  • Highly Integrated Total Energy System for system operational planning and analysis is a totally integrated computerized system for various parts of power system operation planning and power system analysis. It is developed by KEPCO for about 8 years, named HITES. Nowadays restructuring, deregulation, privatization and competition of electricity market is introduced in the world. This paper describes HITES application for two typical models of a competitive electricity market.

They have railway safety case which the safety management for the introduction of new trains is to be considered in all process including design, manufacturing, test, maintenance etc. To achieve safety in track, they also consider evidence available from the design and build process.

  • Distribution pricing has been one of keystones of ongoing deregulation and privatization process in power industries. The electricity market has been established based on open access and nondiscriminatory use of the Distribution assets. As Distribution business remains as a monopoly, it is necessary to provide economic regulation. This paper focuses on the distribution pricing methods using by Incremental Marginal Cost and Yardstick Regulation.

  • 2001년 4월 고이즈미 후보가 자민당 총재선거에서 압승을 거두어 총리에 취임한 후 국민 지지를 기반으로 우정 3사업(우편, 우편저금, 간이보험)의 민영화를 추진하고 있다. 또 2001년 1월부터 시작된 행정개편에서 우정사업을 총괄하였던 우정성이 자치성, 총무청과 함께 총무성으로 통폐합되어 새로운 전기를 맞이하고 있다. 고이즈미 총리는 민영화를 통해 우정사업의 효율성을 기할 수 있다고 주장하나, 반대론자들은 전국 서비스를 유지할 수 없다는 반박논리를 내세우고 있다. 이에 본 고에서는 행정개편에 따른 우정사업의 변화, 민영화에 대한 찬반논리와 향후 전망 등을 중심으로 분석한다.

The Changes of Social Welfare Services in Korea - Analyzing the Changing Relationship between Actors - (한국 사회복지서비스의 변화 - 행위자간 관계의 분석 -)

  • This paper aims to analyse the recent changes in social welfare services from a relational perspective. Discourses of the privatization of welfare state, the welfare mix approach, and consumerism have provided frames for interpreting the changes in social services in Korea. The nature of social welfare services, being a "relational goods" requires its focus to be in its relational aspects: the relation between service user and service practitioner; the relation between service user and provider; the relation between service user and government; the relation between service practitioner and provider; the relation between service practitioner and government; and the relation between service provider and government. Analysis of such relations will explore their transformation toward formalness and equality in social welfare services. In conclude, the study reveals a process of modernization, defined as a transition from informal relations to formal contractual relations, based on one's rights, responsibilities and obligations. Previous relations, of paternalistic, arbitrary and hierarchical characteristics, can be seen as being substituted by more formal, institutionalized and equalized relations. In terms of service purchasing contract between service user and service provider and employment contract between service provider and service worker are recognized with the latter characteristics. This relational analysis leads a discussion concerning the creation of institutional basis of one's rights and responsibilities in the fields of social welfare services in Korea.

  • Since Korea Police Agency had established in 1948, our police have developed with many difficulty. And now, our police have diversity in policing through decentralization and democratization of police organization. But, new policing methods has introduced without our social control system which have based on national police system, without considering basic principles of our police systems. new policing methods are as follows.; enlargement private policeing, introducing community policing, introducing police service, introducing privatization of policing. Therefore, this study examined development process of police conception and policing which is based on many police studies. And this study suggested how we can understand Multilateralization of Policing in Korea. Because basic police conception, public safety and order maintenance function is never changable in spite of various changes in policing.

  • The purpose of this study is to understand modernization process of korean housing during the past one century. To following up the changes of everyday lives of common peoples, magazines, news papers, tourist's records and gossip items were collected and interpreted from the microscopic point of view. In this study arguments on 'modernity' of korean housing was focused on some issues, thus, separation, differentiation, individualization, as well as privatization. Concrete discourses are; firstly, spatial isolation of housing and urban place each other, secondly, functional division of inner spaces of housing, and lastly, guarantee of privacy sphere. Historical changes of housing showed some meaningful phenomena. Before modernization housing was place of reproduction and consume at the same time. However after modern urban space came into existence and work and rest were separated, housing gained only mono function. Thus, housing have only one meaning as private place for nuclear family, that is "Home, Sweet Home." Instead of past multi-functional rooms, functional prescribed rooms, for example, dinning room, were newly born. In the past, the boundary between public and private sphere was not clear. For examples, everyday experiences of family were extended to the street and in the house in most cases spaces were shared. But after modernization the scale of individual spaces become larger and private life can be secured. Consequently, history of everyday life from traditional agricultural society to industrialized modern society demonstrates the structural context between the micro and macro dimension in the fields of human life. In other words, everyday lives and macro history response each other and create new perception of time-space structure in the modern housing.

