A study on the Role Sharing Policing Organization in Britain (영국 치안기구의 역할분담에 관한 고찰)

  • Not only has there been movement along the sectoral continuum, Johnston argues, but changes in the spatial balance of policing are also visible. More concretely, he suggests that British policing has been undergoing a century-long process that has gathered pace since the 1960s. Three factors have been central to this process. First, legislative centralization brought about by the Police Act 1964 - which established the tripartite structure for police governance and amalgamated forces - and the Local Government Act 1972 which reorganized local government. Secondly, the political and industrial unrest of the 1970s and early 1980s led to the establishment of new levels of national police co-operation and, in the words of one author, to the establishment of a 'de facto national police force'. Thirdly, increasing European influence has further internationalized police co-operation and organization. Johnston concludes that the spatial restructuring that appears to be taking place in British policing is indicative of a broader process of fragmentation of social structures and systems for maintaining order.

  • This paper deals with the collaborative procurement process in a two-echelon supply chain that a manufacturing company and a contractor are connected through the information system. The real time information about inventory and production processing becomes available through this information system. We raise two issues related to the collaborative procurement process. First, we propose a VMI(Vendor-Managed Inventory) type of the procurement policy which focuses on the cost minimization for the total supply chain rather than individual companies. Second, based on the simulation study, we demonstrate that a collaborative procurement process is more cost-effective over classical procurement processes such as (Q, r). The result obtained in this paper can be applied to the quantitative evaluation of the cost saving effect when companies build the information sharing based, collaborative procurement system.

  • Advanced system architectures or frameworks proposed by researchers are usually verified by implementing their prototype systems, but it is very difficult to integrate them with operating legacy systems to show their applicability. Thus, a test bed approach is widely adopted to provide a system environment that imitates the operations of real legacy systems and their interactions. In this paper, we introduce our experiences to implement a test bed as a system environment on which we have implemented a prototype system to verify our studies for process information sharing. The test bed simulates simultaneously operating workflow systems and their interactions. We also show the result of the prototype system that was Implemented on the test bed.

  • In recent years, NASA, FAA and the aerospace industry, through MIL-HDBK-17 and the NASA-conceived AGATE(Advanced General Aviation Transport Experiments) program, have worked together to reduce the qualification burden imposed on individual aircraft manufacturers. AGATE is one of the most successful public/private cost-haring partnerships ever conceived, bringing together academia, the FAA, other government agencies and industry to develop affordable new technologies and accompanying industry standards and certification methods. In 2005, NASA established NCAMP(National Center for Advanced Materials Performance) with the purpose of refining and enhancing the AGATE process to a self-sustaining level to serve the entire aerospace industry in partnership with CMH-17, FAA, and SAE. In this paper, I will introduce briefly NCAMP process and explain its organization structure and core NCAMP documents. This paper can provide some help in establishing our certification system for composite materials where the NCAMP process is expected to be the most good model.

  • Convention on Biological Diversity has authorized national sovereignty over biological resources so that legislative framework should be established. In biological resources management, the access to biological resources and the benefit sharing arising out of their utilization are two most important steps. Bonn guidelines adopted by the 6th COP of the Convention on Biological Diversity contain MAT (Mutually Agreed Terms) and PIC (Prior Informed Consent) indispensable to implement the access and benefit-sharing process. MAT is contractual agreement between provider countries and use entities while PIC is a specific measure associated with consent prior to access to biological resources. Moreover, the guidelines include the responsibilities of national focal point and competent national authority, incentives and so on. Our laws related to access to biological resources have no items on benefit-sharing and intellectual property rights. The role of the competent national authority is very important to coordinate the organization controlling information availability, opening to the public, and intellectual property rights with other stakeholders. But, the national regulations must not interfere with academic studies on biological diversity and disobey the two objectives of the Convention on Biological Diversity, the conservation of biological diversity and its sustainable use.

