플랜트 프로젝트관리를 위한 EPC전자업무절차시스템 개발 (Development Of EPC Project Management Procedure Manual System For Plant Project Management)

  • 최근 고도의 산업 사회로 발전함에 있어 산업설비(플랜트) 건설부문이 새로운 성장 엔진으로 발전하고 있으며 타 산업에 부품 및 장비조달, 고용창출, 첨단기술 적용 등을 동해 파급효과가 매우 큰 고부가가치 산업으로 국가 경제성장에 원동력이 되고 있다. 플랜트 산업은 기계, 재료, 화학, 전자, 생물, 지질, 토목 등 여러 가지 요소기술이 복합적으로 적용되고, 엔지니어링, 기자재 제작기술, 컨설팅, 파이낸싱 등 지식 서비스를 필요로 하며, 기자재 및 인력수출이 가능한 차세대 성장산업임에도 프로젝트 수행단계별 업무절차의 정립이 부족하고, 그 적용 또한 체계적이지 못했던 것이 사실이다. 따라서 관련 기술력에 대한 국가차원의 선진화 전략과 체계적인 프로젝트 수행단계별 절차의 수립이 요구되고 있다. 이에 본 논문은 국내외 13개 대형건설회사의 업무절차서를 수집하였고 수집된 업무절차서의 분석을 통해 현재 산업계에서 사용하고 있는 업무절차서의 문제점을 분석하고 개선방안을 도출하였다. 개선방안은 미국 PMI(Project Management Institute)의 프로젝트관리 지식체계의 모태인 PMBOK(Porjcet Management Body Of Knowledge)의 이론을 바탕으로 합리적이고 효율적인 프로젝트관리를 위해 필요한 관리요소들을 도출하였으며, 아울러, 미국 CMAA(Construction Mangement Association of America)의 건설사업관리 업무범위에 대한 정의를 활용 EPC프로젝트의 효율적인 관리를 위해 필요한 관리요소들을 도출하고 표준화를 하여 개선된 전자업무절차시스템을 정립하였다.

  • Project management is a tool for smooth operation during a full cycle from the design to normal operation including the schedule, document, and budget management, and document management is an important work for big projects such as the JRTR (Jordan Research and Training Reactor). To manage the various large documents for a research reactor, a project management system was resolved, a project procedure manual was prepared, and a document control system was established. The ANSIM (Advanced Nuclear Safety Information Management) system consists of a document management folder, document container folder, project management folder, organization management folder, and EPC (Engineering, Procurement and Construction) document folder. First, the system composition is a computerized version of the Inter-office Correspondence (IOC), the Document Distribution for Agreement (DDA), Design Documents, and Project Manager Memorandum (PM Memo) works prepared for the research reactor design. Second, it reviews, distributes, and approves design documents in the system and approves those documents to register and supply them to the research reactor user. Third, it integrates the information of the document system-using organization and its members, as well as users' rights regarding the ANSIM document system. Throughout these functions, the ANSIM system has been contributing to the vitalization of united research. Not only did the ANSIM system realize a design document input, data load, and search system and manage KAERI's long-period experience and knowledge information properties using a management strategy, but in doing so, it also contributed to research activation and will actively help in the construction of other nuclear facilities and exports abroad.

  • Due to various project delivery methods and the complexity of construction projects in the construction industry, developing the framework of construction management for critical, highly complex projects in the construction industry has become problematic. Currently, a set of construction manuals play a pivotal role in planning and managing construction projects as subcontractors try to complete their scope of work according to the instructions of a general contractor. It is challenging for general contractors to write a construction management procedure manual to cover various types of project delivery methods and construction projects. In construction, the construction procedure manuals describe specific actions to be taken through the project. In reality a few contactors own such manuals and their construction schedules include more construction operation activities. Thus, it is hard to estimate the workload and productivity of construction managers because the manual and the schedule do not present the amount of management efforts required to complete a project. This paper proposes a framework to present construction management tasks according to project delivery methods which can be applied to various construction projects. Actions for management tasks were mapped and were integrated with construction activities throughout the project life cycle. The framework can then be used to give specific instructions to project participants, collect management actions, and replicate management actions throughout the project life cycle. The framework can also be can used to visualize complete construction project to analyze and manage construction management activities in each phase of a project in order to enhance productivity and efficiency. The studies of existing construction manuals were carried out to identify construction managers' responsibilities. An artificial intelligence program, CLIPS (C-Language Integrated Production System) was used to search for appropriate actions for impending tasks from a set of predefined actions to be performed for a given situation. The framework would significantly help construction managers to understand interrelations among management tasks or actions within a project. Furthermore, the framework can be embedded into Building Information Modeling (BIM) or Facility Management Systems (FMS) so that designers and constructors would execute constructability review before construction begins.

