  • This paper examined the role of social workers in the redistribution policy process in Korea, based on the materials of case studies on the Korean redistribution policy. The findings and assertions in this paper are as follows: In the Korean redistribution policy process clients could not fully reflect their interests, because they were lack of the power resources such as money, knowledge, time, social status, etc. The process was initiated by the President and bureaucrats who were not oriented to social welfare. As a result, the redistribution policy in Korea has not been well-developed in terms not only of the policy for clients, but also of the policy for social integration. In the policy process, somebody is needed that issues the policy problem, watches the agenda setting process, the polcy making process and the implementation process in order to keep the interests of the have-nots. I assert that a social worker have taken these roles in the field of the redistribution policy process, because he/she is an expert equipped with professional knowledge and skills about social action.

  • The issue of method of software testing process implementation has recently been in the spotlight in korea and some vendor make every effort to improve the software testing process through the evaluation of TMMi. The level of software process is at initial level, nevertheless, so the high quality of software is not guaranteed. This paper apply to the TMMi Level2 Assessment criteria of Automobile control software testing process. The test policy and strategy, test planning, test monitoring and control, test design and execution, test environment goal. The result need to emerge development process connection on the test policy and strategy process, test planning process etc. Also, the study analyzed the infra structure to reach the repeated level via key process area. As the result the process implementation in organization suggests the policy development and the implementation activity. Finally, the practical can refer to this paper in order to implementation the software testing process.

A Comparative Study on the Policy Process of Long-term Care Insurance for the Elderly Between Korea and Japan - Focused on the Policy Network Theory - (노인장기요양보험제도 정책과정에 관한 한.일 비교연구 - 정책네트워크이론을 중심으로 -)

  • This study is to compare and analyze the policy decision process between Korea Long-term Care Insurance and Japan's using policy network theory as an analysis tool, and to lead political and theoretical implications. The result of the study is summarized as follows. First, a policy agenda about Long-term Care problem for the Elderly set up by the government-leading both Korea and Japan. and the number of policy participation(actors) increased to characteristics of policy process stage. but there is a difference between Korea and Japan in a background of setting up policy agenda about Long-term Care problem. Second, interaction among policy actors is corporative from early policy agenda establishment stage in Korea and Japan. but it changes to dissenting or critical rapidly as being announced the frame of system to the people. Also, it shows that main policy actors play a role in policy making decision and the connection structures of network is similar to both countries although it has a difference in the interaction frequency. Fourth, although the number of policy actors and the extent of their opinion reflection to the policy effect are different, it shows that policy network pattern is very similar to from policy agenda setting stage to parliament(The National Assemble) policy decision stage as a result of government-leading policy process. The theoretical and political implications of this study are as follows. The number and the variety of policy participation, the importance of establishing opened-interaction system, lots of limitation of policy making-decision process of Japan Long-term Care system, and exclusively the government-leading network has demerits about the reflection of too much government's opinion to the policy outcomes.

Analysis of School-based Mental Health Policy Stream based on Kingdon's Policy Stream Model (학교기반 정신건강정책의 흐름 분석: Kingdon의 정책흐름모형을 중심으로)

  • Purpose: This study aims to analyze the factors affecting the agenda-setting process and the formation process of school-based mental health policies by applying a policy stream model. Methods: For this purpose, Kingdon's policy stream model was used as the analytical framework. Results: First, when establishing a school-based mental health policy, the agenda was set going through unpredictable and nonlinear changes. Second, for the school-based mental health policy to be selected onto the agenda and to be developed and implemented as an actual policy, the role of policy makers was considered most important in the process. Third, the policy window for school-based mental health policy was closed around the year 2013. Finally, an analysis of the school-based mental health policy stream identified two key features. One is that the school-based mental health policy first emerged when school violence prevention policy expanded its scope into relevant neighboring policies. The other is that the school-based mental health policy has taken shape through a linear decision-making process (being put on the government's agenda, searching for an alternative, selection, and implementation) during the policy implementation period after it has been selected as an alternative policy. Conclusion: Conclusions can be summed up as follows. The school-based mental health policy needs continuous development and improvement in case the window for the policy may open in the coming future. The government's support is needed to draw policy makers' interest and participation who play the biggest role in establishing policies.

A Decision of the Production Control Policy using Simulation in Zinc Manufacturing Process (시뮬레이션을 이용한 아연공장의 생산통제 방안의 결정)

  • This paper studied issues in decision making on the production control policy of a cathode plate manufacturing process in zinc refining plant. The present production system has a long lead time from raw materials (aluminum plate) to products (cathode plate) due to many WIP inventories. Because WIP inventories are stocked at each process and moved from one place to another frequently, they are the main cause of inefficiency in the process. In this paper, to solve this problem, several production control policies have been identified and studied. Several simulation models are used to compare the performances of these production control policies. The output lead time and WIP (Work In Process) of real production system are compared with those of simulation models. PUSH, CONWIP, DBR, KANBAN and CONWIP-DBR models have been used to simulate and review the optimized production control policy that achieves the target output quantities with decreased lead time and WIP. The simulation results of each production control policy show that CONWIP and CONWIP-DBR models are the good production control policy under the present production system. Especially in present production system, CONWIP with one parameter is easier control policy than CONWIP-DBR with two parameters. Therefore CONWIP has been selected as the best optimum production control policy. With CONWIP, lead time has been reduced by 97% (from 6,653 to 187 minute) and WIP has been reduced from 1,488 to 53, compared to the present system.

