A Design Study on Seoul CheongGye Plaza (서울 청계광장 설계 연구)

  • The proximities of Cheonggye creek was a maj or space for the gathering of large populations from the past times and it is also a place containing the joy, anger, sorrow, pleasure and lives of the citizens. The Cheonggye creek which flowed downtown of Seoul throughout many historical events had disappeared into history completely in the modernization process due to the contamination with life sewages and overflow. However, the city authority of Seoul decided to restore it to its shape before covering the creek by means of dismantling the old elevated ways in Cheonggye creek in line with the Large Scale City Movement Project to revive the grey city and to improve the quality of the city landscape in 2002. The cultural space was created by activating the old town sphere in Cheonggye Creek and the amenities of the giant city was improved by the cultural and natural wave created along the creek. In addition, the educational opportunity has been provided to the citizens by means of reviving its historical nature. The design and cultural value of the Cheonggye Plaza were restored for the mean time and the urban environment requested during modem times was established. The Cheonggye Plaza which heightened the balanced development in Seoul which has been developed in an unbalanced way by dividing into northern and southern area of the river is very meaningful in the viewpoint of the landscape architect who designs the urban space. The re-birth as a cultural space of downtown owing to the efforts of the said cultural catalysts is meaningful.

A Study on Analyzing Precedents and Legal System of Landscape Tree Damage by Natural Disasters (자연재해로 인한 조경수목 피해 판례 및 제도분석 연구)

  • With the increase in occurrence frequency and severity of natural disasters due to climate changes arising from global warming, damage in the landscaping field is rising. This leads to legal disputes, and is increasing social and economic damage, too. Especially even though landscape trees which are highly affected by external environments, suffer lots of damage from natural disasters, there is no specific scope of disaster criteria and thus it brings plenty of problems of damage restoration and compensation. Therefore, this study aims to suggest that gives ways to improve related criteria for damage of landscape trees from natural disasters. For this objective, this study analyzed damage cases of landscape trees and precedents, and compared Korean and Japanese legal systems and criteria regarding natural disasters with each other. The analysis result showed that opinions of experts have a great deal of influence on judgment results, since there is no definite legal basis on damage from natural disasters in the landscaping field. This implies the need for a professional and objective appraisal process. According to the comparative analysis of Korean and Japanese legal systems and criteria regarding natural disasters, Korea lacked in laws and criteria on natural disasters of landscape plants in Korea, whereas there were concrete disaster assessment standards of landscape trees in Japan. For improving natural disaster-related systems and criteria in the landscaping field, therefore, this study presented 'Revision of related laws', 'Revision of appraisal and loss assessment criteria', 'Revision of standard specification of landscaping project', 'Compulsory insuring against disasters', 'Reasonable fulfillment of contract', and 'Compulsory cost estimation for disaster restoration', as improvement plans.

  • One of the most significant tasks of software development project is to know how much it will be the software development cost in the early stage of software development cycle. The software development environment and technology are changing very rapidly. For accuracy, we should apply those to the software cost estimation. And it is important that we select the suitable adjustment factor and the value of a suitable adjustment factor. For that, this paper have applied the method of AHP. And we have also analyzed the sensitivity of the adjustment factor which is influenced by decision metrics. In conclusion, the value of the application type adjustment factor is responded more sensitively to the data complexity and the control complexity than processing complexity. And the value of the language adjustment factor is responded more sensitively to the supplying manpower and the time of the coding than the time of the debugging. In the future, we will research the selection of an additional adjustment factor and a suitable value of the adjustment factor which are influenced by the environment and the technology of the domestic software development. And then, in the language adjustment factor, we will try to calculate the value about the individual programming language.

