  • The electricity cost of pumping system accounts for a large part of the total operating cost for long distance water supply networks. This study presents a method based on dynamic programming for establishing an joint optimal operation of pumps and storages system on a hourly basis. Analysis is taken of the relative efficiencies of the available pumps, the structure of the electricity tariff, the consumer-demand pattern, and the storage characteristics and operational constraints of the pipe. The possible system objectives and constraints are described. An application of the method to the existing Yangju Water Supply System consisted of two pump station and 5 storage pools under the condition of expanding pumping facility in the part of the Capital Area Water Supply System is presented, showing that considerable electricity cost savings are remarkable. The approach was found to be implementable in real system operation and large-scale water supply system design in respect of minimizing life-cycle total cost.

  • In response to the changing demands of ever competitive market, SK Telecom has built a new marketing system that can support dynamic marketing campaigns and, at the same time, scale up to the large volumes of data and transactions for the next decade. The system which employs Unix-based client-server (using Web browser interfaces) architecture will replace the current mainframe-based COIS system. The project, named NGM (Next Generation Marketing ), is unprecedentedly large in scale. However, both managerial and technical problems led the project into a crisis. The application framework that depended on a software solution from a major global vendor could not support the dynamic functionalities required for the new system. In March 2005, SK telecom declared the suspension of the NGM project. The second phase of the project started in May 2005 following a comprehensive replanning. It was decided that no single existing solution could cope with the complexity of the new system and hence the new system would be custom-built. As such. a number of technical challenges emerged. In this paper, we report on the three key dimensions of technical challenges - middleware and application framework, database architecture and tuning, and system performance. The processes and approaches, adopted in building NGM system, may be viewed as "best practices" in the telecom industry. The completed NGM system, now called "U.key System," successfully came into operation on the ninth of October, 2006. This new infrastructure is expected to give birth to a series of innovative, fruitful, and customer-oriented applications in the near future.

  • The construction of a light rail transit (LRT) system is a large and complex infrastructure project involving hundreds of billions of won in construction costs for a single route, and it is very important to carry out such a project from a life-cycle perspective because of its long-term operation. Systems engineering is a means and methodology to successfully implement customers' needs, and it is useful in large projects such as light rail transit. An application model called Systems Engineering for Light Rail Transit (SELRT) was developed to support systems engineering activities in light rail transit projects. In order to utilize SELRT, it is necessary to ensure that system requirements are met. As such, in this paper, we present a verification procedure and architecture based on a systems engineering-based methodology, thereby identifying the system requirements and deriving the verification requirements to confirm the SELRT model for the proposed method. The results show that the traceability of the system requirements and verification requirements, the verification method for each requirement, and the demonstration results for computerized tools are mutually connected, and that the initial requirements are clearly implemented in the SELRT. The proposed method is valid for verifying the SELRT, which can also be utilized in a LRT project.

  • Even though the data of digital cadastral map, stored in the Korea Land Information System(hereinafter referred to as "KLIS") has a wide variety of errors, it has been used in a cadastral surveying field without any compensating work. As a result, it has given rise to a lot of problems when we use this digital cadastral map in the cadastral surveying field. That is why we should analyse the accuracy of digital cadastral map which has been stored in the KLIS. In this context, this paper has been intended to provide acceptable proposals with regards to present operation of KLIS or the cadastral re-survey project in the future by analysing the data of digital cadastral map which is one of the layers of the KLIS. Our study results showed that the accuracy of both the location and area in the present KLIS datum was not satisfactory Therefore, in our own judgment, it is necessary to revise cadastral maps more accurately in order to use in the field of cadastral surveying or in carrying out the cadastral re-survey project.

