A Study on the Systems Engineering Management Plan for the Railway Safety Project (철도안전프로젝트에 적용한 시스템엔지니어링 관리계획서 작성에 관한 연구)

  • The Systems Engineering Management Plan (SEMP) is the primary, top level technical management document for the integration of all engineering activities at the project plan phase. This document defined the activities to plan, control, and perform overall engineering integration. To develop the SEMP for Railway Safety System, several standards are reviewed and analyzed. And then a common requirement for SEMP preparation is derived from the results of analysis. Also, the SEMP example available practically applies to Railway Safety System. In particular, The SEMP focused on controling technical program management has been organized so far, but in this study the detailed contents of SEMP put stress on project management is derived. And it is related to each other between project management and technical engineering management. At the end, to continuously manage the items and contents of the SEMP, a database management and an automatic document generation system is presented using Computer-Aided Systems Engineering (CASE) tool.

  • In these days, global construction market is speedily increasing and domestic construction companies have a chance of new contracts. In the meantime, international projects have been increasingly forced to cope with potential risks, which seriously impacted achieving the targeted time and cost. In this study, we introduce a computerized risk management system for international EPCS projects, which is constructed on the needs of practitioners and decision makers as an aid to proactively control the potential risks and to monitor continuously their status and variation. The system is called the Project Risk Management System (PRiMS) is useful for furnishing project managers with warning signals as a project is progressing and helpful for producing the total risk score and tracking risk variation.

  • This paper presents the organisation and the technical structure of a remote controlled laboratory in the field of high dynamic drives and motion control. It is part of the PEMCWebLab project with the goal of providing students with practical experience on real systems in the field of power electronics and drives. The whole project is based on clear targets and leading ideas. A set of experiments can be remotely performed on a real system to stepwise identify a two axes positioning system and to design different cascaded control loops. Each single experiment is defined by its goals, the content of how to achieve them, and a verification of the results as well as the achieved learning outcomes. After a short description of the PEMCWebLab project, the structure of the remote control is presented together with the hardware applied. One important point is error handling as real machines and power electronics are applied. Finally, a selection of experiments is presented to show the graphical user interface and the sequence of the laboratory.

  • Total Project Cost Management System(TPCMS) was introduced with the purpose of increasing the efficiency of cost control for public construction project in 1994. In this paper, general perception of participants of the public construction project on the TPCMS was examined, and the problems in implementing the TPCMS was figured out through expert interviews and survey. Then better ways to implement the system were drawn based on the problems. To effectively manage the cost of public construction project, basically project cost should be estimated accurately in planning stage and managed based on it to have a project complete within the budget. In addition, the cost need to be managed in more systematic ways in terms of data collection and analysis, and the autonomy in managing the project cost given to the project owner needs to be expanded. Most of all, proper budget should be provided to prevent a project from delay through setting the priority of projects and proper budget allocation based on the priority.

  • A blind system for window glass has been designed and manufactured as a CapStone Design project at Seoul National University of Science and Technology. This system automatically controls the interior illuminance to maintain a uniform temperature. The aim of this project was to support an air conditioning system and heating equipment to maintain a good indoor environment. Proportional integral differential (PID) control using cadmium sulfide (CdS) sensors was applied to control it. Polaroid film was attached to the new blind system to reflect sunlight. It was found that the system had the potential to reduce energy consumption and may be used with a building energy management system (BEMS).

  • Ministry of Land, Transportation and Maritime Affairs of Korea has started a research project on verification process and safety assessment of Communication Based Train Control (CBTC) system for metropolitan railroad control as a 3-year project starting from 2010. As a number of companies has made efforts in securing the technologies for domestic production of CBTC systems, the purpose of the project is to develop the specification for interoperability with the considerations for local environments including metropolitan train operations and wireless communications. And the developed systems and the RAMS related outcomes from the participating companies are subject to Independent Safety Assessment (ISA) performed by a foreign specialized agency and the corresponding certificates are to be issued as a part of the project. In this paper, the RAMS management for verification and commercialization of metropolitan railroad CBTC systems has been studied. The study includes response strategy for the requirements of international standards, responsibility and authority of the related institute and the companies, quantitative RAMS objectives, and risk management strategies in project fulfillment.