Changing Political-Economic Geography of Energy Flows Northeast Asia (변화하는 동북아시아 에너지 흐름의 정치경제지리)

  • This paper is to analyse a changing space of energy flows in Northeast Asia from geopolitical and geoeconomic perspectives that have been recently promoted for energy security of countries in this region. The research is based on an analytical framework in an integration of political ecology and political economy. Because of an ever-increasing input of energy resources for economic growth and of dramatically increasing price of crude oil and recent instability of oil market, South Korea, China and Japan have been deeply concerned with energy security and conducted very actively geopolitical strategies. And hence the space of energy flows in the region is now in a process of dynamic reconfiguration, in which the project for development of oil and natural gas fields in East Siberia and construction of pipelines to transport them can be seen as one of competitive issues among these countries. In spite of worrying about stagflation due to rapid increase of oil price, such geo-strategies for energy security and reconfiguration of space of energy flows seem to keep the accumulation of capital in this region continue with generation of huge privatized oil companies.

A Study of Characteristics of Seeding Plants through Improvements of Dredge Vegetation-Base -Focus on Site 14 in Nakdong-gang- (준설토 파종식물의 생육경향 및 관리방안 연구 -낙동강 14공구 중심으로-)

  • This study was launched to verify the effective composition of plant species and its management program most suited for the dredged soiled area near Nakdong River Site 14. The improvement methods of planting base and the composition of plants such as silver grass, reed, and some colonies in aesthetic effect were studied. To search the management methods to decrease the confining pressure risen from the burried seeds which would consequently harm the previously seeded plants, experimental construction process was measured on the site. The purpose of this experiment was to figure out which part of the improvement on the plant base has the most significant effect for the revegetation of infertile, dredged soil, to verify the easily seeded, developing plants among seeded plants, and finally, to find the restoration model using plants near the dredged soil around riverside. 8 seeded plants and 23 invaded species were appeared which among the emerged plants, development of Aster yomena MAKINO, Lotus corniculatus var. japonica Regel, Trifolium repens L, and Dianthus longicalyx Miq were proved to be brought up well. Difference risen from the seed composition were not noticeable until 150day since the germination was proceeded mainly by Aster yomena MAKINO. The experimental plot with dredging sand+organic fertilizer method of construction and dredging sand+soil conditioner method showed most development while the effect of the plot with only the soil base of dredging sand stayed low. Another important method for the management of infertile, dredged soil base would be the removal of disturbing species which the experiment showed the tied relationship between the removal of disturbing species and development of seeding plants. Although this study was carried out focused on the Nakdong River Project, the study suggests the general management program that the removal of disturbing species such as Humulus japonicus Sieboid & Zucc. and Pueraria lobata (Willd.) Ohwi in times around rainy season(60days after seedling) would be effective for the easy growth of revegetation plants.

Strategic Management of the Policy for Seoul City's Hangang Renaissance (네트워크 분석적 의사결정방법(ANP)을 이용한 서울시 한강르네상스 정책의 전략적 관리방안)

  • This study was performed for the purpose of reviewing the strategic management direction and ideas of the policy for Seoul City's Hangang Renaissance. In order to accomplish this, levels were established for each step of the policy and the policy priority by level was derived. The policy priority by level was analyzed by a decision making model through the Analytic Network Process(ANP) and the priority would be the standard to judge the order of priority. The analysis results showed that there was not a big difference between the priorities of two basic concepts: restoration and creation. The fourth level, detail plan of the third level, showed priority that development by type for waterside city in case of reorganizing city space and diversification of land utilization, utilization of riverside space in water front town for public and composit purpose, establishment of comprehensive plan on constructions in case of improving the landscape of Hangang and unified design plan rose to important element in case of forming Hangang park with the me. Based on the results of priority analysis, we would like to propose for the direction about the policy on Hangang Renaissance project, the policies forming Hangang Park with theme through unified design plan and reorganizing city space have to be proceed preferentially and connected with other plans.