  • Koh Chang Island is located near the east border of Thailand. The government of Thailand promotes the island as a model of eco-tourism spots. The Island undeveloped until recent years, is expected to change to major tourist attraction. 'Digital Koh Chang project' has thus. The main objective of this project is to monitor the environment and land use status of the island and to support its sound development. In March 2003, a field survey of this project was planned and field data were collected using both airborne and ground platforms and an ocean vessel. These data were combined with satellite data in the laboratory. This presentation is all balloon-born system field operation. A 5-meter length balloon filled with Helium gas was used, whose payload consisted of two RGB standard color digital still cameras, two directional rotating servo motors, a camera mount cradle as well as signal transmitting and receiving components. A series of aerial high-resolution digital images were rather easily obtained using this inexpensive system, making it possible to monitor intended landscape features in a specific field. Design of simple, low-cost and easily transportable flying platforms and local field surveys using them are useful for getting local ground truth data to calibrate satellite or airborne-based RS data. The design analysis to upgrade the system is further investigated.

  • In this study, the village development promotion system was reorganized for Gimhae-si, and improvement plans and post-operation management plans were prepared through expert surveys. Through the Village Development Project, the landscape and environment of the village were improved, and the village and residents were positively changed. The Village Development Project laid the foundation for regional revitalization, giving the next generation hope for the sustainable development of the village. While maintaining the framework of the existing Rural Development Projects guidelines through case analysis of other regions, we operate educational programs for each stage by reflecting regional characteristics, and utilize and communicate with intermediate support organizations, systematically operate, and actively intervene by Eup·Myeon administration. In addition, as a follow-up management program, various follow-up management programs were being operated, such as support for capacity building such as consulting, as well as facility maintenance and support for village managers. As a result of the expert survey to review the adequacy of the improvement plan, the improvement plan derived from the overall average of 4.28 points and the standard deviation of 0 to 0.94 points for the process is judged to be appropriate. In particular, the item of 'self-reliance stage follow-up management' was very important as all experts responded with 5 points. By establishing the village development performance goals, we tried to check whether the qualitative/quantitative goals were achieved by year, and to secure quantified status data in response to changes such as resetting performance goals or adding new performance indicators. In this study, in order to improve the capacity to achieve regional development in response to the rural agreement, we prepared our own sustainable village development promotion system, governance establishment, and follow-up management plan. In addition, it is expected to be used as a reference material for the selection of new districts and the follow-up management of completed districts by establishing the village development goals.

  • In the TRITIUM project, an on-site monitoring system is being developed to measure tritium (3H) levels in water near nuclear power plants. The quite low-energy betas emitted by 3H have a very short average path in water (5 ㎛ as shown by simulations for 18 keV electrons). This path would be further reduced by impurities present in the water, resulting in a significant reduction of the detection efficiency. Therefore, one of the essential requirements of the project is the elimination of these impurities through a filtration process and the removal of salts in solution. This paper describes a water treatment system developed for the project that meets the following requirements: the water produced should be of near-pure water quality according to ISO 3696 grade 3 standard (conductivity < 10 µS/cm); the system should operate autonomously and be remotely monitored.

  • With the expansion of natural gas demands in many countries, the necessity of LNG receiving terminals has been increased. The offshore LNG Floating Storage and Regasification Unit (FSRU) attracts attentions not only for a land based LNG receiving terminal alternative, but also for a feasible and economic solution. Nowadays, as the reliability of offshore oil and gas floating facilities and LNG carriers gains with proven worldwide operations, the FSRU can achieve a safety level that can be comparable to an onshore terminal. The design development related with safety features of the FSRU has been extensively carried out by oil and gas companies, shipyards, engineering companies, and equipment vendors, and has been successful so far in many fields. The construction of the FSRU can be achieved by integrating various technologies and experiences from many disciplines and many participating companies and vendors. In this paper, reviews on some of the important design features and design improvements on FSRU together with the practical construction aspects in cargo containment, vaporization system, ESD system, and operation modes, have been covered in comparison with actual LNG carrier, onshore receiving terminal, and FPSO systems. In order to materialize an FSRU project, the technical and economic justification has to be preceded. It is believed that once the safety and technical soundness is convinced, the FSRU can bring a higher project feasibility by reducing the overall construction time and cost. Through this study, an FSRU design readily applicable to an actual project has been developed by incorporating experiences gained from many marine and offshore projects. The wide use of proven standard technologies adopted in the series construction of LNG carriers and offshore FPSOs will bring the project efficiency and reliability.
