계층분석과정(AHP)을 활용한 권역단위 종합정비사업 사무장 의식의 상대적 중요도 평가 (A Relative Importance Evaluation for the Perception of Managers on the Comprehensive Rural Village Development Project using Analytic Hierarchy Process)

  • In this study, the relative importance for the perception of managers on the comprehensive rural village development projects was evaluated using the AHP method. The fields for evaluation were 4 fields including human relationships, working conditions, work compensation and work burnout. Also, the relative importance for the perception of managers and priority order were analyzed through 15 evaluation items. The analysis result shows that the human relationships among 4 fields were regarded as the most important field, followed by work compensation, working conditions and work burnout. Also, the relationship with the chairperson for the human relationships, continuity of employment for the working conditions, salary for work compensation, and mental stress for work burnout were considered respectively as the most important item. Also, salary among all evaluation items was considered as the most important item for the relative importance, followed by continuity of employment, relationship with village residents and mental stress. However, work load, consulting firms, impersonal treatment and the relations between the administration showed relatively low importance and priority order. It is considered that this analysis result will be used as important preliminary data for establishing the role of manager in the comprehensive rural village development project.

토지 공급 및 수요조사를 위한 의사결정지원 프로그램 구축 연구 (A Study on the Development of Decision Support Program for the Survey of Land Supply and Demand)

  • This study aims to provide the system to help decision making by finding key indicators used in land supply and demand surveys, and by developing storage priority areas and projects. As problems arose such as the rising cost of public projects or disruptions to business progress due to the rapid rise in land prices and the cost of compensation for public projects in the past, a new land policy was adopted and the land reserve system was established in 2009. At that time, The bank's goal was to conserve 2 trillion won of land per year, but the result was sluggish as it accumulated a total of 1.6 trillion won from 2009 to 2015. The reason for this sluggish result is that the type and quantity of indicators are still extensive and the survey of land supply and demand has a problem of poor utilization. In order to make up for the sluggishness, we made key indicators used in land supply and demand surveys using the question investigation, and analyzed the priority of the project areas. This study provide the system to help decision making by finding key indicators used in land supply and demand surveys, and the priorities of project areas.

  • "Environmentally Sound and Sustainable Development (ESSD)" is a key word in recent years. The construction industry, have put a great influence on ergonomic and sustainable environment. Recently, "green building certifications", such as Indoor Air Quality (IAQ) and eco-friendly material regulation have been established. With this regard, new construction and aged-housing remodeling projects are required to meet these certification criteria. Multi-housing residents have great concern on eco-product, since many cases are reported that Sick Building Syndrome is caused by toxic substance from building materials. Aged-housing remodeling project is very unique in that building residents are selected prior to design phase. Therefore, the analysis of resident's need for building materials in aged-housing remodeling is relatively easy compared to new building construction. As such, it is very important to analyze their preferences for eco-friendly materials prior to project execution. The purpose of this study is to find the needs of residents and priority of their needs. Based on their needs and priority, this paper provides a new strategy in using environment-friendly materials and maximizing their satisfaction level when aged housing remodeling is constructed. In addition, this paper provide new criteria in selecting new developed environmental materials in remodeling projects for the purpose of improving the safety and health level in construction industry.

u-City와 ITS의 서비스 연관성 분석에 관한 연구 (A Study on the Analysis of Service-linkage between the u-City and ITS)

  • u-City와 ITS는 서로 상이하면서도 부분적으로 연관도가 깊은 서비스들을 제공하고 있다. 따라서 연관도에 따라 중복성 문제나 효율적 추진의 어려움을 지적 받고 있어 두 시스템간의 서비스 연관분석과 우선순위 도출이 필요하다. 연구 방법으로 서비스간의 연관표를 작성하고 전문가 설문조사를 통하여 연관도를 분석한다. 설문조사 결과를 누적 합산하여 종합점수를 도출한 결과 ITS의 돌발상황관리 서비스와 u-사고/재난재해 서비스가 최빈치로 나타났다. 사업우선순위는 연관도가 높은 서비스를 우선 추진하는 것을 기본원칙으로 하여 단계별로 구분하고 서비스의 패키지화를 통해 시너지 효과를 기대할 수도 있다. 이 논문은 u-City와 ITS 서비스의 연관도 분석과 이를 통한 도입서비스의 우선순위 도출로 효율적 사업추진 방안을 제시한 점에서 의의를 가진다.

  • 매해 여름, 우리 나라에서는 집중호우로 인해 급경사지 옹벽이 붕괴되는 사고가 발생하고 있다. 2019년 급경사지 위험도 평가결과에 대한 데이터를 보면, 780여개소의 옹벽이 C등급 이하로 이에 대한 대책마련이 시급한 실정이다. 그러나, 이러한 옹벽에 대한 보수보강 예산이 한정적이므로 투자 우선순위에 대한 논의가 필요하다. 이 연구에서는 개정된 급경사지 옹벽의 위험도 평가기준에 대한 고찰과 함께 네트워크 레벨 및 프로젝트 레벨에서의 우선순위방법을 제안하고 이에 대해 6개 옹벽을 대상으로 적용성 검토를 수행하였다. 이때, 프로젝트 레벨에서의 우선순위 결정에는 실제 투입된 보수보강비용자료를 이용하여 우선순위 지수를 결정하였다.

