Mega-Y project is very important for a company to gain a competitive advantage in markets or to achieve drastic change in the internal processes. It stems from the company strategy and annual management goals or key performance measures, and is proceeded by the cross-functional team. This paper presents the success factors and implementation process of the Mega-Y projects. The implementation process is presented in 5 steps, including project selection, cross-functional team building, establishment of the master plan, development and execution of sub-projects, and project completion. A case study on the cost reduction project of aircraft development is presented to help for the practitioners to deploy the implementation process introduced in this paper.

KEPCO is now promoting the new project of upgrading its highest system voltage from 345kV to 765kV. The main reason of this project is an insurance of bulk power transmission from power complexes at coast to power demand center at Kyoung-In area. The new system needs a careful approach to basic design to secure its reliability and to reduce the increase of investment cost. So, We introduced the basic philosophy of insulation design in spring meeting of this transaction. This paper, after preceding paper, deals with the insulation design example for 765kV transmission lines.

Despite of the introduction some sorts of the contract and the bid method like CM(Construction management) that will be efficient to manage the construction project. Korean agencies limit to control project management to do large public constructions. In the case of Taiwan, THSRC is apply J/V system in the public construction project, they are accomplishing that expend optimal the cost and save the construction time. To success J/V it has two factors, one is risk management and another is sharing information of construction project. Therefore, we will study to introduce J/V system to our construction project.

Nowadays national research and development fund is continuously increased. And the evaluation on the feasibility of R&D budget investment was carried out. Through this study it was possible that a business feasibility evaluation of large scale research project. Also the benefit of research project about large scale plant(A plant) is $2.67{\sim}3.76$ times of research funds, and the R&D fund pay-back period is $6{\sim}8$ years. And also there is employment effect as $1,200{\sim}2,200$ every year, and $22,000{\sim}35,000$ within 20 years after research project.

In Japan, a long-waited civil aero engine development project has been recently started by the New Energy and Industrial Technology Development Organization, NEDO. “High efficiency,” “environmentally friendliness” and “low-cost” are the key words of the target engine. The target engine is of l0000-lb thrust with project consists of three phases: Feasibility studies and market research in the first phase, FY 2003, engine component development in the second phase, FY 2004-2006, and core and full engine demonstrators in the third phase, FY 2007-2009. In league with this government/industry joint funded project, Institute of Space Technology and Aeronautics, JAXA, has initiated “Clean Engine Technology” project.

Maximizing the profitability and minimizing the duration of construction projects in extreme weather regions is a challenging objective that is essential for project success. An optimization model is presented herein for the time-profit trade-off analysis of construction projects under extreme weather conditions. The model generates optimal/near optimal schedules that maximize profit and minimize the duration of construction projects in extreme weather regions. The computations in the model are organized into: (1) a scheduling module that develops practical schedules for construction projects, (2) a profit module that computes project costs (direct, indirect, and total) and project profit, and (3) a multi-objective module that determines optimal/near optimal trade-offs between project duration and profit. One example is used to show the impact of extreme weather on construction time and profit. Another example is used to show the model's ability to generate optimal trade-offs between the time and profit of construction projects under extreme weather conditions.

Recent increases in construction costs on Korean public works projects, largely due to change orders caused by poorly elaborated design, become a motivation of applying VE process in Korean construction industry. The Seoul Toll Plaza project, recently value analyzed by four VE teams, demonstrates how value management helps save time, money and increase functional performance. The objective of this project is to upgrade and expand existing pay and ticket booths system on "Kyungboo Express Highway", the main artery for the Korean peninsula linking Seoul to Pusan. The value management study generated several innovate alternatives capable of saving up to 50% of project cost from the baseline project plan.

This paper deals with the feasibility analysis and alternatives for infrared detector development. The purpose of this paper analyze development requirement and feasibility study in both technology and cost. We get raw input data for system engineering process from development and technical expert, and then analyze cost and technology for development feasibility, and alternative study. Infrared Detector is core component of Thermal Imaging System and developed by ADD from 2006 to 2008 year. Technical level is analyzed by TRL(Technical Readiness Level) and AOA(Analysis of Alternative) is done by development and production cost estimate. We use SEER-H tool for cost estimate, that is parametric cost estimate tool based on Knowledge Base. Also this paper presents risk analysis for project management because it is necessary to risk driver management during the infrared detector development. The result of IR Detector feasibility and alternative study will be used in technical and cost analysis. This study can help those who are related to the cost analysis and development feasibility of other weapons

Progress in the construction project, the estimated cost of the measure is very important. Use preliminary estimate cost data for the prediction of construction cost. But, preliminary estimate cost data a clear calculation, there is no way. it is rely on the historical data and the past construction data. As a result, a significant difference in the actual construction cost and the predicted cost of the problem occurs. In this study, taking advantage of BIM Cost Prediction for efficient and rapid preliminary estimate BIM for building database through the study preliminary estimate cost data.

Korean government is planning to supply a half million public and permanent rental houses from 2013 to 2018 for settlement of non-homeowners. It is requested an objective criterion to appropriate the budget for the rental houses construction project cost. In this study, construction cost indices, which reflect the inflation trend of construction resources, were explorated to suggest a effective methodology for the construction cost estimation of therental houses. We figured out the future construction cost indices using several scientific methods, and seven estimated indices values were shown. It is required an additional research to select the proper value among the analyzed indices.