요르단연구로건설사업 문서관리시스템 구축 (Establishment of Document Control System for the Jordan Research and Training Reactor Project)

  • The Project of Jordan Research and Training Reactor (JRTR) officially launched in Aug. 2010. JRTR is the first made-in-Korea nuclear system to be built abroad by year 2015, and Korea Atomic Energy Research Institute (KAERI) is responsible for the design of major systems including the reactor core. While the PDCS (Project Document Control System) being operated by EPC company controls all the documents of the whole Project, KAERI is supposed to have its own system for KAERI documents. Meeting such a need; KAERI has implemented a document control for the JRTR Project into already existing ANSIM (KAERI Advanced Nuclear Safety Information Management) system. The documents of JRTR project to be controlled are defined in the PPM (Project Procedures Manual), QAP (Quality Assurance Procedure) and PEP (Project Execution Program). The ANSIM consists of the document management holder, document container holder and organization management holder. The document management holder, which is the most important part of ANSIM-JRTR, consists of the DDA (Document Distribution for Agreement), IOC (Inter-office Correspondence), PM Memo. (Project Manager Memorandum) and cover sheets of design documents. Other materials such as meeting minutes, sub-department materials and design information materials are stored in an independent COP (Community of Practice). This established computerized document control system, ANSIM, could lessen a burden for project management team and enhance the productivity as well.

플랜트프로젝트 사업관리 업무절차 개선을 위한 EPC 수행단계별 BPM모델 개발 (Development of EPC Business Process Management Model for Improving Plant Project Management)

  • 플랜트 산업은 여러 가지 요소기술이 복합적으로 적용되고, 엔지니어링, 기자재 제작기술, 컨설팅, 파이낸싱 등의 지식서비스를 필요로 하는 차세대 성장동력 산업임에도 불구하고, 국내의 실정은 프로젝트 사업관리가 체계적이지 못했던 것이 사실이다. 따라서 관련 기술력에 대한국가차원의 선진화 전략과 프로젝트 수행단계별 업무절차의 정립이 요구되고 있다. 이에 본 논문은 사업관리 효율증대를 위한 표준화된 업무절차 정립을 목적으로 다음의 연구를 수행하였다. 첫째, 국내외 업무절차서와 관련된 문헌조사 및 12개 대형플랜트건설사의 업무절차서를 수집하였다. 둘째, 수집된 업무절차서의 분석을 통해 현재 산업계에서 사용하고 있는 업무절차서의 문제점을 분석하고 개선방안을 도출하였다. 셋째, 미국 PMI의 프로젝트관리 지식체계의 모태인 PMBOK의 이론과 CMAA의 건설사업환기 업무범위를 활용하고 국제표준화기구가 제정하고 시행하는 ISO 9001:2000 규정을 착용하여 EPC프로젝트의 효율적인 관기를 위해 필요한 EPC수행단계별 21개의 중점관리요소를 포함한 업무절차 매트릭스를 도출하였고, 전문가 자문을 통한 '계획 및 설계단계', '구매조달단계', '시공 및 시운전단계'별 176개의 '주요단위업무'를 도출하였다. 넷째, 도출된 EPC 수행단계별 주요단위업무를 Business Process 관점으로 재설계하고, 전문가 자문과 검증을 통하여 총176개의 업무절차 BPM모델을 개발하였다. 최종단계로, 'EPC 수행단계별 업무절차BPM모델'의 시스템 개발모델을 제안하였다.

