Construction Delay Analysis Using Daily Work Report Data for Short Construction Seasons

  • Some regions and states, such as Wyoming, have harsh weather conditions, forcing most transportation projects to be completed under tight schedules. However, construction projects are not only delayed by weather conditions, but also delayed by other factors such as contractor's competency, resource availability, coordination issues, and safety. Also, the construction method, geographical location of the projects, and inability to follow baseline schedules accurately due to the contractor's resource allocation are also reasons for the delay. This paper discusses the main reasons for the delay in the public transportation projects based on Daily Work Reports (DWRs) from five different transportation projects of the last three years in Wyoming. This paper focuses on the inconsistencies of the contractor's schedules to complete the project according to the baseline schedule. First, the authors collected DWRs and baseline schedules from the Wyoming Department of Transportation (WYDOT). Second, the DWR data are compared against the baseline schedules to determine the reasons for delaying their significance. Finally, the paper presents the recommendations to mitigate the effects of delays on public transportation projects as well as to improve the documentation process of DWR data.

Assessment of the Impacts of "pre-Compensation and Post-Construction Policy" on Public Construction Projects (선보상-후시공 제도의 공공건설사업 파급효과 분석)

  • Pre-compensation and post-construction policy'(PCPC) is a part of $\ulcorner$public project performance improvement policies (PPPIP)$\lrcorner$ whose purpose is to reduce the construction project cost by $20\%$. This research focuses on measuring the quantitative and qualitative impacts of PCPC public construction project. The evaluation of PCPC was conducted using five performance indices which are measuring performance improvement in terms of project cost and schedule. The analysis results show that implementation of this policy reduced $4.8\%$ of public construction project budget while playing a positive role in shortening the project schedule.

  • Military aircraft R&D projects require large-scale investment in cost and time, and involve a complex coordination process in decision-making. The R&D project manager should determine the development management priorities as accurately as possible and focus on R&D capabilities, thereby reducing the risks of the aircraft R&D project. To this end, this study aims to reduce R&D risk by prioritizing cost, schedule, and performance, which are basic management factors used in R&D project management in defense project management regulations. Analytic Hierarchy Process (AHP) is applied using a questionnaire for managers in charge of aviation R&D under the Defense Acquisition Program Administration. As a primary result, the importance of the factors that the aircraft R&D project manager should consider was derived in the order of performance, cost, and schedule, and the priorities of performance and cost in the lower layer were also identified. In addition, in order to provide practical risk management measures to aircraft R&D project managers, the results of analyzing 28 cases of US National Transportation Safety Board accidents were compared and analyzed with the AHP analysis results, and management measures suitable for the situation were specified.

Methodology for Developing Standard Schedule Activities for Nuclear Power Plant Construction through Probabilistic Coherence Analysis

  • Nuclear power plant (NPP) constructions are large scale projects that are executed for several years, and schedule control utilizing various schedules is a critically important factor. Recently Korea independently developed the Advanced Power Reactor (APR) 1400 and is building nuclear facilities applying this new reactor type. The construction of Shin-Kori NPP (SKN) Unit 3, which adopted the APR1400, was completed and commercial operation has begun, while, SKN 4, Shin-Hanul NPP (SHN) Units 1&2, and SKN 5&6 are currently under construction. Prior to the development of the APR1400, Korea built 24 reactors and accumulated the schedule data of various reactor types which provided the foundation for schedule reduction to be possible. However, as there is no schedule development and review system established based on the standard schedule data (standard activities, durations, etc.) by reactor type, the process for developing the schedule for new builds is low in efficiency consuming much time and manpower. Also all construction data has been accumulated based on schedule activities. But because the connectivity of activities between projects is low, it is difficult to utilize such accumulated data (causes for schedule delay, causes for design changes, etc.) in new build projects. Due to such reasons, issues continue to arise in the process of developing standard schedule activities and a standard schedule for nuclear power plant construction. In order to develop a standard schedule for NPP construction, i) the development of an NPP standard schedule activity list, ii) development of the connection logic of NPP standard schedule activities, iii) development of NPP standard schedule activity resources and duration, and iv) integration of schedule data need to be performed. In this paper, an analysis was made on the coherence of schedule activity descriptions of existing NPPs by applying the probabilistic methodology on activities with low connectivity due to the utilization of the numbering system of four APR1400 reactors (SHN 1&2 and SKN 3&4).This study also describes the method for developing a standard schedule activity list and connectivity measures by extracting same and/or similar schedule activities.