  • As commercial use of genetic resources increases in modern society, calls for fair and equitable sharing of the benefits thereof have become increasingly prominent, particularly from developing countries. As a result, negotiations have been ongoing for the "International Regime on Access and Benefit Sharing (ABS)" for genetic resources as a successor to the non-binding Bonn Guideline. 2010 has been set as the target date for the Agreement. As South Korea is more likely to be a user country of genetic resources, it will be necessary for it to take part in the negotiating process and contribute to creating the International Regime on ABS, to ensure both appropriate access to genetic resources and fair and equitable sharing of the benefits arising there from. To develop appropriate response strategies for South Korea, it is critical not only to closely examine the negotiations within the framework of the CBD but also to engage in discussions within thescope of related international organizations and domestic legislation. To achieve this goal, it is imperative for South Korea to form a comprehensive Government Response System, composed of relevant governmental bodies including the Ministry of Foreign Affairs and Trade, and the Ministry of Environment, etc.

  • In this paper, we introduce a computing resource standard metadata schema design plan for registering, retrieving, and managing computing resources used for research data analysis and utilization in the Korea Research Data Commons(KRDC). KRDC is a joint utilization system of research data and computing resources to maximize the sharing and utilization of research data. Computing resources refer to all resources in the computing environment, such as analysis infrastructure and analysis software, necessary to analyze and utilize research data used in the entire research process. The standard metadata schema for KRDC computing resource management is designed by considering common attributes for computing resource management and other attributes according to each computing resource feature. The standard metadata schema for computing resource management consists of a computing resource metadata schema and a computing resource provider metadata schema. In addition, the metadata schema of computing resources and providers was designed as a service schema and a system schema group according to their characteristics. The standard metadata schema designed in this paper is used for computing resource registration, retrieval, management, and workflow services for computing resource providers and computing resource users through the KRDC web service, and is designed in a scalable form for various computing resource links.

  • Organizational members' innovative behavior is a key element that promotes organizational growth and sustainability. With today's unstable environment of economic and market , the importance of employees' innovative behavior is being emphasized. The reason is that employees' innovative behaviors play an important role in securing a organizational competitiveness. Based on this, this study focused on ways to improve employees' innovation behavior. Specifically, the causal relationship between participatory leadership and employees' innovative behavior was identified and the influence of innovative behavior was also verified. Furthermore, in the process of participatory leadership influencing employees' innovative behavior, the serial multiple mediating effect of knowledge sharing and creativity was verified. In order to demonstrate the hyphotheses, this study focused on 237 employees who work in Chinese SMEs. The results of the empirical analysis showed that participatory leadership had a positive effect on knowledge sharing, creativity, and innovative behavior. In addition, the serial multiple mediating effects of knowledge sharing and creativity on the relationship between participatory leadership and innovative behavior was significant. Overall, this study verified the positive role of participatory leadership that enhances employees' innovative behavior in Chinese SMEs and contributed to expanding the research field related to employees' innovative behavior through serial multiple mediating model.

  • Polygeneration process is widely used to pursuit high efficiency by sharing electricity, utility, refrigeration and the utilization of product chemicals. In this paper, performance analysis of the 450 MW Class polygeneration process was conducted with various syngas generated from coal and biomass gasifier. WGSR and PSA process were employed for hydrogen production and separation. Process modeling and dynamic simulation was carried out, and the results were compared with NETL report. Net power of the polygeneration process was 439 MW considering power consumption. More than 90% of CO was converted at WGSR and the hydrogen purity of PSA was more than 99.99%.

  • Construction supply chain management (CSCM) has become one of the critical factors that determine the success of a construction project as it becomes increasingly complicated and mega-sized. Particularly for high-rise or mega-sized building construction, just-in-time supply chain management is required due to lack of storage space and effective logistics for construction components and materials at a construction site. Despite the fact that research and development of radio frequency identification (RFID) and wireless sensor network (WSN) technology have been performed, construction project managers still need to carry mobile devices and check material and component flow at each stage of the supply chain process. This research proposes that the equipment used in the construction supply chain process, such as movers, trailers, gates, and hoists, can become main actors in the supply chain process using RFID and WSN technologies. And the proposed equipment and process focused on a solution to the redundancy identification problem, which has been observed in operations that use RFID/WSN-based processes for construction logistics. This paper also presents issues identified through verification and validation of the research results and proposes further studies.
