Performance Evaluation of Smart Intersections for Emergency Response Time based on Integration of Geospatial and Incident Data

  • The major objective of this research is to evaluate performance of improved intersections for response time to emergency vehicle preemption. Smart technologies have been introduced to civil infrastructure systems for resilient communities. The technologies need to evaluate their effectiveness and feasibility to confirm their introduction. This research focuses on the performance of emergency vehicle preemption, represented by response time, when smart intersections are introduced in a community. The response time is determined by not only intersections but also a number of factors such as traffic, distance, road conditions, and incident types. However, the evaluation of emergency response has often ignored factors related to emergency vehicle routes. In this respect, this research synthetically analyzes geospatial and incident data using each route of emergency vehicle and conducts before-and-after evaluations. The changes in performance are analyzed by the impact of smart intersections on response time through Bayesian regression models. The result provides measures of the project's performance. This study will contribute to the body of knowledge on modeling the impacts of technology application and integrating heterogeneous data sets. It will provide a way to confirm and prove the effectiveness of introducing smart technologies to our communities.

International Construction Joint Ventures with Developing Countries: Singapore's Case for Risk Assessment and Allocation

  • It is important for Singaporean companies to manage the multifaceted risks when forming international construction joint ventures (ICJVs) with developing countries. The objectives of this study are to assess the risks associated with Singaporean ICJVs with developing countries, and investigate the risk allocation preferences in these ICJVs. To fulfill these objectives, a literature review was carried out and a questionnaire survey was performed with 38 professionals. The survey results reported "political instability" as the most critical risk, and market level risks were less critical than country and project level risks. Additionally, the results showed agreement on the risk ranking between building and infrastructure ICJVs, despite significant differences in the criticalities of five risks. Furthermore, five risks were preferably allocated to host and foreign partners, respectively, while 13 risks could be shared among partners. As few studies have explored the risk allocation preferences in ICJVs, this study expands the literature. Also, the identification of the risks allows other companies to customize their own lists of critical risks, while the preferred risk allocation provides valuable information for companies from various countries that intend to form ICJVs with developing countries. Thus, this study contributes to the global body of knowledge relating to ICJVs.

  • Employability is a critical issue in construction education. Employability is more than students obtaining employment upon graduation. The concept is far more ranging, and should encompass enabling students to acquire the knowledge, personal and professional skills and encouraging attitudes that will support their future development and employment. This paper describes two case studies relating to how the true concept of employability can be incorporated into the construction higher education curriculum. Case study 1 was a collaborative venture with contributions from a higher education provider, employers, students and a professional body (Association of Building Engineers). It outlines the whole process from course inception through to graduation and feedback. Thus it presents a valid model for other higher education providers of construction courses to adapt or adopt. Case study 2 outlines how the opportunity of a degree programme revalidation process was utilized to introduce modules which would enhance students' employability on graduation.

산업보안관리사 개발과정에서 PMP를 활용한 단계별 창직 연구 (A Study on Job creation Using PMP in ISE development process)

  • 창직(창직업)이란 작은 의미에서는 자격증을 만들어 직업을 개발하는 것이며, 큰 의미에서는 정부 차원에서 신산업을 조성하고 이에 필요한 직업을 개발하는 활동을 의미한다. 이에 창직 사례로 공인민간자격인 산업보안관리사(ISE, Industrial security expert)의 개발 과정을 예로 들고 프로젝트 관리의 지침서인 PMBOK(Project Management Body of Knowledge)의 PMP(Project Management Process)와 매핑하여 단계별로 창직에 필요한 세부 요구지식을 도출하고 이 과정을 정형화하고자 하였다. 결과적으로 (1) 창직 계획 (2) 민간자격 등록신청 (3) 직무분석 (4) 세부출제기준 확정 (5) 접수시스템 구축 (6) 교재개발 (7) 설명회 개최 (8) 자격검정 공고 (9) 양성과정 교육 (10) 자격시험 시행 (11) 직무교육 및 지속 수요확대 등 11단계를 도출하였으며, 향후 자격증을 만드는 창직사 개발에 기초자료가 될 것이다.