국내 건설사업관리 업무지침의 개선(안)에 관한 연구 (A Study on Proposal to improve Domestic Construction Management Service Guide)

  • The Korean government makes an effort to raise the competitive power of nation through CM activation in the construction industry. Since the first CM service was applied to the atomic power plant project in 1986, the number of CM contracts are continuously being increased and will be up to 20% by 2002 in public sector. However, the public projects had been executed without any procedure manual or standard guideline of CM services. Meanwhile the Ministry of Construction and Transportation issued $\ulcorner$CM Service Guide$\lrcorner$, but the guide shows an indefinite description in the responsibility, authority and scope of activity for the project participants. Therefore, it is required the procedures be improved and scope of activities be established for the project participants. This study was generated from the comparative analysis of $\ulcorner$Standard CM Services and Practice$\lrcorner$ Published by CMAA and domestic $\ulcorner$CM Service Guide$\lrcorner$ and the case of Incheon International Airport construction. The purpose of this study is to provide the fundamental data for an improvement in the procedures of project execution and the construction manager's activities/rolls shown on $\ulcorner$CM Service Guide$\lrcorner$

국방 선행연구단계에서 안전분석 기법에 기반한 수행프로세스의 개선 및 수행성숙도 평가를 활용한 위험 관리 (Safety Techniques-Based Improvement of Task Execution Process Followed by Execution Maturity-Based Risk Management in Precedent Research Stage of Defense R&D Programs)

  • 방위력개선사업의 선행연구는 소요가 결정된 무기체계의 효율적 획득방법 결정을 지원하기 위해 수행되는 사업단계로, 선행연구단계에서 수행되어야할 요소를 식별하기 위해 안전분석 과정에서 활용되는 FTA/FMEA 기법의 수행방안을 착안 및 테일러링을 통해 핵심검토 항목 도출을 위한 방법론을 제시하였었다. 기존의 연구에서 도출한 핵심요소를 보완하기 위해 핵심요소로부터 발생 가능한 다양한 사건들을 추가 보완 및 분석이 필요했으며 이를 위해 타 산업분야에서 안전분석을 위해 수행하는 HAZOP 기법을 활용하여 핵심요소 도출결과를 보완하였다. HAZOP/FTA/FMEA 기법을 연계하여 도출된 선행연구단계의 핵심요소에 대해 입 출력 정보 및 연관관계를 설정하여 수행절차를 분석하고 모델화하였다. 또한 선행연구 수행성과에 대해 수행성숙도를 평가하고 성숙도가 낮은 핵심요소에 대해 관련 핵심요소와의 연동정보를 바탕으로 위험도 기반 대응 매뉴얼을 생성하였다. 본 연구결과를 토대로 방위력개선사업 선행연구단계에서 핵심요소 및 수행절차, 위험관리 대응 매뉴얼 적용을 통해 사업추진간 성능 비용 일정을 충족하고 예상되는 위험을 감소시켜 효율적이고 안정적인 방위력개서사업 추진을 기대할 수 있다.

  • Proving the effect of lean construction has yet to be done for its staying poor basic building though there has been efforts and wants to introduce the theory and concept of lean construction in practical site. Therefore, we need to specify the methods of productivity improvement and construction process through various adaptations in the site. Also, to apply such improvement methods systematically, we need active participation of owners, contractors and supply chain members in relation to construction industry and are also require appropriate methods to adapt. At first, this study thinks over the techniques of lean construction that has been verified through studies carried before. For second, it selects the technique of lean construction with the practicality in the construction site. For third, it is aimed to make a manual of lean process management by the use of TACT and V.S.M. For fifth, it will show the method of management for repeated activity and develop a guide-line and procedure that applies the concept of work sequence and resource equalization to each phase of process management. At last, it will show methods of reflecting V.S.M. to improve and grasp the waste factor from the step of managing an activity process and develop the form to analyze the waste in construction site by mapping the value flow.
