A Study on the Improvement of Safety Management in the Workplaces Subject to Process Safety Management (PSM) (공정안전관리(PSM) 대상 사업장의 안전관리 개선 연구)

  • Purpose: Since the 1990s, Korea has been making various efforts to prevent serious industrial accidents, such as implementing a hazardous risk prevention plan and implementing a process safety management system, but a series of recent major industrial accidents have shown its limitations. Therefore, this study aims to present measures to improve safety management of PSM target workplaces. Method: Investigate previous studies and cases on improving safety management at workplaces subject to PSM, seek ways to improve safety management at workplaces subject to PSM based on existing safety management, and evaluate safety management system one of the causes of accidents. Therefore, a safety education program is established to increase employees' safety awareness and understanding, and to improve the safety level. Result: Measures such as establishing an organizational culture to improve safety management of PSM target workplaces, responding to disasters, systematic safety management, replacing and strengthening old facilities, and strengthening management's firm commitment to safety were presented. Conclusion: Through this study, it is meaningful to present a systematic plan to secure safety to reduce precious lives and damage, and it is expected to be useful in considering the direction of PSM improvement for each workplace.

  • In this paper, we select evaluation criteria by construction progress, classify into several categories, and regard potential danger which often occurs, as a evaluation criterion. Further step is to allow workers or collaborated companies to express their expert opinions or experiences and to encourage quality and process control and autonomous safety control by applying PSM method. The reason why PSM method should be quantitative and substantial progress is because it contributes Korean constructing companies to enhancing their safety control ability and to taking an equal stance just like developed countries,' thereby strengthening there competitive edges. Boost of safety control system by PSM method will make an enormous contribution to preventing construction accidents on the site by establishing and securing an autonomous safety control system.

  • Process Safety Management (PSM) system was introduced since 1996 and it makes voluntarily organizing and managing chemical accident prevention system by company itself that contributes to reduce the chemical accidents. However, large or small scaled chemical accidents had occurred frequently in these days. This trend is brought up the necessity to analyze and improve PSM system. In this study, it was conducted by the questionnaire survey and workshop for prevention of major industrial accidents in PSM sites in order to collect extensive opinions from all walks of life and identify overall operation condition. It was proposed to establish improvement plan of implementing condition assessment in PSM system. By results of the study, company's voluntary safety management will be induced by improved PSM system and management plan and it expects to prevent the major industrial accidents.

  • With the increasing use of chemicals in domestic businesses, the possibility of fire explosion and poisonous material leakage accidents is also increasing. Accordingly, the Korea Occupational Safety and Health Agency(KOSHA) has implemented the process safety management (PSM) system for a long time. However, process safety report submission has been providing and operating e-PSM since 2016 to address these problems as it is difficult to increase budget spending due to the need for professional capabilities and commissioning the report to consulting institutions. Therefore, this study conducts questionnaires on whether e-PSM system that is well utilized in the field, focusing on existing PSM business sites. In order to find out the activation method that can solve the deficiency factors by analyzing various inconveniences and problems accurately, we propose three improvement methods as educational aspect, promotional direction of e-PSM system, and institutional aspect.

  • Industrial facilities are becoming bigger and more up to date, And a kind of the hazardous material used in the industrial filed is diversified. Therefore, serious accidents such as leakage of toxic materials, fire and explosion, is continuously occurred. There is Process Safety Management (PSM) system of the several preventive systems, but it is supposed to be a limitation to ensure safety or huge PSM industrial sites where have potential to catastrophically invisible and unexpected risks because it is still being managed by instruction and inspection of authority having jurisdiction other than self-regulating management differing from the primarily aim of PSM system. To verify safety management system of work-place, supplementation of existing system is urgently required. In this study, it suggests that PSM self-audit be emphasized significantly analyzing problems of the current systems for enhancing self-audit be emphasized significantly analyzing problems of the current systems for enhancing self-control safety through efficient self-audit management and improving the existing system and improving the existing as verifying the system there of, as well as studying methods which can support institutionally.

  • PSM(process safety management), introduced for the purpose of managing complex chemical processes, has contributed to the prevention of chemical accidents, but has recently revealed its limitations. Recently, major industrial accidents have increased, and in particular, Serious Industrial Accidents have increased rapidly in non-routine works since 2020. It is time for an effective PSM operation plan. This study examined that FRAM can be effectively used in the PSM operation process by using FRAM (Functional Resonance Analysis Method), a useful technique for understanding and predicting human error and accident occurrence processes by modeling nonlinear and complex interactions, to analyze accident cases that occurred in non-routine works, and to further analyze the process of performing general PSM non-routine works.

  • The Ministry of Employment and Labor implemented the process safety management(PSM) system from 1996 to prevent major industrial accidents caused by chemical substances, but the number of accidents did not drastically decrease. Even in workplaces with excellent PSM ratings, large-scale chemical accidents still occur due to non-compliance with safety work procedures and insufficient safety measures during maintenance and other work. Accordingly, the chemical accident risk warning system was introduced in 2014 to supplement the PSM system and prevent accidents that may occur during regular or unexpected maintenance and repair work. In the meantime, changes in the safety management system have been checked since the introduction of the chemical accident risk warning system at chemical handling workplaces, and based on the results, a plan for upgrading this system has been proposed. The effect of the CARW system was found to directly prevent accidents through wired and on-site consulting and post-management at the workplace and indirectly contribute to the establishment of a safety and health management system at the workplace, such as improving safety culture awareness.

  • Since 1996, like other countries the PSM(Process Safety Management) System has been applied into chemical plant in Korea in accordance with the Occupational Safety & Health Law section 49 paragraph 2. This report is to point out the status and the area of concern, further suggest alternative measures along with the wide and in-depth idea of improvement and recommendation to prevent from industrial accident.

A Study for Key Points of PSM to Guarantee the Safety of Liqufied Hydrogen Storage Tank (액화수소 저장탱크 안전성 확보를 위한 PSM 중점사항에 관한 연구)

  • As the demand for hydrogen increases, the facilities for storing hydrogen has been important, and a few laws for hydrogen facilities should be complied. According to the Occupational Safety and Health Act in Korea, in case liquid hydrogen with a storage capacity of 5 tons or more is handled, a Process Safety Management (PSM) system should be complied. However, there are some standards which are not proper for flammable low-temperature liquefied substances on the current Occupational Safety and Health Act. In this study, 7 key points in process safey information and safety operation procedures among PSM components are suggested and how these key points should be improved is derived based on scientific analysis.

A Study on Reforming Threshold Quantities of Toxic Substances in Process Safety Management (PSM 제출대상 독성물질의 규정량 합리화에 대한 연구)

  • Process safety management(PSM) system was implemented in Korea since 1996. It helps reduce and prevent the occurrence of chemical accidents. There has been no review on the feasibility of the threshold quantities of the existing 21 species and the newly added toxic substances such as hydrogen bromide in the PSM system. The threshold quantities of the target toxic substances(25 species) of PSM were compared with domestic and foreign PSM systems similar to those of Korea. Also, we proposed the toxic harmfulness and hazard equation consisted of inhalation toxicity, NFPA index and others. According to this equation, high risk, medium risk and low risk are classified and reflected in the adjustment of threshold quantities. From the above research, It is expected to help to reduce confusion and burden of the workplaces due to the difference from other PSM system and improve in the threshold quantities.
