The automatic assembly system of micro optical filter is a key technology in the development of optical modules with high functionality. In order to create such automatic assembly system of optical filter, we have developed the system and program capable of evaluation of $30\mum$-thick film optical filter as well as conventional optical filters performances. Moreover, we have carried out the evaluation of optical filter using developed system and program, and we have compared and analyzed them with by conventional hand work. As results, the measured performances based on the present system are more fast, precise and reliable then those of the conventional hand work. In addition to that, the system can apply for various optical collimators and filters.

Purpose: The purpose of this paper was to investigate opinions and experiences of hospital CEOs' and QI managers toward the National Hospital Evaluation Program which was implemented in 2004 and to recommend various strategies to improve the program. Methods: We conducted a mail survey with CEOs and QI　managers' of 78 hospitals with 500 beds or more that participated the 2004 National Hospital Evaluation Program. Results: About 70.8% of the participating CEOs and 64.0% of the QI　managers felt that the objectives of the evaluation program weren't fully achieved. Most respondents said that the current program required a partial or an overall change. Evaluation Criteria was the most often cited area for a change. Many respondents pointed out the importance of including clinical quality indicators in the evaluation tool. Conclusions: To upgrade hospital services with better quality, it is most important to first reach consensus on objectives and approaches of the evaluation program among various players. For a consistent planning and implementation, it is urgent to set up a more systematic organization and financing mechanism. Also, evaluation approaches, including evaluation criteria, methods, patient satisfaction assessment, as well as ways to summarize and publicize each hospital's performance should be improved.

Evaluation of education and training is the act of measuring and observing contents related to an educational program and evaluating its quality; and thereby providing the basis for the changes in the curriculum. The National Library of Korea (NLK) has urgently needed to introduce an evaluation method that can enhance the performance and quality of its continuing education program. Therefore, this study is aimed at developing an evaluation model that can objectively and comprehensively measure the effectiveness of NLK's job training program for its librarians. To this end, the study applied Kirkpatrick's 4-Level Training Evaluation Model and conducted review of preceding researches, investigation of NLK's librarian continuing education program, along with analysis on the stakeholders' needs. Based on the results, the study suggested evaluation system to establish the directions of the evaluation system. The findings of this study are expected to be used as a practical evaluation system for NLK's librarian education program.

Purpose: The purpose of this study was to develop a program outcomes assessment system based on Course Embedded Assessment for nursing education. Methods: This study was conducted in accordance with the procedures of the developmental research method. Results: The major results are as follows. 1) The program outcomes were measured according to the Analytic Hierarchy Process. 2) The Course Embedded Assessment matrix was made according to program outcomes' weight, the curriculum-organizing principle, and achievement levels. 3) The Course Embedded Assessment rubric was developed in logical process, and consisted of a performance criterion, and rating scale. The content validity index of the Course Embedded Assessment rubric was 0.85. 4) An evaluation guideline and 12 documents were developed to facilitate the performance of the assessment system. 5) The average content validity index of the Course Embedded Assessment-based program outcomes assessment system was as high as 0.89. Conclusion: A Course Embedded Assessment-based program outcomes assessment system is more suitable for accreditation of nursing education than previous studies. Because this system evaluates the process of achievement as well as program outcomes, the results can also serve as immediate feedback to improve the educational process. Above all, this system facilitates that students check their achievements and strive to acquire core competencies in nursing.

PURPOSES: This paper investigates behavior and performance of concrete pavement in tunnel based on temperature data from field. METHODS : In this study, there are 4 contents to evaluate concrete pavement in tunnel, First, Comparison for distress was conducted at outside, transition, and inside part of tunnel. Secondly, temperature data was collected in air and inside concrete pavement in outside and inside tunnel. Thirdly, FEM analysis was performed to evaluate stress condition, based on temperature data from field. Finally, performance prediction was done with KPRP program. RESULTS: From the distress evaluation, failure of inside tunnel was much less than it of outside tunnel, Temperature change in tunnel was less than out side, and also it was more stable. According to result of FEM analysis, both curling stress status of inside tunnel was lower than it of outside tunnel. Based on KPRP program analysis, performance of inside tunnel was longer than outside. CONCLUSIONS : Through all study about behavior and performance of concrete pavement in tunnel, condition in tunnel has more advantages from environmental and distress point of view. Therefore, performance of inside tunnel was better than outside.

