본 연구에서는 군수품 무역대리점과 관련하여 크게 두가지의 연구를 수행하였다. 첫째는 군수품 무역대리점의 활용 효과도를 정량적으로 측정하기 위해 방위사업 종사자들을 대상으로 설문조사를 하였고, 두 번째는 중개수수료의 적정 기준을 제시하기 위해 실제 무기체계 국외구매사업의 사례에서 군수품 무역대리점이 실제로 활동한 내역을 분석함과 동시에 통계청에서 발표한 일반 상품중계업의 평균 영업이익이 군수품 중개업에도 보장될 수 있도록 적용하였다. 그 결과 군수품 무역대리점의 효과도 측면의 설문조사에서는 무역대리점을 활용하는 것이 활용하지 않는 것 대비 1.07배 효과적인 것으로 분석되었다. 적정 중개수수료와 관련된 분석에서는 중/소형사업과 대형 사업에서 상이한 결과가 나왔는데, 중/소형사업의 경우 총사업비의 5.1~8.7%가 적정 중개수수료인 반면, 대형사업의 경우 총사업비의 1.2~1.8%가 적정 중개수수료로 분석되었다. 따라서 본 연구에서는 군수품 무역대리점을 활용시 활용하지 않는 것 대비 어느 정도 효용성이 있는 것으로 확인되었고, 만약 정부가 적정 중개수수료율을 제시한다면 지금까지 논의 되었던 것처럼 고정된 특정 값을 일괄적으로 제시하는 것은 현실적이지 않고 총사업비 규모에 따라서 그 요율을 탄력적으로 적용하되, 사업의 성격을 분석하여 필수 활동비 소요를 사전에 파악하여 가감하는 것이 적절함을 알 수 있었다.

E-commerce has not only brought about a great change in the way we exchange goods and services but also revolutionized the way we handle business transactions. In addition, it has a significant influence upon the present business structure, and most of firms in service industry as well as manufacturing are considering adopting E-commerce in a serious manner. Most vessels purchase merchandises through a number of shipping agents. As the amount of harbor materials increase, the number of vessels and their navigation frequency also increase. As a result, the amount of procurement for ships has increased. Traditional means such as telephone and fax to handle ever-increasing harbor transaction, however, has proved to be very time-consuming and cost ineffective. Therefore, people are starting to look for more effective ways. In this paper, an internet-based scheme of B2B transaction is proposed to handle procurement problem between shipping agency and shipping company, and between vessel and suppliers as a more effective approach to streamline such problems. We extract problems of shipping agency through task-analysis and present a scheme that performs decision making and procurement as a system agent with brokering structure. Purchaser and supplier are offered material information rapidly and task loads are minimized by the scheme. Also, the system can support decision making of purchasing goods, and information is shared among purchaser, supplier and system through the system interface.

Mediation has long been praised as one of effective dispute resolution methods in the area of construction law. Article 85-1 of the Taiwan Government Procurement Act was amended and promulgated by presidential decree on July 4, 2007. The second paragraph of the Article elaborates explicitly, "In the event that the application for mediation referred to in the preceding paragraph is made by the supplier, the agency may not object to such application." Beyond that, if an unsuccessful mediation of a construction dispute is due to the agency's disagreeing with the proposal or resolution for mediation proposed by the Complaint Review Board for Government Procurement ("CRBGP"), the agency may not object to the arbitration filed by the supplier. It undoubtedly reinforces the importance of the mediation-arbitration procedure. Accordingly, this paper elaborates on the mediation mechanism in Taiwan in the framework of construction disputes first. After that, dispute resolution of a local public work case is provided to demonstrate the practice of construction mediation in Taiwan. Lastly, this study proposes suggestions on applying mediation to ease similar subsequent cases.

