Objectives: This study examined the national health promotion plan 2010 in order to identify the agenda and issues to be considered for the improvement of the evaluation of the plan and future planning. In specific, the examination focused on both the planning model and practical aspects of the planning work. With regard to the planning model, attention was directed to the theoretical background, logical framework and assumptions involved in the design. Also, an observation was made in comparison with Japanese $\ulcorner$Health Japan 21$\lrcorner$ and American $\ulcorner$Healthy People 2010$\lrcorner$ which provided main reference to our original health plan 2010 and revised health plan 2010 respectively. From this observation it was found that all the plans of three countries, except our original health plan 2010, basically employed a model of educational and ecological approaches to health promotion planning. As predicted, the practical constraints on the health promotion policy and programs in Korea led to many difficulties in attaining the rationality and validity of the plan. The short period of time afforded for the planning work, the limited availability of relevant data and research findings, and the lack of experiences and competent personnel in health promotion planning were main factors impeding the planning work performance. The observation and analysis of the National Health Promotion Plan 2010 suggest two main implications for the future planning of health promotion. First, it will be both theoretically and practically appropriate to maintain the current planning model basically as it is. Second, there are many practical problems that may impede effective planning for health promotion, thus continuous efforts should be made to remove or alleviate such problems.
The Korean government has enacted the Arbitration Industry Promotion Act, which aims to foster the arbitration system as an industry, strengthen national competitiveness, and systematically provide government support so that the arbitration industry can become a future growth engine, and has been in effect since June 28, 2017. In accordance with Article 3 of the Arbitration Industry Promotion Act, the Minister of Justice must establish and implement the Basic Plan for the Promotion of the arbitration industry every five years to promote the arbitration industry. Accordingly, the Ministry of Justice established the "Basic Plan for the Promotion of the Arbitration Industry" (2019-2023) at the end of 2018, which has been in effect since January 1, 2019. This study first reviews and evaluates the domestic arbitration sector performance of the first basic plan, then reviews and evaluates the international arbitration sector performance of the first basic plan, and finally suggests what tasks to focus on when establishing the second basic plan for Promotion of Arbitration Industry.

The smart factory promotion project is a project that uses ICT technology to improve the production process and the entire management environment system. In Korea, the smart factory promotion project has been continuously implemented since 2014, and the Smart Factory Promotion Team is supporting it nationally. The smart factory promotion project has shown positive results in some companies even in difficult environments such as the COVID-19 situation. In order for each company to promote the smart factory project, it must receive business approval through an evaluation based on the business plan. In order to receive business approval, it is important that the main contents described in the business plan (introduction (business) goals, qualitative goals, quantitative goals, functional composition diagram, etc.) are described consistently. In this study, we studied the cases of several companies to determine whether the main contents of the companies' business plans were consistent. The main contents to be maintained in consistency were the purpose and necessity of introduction, quantitative goals, qualitative goals, functional composition diagram, and expected effects.

This study examines the meaning of the national education plan promotion background, focusing on the 5th Lifelong Education Promotion Basic Plan (2023-2027) and the 3rd 2023 Career Education Internalization Support Plan (2023-2027). The purpose of this study is to present future directions for lifelong education and career education. The research results indicate that The 5th Lifelong Education Promotion Basic Plan (2023-2027) and the 3rd 2023 Career Education Internalization Support Plan (2023-2027) have both been established to cope with the future social and educational environment; thus, it is necessary to realize them. For this purpose, concrete policy alternatives have been prepared. In modern society, it is vital for the state to promote basic plans related to education, particularly for developing and improving the education system. In this respect, when suggesting the direction of lifelong and career education, first, policies for social development and strengthening competitiveness are important. Second, policies are needed that respond to changes in jobs and occupations. Third, lifelong and career education are essential to ensure social inclusion and fairness. Fourth, lifelong and career education are vital in nurturing human resources for sustainable development.

