Examining the Generative Artificial Intelligence Landscape: Current Status and Policy Strategies

  • This article proposes a framework to elucidate the structural dynamics of the generative AI ecosystem. It also outlines the practical application of this proposed framework through illustrative policies, with a specific emphasis on the development of the Korean generative AI ecosystem and its implications of platform strategies at AI platform-squared. We propose a comprehensive classification scheme within generative AI ecosystems, including app builders, technology partners, app stores, foundational AI models operating as operating systems, cloud services, and chip manufacturers. The market competitiveness for both app builders and technology partners will be highly contingent on their ability to effectively navigate the customer decision journey (CDJ) while offering localized services that fill the gaps left by foundational models. The strategically important platform of platforms in the generative AI ecosystem (i.e., AI platform-squared) is constituted by app stores, foundational AIs as operating systems, and cloud services. A few companies, primarily in the U.S. and China, are projected to dominate this AI platform squared, and consequently, they are likely to become the primary targets of non-market strategies by diverse governments and communities. Korea still has chances in AI platform-squared, but the window of opportunities is narrowing. A cautious approach is necessary when considering potential regulations for domestic large AI models and platforms. Hastily importing foreign regulatory frameworks and non-market strategies, such as those from Europe, could overlook the essential hierarchical structure that our framework underscores. Our study suggests a clear strategic pathway for Korea to emerge as a generative AI powerhouse. As one of the few countries boasting significant companies within the foundational AI models (which need to collaborate with each other) and chip manufacturing sectors, it is vital for Korea to leverage its unique position and strategically penetrate the platform-squared segment-app stores, operating systems, and cloud services. Given the potential network effects and winner-takes-all dynamics in AI platform-squared, this endeavor is of immediate urgency. To facilitate this transition, it is recommended that the government implement promotional policies that strategically nurture these AI platform-squared, rather than restrict them through regulations and stakeholder pressures.

Comparison of the Health Insurance Systems of South Korea and Peru

  • Background: The public health care system of a country is shaped and driven by its historical background as well as social, economic, and cultural structures. This study sheds light on the unique features, strengths, and weaknesses of the health insurance systems of South Korea (Korea) and Peru. Methods: The capacity mapping tool was used to explore the Korean and Peruvian population and geographical structures; health insurance laws, regulations, and policies; payment systems; eligibility and contribution collection; and long-term care insurance. Results: The study found that the Korean government took the lead in integrating multiple insurers into a single-payer system in an effort to reinforce and stabilize its health insurance system in 2000. Peru has been developed mixed model such based on taxes and contributions, to address a gap between different social classes. Peruvian government developed a two-axis system, one for low-income earners, financed by taxes, and another financed by contributions paid by workers and government officials in the formal sector. Peru has introduced many variations to its fee payment and insurer systems, target population, and coverage scope, and maintains its health insurance system accordingly to this day. Conclusion: The current study provides observation of the Health Insurance System in two different countries and helps to understand possible ways to improve the health insurance system in both countries. Based on this study, Peru will be able to see how its system differs from Korea's and benefit from the related policy implications.

  • Reliability means that certain parts or systems maintain its best qualities and functionalities within certain periods and is the prospective quality which the safe life of products is indicated by quantitative values and the highest level of reliability of the products is required to attain in the highly competitive business world. In Korea, there have been a significant growth in the field of reliability and government promotes the "Reliability Improvement Project" to establish infrastructure to conduct reliability assessment and certification. The importance and necessity is well recognized among researchers and engineers working in the research institutions and the manufacturing industries and many industries invest a great amount of money and effort in improving the reliability of its products. In this paper, the promotional status of reliability improvement project and necessity of establishment of the reliability certification system for aerospace field is presented.

  • The smart convergence environment, in which all industries are converged around ICT infrastructure -- with the eventual inclusion of both industry and culture -- looms. With the emergence of new convergence industries such as smart medicine, smart cities, and smart automobiles, the ICT infrastructure is recognized as the foundation of the overall economy. As such, the importance of the next generation of information and communication construction businesses, which constructs the ICT infrastructure, is highlighted under the smart convergence paradigm environment; various multilateral policies to foster the information and communication construction business -- led by the Ministry of Science, ICT, and Future Planning -- are being implemented. Like other infrastructure industries, however, the estimation of the demand function of the information and communication construction business overall is essential for effectively establishing promotional policies for information and communication construction businesses. However, there has been no study which theoretically estimates the market demand function in the information and communication construction business thus far. The pursuit of a creative economy is a national agenda, as the significance of accelerating the ICT infrastructure is emphasized. Therefore, this paper seeks to estimate quantitatively the demand function in the information and communication construction business using empirical data and a statistical model and then to present policy implications which will aid the development of the information and communication construction business.

Twitter and Retweet Context: User Characteristics and Message Attributes of Twitter for PR and Marketing (기업의 홍보 마케팅용 트위터의 리트윗 현황 분석: 이용자 특성과 콘텐츠 속성을 중심으로)

  • The rapid growth and popularity of Twitter have been one of the most influential phenomena in the era of social network system and the mobile internet, which also opens up opportunities for new business strategies; in particular, PR and marketing area. This study analyzed use of Twitter in terms of user characteristics and message attributes. Actual field data from the Twitter for PR and Marketing of a representative Korean IT company (Company "K") was used for this analysis. Research findings show that overall corporate twitter users show passive attitude in retweet behavior. Also, users who have relatively small network size (less than 1,000) are more active in retweet than power twitterians that have big network size(over than 10,000). It is showed that the rate of retweet is higher in the order of recruiting, promotional event, IT information, and general PR message. In the conclusion section, practical implications based on the research finding are thoroughly discussed.

