Optimal Implementation of the Value Management Processes for Capital Facility Projects (건설산업에서의 가치경영 프로세스 효율적 활용 방안)

  • Many innovative management processes, which are also termed as best practices or value improving practice, have been proven to successfully improve the value of capital facility projects. With a lack of any guidance on how to implement the most suitable value management process for a particular project, the objective of this paper is to facilitate the VMP implementation. A CII (Construction Industry Institute)'s recent study, titled as 'Development of the Value Management Toolkit,' encompasses a comprehensive structure of value management and provides a new methodology in optimizing the implementation of the value management processes in order to leverage the unique project circumstances, such as project objectives, resource availability, and site limitations, etc. As a pioneering study, the findings contribute to the expedition of implementing value management processes in the industry and maximize the potential benefits in applying the most benefiical value management process for a particular capital facility project.

  • Defining value as a measure of how well the project value objectives are met, Value Management Process (VMP) is considered to be any management effort or process that can proactively pursue one or more project objectives (i.e., security/safety, cost effectiveness, schedule optimization, and risk containment). The collection of 44 VMPs has been established based on a rigorous effort conducted by Construction Industry Institute (CII). Because varying circumstances on each project determine the level of suitability, it is crucial to identify which VMP should be implemented on a particular project. The current VMP selection process is primarily based on human intuition. The main objective of this paper is to provide a systematic method to facilitate the usage of VMPs on a particular project. This paper identified and quantified the selection principles (i.e., targeted value objectives, timing of initiation, project characteristics, and relative impact). The data collected from industry practitioners and VMP experts characterized each VMP in terms of the magnitude of benefit. An automated selection tool by Visual Basic Application (VBA) on MS Excel TM, was developed and proved its validity. As a pioneering study, this paper provides a comprehensive and structured knowledge on the subject of VMPs. From the industry's perspective, the automated selection tool, the premier of this study, contributes the facilitation of the VMP implementations in the construction industry thereby maximizing the potential benefits to a particular project.

  • Recently, the affiliates of the Ministry of Information and Communication have been conducting a performance evaluation study on IT policy projects, based on the performance evaluation model of the U.S. Office of Management and Budgets, with regard to investment in computerization. The performance evaluation model for the policy project could provide the objective information required for the planning, development, and operation of the policy project. However, the performance of the most policy project is likely to be evaluated using the subjective evaluation criteria of evaluators. Therefore, this case study evaluates the relative efficiency using DEA (Data Envelopment Analysis) in order to improve the performance evaluation method of the digital pioneer' project implemented by the Korea IT Industry Promotion Agency. The improvement value of inefficient Decision Making Units (DMUs) was measured by a static efficiency analysis. The measured value will suggest a objective viewpoint of the performance between DMUs to evaluators. In doing so, it will show an appropriate direction for the policy project to be evaluated successfully.

  • The paradigm of urban generation does not lie in physical development/maintenance such as urban redevelopment any more. The paradigm is shifting to balanced activation of administration / management functions including central commerce/business functions, broad culture/tourism functions, international functions and adequate level of residence functions. The urban regeneration project aims to restore functions of cities by physical/environmental, living/cultural and industrial/economical regeneration and is managed differently from existing projects in that it includes multiple sub-projects in it. The overall projects management should be by managing the value sought by the urban regeneration project and multiple other sub-projects. The objective of this study is to present various methods of value management in order to avoid conflicts between various objectives within the said project. It aims to provide the value management methods for decision making by understanding correlatedness between values of various projects and prioritizing them.

  • Recent increases in construction costs on Korean public works projects, largely due to change orders caused by poorly elaborated design, become a motivation of applying VE process in Korean construction industry. The Seoul Toll Plaza project, recently value analyzed by four VE teams, demonstrates how value management helps save time, money and increase functional performance. The objective of this project is to upgrade and expand existing pay and ticket booths system on "Kyungboo Express Highway", the main artery for the Korean peninsula linking Seoul to Pusan. The value management study generated several innovate alternatives capable of saving up to 50% of project cost from the baseline project plan.

A Study on Application of Real Option for Strategic Response to Uncertainty in Hotel Development Project (호텔개발사업의 불확실성에 전략적으로 대응하기 위한 실물옵션 적용 연구)

  • Unlike housing development project that can ensure profit by selling built units, a hotel development depends on long-term business operation to be profitable due to characteristics of service industry. The expected cash flow has substantial uncertainty depending on room occupancy rate and room charge. Thus, even after construction is complete, business risk tends to rise. It is necessary to ensure strategic response to uncertainty in future value of a hotel. The objective of the study is to explore strategic measures to deal with risk and uncertain future value in hotel development project by adopting abandonment option, which is a type of real options. The case in analysis had sevenyears of project period: Two years for construction, and five years for operation; a plan was made to sell the hotel after five years' of operation. For the research purpose, option value ofrecoverable investment amount was estimated, and value of abandonment option was KRW 124.921 billion. When abandonment option is applied, the project value was deemed to be KRW 120.592 billion. Generally, the amount of loss is enormous when a real estate project like a hotel development fails, and therefore, application of option is expected to be an effective measure to leverage uncertainty of a project.

  • Companies are paying attention to project governance to realize their goal strategies, project success, and project value in a rapid and complex environment due to the development of information technology. This study aims to explore project governance and factors from literature review and practice guides related to project governance and empirically analyze the impact of project governance factors on IT project objective performance. The survey was conducted on project managers, project team members, and project management members with experience in carrying out business IT projects within two years at companies in various industries in Korea. The main conclusion is as follows. Among the project governance factors, disclosure and reporting that uses and reports using appropriate and reliable information about projects related to decision-making activities positively impact the achievement of IT project objectives: business success and stakeholder satisfaction. Among the project governance factors, project sponsorship, a role that effectively connects management and projects, and a project management framework that provides tools, procedures, resources, and techniques for projects positively impact IT project objective performance. This study is of academic and practical significance in that it identifies the definition and factors of project governance through companies in various industries in Korea and the positive impact of project governance factors on IT project objective performance.

  • In construction industry, the term 'procurement' is considered as a project based job where clients and contractors are always keen to observe performance indicators. These indicators represent financial and non-financial efficiency of project activities. Among these, the monitoring of financial indicators such as cost monitoring is an ongoing process and its importance cannot be undermined during the project life cycle. It can be monitored by using traditional approach of direct reporting of actual cost against budget. However, the comparison of budget versus actual spending does not indicate the worth of the work which is completed at any given time. This approach does not represent the true cost performance of the project. Because of these limitations, this paper discusses the applications of Earned Value Analysis (EVA) for cost monitoring of construction projects in Malaysia. Besides traditional approach, EVA is a three-dimensional approach that compares three cost indicators i.e. the budgeted value of work scheduled with the earned value of physical work completed and the actual cost of work completed. Therefore, cost monitoring by EVA is an objective measure of actual work performed. This paper uses a case study, an example application of EVA as a cost monitoring tool. This case study reaffirms the benefits of using EVA for project cash flow analysis and forecasting.

  • A severe problem in VE study of a project is to reduce value due to loss of performance, caused by focusing on cost reduction. Also a lack of understanding performance concept, no trial VE workshop as well as cost saving-based policy have not satisfied customer needs. A efficient VE job plan for especially large scale railroad construction project is proposed in this study. This study developed a more objective performance evaluation system for value engineering study of mega projects and suggested a systematic process of performance quantitative analysis for value improvement. The proposed performance measurement method would be very useful for better communication and consensus between decision makers and VE team.