Second, the importance of securing health equity and identifying health determinants have been recognized during the planning process of Health Plan 2010. Third, the health promotion program have mainly focused on improving healthy life style of the population. As a result, desirable health behavior change of the population could be expected from the result of 2005 National Health and Nutrition Survey. Fourth, public health centers began to play a crucial role in implementing health promotion programs, and began to build infrastructure for health promotion programs. Fifth, management efficiency of private health related organizations have been improved. Finally, training for health promotion personnel and their participation in the program could be the foundation for the higher level of outcome achievement from the health promotion programs. Important challenges for future health promotion would be identification of the determinants and risk factors of health, formulating plan of regional health promotion programs, building infrastructure for health promotion, creation of specific action model by public health center, development of health promotion program for the elderly, conducting research for evidence concerning major factors reducing the need for health care through prevention disease activities, and establishment of evaluation and feed back system for health promotion programs.
In this study, the effectiveness of the method for the promotion council to make rehabilitation community development plan with rural villages to continue community development is investigated in Ota-district, which is affected by chuetu earthquake. Initially, Ota-district made the acting contents of the plan based on the village's request, which is considered resident life and problems in village. Next, Ota-district made the vision of plan based on the acting contents. This plan procedure has been effective to compliment the village community facilities and running on village event, in addition to setting the village's community to continue to manage community facilities and event. As a result, this way has helped good management of village event using the facilities and interchanging among residents. Also, the use of acting contents by request of the promotion council and village's community, while respecting both, has been effective in that the promotion council assists the village event after the rehabilitation community development plan is finished.

The purpose of this study was to review national mental health policy goal in Korea and America, and to suggest strategies for advancing the national mental health policy in Korea. Objectives: First, the review of nation mental health policy in Korea. Second, the review of nation mental health policy in America. Third, the development of nation mental health plan in Korea. Methods: To achieve this objectives, review the books, journals, and national published papers and so on. Results: First, 15 goals are planned for mental health promotion in Korea Health Plan 2010. Second, 14 goals and multiple strategies are planned for mental health promotion in America Healthy People 2010. Third, 3 plans are suggested for mental health promotion in Korea. Conclusion: Mental Health is essential dimension in holistic health. And mental health promotion has been increasingly emphasized in national health plan. Therefore, effective nation mental health policy establishment would be needed continuously.

Objectives: This study was aimed to investigate utilization of health promotion indices of the 3rd National Health Plan 2011-2020 (HP2020) in the 6th Korean Community Health Plan. Methods: Health promotion indices were defined as a set of indicators on smoking, alcohol drinking, physical activity, nutrition and obesity used in HP2020. This indices were categorized into essential indicator, accessory indicators and others. Based on chi-square test, we analyzed utilization of health promotion indices in 186 Community Health Plans by regional classifications: four large influence areas (SudoGangwon, Chungcheong, Gyeongsang and HonamJeju) and four regional classification (metropolitan district, city, urban-rural area and rural area) Results: Among total 186 plans, indicator utilization rate were 97.8% in smoking, 71.0% in alcohol drinking, 91.9% in physical activity, 99.5% in nutrition and 72.0% in obesity. Utilization rates of alcohol drinking indicators and essential indicators in alcohol drinking show significantly difference by four large influence areas (p<0.01) and four regional classification (p<0.01). Essential indicators in physical activity show significantly difference by four large influence areas (p<0.01). Conclusions: Central government must provide technical assistance and educate personnel in community health centers and provincial health department about meaning and usefulness of Health Plan 2020 indicators.
The focus of this paper is to critically evaluate the contemporary health promotion policy of g Korea and Japan. The primary purpose of this comparative research project is to stimulate policy debate and to strengthen the design and implementation of evidence-based policies that improve population health and reduce health related disparities. For the purpose of the research object we adopted analysis of health promotion(HP) sources. The HP Source which is still under development in Europe, is a potentially valuable tool for global use. This European Commission funded project lead by the London School of Hygiene and Tropical Medicine has brought together organisations from all of the European Union Member States, plus Norway, Iceland, Latvia, Switzerland and the Czech Republic to contribute their data. The findings of this research will be conclude by making recommendations for further comparative studies and in particular how EUHPID and the HP Source tool and database can be expanded for use at global level through the IUHPE. The result as follows: 1. The Health Promotion Act enacted 1995 in Korea and 2000 in Japan. The government has a national document on HP titled Health Plan 2010 and Healthy Korea 2010 in Korea and Healthy Japan 21 in Japan. 2. The Health Plan 2010 of Korea contains 14 goals, i.e. life expectancy, smoking, nutrition, mental health, dental health, reproductive health, hypertension, cerebrovascular diseases, arthritis, diabetes mellitus, cardiovascular diseases, and cancer. It should be emphasized that the Korean HP national document adds 3 goals of health expectancy, reproductive health, and arthritis to its Japanese counterpart. Health Plan 2010 of Korea specifies 37 objectives in 14 goals, and Healthy Japan 21 proposes 48 objectives and 80 targets in 9 goals. 3. Health Plan 2010 and Healthy Japan 21 have not been evaluated yet, and no regular systematic monitoring reporting of HP policies is available in Korea and Japan yet. 4. National Health Promotion Fund is a financial source of HP programs at the national level in Korea. Its annual amount is 736 billion Won(equivalent to approximately 640 million US$), otherwise no specific Health Promotion Fund in Japan.