  • Project management is a tool for smooth operation during a full cycle from the design to normal operation including the schedule, document, and budget management, and document management is an important work for big projects such as the JRTR (Jordan Research and Training Reactor). To manage the various large documents for a research reactor, a project management system was resolved, a project procedure manual was prepared, and a document control system was established. The ANSIM (Advanced Nuclear Safety Information Management) system consists of a document management folder, document container folder, project management folder, organization management folder, and EPC (Engineering, Procurement and Construction) document folder. First, the system composition is a computerized version of the Inter-office Correspondence (IOC), the Document Distribution for Agreement (DDA), Design Documents, and Project Manager Memorandum (PM Memo) works prepared for the research reactor design. Second, it reviews, distributes, and approves design documents in the system and approves those documents to register and supply them to the research reactor user. Third, it integrates the information of the document system-using organization and its members, as well as users' rights regarding the ANSIM document system. Throughout these functions, the ANSIM system has been contributing to the vitalization of united research. Not only did the ANSIM system realize a design document input, data load, and search system and manage KAERI's long-period experience and knowledge information properties using a management strategy, but in doing so, it also contributed to research activation and will actively help in the construction of other nuclear facilities and exports abroad.

  • This study researched an enterprise resources planning (ERP) implementation project at a printed circuit board (PCB) manufacturer. In depth research was achieved by participating and observing in an implementation project at an actual PCB manufacturer. It is hoped that this study will contribute a valuable reference resource for future PCB manufacturers that wish to select or implement ERP systems. The first step in implementing ERP software is to set a clear target. At the same time, the tasks of each department and the system of cooperation between departments must be clearly defined. In this way, the cycle time of each flow and the accuracy of data will both be improved. In order to ensure smooth implementation of an ERP project, the followings are key factors: (1) an ERP system that suits the PCB industry; (2) effective project management; (3) effective project cost/budget control; (4) project problem management system; (5) comprehensive implementation method and information technology (IT), etc. By keeping to these principals, Company A achieved rapid transactions, and lower total cycle times and inventory levels, and other such benefits that had been predicted.

  • Estimating software development effort remains a complex problem attracting considerable research attention. Improving the estimation techniques available to project managers would facilitate more effective control of time and budgets in software development as well as market. However, estimation is difficult because of its similarity to export judgment approaches and fur its potential as an expert assistant in support of human judgment. Especially, in software development for DCS (Distributed Control System), because of infrastructure software related to target-machines hardware and process characteristics should be considered, estimating software development effort is more complex. This paper suggests software development effort estimation technique using neural network. The methods considered are based on COCOMO and case-based projects. Estimation results applied to case-based project appeared to have value fur software development effort estimation models.

A Study of Saemangeum Project's Sustainable Development: Focused on local governments of Jeollabukdo (새만금사업의 지속가능한 발전방안 연구: 전라북도 지자체를 중심으로)

  • The Korean government has operated various mega-development projects in order to help nation progress into the future. However, many problems and concerns have been raised on the mega-projects' delay and failure in South Korea. Moreover, there are many technical and executive problems; such as trial and error of development work, failure of validity test, complicated decision-making processes, and so on. With these concerns and problems to mega-development projects, finding a sustainable development from mega-projects is becoming a new issue in the field of mega-development projects. Therefore, the main purpose of this study is to investigate whether or not most mega-development projects conducted by the government exactly corresponds with sustainable development (such as environmental soundness, economic efficiency and social equity) focusing on Saemangeum project. Using causal loop analysis, this study gives some significant results to us. First, for environmental soundness, both central and local government should ensure water-purity control system for farming, industry, leisure, and others. Second, for economic efficiency, both governments not only have to secure a budget for completion of infrastructure of the Saemangeum project but also support financial assistance to Saemangeum project. Third, for social equity, three local governments (i.e., Gunsan, Gimje, and Buan) should stop debate and conflict with regard to an administrative district of Saemangeum region. Finally, most politicians should not use Saemangeum project for political means. Rather, they should recognize the project as a motive power for economic development of Jeollabukdo.