Analysis of a Promotional Plan for Effective Use of Radio Waves in Japan (일본의 전파유효이용을 위한 추진계획 분석)

  • Recently, the Ministry of Internal Affairs and Communications of Japan has reported on a plan for the "effective use of radio waves" to be promoted in the 2020s. This includes promotion of the effective use of public frequencies, reviews of frequency allocation and transition systems, and spectrum usage fee system. Based on the proposals in this study, concrete systems for revising related laws, such as the Radio Law, will be designed and implemented. In addition, the government will jointly conduct research and development as well as verification tests in cooperation with industry, academia, and government. A plan to improve the system for the effective use of radio waves will then be devised. This study examines the policy directions of the frequency utilization system that Japan plans to use for radio waves in the 2020s. The policy directions are analyzed selectively while considering the radio waves utilization system in Korea, and implications for domestic applications are derived. Based on the research from this study, analyzing the radio policies of advanced countries, including those of England and the United States, and utilizing them to establish an effective use plan of radio waves in Korea are deemed necessary.

  • Although social economy organizations have achieved quantitative growth in various types and fields, they have been mainly promoted by the government, and there is still room for qualitative improvement, such as institutional reorganization, support systems and support methods, compared to advanced countries. In this study, the problems of social economy organizations, the current status and actual analysis of social economy organizations, the policy delivery system, obstacles to the development of social economy organizations, and problems of activation, etc. were reviewed through previous studies. Through this, policy directions and tasks for revitalization of future social economy organizations were presented. As a result, the policy direction for revitalization of social economy organizations requires private and local government initiatives, expansion of fields, customized support for the creation of a growth ecosystem, and various linkage cooperation. Organizational capacity development and education, reinforcement of various linkage cooperation systems, creation of an investment ecosystem, and joint market development are necessary.

  • This paper proposes a consumer-tailored solution to prevent the forgery and falsification of data by incorporating blockchain technology in the online and offline distribution of agricultural produce. The solution provides customized services to consumers based on an analysis of the data generated from the sales, distribution, and consumption of quality of the produce. It can also ensure the safety and credibility of the produce, and allow producers to identify consumption intent and the flow of distribution. Producers will be able to determine the flow of produce based on the data collected and thus tailor promotional efforts. This is expected to be the fourth industrial revolution in the agricultural produce distribution sector. Utilizing blockchain and big data technology to create integrated record management systems that combine multiple solutions will shape future technology trends. In addition, if eco-friendly certification is acknowledged as a valuable service and can be incorporated into the distribution process, this solution could become a one-stop distribution solution for agricultural produce.

  • In the 21st century the service industry, particularly the hospitality industry, has the potential to develop into its golden age. In preparation for this hotels must maximize management proficiency by introducing reasonable and scientific systems into their current operations. The hotel industry takes it for granted that it can meet the final business goal by way of effective management of human resources. However, comprehensive papers on the subject of employee satisfaction have not appeared or been presented in Korean business studies. And although papers from abroad have touched on the subject they are not focused on the specialized domain of human resources as it applies to the comprehensive matters relating to job satisfaction as a corelationship to business success. This study focuses on some problems that must be overcome in achieving business objectives while striving at the same time to maintain satisfaction. The purpose of this study is to find the factors that measure employee job satisfaction in the hotel industry. To establish the purpose I reviewed the definition of the job satisfaction. An antecedent study of job satisfaction and Questionnaires were used to acquire data, specifically, hotel employees were selected randomly from the six super-deluxe hotels in Seoul to respond to thorough questionnaires. As a result of the study on the variables of Sex, Position, Length of Service, Opportunity for Promotion, Working Conditions, Wages and Hotel Situation. As a whole, promotional opportunity, wages and working conditions were frequently cited as negative factors in the responses. A comprehensive approach that includes improving wages and that reflects management's sincere concern with the working conditions of the employees is urgently needed. Hotel management that is willing to examine employee satisfaction periodically and provide proper solutions can prevent dissatisfied employees from separating from their jobs. This study has some limitation in that it is restricted geographically and in research method. That is, only six super-deluxe hotels in Seoul were selected as the subject of study and only the questionnaire method of obtaining data was used out of various available research methods.

  • This study is in order to promote agricultural products sold in the rural village festivals direct transaction marketplace and enabled by a comprehensive user evaluation of the rural village festivals direct transaction marketplaces in universal design perspective, provide a design plan for your care and comfort of a rural village festival Direct Deals Marketplace there is a purpose. Thus, redefining the principles of universal design suitable for direct transactions rural village festival marketplaces, and to do this by reclassifying the design elements of the farmstand-type in a framework was developed 30 questions to evaluate items for Universal Design Evaluation. And, the selection of three villages along the rural village festivals scale and conducted a survey of Universal Design Rating. As a result, the overall assessment was positive for B villages of rural village festival marketplaces direct transactions, there was a significant difference with the other village. In particular, there was a notable difference in the fairness, efficiency, promotional, safety and hygiene. And, there was a significant difference in design elements for directing atmosphere by selling space, product display, hygiene. This paper presents the design suggestions about a rural village festivals farmers' market aspects of universal design for improvement of the marketplace as following, 1) placement for differentiation the markerplace and around sites in the festival place, 2) to build the operating systems of sustainable management for arrangement and organization during the festival, 3) to install the device for maintaining agricultural products freshness 4) to separate the sale of local specialty products and general food products, and 5) to locate the suitable space considering the visitors tour route in the festival place for large-scale festival.
