), and from the increased invasive pests of exotic plant like isoptera. Therefore, the establishment of new operation strategy of IoT(Internet of Things) based satellite early warning system(SEWS) for plants and animals as a subsystem of national disaster response and management system is being required, where the forensic technology & measures should be applied as a government policy to estimate the post compensation and to carry out the legal responsibility.
Since imposing Performance Requirements (PRs) on investors have been conducted as a means to protect a host state's domestic industry in the short run, with its effect on improving the international balance of payments, it has been implemented mostly in developing countries. From the viewpoint of investors, however, PRs hinder free competition and investment activities and have the effect of distorting international trade activities; therefore, they are expected to bring detrimental effects on the host state's economic development in the long run. PRs provided by International Investment Agreements (IIAs) and WTO-TRIMs, too, included many abstract regulations which are grounded on the host state's economic efficiency in the past; however, those PRs are gradually being more concretely specified, shifting to a form of prohibition with the goals of increasing the protection on investors and realizing investment liberalization. Accordingly, when Korea freshly concludes IIAs or revises them afterwards, one should focus more on following the points regarding PRs. First, to protect Korean companies' investment activities, it is advantageous to list the contents of prohibited PRs extensively and concretely and create a stipulation. Second, it is necessary to list the contents of the PRs prohibited and add the phrases for prohibiting "any other similar requirements" explicitly, as well so as to cover the PRs that can appear newly. Third, as in the cases associated with PRs, issuable matters are mostly either the range of applying PRs or the conditions of applying them (relevance or detrimental effects); therefore, it is necessary to classify the cases accumulated by issues and analyze them thoroughly. In conclusion, as this study has analyzed the theoretical characteristics of PRs provided in IIAs and related cases and suggests exquisite theory regarding PRs, it not only lays fundamental grounds for follow-up research but also gives useful and practical guidelines for the parties concerned and the arbitrators according to the ISDS procedure.
The purpose of the present study was to generate a list of business ethics components according to business area for small and medium-sized fashion companies. Based on the literature review, 21 components of business ethics components were identified within five business areas. Ten CEOs(Chief Executive Officers) each participated in an in-depth interview, sharing ethical and unethical cases from their own businesses. Constant comparative analysis was used to generate important business ethics components from those cases. In results, important business ethics components for each business area are: 1) using human-friendly materials, strengthening sustainable technologies, using vegan materials, concerning safe process, and reducing waste in the material production and sourcing area, 2) enhancing an efficiency in design, developing recycle/reuse designs, avoiding to copy designs, and using messages for public interest in the product design area, 3) concerning fair-trade, reducing harmful substance, saving energy, and using ethical supply channels in the distribution and logistics area, 4) acquiring certifications, promoting consumer protection, avoiding exaggerative/false advertisements, and promoting social contributions in the management and marketing area, and 5) promoting workers' rights, complying with the law, and investing on employee educations in the labor management area. All of the ethical and unethical cases of the ten companies have involved aspects of the 21 components, thereby enhancing understandings on how each issue is being seriously considered and/or handled in the small and medium-sized fashion companies. Study findings may provide a basis for development of a research model for quantitative studies and/or educational programs related to business ethics in the fashion industry.
