Through the analyses of the distribution characteristics and management practices of the wildlife protection areas, this study intends to present basic data for improving the management of protected areas. 1) Based on the aggregate results of the protected areas, the average ratio of the metro-city and provincial areas to the designated protected areas was 1.49%; except for Chungcheongbuk-do (8.83%) and Gyeongsangnam-do (3.43%), most regions showed specified percentages of about 1%, whereby the analysis suggested that the designated protected areas were too small. 2) Considering the fact that most (86.16%) of the wildlife protection areas are in the regions that are of ecological nature level of grade 1, green nature level of grade 8 or better, and of legal conservation regions and districts, it was shown that these reserves are distributed in regions with excellent natural environmental conditions. 3) Designation of protected areas for the protection of wildlife and fish is deemed to be necessary. Although there are 588 wildlife & plant reserves, there are absolutely no designated areas for protecting plant and fish species. 4) Based on the results of an analysis of the current distribution by types, 92.47% of protected areas were concentrated in the mountains, 0.24% in the agricultural lands, and 7.29% distributed in the lakes/rivers/costal areas. 5) As major improvement projects, proposed were: advancement of management systems for protected areas, expanded designation of protected areas, overhaul of managed areas, designation of protected areas for the protection of wild plants and fish, need for management measures for private property and the surrounding areas, need to secure appropriate management personnel and collaboration, locally-adapted management, eco-information-based management, total management of protected areas, etc.
Natural environmental protection system in North Korea is rarely understood mainly because of lack of information in scientific and legislative fields. Legislation is very important to achieve goal for protected areas, which are described in "Natural Protected Area Law(NPAL)". Cabinet of North Korea has authorities to lead the Central Agency for Land and Environment Conservation(CALEC). Designation and managements of natural protected areas are regarded as CALEC and local governments responsibilities. There are many differences between South and North Korea. Especially legislation system has many differences. North Korea's Labor Party is superior to the Government and Labor Party's order has at least the same authority to regulate and manage the national policy and means. With NPAL, CALEC organizes the national plan for natural protected area and regulate the activities of the Agencies for Land and Environment Conservation in the aspects of action plan, budget and other resources. For the reunification in the future, legislation system of North Korea should be understood.
본 연구는 보호지역으로 보호되고 있는 국가지정 문화재중 천연기념물과 명승을 대상으로 현황을 분석하고 이들 문화재를 보호지역 카테고리에 포함하기 위한 기초연구로 연구결과는 다음과 같다. 첫째, 현재 문화재보호법으로 지정 보호되고 있는 자연문화재중 명승과 천연기념물을 대상으로 보호지역 현황을 조사한 결과 명승40개소, 천연기념물 126개소가 보호지역으로 조사되었다. 둘째, 조사결과 자연문화재에서의 보호지역은 마을에서 '당숲', '성황림', '신림(神林)'등으로 오랫동안 마을사람들의 행(幸) 불행(不幸)에 관계된 성스러운 대상이었으며, 물리적 환경뿐만 아니라 문화적 가치와 규범, 토지에 대한 태도와 신앙관 등이 종합적으로 결합된 결과물로써, 주민들로부터 마을을 지켜주는 신성한 장소로 인식되고 있으며, 그 지역의 독특한 민간신앙 등으로 인해 강력한 보호를 받고 있는 것을 알 수 있다. 셋째, 천연기념물 노거수는 점적인 형태로 인식되어 보호지역에 포함하지 못하고 있으나, 보호지역을 중심으로 보호구역을 설정되어 있어 세계보호지역 등재가 가능할 것으로 조사되었다. 넷째, 명승의 자연성지는 IUCN 카테고리의 지정 목적을 달성할 수 있도록 세계보호지역으로 설정함에 있어 명승 내부의 공간별 특성에 따라 자연성지를 비롯한 개별 카테고리를 세분화하여 적용함으로써 세계보호지역으로 관리하여 보호해야 할 필요가 있을 것으로 판단된다.
