SciBabel: a system for crowd-sourced validation of automatic translations of scientific texts

  • Scientific research is mostly published in English, regardless of the researcher's nationality. However, this growing practice impairs or hinders the comprehension of professionals who depend on the results of these studies to provide adequate care for their patients. We suggest that machine translation (MT) can be used as a way of providing useful translation for biomedical articles, even though the translation itself may not be fluent. To tackle possible mistranslation that can harm a patient, we resort to crowd-sourced validation of translations. We developed a prototype of MT validation and edition, where users can vote for that translation as valid, or suggest modifications (i.e., post-editing the MT). A glossary match system is also included, aiming at terminology consistency.

  • This review focuses on the individual performance and productivity of researchers in the area of science and technology. The researchers in the paper are classified into individual inventors without organizational affiliation and researchers in the organization, which are distinguished by cosmopolitanic professionals and local institutionalists. The productivity of researchers is in general measured by different indicators or measurement scales such as: i) subjective evaluation of overall research performance, (ii) the number of published papers, reports and books, iii) the quality of research output (e.g. citation frequency), iv) originality of research ouput (e,g, patents), v) multiple measurement scales, etc. According to the literature based on empirical study, the productivity of individual reseachers is positively related to the degree of freedom, communication, diversity, dedication, and motivation and negatively related to the degree of similarity, and satisfaction. However, other factors such as creativity, age, supervisory behavior and group characteristics have shown irregular direction of correlation.

  • Presently, in the countries, such as America and Japan which are better in socio-economical conditions than Korea, in Taiwan which is similar in them to us, and even in Thailand and Philippine which are thought lower in them, health education is taught as one of curricular subjects in elementary and secondary school levels. In Korea, however, the importance of teaching health education as a curricular subject has been recognized among many professionals of health since a long time ago. Along with current rapid development of polytechnique and industry, various kinds of serious health hazard have appeared even in our daily life, so it has been urgently needed that people have comprehensive knowledge and skills to resolve one's own health problems. Among various conditions needed to resolve the health problems in our society, it is one of the most effective precedures that health education is taught as a curricular subject at least in elementary and secondary school levels. For this, the followings are inevitable ; reformation of school health organization and laws involving health, development of teaching materials in health and training of health educators.

The government's updated science policy and public-initiatives accelerate the development.

  • To understand the parks and leisure recreation environments of United States, some major areas are studied with the brief history of R & P area. development Those are 1) National Park System and National Park Service 2) ORRRC and BOR 3) Education of the Recreation & Park professions. Some findings of this study can be summarized as follows : 1. In United States, R & P area has been developed on the firm base of 'Publicity'. Central Park as a public park, National Park Service and Bureau of Outdoor Recreation as Federal organization have led this concept. 2. Major recreational resources - natural, cultural and historical etc-have converged into National Park System. On that, conservation and recreation use of those resources are possible in balance. 3. Establishment of the R & P area in the early stage made a great contribution to educate professionals. And this situation has been so helpful for balanced development of the area.

  • The article notes that one of the reasons for the crisis in education was the sharp discrepancy between the emerging new forms and content and the model of macro-management that has developed over the decades. The level of management of the educational system did not emerge as a specific activity characterized by its own mechanisms and processes, just as qualified carriers of this activity - professionals - managers - did not appear. At the same time, there is practically no theoretical and methodological model of the macrolevel of education management, that is, management of the educational system as an integral structure.