A Vanishing Point Detection Method Based on the Empirical Weighting of the Lines of Artificial Structures (인공 구조물 내 직선을 찾기 위한 경험적 가중치를 이용한 소실점 검출 기법)

  • A vanishing point is a point where parallel lines converge, and they become evident when a camera's lenses are used to project 3D space onto a 2D image plane. Vanishing point detection is the use of the information contained within an image to detect the vanishing point, and can be utilized to infer the relative distance between certain points in the image or for understanding the geometry of a 3D scene. Since parallel lines generally exist for the artificial structures within images, line-detection-based vanishing point-detection techniques aim to find the point where the parallel lines of artificial structures converge. To detect parallel lines in an image, we detect edge pixels through edge detection and then find the lines by using the Hough transform. However, the various textures and noise in an image can hamper the line-detection process so that not all of the lines converging toward the vanishing point are obvious. To overcome this difficulty, it is necessary to assign a different weight to each line according to the degree of possibility that the line passes through the vanishing point. While previous research studies assigned equal weight or adopted a simple weighting calculation, in this paper, we are proposing a new method of assigning weights to lines after noticing that the lines that pass through vanishing points typically belong to artificial structures. Experimental results show that our proposed method reduces the vanishing point-estimation error rate by 65% when compared to existing methods.

Parameter Regionalization of a Tank Model for Simulating Runoffs from Ungauged Watersheds (미계측 유역 유출 모의를 위한 Tank 모형의 매개변수 지역화)

  • To provide a reliable tool for runoff simulations of ungauged watersheds upstream of reservoirs, a daily runoff simulation model, Tank model, is restructured, the parameter regionalization of the model is conducted, and the model's applicability is evaluated. Taking into account the characteristics of runoffs from the watersheds, a three-tank model is employed. The percolation process of the model's third tank is eliminated, considering the water budgets of the watersheds, and its evapotranspiration component is improved, reflecting the conditions of meteorological observation in South Korea. The sensitivity analysis of the model shows that the model's behaviors, varying with a sensitive parameter, ${\alpha}$, are reasonable. The regional parameter estimation equations are determined, using the characteristics and land uses of the watersheds as variables. The model is applied for the runoff simulations of three watersheds and the water stage simulation of one reservoir, and the simulation results are then compared with the observed values, which prove to be in close agreement with the observations. In addition, the results from simulating inflows of twenty-four reservoirs using the model show that the averages of evapotranspiration rate and runoff rate are 42.8% and 56.6%, respectively, which are resonable. Consequently, it is concluded that the model is practically applicable to simulating runoffs from watersheds upstream of reservoirs, and simulated inflow data are useful for watershed management and reservoir planning, design, and operation.

The Results of the Environmental Model City Project in Japan (일본 환경모델도시의 계획적 특성과 추진성과에 대한 고찰)

  • The purpose of this research is to seek the suggestions applicable to Korean green-growth(development) policy and the realization of low carbon society by looking around the promotion policy and the process, the promotion system, main environmental policy in each city about the business for environmental model city in Japan which has been promoted in a city in order to realize low-carbon society. Japan had selected 13 local governments as an environmental model city as a part of a policy to build low-carbon society in 2008~2009, and Japan has formed information sharing between cities and provinces, the spread of information sharing and the free competition among local governments for an environmental model city through Zero Carbon City Promotion Council consisting of local governments and specialists. When examining these cases in Japan, the green-growth policy promoting currently in Korea needs to be converted from the central government-dominated policy to the local government-dominated policy and Koreaneeds to make more effort to develop software programs in order to realize green-growth social system.

  • This note provides technical guide on three issues associated with establishing and automatically running regional ocean forecasting systems: (1) a strategy for continuous production of hourly-interval three-day ocean forecast data, (2) the daily download of ocean and atmospheric forecasting data (i.e., HYCOM and NOAA/NCEP GFS data), which are provided by outside institutions and used as initial condition, surface forcing, and boundary data for regional ocean models, and (3) error notifications to numerical model managers through the Short Message Service (SMS). Guidance on dealing with these three issues is illustrated via solutions implemented by the Korea Hydrographic and Oceanographic Agency, since in embarking on this project we found that this procedural information was not readily available elsewhere. This technical guide is based on our experiences and lessons learned during the process of establishing and operating regional ocean forecasting systems for the East Sea and the Yellow and East China Seas over the 5 year period of 2012-2016. The fundamental approach and techniques outlined in this guide are of use to anyone wanting to establish an automatic regional and coastal ocean forecasting system.