  • Construction industry faces a lot of inherent uncertainties and issues and the construction phase of nuclear power project is not free from this risk. This paper investigates promising methodologies to be used on nuclear power plant (NPP) construction schedule delay risk assessment by using entry level systems engineering approach. This study contains how the initial concept for the risk assessment methodology has been developed. In this point of view, this work structured on three main phases: needs analysis (NA), concept exploration (CE), and concept definition (CD) through systems engineering (SE) approach. Traditionally, the SE process is applied to technical development programs but this study opens up a new avenue that SE can also be successfully applied to the development and optimization of the risk assessment model. This study provides a rational and systematic process for developing and selecting the best risk assessment model. This paper selects analytic hierarchy process (AHP) method to assess NPP construction schedule delay risk for international project. As conclusion, the proposed concept and selected method can discriminate successfully and clearly among schedule delay risk assessment methods.

  • Generally, software development schedule compression is decided within 75% of nominal schedule. However, there are some difficulties when we judge the possibility of development schedule compression because a nominal schedule has not been definitely. Therefore, this paper investigates various nominal schedule estimation models and decides the optimum range. Basing on the performance of ISBSG Release 8,614 projects are extracted from the actual 1,595 projects. We presented development effort estimation model from those data. Also, we derived the development schedule model from the development effort. When you apply the proposed model, you will be able to estimate development effort and schedule required for the development more actually.

Development of Construction Schedule Management System based on BIM (BIM데이터를 활용한 건설공사 일정관리 시스템 개발 연구)

  • As construction projects become larger, higher and more complex, efficient use of information is increasingly more important. As a result, there is a growing demand to apply BIM data obtained in the design stage to the construction stage. In this study, we propose a BIM-based construction schedule management system in order to promote introduction and application of BIM in the construction stage. Specifically, we provided how to build BIM database to be used for construction schedule management, and proposed how to obtain progress information and enter information based on analysis of progress schedule. We also provided a system of classifying construction works for more systematic use of BIM database, a process of using BIM database in construction projects, and a step-by-step guideline on how to establish the system. The proposed construction schedule management system provides information on particular construction schedule, as well as information and progress chart on delayed parts of the work so that a change in schedule can be managed. Additionally, by linking system database with the BIM model, construction progress can be checked in 3D simulation and a delay in construction schedule can be managed. As a result, using BIM at construction sites contributes to improving project productivity.

  • For the domestic railways, we carry out the speed-up project for the maximum speed, came out of the plan on the schedule speed improvement, such as the Gyeongbu HSR 1st and 2nd step project and the speed-up project of the major trunk railways. As the speed increase, we shall review the conventional calculation methods for braking distances and identify the increase of braking distances. In this way, we shall secure the safe braking distances.

  • EVM(Earned Value Management) is a management methodology for integrating scope, schedule and resources, and for objectively measuring project performance and progress. EVMS(Earned Value Management System) has been used for the performance measurement of R&D and construction projects in developed countries such as United States, United Kingdom and Australia. The nuclear power plant (NPP) projects in Korea have not applied EVMS. However, EVMS has come into request for overall schedule and cost risk management and performance measurement in overseas project of the nuclear power plant as a contractor. In this paper, based on the global EVMS guidelines, EVMS per unit processes have been developed for NPP projects. Moreover, using Business Process Management (BPM), it proposes an integrated process model with tasks, roles, and procedures for EVMS for NPP construction projects.

  • This paper presents a system called a Cash-flow based Construction Scheduling Optimization (CfSO). The existing CPM is biased on schedule and cost management. For a profitable and successful project management, the cash-flow which occurred actually by contractual conditions should be considered in the project scheduling. Therefore, this study provides a method to estimate the amount of a cash-flow occurred periodically by integrating the terms of contract into scheduling. The proposed methodology is implemented as a system prototype in Microsoft Excel. CfSO helps a site manager as a decision-maker to establish a optimized project scheduling and decide profitable contractual conditions against a construction owner.