  • Hospice movement in Taiwan emerged early in 1983. There was a nurse visiting terminal cancer patients by herself in Taipei city. It was ceased after one year. This stage of hospice movement might be called as "compassionate era". In early 1990, the first in-patient hospice ward was set up in north Taiwan. She demonstrated high touch in the high technology medical atmosphere. There was a great echo in Taiwan society to this action. In the following years, quite a few new hospice settings were founded. Medical professionals were aroused again to talk and think about life and death, dignity of dying and holistic care. This stage of hospice movement might be called as "ethical stage". Around 2000, obstructions were discovered in our development. We do need system and rules. Standard of setting and care, Curriculum of education and training, Accreditation system and specialist system and Nature Death Act are some of the systems we approached. This stage of hospice movement might be called as "Act stage". Among the "Act stage", the Nature Death Act is actually the mile stone in our history.   • During the 1990s the workplace has grown more complex and business competition has increased world-wide. All organizations, whether for-profit or non-profit have been forced to respond to market changes. More advanced information and technology, greater product diversity, shorter product life cycles, increased quality requirements, more regulation oversight, decreasing productivity, more competitors, and increasing overhead costs have motivated organizations to focus on ways to deliver products cheaper, better, and faster. Many organizations are searching for ways to reduce costs through downsizing, reengineering business processes, implementing quality management, outsourcing, and improving cost management. Support departments that provide services internal to an organization such as human resources, legal, and environmental, safety, and health (ES&H) are often the first organization targeted for cost reduction and cost control initiatives because these functions are part of a rapidly increasing overhead cost. Recently, ES&H functions are incresingly being integrated into the business of business to contribute value to organization beyond mere compliance with ES&H regulations. The discussions and development of the ISO compatible Environmental Management Standards or Occupational Safety and Health Management Standards is another impetus to integrate ES&H function into the business of business. Thus, ES&H professional need new skills to analyze the cost of their function and communicate the value of the products and services they provide. In recent years, the need for and the importance developing cost management and business skills by ES&H professionals have been emphasized in the literature. Communicating with decision makers in terms of cost and value to the organization, and by using business language and business arguments is the first step toward effectively integrating ES&H activities into the business of business. Activity-based costing (ABC) is a cost management method that measures the cost of a product or service based on the actual use of resources by activities, and based on the actual amount of activities used to produce a product or service. ABC is recommended as a tool for managers of ES&H organizations to determine the cost of developing and providing ES&H products within a for-profit firm or non-profit agency. This paper discusses the trend of integration of ES&H functions into the mainstream of business activities within an organization. The general principles of treditional cost accounting are presented as a bases for understandging why and how ABC will provide more accurate estimates of cost. The principles and concepts of ABS are presented as a tool for determining more accurately the true cost of ES&H products and services.

  • In Incheon metropolitan city, the urban open space areas are deficient and it is nearly impossible to obtain newly the land for parks by reason of the risk of the land value, the budgetary deficit and so forth. Therefore, it seems to be urgent to consider how to manage the established urban natural park efficiently to enhance the quality of recreational experiences of the public. The organization for the urban natural parks management is to be completely put in good order, for the objects to manage is changeable as well as diverse and what users need should be full satisfied. The purpose of this study is to investigate the differences of urban natural park's management suggest the improvement and development directions in urban natural park by group(professionals and Users). To do this, data were collected in the typical regions by urban natural park for this study, using the questionnaires. In these urban natural park, the on-site survey was carried out the users of these urban natural park during October in 2004. Also The analysis was done with the valid questionnaires of user's 644 and professional's 146. The questionnaires contained three of categories : openspace types' satisfaction and urban natural park's satisfaction, and management, and park user's socioeconomic characteristics and behaviors. Data collected from respondents were analysized by descriptive statistics, T-test, factor analysis and regression analysis. The results of this study can be summarized as follows; The evaluation of urban natural park management is predicted the operation management. So, one can draw a conclusion that user's needs is likely to be increased correspondingly as urban natural park planning and design, management which meets the overall satisfaction. Using the results of this study, we can make a guideline for a park management program, market positioning, standards and provisions of urban natural park by group.

  • As a method of providing lifelong educational opportunities to working professionals, some legal provisions allowing for the establishment and management of an entrusted education system linked with college and corporation was duly approved in 1994. According to the recent trend in the military organization, to provide higher educational opportunities to noncommissioned officers and warrant officers with the purpose of inspiring their spirit and improving military capabilities has been much increased. Professional soldiers such as noncommissioned officers and warrant officers have a lot of problems to continue their attendance at school because of regular military maneuvers, constant alert status and long-term outdoor military training. Even more serious problem is that the current curriculums and some departments in college are not concurrent with the present job specifications and the military specialties of the individual soldier as well. The purpose of this paper is, therefore, to introduce a newly revised educational model that provides more viable academic courses and curriculums to military professionals along with a proposal for the establishment and management of long distance educational system within barracks, utilizing the latest information and telecommunication technology.