Purpose: The purpose of this study is to identify key performance evaluation items and factors that are effective and practical for project management of defense standard standard improvement projects, and to develop a quantitative performance evaluation model. Methods: For the development of a performance evaluation model for defense standard improvement projects, we analyzed past major project performance and derived evaluation items and factors. To increase the objectivity and efficiency of project evaluation, we developed an evaluation index that enables relative evaluation of evaluation targets, and calculated the main importance of evaluation items using the Analytic Hierarchy Process (AHP) method based on the main opinions of expert groups. Results: The study resulted in the identification of main performance items for defense standard improvement projects, which were classified into defense standard conformity review performance and defense standard improvement performance items. We also simplified the evaluation model by integrating various evaluation items into similar evaluation factors. Additionally, we developed a quantitative evaluation index that enables relative evaluation of the targets and verified the objectivity and validity of the suggested performance evaluation model by reevaluating it using performance data from past commissioned professional institutions Conclusion: Developing a quantitative evaluation model for defense standard improvement projects is expected to provide a means of measuring the effectiveness of the project, and to be used as a tool to determine the appropriateness and effectiveness of medium and long-term project plans.

본 연구는 현행 소방재원의 조달여건의 문제점을 조명해보고 지방자치시대에 부응하는 주민의 소방수요에 안정적으로 대처할 수 있는 소방재원의 조달방안을 강구하고자 하는 목적을 갖고 이루어졌다. 분석결과는 다음과 같다. 대다수의 소방공무원들은 우리나라 소방재원의 조달여건이 아직 미성숙단계로 조달여건의 개선이 필요하다 인식하였으며, 소방본부 공무원들이 일선소방관서의 공무원들보다 부정적으로 인식하고 있는 것으로 나타났다. 또한 소방재원의 조달방안을 분석한 결과, 소방재원 조달시 추진계획에 있어서는 장기추진계획을 선호하였으며, 소방재원조달의 추진주체는 새롭게 신설된 소방방재청과 중앙정부가 가장 선호되었다. 재정제도의 개선방안으로는 현행 공동시설세를 현실화하고 운용방법을 개선하여야 한다는 의견이 가장 긍정적이었다. 구체적인 재원확보방안으로는 두집단 모두에서 공동시설세 세율을 인상하자는 의견이 가장 긍정적이었으며, 현행 재정 조정제도를 개편하여 소방재원을 확보하자는 의견과 소방병원 및 소방정비고를 신설하여 소방재원을 확보하자는 의견이 뒤를 이었다.

스위스 국방부의 DTPA(Defence Technology and Procurement Agency)에서 건설한 대구경 실내 사격장 (P.59 사진)의 규모나 완벽함에 감탄하였으며 좀더 자세한 기술조사가 필요하다고 느꼈고, 스위스와 같은 평화를 사랑하는 중립국가에서 조차도 이러한 무기개발에 필요한 실험시설을 위해 막대한 투자를 하고 있구나라는 생각이 들었다.

The purpose of this study is to propose a guideline to help the client and bidder operate the BIM project in the domestic road field. As BIM design is mandatory in the construction field, documents disclosed by the ordering agency must essentially include procedures and step-by-step requirements to support BIM. The purpose of this study is to propose the structure and components of the guidelines that practitioners need practically by utilizing the currently announced road field guidelines. The guidelines are analyzed based on the procurement documents that were pre-emptively shared overseas, and supplemented according to the domestic situation. Furthermore, the effectiveness of the revised guidelines is confirmed through expert consultation. This study aims to contribute to creating an environment in which construction practitioners who have no experience in BIM project can efficiently carry out BIM projects.

State highway agencies (SHAs) typically apply a competitive procurement procedure to select contractors for their design-bid-build projects. Since the level of competition affects construction bid prices and project outcomes, the Federal Highway Agency (FHWA) suggests SHAs seek ways to improve competition among contractors continuously. However, they rarely conduct an empirical assessment of the current competition level necessary to identify room for improvement. Besides the number of bidders on a project, other factors such as winning or losing rates among the contractors in previous projects can also indicate the degree of competition; only a few contractors may have won the majority of the projects in a specific region. However, few studies have investigated such factors. This paper proposes a network analysis-based approach to evaluating contractor competition levels of highway projects using historical bid tabulation data. The proposed method provides insights into overall competition levels, the determination of competitive contractors, and winning rate distribution among contractors.