The purpose of this study was to analyze the factors related to the satisfaction of the introductory engineering education program for the employees, who majored liberal arts or commerce, among the educational programs for industrial workers which are performed as an effort to spread the performance of the Innovation Center for Engineering Education, and reinforce the competitiveness through effective program operation. This study was performed on the basis of CIPP evaluation model (context, input, process, product). A factorial analysis and a regression analysis were conducted based on a survey made on 87 persons who completed the introductory engineering education program among the employees of D group who majored liberal arts or commerce. It is expected that this study will contribute toward suggesting the implications for designing and operating the educational programs for industrial workers in order to find out the important factors of satisfaction and to conduct the education operation with professionalism.

The effort to measure and improve the quality of healthcare is a common health policy issue worldwide. Korean Value Incentive Programme is one of that effort, but some concerns exist. Compared to pay for performance program in other countries, it measures healthcare quality with relatively narrow performance domain using a small number of clinical indicators. It was designed without involving hospitals and other key stakeholder, and program participation was mandated. Highest and lowest performers get bonus and penalty using relative ranking. As a suggestion for development, the direction for quality management at the national level should be given first. Therefore the philosophy or strategy for quality improvement should be reflected to the program. And various domains and indicators of healthcare quality should be developed with active communication with healthcare providers. The evaluation method is necessary to be changed to provide achievable goal to the healthcare providers and attract quality improvement.

Gas turbine performance diagnostics is a method for detecting, isolating and quantifying faults in gas turbine gas path components. On-line precise fault diagnosis can promote greatly reliability and availability of gas turbine in real time operation. This work proposes a GUI-type on-line diagnostic program using SIMULINK and Fuzzy-Neuro algorithms for a helicopter turboshaft engine. During development of the diagnostic program, a look-up table type base performance module are used for reducing computer calculating time and a signal generation module for simulating real time performance data. This program is composed of the on-line condition monitoring program to monitor on-line measuring performance condition, the fuzzy inference system to isolate the faults from measuring data and the neural network to quantify the isolated faults. Evaluation of the proposed on-line diagnostic program is performed through application to the helicopter engine health monitoring.

Purpose: This study aimed to develop an infection control e-learning training program for long-term care facility care workers to prevent emerging infectious diseases and evaluate its effectiveness. Method: The program was developed using the analysis design development implementation evaluation (ADDIE) model. The effectiveness of the program was evaluated for 30 care workers. The knowledge and performance of the care workers before and after the program were analyzed by a t-test. Results: In the analysis stages, a literature review on infection control, knowledge and performance of infection control, and education needs was performed, and focus group interviews with ten care workers were conducted. In the design stage, education topics, educational content, and educational methods were selected for the program. A video was produced centered on eight themes. In the development stage, a system for education was developed, and each topic was uploaded. In the implementation stage, the program was applied to 30 care workers, and a questionnaire was administered. In the program's final evaluation, there was a significant difference in infection control knowledge (t=3.06, p=.005), and there was no significant difference in infection control performance. Conclusion: In this study, the necessary topics were finally selected by quantitatively and qualitatively analyzing the educational needs of care workers taking care of the elderly in long-term care facilities. It is necessary to understand the long-term effect and the degree of performance of the observation method in the future.

As an interest in the efficiency of public sector expenditures has spread across the world, Korea has operated a self-evaluation system for government projects as a part of the performance-based budget system. However, an evaluation system for public information technology project has been criticized for its lack of validity, which stems from the uniformity of performance management. This study draws insight from knowledge management literature in an attempt to address the problems with the extant performance evaluation system in public agencies. To realize benefits from IT investment, an agency needs to develop its own performance management model for information systems projects, with a focus on the interaction of IT and organizational system. The knowledge management-based framework for IT projects was verified through a case study, with which we discussed the applicability of knowledge management to the evaluation of public information systems projects.
