A Risk Performance Measurement System for the Mega-Project

  • In recent years, interests and studies on the urban regeneration projects have been increased and largely conducted. It is a part of the effort that solves some social and economical problems occurred by deteriorated buildings and degraded infrastructures through new urban regeneration projects or redevelopment projects. However, the urban regeneration projects show the characteristics that can not guarantee in the project performance because the projects have various and complex stakeholders related to these projects and are exposed to lots of risks due to its huge scale. This study proposed the risk performance index method to improve the efficiency of the overall performance measurement for a mega-project by extending from the traditional cost/schedule based performance measurement system. The risk performance index method proposed in this study has a similar system to the EVMS, and makes possible to perform a three dimensional integrated performance measurement in cost/schedule/risk through 18 different indexes that compose the risk performance index.

  • Recently, the researches on the urban regeneration projects have been performed very actively.   • CII BM&M(Benchmarking & Metrics) in USA and DTI(Department of Trade and Industry) in UK have built up systems that enable performance measuring and made the results of performance measurement comparable between projects to utilize them as benchmarking tools. By comparing the results of performance measurement, it is possible to grasp the success level of project management and to establish the direction of management. However, construction projects are much diversified and even those projects with the same work type have different attributes. Therefore, simply comparing the results of project performance measurement without considering the characteristics of projects is not justifiable and affects the reliability of the benchmarking results. Therefore, to solve this problem, this study presents a methodology that makes it possible to compare the individual construction projects considering various characteristics. The benefits and importance of project characteristics to overall project performance will be quantitatively expressed and they will be reflected on the results of performance management. By maximally converting multiple projects with different characteristics into the same projects through a new methodology to convert different projects into the same level utilizing such utility-bases and comparing the performances of those projects, project performance results can be utilized in project management as a tool for more accurate decision making and as a robust benchmarking tool.

Evaluation System for Defense IT Project in Korea: Post-Implementation Stage

  • Performance measurement is not an easy task. However, it is necessary to measure the expected value of the informatization project to be invested, to help the successful progress of the informatization project, and to confirm the result of the informatization project. This study describes the evaluation systems of the defense informatization project in Korea used after the end of the informatization project (post-implementation evaluation stage). In the post-implementation evaluation stage of proposed system, the informatization project is evaluated in terms of performance achievement, project plan compliance, project management, and economic validity. For each element, this study suggests metrics and practical measurement method. With metrics and their method, it can be evaluated which project is better than others. Moreover, the lessons learned can be developed. Under scarce budget condition, defense organizations can make better performance from IT project with the evaluation system suggested in this study.

  • It is commonly recognized to need performance management for successful construction project. PPC measurement of Last Planner System is one of construction project measurement method. PPC measurement is quantitatively assessment to go through construction, and that is not completely to be trusted when compare a project with another or an individual case work with another in same project. According to, purpose of this study is comparison indicator establishment that compare project with another or an individual case work with another it is not use PPC measurement for quantitatively assessment to go through construction. The procedure of this study is derive of the point at issue of existing PPC measurement for a aim PPC measurement in this study expenditure and select weight about that and it is applied to actually construction.

  • In proportion to continuing growth of overseas plant market and the trend of its mega scale of the project, the importance of management is significantly emphasized for the successful execution of the project. And it is recognized that progress control is the most important management item amongst the others in the management. Progress control is importance of progress measurement for performance measurement and process control of project, but it is hardly obtainable securing the objectivity in the progress measurement since the progress measurement are being applied differently in accordance with the project conditions and the experience level of the person in charge for the progress control. This study has conducted as following to propose a standard method for progress measurement in a petrochemical plant protect. Domestic and overseas plant projects are investigated variously with the applied method of progress measurement, and the deduced problem of progress measurement. And then standard method for progress measurement of engineering, procurement, construction and commissioning has been proposed according to comparison and analysis of practices in domestic & overseas plant project, procedures for progress control in the globally reputed petrochemical client, company rules and recommendation of the expert in progress control.