Design-bid-build (DBB) is the most common project delivery method among highway projects. State Highway Agencies (SHAs) usually apply a low-bid approach to select contractors for their DBB projects. In this approach, the Federal Highway Agency suggests SHAs heighten contractors' competition to lower bid prices. However, these attempts may become ineffective due to collusive bidding arrangements among certain contractors. One common strategy is the rotation of winning bidders of a group of contractors who bid on many of the same projects. These arrangements may also be specific to a particular region or vary in time. Despite the practices' adverse effects on bidding outcomes, an effective model to detect red-flag bidding patterns is lacking. This study fills the gap by proposing a novel framework that utilizes pattern mining techniques and statistical tests for unusual pattern detection. A case study with historical data from an SHA is conducted to illustrate the proposed framework.

The ROKAF has been training for a number of exercise for victory in the war, but the lack of aviation ammunition has become a big issue every year. However, due to the limitation of defense resources, there are many difficulties in securing and stockpiling ammunition for the war readiness. Therefore, there is a need to find a way to secure aviation ammunition for war readiness in a more economical way, so In this study, we analyze the precedent research case and the case of the reduction of the purchase cost of weapon system of other countries, and then I have suggested a plan that is appropriate for our situation. As a result of examining previous research cases for this study, there were data that KIDA studied in 2012, Precision-guided weapons acquisition cost reduction measures pursued by US Air Force And the use of procurement agencies that are being implemented by NATO member countries. Based on this study, the following four measures were proposed to reduce the purchase cost of aviation ammunition. First, the mutual aid support agreement was developed to sign the ammunition joint operation agreement. Second, join the NATO Support & Procurement Agency (NSPA) Third, it builds a purchasing community centered on the countries operating the same ammunition Fourth, participating in the US Air Force's new purchase plan for ammunition and purchase it jointly. The main contents of these four measures are as follows. 1. the mutual aid support agreement was developed to sign the ammunition joint operation agreement. Korea has signed agreements on mutual logistics support with 14 countries including the United States, Israel, Indonesia, Singapore, Australia, and Taiwan. The main purpose of these agreements is mutual support of munitions and materials, also supporting the training of the peace time and promoting exchange and cooperation. However, it is expected that there will be many difficulties in requesting or supporting mutual support in actual situation because the target or scope of mutual aid of ammunition is not clearly specified. Thus, a separate agreement on the mutual co-operation of more specific and expanded concepts of aviation ammunition is needed based on the current mutual aid support agreements 2. join the NATO Support & Procurement Agency (NSPA) In the case of NATO, there is a system in which member countries purchase munitions at a low cost using munitions purchase agencies. It is the NATO Purchasing Agency (NSPA) whose mission is to receive the purchasing requirements of the Member Nations and to purchase them quickly and efficiently and effectively to the Member Nations. NSPA's business includes the Ammunition Support Partnership (ASP), which provides ammunition purchase and disarming services. Although Korea is not a member of NATO, NSPA is gradually expanding the scope of joint procurement of munitions, and it is expected that Korea will be able to join as a member. 3. it builds a purchasing community centered on the countries operating the same ammunition By benchmarking the NSPA system, this study suggested ways to build a purchasing community with countries such as Southeast Asia, Australia, and the Middle East. First, it is necessary to review prospectively how to purchase ammunition by constructing ammunition purchasing community centered on countries using same kind of ammunition. 4. participating in the US Air Force's new purchase plan for ammunition When developing or purchasing weapons systems, joint participation by several countries can reduce acquisition costs. Therefore, if the US Air Force is planning to acquire aviation ammunition by applying it to the purchase of aviation ammunition, we will be able to significantly reduce the purchase cost by participating in this plan. Finally, there are some limitations to the method presented in this study, but starting from this study, I hope that the research on these methods will be actively pursued in the future.