Prevention through Design (PtD) of integrating accident precursors in BIM

  • Construction workers are engaged in many activities that may expose them to serious hazards, such as falling, unguarded machinery, or being struck by heavy construction equipment. Despite extensive research in building information modeling (BIM) for safety management, current approaches, detecting safety issues after design completion, may limit the opportunities to prevent predictable and potential accidents when decisions of building materials and systems are made. In this respect, this research proposes a proactive approach to detecting safety issues from the early design phase. This research aims to explore accident precursors and integrate them into BIM for tracking safety hazards during the design development process. Accident precursors can be identified from construction incident reports published by OSHA using a text mining technique. Through BIM-integrated accident precursors, construction safety hazards can be identified during the design phase. The results will contribute to supporting a successful transition from the design stage to the construction stage that considers a safe construction workplace. This will advance the body of knowledge about construction safety management by elucidating a hypothesis that safety hazards can be detected during the design phase involving decisions about materials, building elements, and equipment. In addition, the proactive approach will help the Architecture, Engineering and Construction (AEC) industry eliminate occupational safety hazards before near-miss situations appear on construction sites.

Indicators for assessing neighbourhood satisfaction in state provided housing in South Africa

  • The objective of this paper was to establish the attributes that determines neighbourhood satisfaction in South Africa lowincome housing subsidy scheme ultilising the Delphi approach. This is because the perception and housing satisfaction of lowincome housing beneficiaries toward their housing condition can be studied by examining their satisfaction toward s the neighbourhood factors. The Delphi method was used where the views of housing experts were solicited on 26 potential attributes as identified from li terature. Consensus was achieved after three iterative rounds. The expert"s scored each attributes on a 10-point ordinal scale of impact significance, where 1-2=No impact and 9-10= very high impact. The scales adapted for consensus were: strong consensus, median 9-10, inter quartile deviation (IQD) ≤1; good consensus, median 7 ≤ 6.99and IQD≥2.1≤3. The key findings indicate that there was a good to strong consensus of 19 attributes which were key attributes that the experts perceived as determinants of neighbourhood satisfaction; while 6 other attributes had weak consensus, as they were considered to have a le sser impact in determining residents" neighbourhood satisfaction. However, attributes with weak consensus were the attributes that are highly regarded as core neighbourhood factors in other housing settings. The study contributes to the body of knowledge on th e subject where no consensus has been reached pertaining to indicators for measuring neighbourhood satisfaction in subsidised low-income housing in South Africa.

Investigation on Uncertainty in Construction Bid Documents

  • Construction bid documents contain various errors or discrepancies giving rise to uncertainties. The errors/discrepancies/ambiguities in the bid document, if not identified and clarified before the bid, may cause dispute and conflict between the contracting parties. Given the fact that bid document is a major resource in estimating construction costs, inaccurate information in bid document can result in over/under estimating. Thus, any questions from bidders related to the errors in the bid document should be clarified by employers before bid submission. This study aims to examine the pre-bid queries, i.e., pre-bid request for information (RFI), from state DoTs of the United States to investigate error types most frequently encountered in bid documents. For the study, around 200 pre-bids RFI were collected from state DoTs and were classified into several error types (e.g., coordination error, errors in drawings). The analysis of the data showed that errors in bill of quantities is the most frequent error in the bid documents followed by errors in drawing. The study findings addressed uncertainty types in construction bid documents that should be checked during a bid process, and, in a broader sense, it will contribute to advancing the construction management body of knowledge by clarifying and classifying bid risk factors at an early stage of construction projects.