Protected vegetable production area is greater than 26% of the total vegetable production area in Korea, and portion of protected production area is increasing for flowers and fruits. To secure stable productivity and profitability, continuous and intensive monitoring and control of protected crop production environment is critical, which is labor- and time-consuming. Failure to maintain proper environmental conditions (e.g., light, temperature, humidity) leads to significant damage to crop growth and quality, therefore farmers should visit or be present close to the production area. To overcome these problems, application of remote monitoring and control of crop production environment has been increasing. Wireless monitoring and control systems have used CDMA, internet, and smart phone communications. Levels of technology adoption are different for farmers' needs for their cropping systems. In this paper, potential of wireless remote monitoring of protected agricultural environment using CDMA SMS text messages was reported. Monitoring variables were outside weather (precipitation, wind direction and velocity, temperature, and humidity), inside ambient condition (temperature, humidity, $CO_2$ level, and light intensity), irrigation status (irrigation flow rate and pressure), and soil condition (volumetric water content and matric potential). Scenarios and data formats for environment monitoring were devised, tested, and compared. Results of this study would provide useful information for adoption of wireless remote monitoring techniques by farmers.
본 연구는 백두대간보호지역에 서식하는 포유류와 등산객의 일중 활동 주기의 비교를 통해 시간적 규모에 따른 포유류 군집의 잠재적 위험성 검증을 위해 수행되었다. 이를 위해 2015년부터 2019년까지 백두대간보호지역의 능선부를 대상으로 무인센서카메라를 활용하여 등산객과 포유류의 활동 주기를 분석하였다. 조사 결과 담비와 다람쥐의 활동 주기는 연중 등산객의 활동 주기와 높게 중첩되었다. 또한, 노루와 고라니는 봄에 등산객의 활동 주기와 높게 중첩되며, 멧돼지는 겨울에 등산객의 활동 주기와 높게 중첩되었다. 삵과 너구리, 오소리의 일중 활동 주기는 전체기간 동안 등산객의 활동 주기와 중첩되지 않았다. 포유류의 일중 활동 주기는 종 특이적 행동 패턴과 계절에 따라 차이를 보이며, 그에 따라 등산객의 활동 주기와 중첩에 차이를 보였다. 종 특이적 행동 특성과 계절에 따른 행동의 차이로 인해 백두대간보호지역에 서식하는 포유류는 인간의 활동에 의한 간섭에 대한 영향은 차이가 발생할 것으로 예상된다. 본 연구 결과 백두대간보호지역에 서식하는 포유류의 종 특이적 행동 특성에 관한 기초자료의 제공과 더불어 종과 계절에 따른 포유류 군집의 안정성 확보를 위한 관리 및 보전 방안의 수립을 위한 기초자료로써 의미를 가진다고 판단된다.
This study was carried out in the Boin and Miryousef regions in Baneh of Kordestan province, west of Iran. Both areas were divided into two parts including protected and unprotected areas. In each area, 20 $1000-m^2$ circular plots were established following a selective method. Tree and shrub species were identified and the number of these species was counted in each sampling plot. The results indicated that 7 trees, 4 shrubs and 109 herbaceous species were found in the studied areas, 40 herbaceous, 7 tree and 3 shrub species were present in protected area, while unprotected area had 16 herbaceous and 3 tree species. The highest value of diversity indices belonged to protected areas in all vegetation layers. In tree layer, Quercus brantii had the greatest value of SIV, whereas the lowest value belonged to Pistacia atlantica. In shrub layer, the highest and lowest values of SIV belonged to Daphne mezereum and Cerasus microcarpa, respectively. Finally, in herbaceous layer, Luzula spicata had highest value of SIV, and lowest value was belonged to Galium sp.