An Analysis of the Policy Making Process of Gyeonggido Cyber Library Establishment: Based on the Policy Streams Model of Kingdon (경기도사이버도서관 설립의 정책형성과정 분석: 킹던의 정책흐름모형을 중심으로)

  • In this study, we analyze the agenda setting and policy making process of the establishment of Gyeonggido Cyber Library, which has played an important role for development of public libraries in Gyeonggido since its launching, based on Kingdon's policy streams model. According to the model, policy formation is described as the result from the convergence of the three streams, such as problem, policy and politics streams. When these streams converge on a specific time point, a policy window is created so that the issues become policy agenda. At this moment, policy entrepreneurs propose their alternatives, which have been prepared already, and try to pass it through the window. We identify coupling of the streams in the policy window and the role of policy entrepreneurs in the process of agenda setting and selection of alternatives of Gyeonggido Cyber Library policy. Suggestions are provided based on the analysis for public policy formation in public libraries domain.

  • The policy agenda setting is the symbolic policy of representing the public at home and abroad in addition to what a role of the government and the ruling party made a great contribution out of a political stream, rather than the policy that was formed by external group. Especially, a policy for migrant workers and married immigrant women is the important policy that will need to be solved in the global era. Accordingly, the purpose of this study is to confirm a factor, which had a decisive influence upon a policy, by examining the decision-making process of 'policy for the married immigrant women' with which the government pushes ahead. A specific plan for achieving this research objective is as follows. It progresses a theoretical discussion about the multi-cultural policy in south Korea and discusses the process that the multi-cultural policy is formed. The advancing stage includes the process of forming a multi-cultural discourse, the differentiation process that a multi-cultural discourse is diversely formed, and the process of being made a policy of multi-cultural discourse, which had been formed by section.

  • In this paper, we try to explore the nature of open source software development process. The process involves peculiar characteristics which seem to defy the traditional economic reasoning for technology policy. Based upon the comparative case study of open source software development process with the two innovation processes adopted from literature on economic history, we argue that technology policy should strike the balance between provision of innovation incentives and voluntary disclosure of information.

An Implementation Analysis of the National Health Insurance Coverage Expansion Policy in Korea: Application of the Winter Implementation Model (건강보험 보장성 확대정책의 집행분석: Winter의 정책집행모형의 적용)

  • Background: Most studies on the national health insurance benefit expansion policy have focused on policy tools or decision-making process. Hence there was not enough understanding on how policies are actually implemented within the specific policy context in Korea which has a national mandatory health insurance system with a dominant proportion of private providers. The main objectives of this study is to understand the implementation process of the benefit coverage expansion policy. Unlike other implementation studies, we tried to examine both the process of implementation and decision making and how they interact with each other. Methods: Interviews were conducted with the ex-members of the Health Insurance Policy Review Committee. Medical doctors who implement the policy at the 'street-level' were also interviewed. To figure out major variables and the degree of their influences, the data were analyzed with Winter's Policy Implementation Model which integrates the decision making and implementation phases. Results: As predicted by the Winter model, problems in the decision making phase, such as conflicts among the members of committee, lack of applicable causal theories application of highly symbolic activities, and limited attention of citizen to the issue are key variables that cause the 'implementation failure.' In the implementation phase, hospitals' own financial interests and practitioners' dependence on the hospitals' guidance were barriers to meeting the policy goals of providing a better coverage for patients. Patients, the target group, tend to prefer physicians who prescribe more treatment and medicine. To note, 'fixers' who can link and fill the gap between the decision-makers and implementers were not present. Conclusion: For achieving the policy goal of providing a better and more coverage to patients, the critical roles of medical providers as street-level implementers should be noted. Also decision making process of benefit package expansion policy should incorporate its influence on the implementation phase.

  • The purport of this paper is to deduce political implication and significance of the proposed redress scheme of 'Consumer Collective Lawsuit (hereinunder "CCL")' under way to be introduced by the Korean government via various assessments per each phase of policy implementation process. To this end, the paper classifies the subject policy (referring to CCL) implementation process into 4 phases: policy origination, policy enactment, policy advertisement, and policy execution. Based on the said classification, assessments per each phase together with pros and cons analysis have been conducted. Through the aforementioned analysis, the paper concludes the following political implication and significance of CCL under way of introduction: - 1. In the case of policy origination led by external parties, a social consensus by and from involved parties with various interests is the most critical; 2. Prior feasibility and/or suitability study is also crucial in the policy implementation procedure; 3. To mitigate inter-ministerial conflicts that might arise from the due policy making procedure, democratization of conflict settlement mechanism, and institutionalization of participation in and disclosure of policy making process are cal led upon; and 4. Prior planning wi th respect to the public relation and advertisements of the subject policy on the table poses substantial significance.