  • The goal setting and performance measurement is essential tool for performance management. If appropriate goal setting and performance measurement is not done, problems may arise in the management. Therefore, in order to improve the efficiency of building production that management is essential. In addition, the construction project objectives established at the planning phase give considerable influence on the success of the construction project. Therefore, objective of this paper is to suggest the necessity of performance goal setting phase. This paper analyzes problems of goal setting phase and suggests the way to improve about problems.

  • This research has seven factors such as top management leadership, belt system operation, implementation of systematic methods, adequate project performance measurement, customer focus performance, quality performance and business performance. Those are critical to correct implementation of Six Sigma. I set seven hypotheses which represented the relationships among the seven factors, gathered questionnaires and analyzed the data. Top management leadership affected positively the adequate project performance measurement and the belt system operation, The belt system operation affected the implementation of systematic methods positively and it also affected the adequate project performance measurement. It affected positively the customer focus performance, the quality performance and the business performance, respectively.

  • 건설산업의 핵심성과는 프로젝트가 추구하는 목표, 즉, 비용, 시간, 품질, 안전, 환경 등의 기준을 어느 정도 달성했는지로 평가할수 있다. 그러나, 프로젝트 기반산업이라고 할 수 있는 건설산업의 경우, 성과에 대한 명확한 정의체계가 부재하고, 성과측정에 대한 표준화된 절차와 관리 방식이 구축되어 있지 않아서 프로젝트의 성과를 객관적이고 합리적으로 평가하기가 매우 어려운 것이 현실이다. 본 연구에서는 프로젝트 차원의 성과에 대한 정의 및 기준을 설정하고, 각 성과기준 댈 지표 산출 방식을 개발한 후, 이들 지표를 통해 정량적으로 프로젝트의 성과를 산출할 수 있는 방법론을 제안하고자 한다. 제안된 성과측정 방법론에 입각하여, 실제 사례 프로젝트를 수집하고, 이들을 비교 분석해 봄으로써, 향후 건설 프로젝트에 적용가능 한지에 대한 평가를 실시하였다. 이를 통해 특정한 건설 프로젝트는 상호 비교가능한 지표의 형태로 변환될 수 있으며, 개별프로젝트의 성과를 종합적으로 분석하는 것이 가능해진다. 또한, 건설 프로젝트 관련자로 하여금 성과에 입각한 관리를 가능하도록 유도하여 건설 프로젝트의 효율성을 진작시키는데 큰 역할을 담당할 수 있을 것으로 기대한다.

비용/공정/위험 통합 관점에서 메가 프로젝트 성과측정을 위한 위험성과지수 개발 (A Development of Risk Performance Index for Mega-project Performance Measurement in view of the integrated Cost/Schedule/Risk)

  • 최근 도심재생사업에 대한 관심과 연구가 활발히 진행되고 있다. 이는 기존 도시의 노후화된 건물과 저급화된 기반시설로 인해 파생되는 사회적 경제적 문제들을 새로운 도시개발 즉 재개발사업을 통해 해결하려는 노력의 일환이다. 그러나 도심재생사업은 사업에 관계되는 다양하고 복잡한 이해관계자들과 규모의 방대함으로 수많은 위험에 노출되어 있어 사업의 성과를 보장할 수 없다는 특징을 가지고 있다. 본 연구는 도심재생사업과 같은 메가 프로젝트의 성과관리를 함에 있어, 기존의 비용/공정 중심의 성과측정체계를 위험관리 관점으로 확장시킴으로서 메가 프로젝트에 대한 종합 성과관리의 효율성을 향상시키기 위한 목적으로 위험성과지수 방법론을 제시하였다. 본 연구에서 제시한 위험성과지수 방법론은 기존의 EVMS와 유사한 체계를 갖추고 있고, 위험성과지수를 구성하는 18종류의 세부지수와 변수를 통해 비용/공정/위험의 3차원적 통합 성과관리가 가능하게 하였다.