  • 국방연구개발사업의 성공을 위한 위험관리 활동은 프로젝트 전기간에 걸쳐 선제적이고 지속적으로 이루어져야 하며, 특히 위험요인을 중요도에 따라 우선순위를 선정하여 관리해야 한다. 본 연구에서는 델파이 기법으로 선정된 위험요인에 대해 요인분석을 통해 신뢰성 및 타당성을 검증하였으며, 계층분석방법 (AHP)으로 위험요인의 상대적 중요도를 구하여 우선순위를 정하고 국내 외 연구와 비교하였다. 연구결과 프로젝트 초기에 요구사항의 확정, 명확한 연구개발 범위, 타당한 완료일정, 필요한 자원의 확보가 아주 중요하고, 기존의 연구와는 달리 국방연구개발사업에서는 기술적인 요인들도 중요하게 고려해야 함을 알 수 있었다.

도시재생사업의 모니터링 및 평가방안 연구: 선도지역을 사례로 (A Study on the Monitoring and Evaluation of Priority Projects for Urban Regeneration)

  • 본 연구는 도시재생사업이 본격적으로 추진됨에 따라 도시재생전략계획 수립, 도시재생활성화지역 지정, 그리고 도시재생활성화계획 수립에 필요한 기초 DB 구축 및 도시재생사업의 평가 모니터링 방안 도출을 목적으로 한다. 연구과정은 13개 선도지역의 공모제안서 및 13개 선도지역 중 도시재생활성화계획을 수립하고 있는 4개 지역(서울, 창원, 부산, 영주)의 도시재생활성화계획(안)을 토대로 기초 DB 및 평가 모니터링 지표를 검토하였다. 연구결과 선도지역 도시재생사업의 평가모니터링을 위해서 다음과 같은 방안이 도출되었다. 첫째, 도시재생사업의 원활한 추진을 위한 재생전략 활성화계획 수립을 지원하고, 나아가 재생 활성화 사업과 각종 도시재생사업을 체계적으로 관리할 수 있는 종합정보체계가 필요하다. 둘째, 도시재생사업 진행에 대한 모니터링이 보다 제도화되어야 한다. 셋째, 전략계획 및 활성화계획의 수립과정에서 도시 또는 군기본계획 관리계획과 연계성 확보가 필요하다. 마지막으로 상향식(Bottom-up) 도시재생사업에 적합한 모듈화 계획의 도입과 평가가 필요하다.

캄보디아 크랑폰리강 유역 다목적 수자원개발사업 (The Krang Ponley Water Resources Development Project on Cambodia)

  • In accordance with the Cambodian government's poverty reduction policy, the Krang Ponley Water Resources Development Project was selected and has been carried out as a priority to develop the northwest areas of Phnom Penh since early 2003. Rehabilitation and new construction of water supply system such as embankments, canals and hydraulic structures are urgently needed for stable water supply, hydropower generation and flood damage reduction within the project area. The completion of the project is expected to be extremely helpful in the economic development of Cambodia as well as to improving the economic conditions of the residents in the project area.

Current Status of the Korean ALMA Project

  • Korea officially joined the ALMA (Atacama Large Millimeter/submillimeter Array) project on August 17, 2014. Korea was allowed to apply for the Cycle 2 call-for-proposal before joining the project. Korea submitted 17 proposals, and 4 of them were selected as high-priority. The fund of an 11-year Korean ALMA project in the KASI (Korea Astronomy and Space Science Institute) was approved. The project team formulated an ARC (ALMA Regional Center) node at the KASI and already started its supporting activities for the Korean Astronomical Society. The team also set up a future development plan for ASTE (Atacama Submillimeter Telescope Experiment) and ALMA. A couple of engineers are now doing concept design of a multi-beam receiver system for the ASTE, Because of the ALMA participation, Korea could also access open-use time of ASTE and Mopra telescopes organized by Japan. As of this writing, EACOA (East Asia Core Observatories Association) is now under discussion on making an organization called "East Asian Observatory" and the possible operation of JCMT (James Clerk Maxwell Telescope). I will briefly mention the future prospect of these activities.

우선순위 규칙을 적용한 BIM 기반 설계검증 성과 분석 (BIM-based Design Verification Performance Analysis with Priority Rules Applied)

  • BIM is one of the means of reducing the economic loss caused by design errors. These features of BIM have led to increased use of BIM. With the increasing use of BIM, several studies have been conducted to analyze the performance of BIM. As the importance of BIM staff is emphasized in the performance analysis of BIM, the human resource allocation of BIM staff can become an important research issue. However, there are few studies to measure the workforce effectiveness of BIM staff. Ham et al (2020) measured BIM workforce efficiency using FCFS queue model rules. Since design errors can have different effects on the project depending on the type, there are design errors that must be dealt with first. Therefore, in this study, a priority queue was used to solve design errors with high priority first. The performance of BIM-based design verification was analyzed by quantitatively analyzing the performance of BIM staff when the priority rule was applied to the design error processing sequence.