A Framework to Automate Reliability-based Structural Optimization based on Visual Programming and OpenSees

  • Reliability-based structural optimization usually requires designers or engineers model different designs manually, which is considered very time consuming and all possibilities cannot be fully explored. Otherwise, a lot of time are needed for designers or engineers to learn mathematical modeling and programming skills. Therefore, a framework that integrates generative design, structural simulation and reliability theory is proposed. With the proposed framework, various designs are generated based on a set of rules and parameters defined based on visual programming, and their structural performance are simulated by OpenSees. Then, reliability of each design is evaluated based on the simulation results, and an optimal design can be found. The proposed framework and prototype are tested in the optimization of a steel frame structure, and results illustrate that generative design based on visual programming is user friendly and different design possibilities can be explored in an efficient way. It is also reported that structural reliability can be assessed in an automatic way by integrating Dynamo and OpenSees. This research contributes to the body of knowledge by providing a novel framework for automatic reliability evaluation and structural optimization.

  • 1997년 교토의정서 체결과 같은 국제적 차원의 환경관련 규제와 관심이 고조됨에 따라, 많은 연구들이 효과적으로 친환경성을 평가할 수 있는 도구나 기술의 필요성을 강조해왔다. 본 연구는 건설 프로젝트의 친환경성을 평가하는 도구의 일환으로 건설현장의 폐기물 관리 성과 평가 툴을 구축하고자 한다. 이 평가 툴의 목적은 폐기물 저감 및 재활용 확대 측면에서 건설현장의 폐기물 관리 성과가 어느 정도 수준인지 정량적으로 평가하는 것이다. 본 연구에서는 평가 툴을 구축하기 위한 기반으로서, 선행연구에서 파악된 폐기물 관리 성과 요인의 성과 수준을 정량적으로 산정하기 위해 전문가 면담 및 설문을 통해 각 요인별 관리 행위 수준과 이들의 중요도를 파악하였다. 또한, 선행연구에서 제시한 평가 툴 구축 개념을 기반으로 실질적으로 전산화된 평가 툴을 개발하여 개별 건설현장 차원에서의 평가가 용이하도록 했다. 특히, 평가의 결과로서 제시되는 최종지표(TI) 및 지표등급(IR)은 건설현장의 폐기물 관리 수준을 정량적으로 비교 평가할 수 있는 기준이 될 수 있다. 폐기물 관리 성과 평가 툴은 건설현장의 폐기물 관리효과를 증진시키기 원하는 시공자 측면뿐만 아니라, 발주자 측면에서도 일정정도의 폐기물 관리수준을 객관적으로 요구할 수 있으므로 그 활용범위가 넓을 것으로 판단된다. 실제 현장에서의 적용가능성과 신뢰도를 검증하는 등의 세부적인 연구가 뒤따른다면 보다 효과적인 건설폐기물 관리방안이 될 수 있을 것이다.

Conceptualizing a Strategic Facilities Management Decision Framework for Heritage Building Maintenance Management

  • Heritage buildings (HBs) as structures with historical and architectural relevance that form an integral part of contemporary society. HBs deserve to be protected for as long as possible to retain their significance. Therefore, prioritizing HB maintenance management (HBMM) is pertinent. However, the decision-making process of HBMM can be relatively daunting. The decision-making challenge may be attributed to the multiple 'stakeholders' expectation and requirement which needs to be met. To this end, professionals in the built environment have identified the need to apply the strategic concept of facilities management (FM) in decision making. However, studies exploring the application of FM in decision-making seem lacking. To bridge this gap, this study focuses on developing a framework for strategic decision-making HBMM, which helps achieve HBMM sustainability. At the study's inception, relevant works of literature in the domains of HBMM and FM were conducted. This review helped identify contemporary maintenance practices and their applicability to HBMM. Afterward, a conceptual framework to aid decision-making in HBMM was developed. This framework integrated the concept of FM scope (people, place, process, and technology) while ensuring that decisions and plans were made at strategic, tactical, and operational levels. The conceptual framework presents a holistic guide for professionals in HBMM to ensure that decision processes and outcomes are practical and efficient. It also contributes to the existing body of knowledge on the integration of FM in HBMM. Furthermore, it will help achieve HB sustainability through an effective decision-making process.