  • The Chilean educative policies as the Voucher System and the privatization have been almost same from the Pinochet government and the ones of "Concertacion" or "Democratic Alliances" until now. Because the neoliberal regime has dominated principally in Chile the area of the education. In this study first of all I will analyze the procedures of the violent repression of the leftist politicians and the intellectuals of the universities by the Pinochet government. And the importance of the reform of the law of education in 1980 was emphasized and the other one in 1990 one day before the retirement of Pinochet. We can comprehend the fact that the education would have been used as a tool to achieve the development of the country and the economic one sacrificing the public and equalitarian values of the education. And the competence, the efficiency and the quality of the education have been emphasized through the policies as example the rights of the selection of the schools by the parents as like a product in the market. But the result was the enormorors expansion of the private education not only in the secondary schools but also in the universities. And also has been intensified "the segregation and the discrimination" of the students jerarquitized by the different social-economic levels of the parents. The Chilean people including the middle class did not realize rightly the inherent problems of the neoliberal regime having the equivocation as if the private schools should have been better than the public ones. However the high level of the public university education became to be dominated by the acomodated class. This was the cause of the last year's great scale of the demonstration of the Chilean students. The most important thing is that these matters was agravated not by the Pinochet government but by the ones of "Concertacion" or "Democratic Alliances". Because these governments tried to maintain the neoliberal regime by means of the education only arranging the small problems or contratiempos.

Study on Vietnam's 'Socialization' Cultural Policy as Reform Policy (사회주의 개혁개방 정책으로서 베트남의 '사회화' 문화정책 연구)

  • The purpose of this study is to analyse the complexity of Vietnam's cultural policy in the socio-economic context of socialism-oriented reform with a focus on the case of 'socialization'(xa hoi hoa) cultural policy. The Vietnamese socialization policy has been adopted to mobilise resources and participation from 'the whole society' in order to promote the development of culture and arts. Although there remains the discourse of its definition, the socialization policy has showed its achievements in mobilizing financial resources, privatization, enhancing decentralization, and revitalizing the private investment, and thus help improve cultural services in both quantity and quality. The socialization policy illuminates the leadership of the state, yet gradually improved in promoting and practicing cultural policy. This study is expected to enhance understanding of Vietnam's cultural policy after reform to the Korean scholars, therefore it contributes to boosting the cooperation and cultural exchange between Vietnam and Korea.

The Limitations of the Privatization of Social Security Programs : the American Workers' Compensation Program Case (산재보험 민영화의 한계 : 미국 산재보험 사례)

  • Neo-liberalism, the most influential ideology in the current world, argues for the commercialization of social security programs and for the dissolution of the interventionist welfare state. From the neo-liberal viewpoint, social services become more efficient and more advantageous for recipients, when provided by the market, not by the state. It is also argued that the welfare of all social members is best secured when the market freely operates without any interference from the state. From the neo-liberal point of view, an argument was raised to commercialize the state-administered Workers' Compensation program of Korea in the mid-1990s. This argument was faced with strong resistances from labor unions and social welfare circles, and has disappeared since the economic breakdown and the restructuring of Korean society during the late 1990s. Butr, such an argument can emerge anytime as the nee-liberal ideology become more powerful. This article aims to examine the neo-liberal argument that the privatization of social security programs, through an increases in efficiency, improves the interests of the recipients as well as the whole society. For this, this article attempts to analyze the Workers' Compensation programs of the USA, which, from state to state, are administered by the state government or by private insurance companies. This study can serve as an effective critique for the neo-liberal argument, if it finds that state-administered Workers' Compensation programs are more efficient than those managed by insurance companies. This article's another aim is to assess the controversies over the privatization of the Workers' Compensation program of Korea during the mid to late 1990s. The controversies were more about which viewpoint is right and, in most cases, lacked empirical evidence. This study shall empirically criticize the argument for the privatization of the Workers' Compensation program.