본 연구는 생물다양성협약(CBD)의 보호지역 관련 주요 논의 동향을 분석하고 2020 생물다양성목표(Aichi target-11)의 성취 정도에 대한 고찰을 통해, 우리나라의 보호지역 관련 Post-2020 국가 정책방향 및 목표 설정을 위한 시사점을 도출하고자 하였다. 생물다양성협약의 보호지역 관련 결정문으로는 1995년 채택된 2개의 결정문(Decision II/7, II/8)을 시작으로, 제7차 당사국총회(2004)에서 보호지역 관련 이상적인 청사진을 제시한 보호지역실행프로그램(PoWPA)을 채택(Decision VII/28)하였다. 2010년에 보호지역 관련 핵심 이슈 10가지를 제시한 Decision X/31과 함께 "생물다양성 전략계획 2011-2020" 중 하나로 보호지역 관련 목표인 Aichi Target-11이 설정되었다. Aichi Target-11 성취 현황을 살펴보면 글로벌 차원에서 육상은 지구 토지면적의 15%, 해양의 7.4%가 보호지역으로 지정되어 있으며, 우리나라는 육상 16.63%, 해양 2.12%가 보호지역으로 지정되어 있는 것으로 나타났다. 하지만 효과적이고 공정한 관리, 생물다양성 및 생태계서비스에 중요한 지역 보호, '기타 효과적인 지역기반 보전수단(OECMs)'을 밝혀내고 보호지역과 연계하는 것 등은 글로벌 목표 성취에 많이 미흡한 것으로 나타났다. Post-2020 글로벌 생물다양성프레임워크(Post-2020 GBF)의 초안을 살펴보면 1차 초안('20.1월)에서는 다단계의 목표를 제시하고 있는데, 2030년 까지 생물다양성에 있어 특별히 중요한 지역의 최소 60% 보호, 전체 육지 및 해양 지역의 최소 30% 보호, 이 중 최소 10%는 엄격한 보호(strict protection)를 목표로 제시하고 있다. 개정된 초안('20.8월)에서는 이를 간결하게 2030년 까지 전 지구의 최소 30%라는 하나의 양적 목표를 제시하고, 이들 지역이 "생물다양성 보전에 중요한 지역을 중심으로 효과적이며 잘 연결된 보호지역과 OECMs 시스템"을 통해 보호 및 보전되어야 한다는 질적 목표를 가미하였다. Post-2020 GBF의 보호지역 관련 목표와 우리나라의 현황 및 기 수립된 국가계획 내용 반영을 통한 국가 목표를 제안해 보면, 육상의 경우 국토면적의 30%, 해양의 경우 관할해역의 10% 정도로 설정하고 질적인 부분의 성취를 위한 세부 목표(sub-targets) 설정을 통해 성취 수단을 강화할 필요가 있을 것으로 판단된다.

This study was conducted to estimate rooting and shooting in single-node cuttings (SNC) of roses 'Rote Rose' and 'Teresa' to several conditions: growth stage, node position, and leaf area of cutting, so that single-stemmed roses (SSR) could be used in rose factory system. There was no effects of growth stage of flowering shoots far cutting on the rooting and shooting of SNC in both of the two cultivars. However, the node position and leaf area of cuttings significantly affected the rooting and shooting of SNC: the speed was accelerated with larger leaf area and upper node cuttings, but the rate showed little difference as above 95%. Based on above results, rooting and shooting in SNC was forced by leaf area mainly, followed by node positions. On the other hand, flowering rate of shoots from SNC was improved mainly with larger leaf area in cuttings. Shoots of 45cm-longer, qualified for rose factory system, increased with lower node and larger leaf area significantly. Therefore, it could be said that the potential growth of shoots from SNC would be influenced mainly by leaf area, followed by node position on cutting.
As a result of very limited access due to the military confrontation between South and North Koreas for the last five decades, ecosystems in the transboundary coastal area in the western part of Korean Peninsula have been protected from intensive developments in both Koreas. In the core of the recent two military collisions lies the fishery resources represented as blue crabs as well as the politico-military aspect. Increasing development pressures from both sides as reflected in the South Korea supporting the construction of an industrial complex in Kaesung, North Korea, is the main factor which threatens the sustainable resource base in this region. This research is aimed to develop a cooperative management system for the well-preserved transboundary coastal area between South Korea and North Korea. The Pressure-State-Response (PSR) framework of OECD was used to assess environmental conditions, socioeconomic pressures on the environment of the region, and policy responses of both Koreas to those pressures. Protection of ecosystems, peace settlement, and prosperity of the region and the entire peninsula were proposed as the management goals of the cooperative management system. The designation of the area as a Co-managed Marine Protected Area System (COMPAS) through close cooperation among South Korea, North Korea, and international entities was suggested as a way to achieve those goals. Revision of legal and institutional mechanisms, strengthening knowledge base for optimal COMPAS management, integration of the marine protected area and DMZ (demilitarized zone) ecosystem, enhancing stakeholder participation, building international partnership, and securing financial resources were presented as six management strategies.
Confidentiality is one of the most important requirements of information protection systems. The access control technique has been used to provide confidentiality, but it has fundamental problems in that it cannot prevent violations of confidentiality committed by authorized users. Information flow control is a technique introduced to resolve such problems, and many approaches based on programming languages have been proposed. However, it is not easy for a programmer to implement the technique at the source code level. Furthermore, the practicality of information flow control is difficult to demonstrate because it does not provide control over programs that have already been developed. This paper proposes a method that enables a practical information flow control through using a protected area, a separate part of computer system storage. Case studies are given to show its usefulness.
