The fundamental study on improvement of railway accident survey system (철도사고조사제도 개선에 관한 연구)

  • Recently, fundamental innovation for the improvement of Korean railway industry is proceeding with the vertical separation into infrastructure and operation, and the privatization of railway operation. And also, with the advent of an era of high-speed railway, starting of Korea Train Express (KTX) will give a great change to circumstances of railway industry. It requires that a railway safety regulation policy and accident survey system cope effectively with this restructuring of railway system. Under these great changes, safety must have the first priority, and the function of management and supervision on railway safety will be ten to the governments responsibility; In this paper, according to changes of railway safety management system, foreign states railway accident system and direction of korea railroad accident survey system will be also introduced.

Stock Market Response to Acquisitions and Alliances in the European Telecom Industry: An Information Asymmetry Perspective

  • This paper investigates two kinds of strategic combinations carried out by the European telecom operators between 1986 and 2001: acquisitions, on the one hand, and strategic alliances, on the other. The aim of the paper is twofold. First, it analyzes the behavior adopted by these companies to adapt to an environment that, after the processes of globalization and privatization presents a clearly different structure. Second, it focuses on the effect that internationalization and diversification could exert over the returns obtained by the European telecom firms involved in acquisitions and alliances, differentiating when such strategic combinations are more profitable for the shareholders of the firms that carry them out.

  • Recycling is a main issue in protection of the environment and waste collection and sorting have much higher value in current recycling policies than they did previously. Waste collectors, like firefighters and policemen, are working for the public benefit, however, waste collection is more dangerous than either police or firefighting work. In the USA, waste collectors are 10 times more likely than the average worker to die on the job. Waste collectors also suffer from musculoskeletal disorders, infectious diseases and various injuries. If we truly appreciate the worth of waste collectors, we need to improve their working environment and personal hygiene. Furthermore, abolishing discrimination will be a very important step towards greater protection for waste collectors.

  • This paper provides an overview of Pakistan Railways scheduling and rescheduling. First of all, Pakistan Railways is introduced with its brief history and importance in this country. Assets of this network with passengers and freight using this are given. Current hope less situation is leading to privatization of this system as well as promoting short distance traveler to use road and Government efforts to retain is also presented. Train scheduling in Pakistan is being done manually, based on manual time distance graph preparation and resolution of conflicts based on manager's experience and ability. In Real-time management of this traffic Lahore head office is connected with six control stations in the Pakistan, decision for resolution of any disturbance is coordinated among them. It is recommended that computer aided tools must be developed for this system to help traffic managers and it is needed to invest on the segments to increase their speed limits which might attract passengers to use this mode of transportation with high priority.

  • Purpose: The study was done to develop the model of regulatory body of advanced practice registered nurse. Method: This was a descriptive study adopted a method of comparison and construction of laws. Result: The type of partnership of government and people were privatization, negotiated rule-making, standard-setting authority, self-regulation. The pattern of partnership were applied to the regulatory body's role; administration of certification and examination, setting standards for nursing education programs and approval nursing programs. The regulatory body of advanced practice registered nurse was organized according to it's role. Conclusions: It is needed to proceed to self-regulation step by step.

The Analysis of Efficiency and Productivity in the Korean and Japanese Railways: A Stochastic Cost Frontier Approach (확률적 비용변경 접근법을 이용한 한국과 일본 철도산업의 효율성과 생산성 분석)

  • This paper evaluates the effects of privatization and deregulation on the firm-specific efficiency and total factor productivity (TFP) growth in the Korean and Japanese railways. Using a stochastic frontier approach and a generalized translog functional form, the paper specifies the equation system consisting of a multiproduct variable cost function and input share equations which is estimated with Zellner's iterative seemingly unrelated regression and the corrected least squares method. The Korean and Japanese railway firms are assumed to produce three outputs (Shinkansen passenger-kilometers, incumbent railway passenger-kilometers, ton-kilometers of freight) using three input factors (labor, fuel, maintenance and rolling stock). A monetary value of the ways and fixed installations held by the railroad firm is also included as a quasi-fixed input. The empirical results indicate that the average estimate of cost inefficiency is 2.57% for the total sample and on the average, JNR and JR Kyushu are found to be worst efficient while the most efficient railway firm in the sample is JR West. Also the cost efficiency levels of seven JRs have been improved after the reform and privatization of JNR. The findings also indicate that TFP growth of the privately-owned JRs are higher than those of the government-owned KNR and JNR. Three-island JRs and JR Freight have slightly higher TFP growth than Honshu JRs as well. Thus, the results suggest that managerial autonomy and increased competition via deregulation have improved efficiency and TFP growth.

An Analysis on North Korean Impoverishment and Marketization in Terms of Economic System (경제제도 측면에서 북한의 빈곤화와 시장화에 대한 분석)

  • This study analyzes the process of overcoming the impoverishment due to the failure of North Korea planned economy through marketization. Recognizing the economic policy presented by the convergence of market and planned economy system as a economy system and focusing on the 7.1 Economic Management Measures and the 6.28 New Economic Management Measures. The marketization is classified the indigenous marketization (1990-2001), the marketization focusing on central distribution (2002-2011), the marketization focusing on production (2012-2017). The major events, the economic circular structure and the economic behavior were analyzed. Results showed as following: First, through the process of marketization starting from the expansion of farmers' market and the marketization focusing on distribution, the marketization focusing on production to the marketization focusing on finance. And as the evolution of it continues, to some extent a poverty has been overcomed. Second, corporate institutions, agricultural institutions, financial institutions and progress in becoming a market economy direction. A series of privatization starting from small one to large-scale one have been progressing. Third, in order to overcome the impoverishment completely. Through foreign investment the industrialization covering a wide range of industries are urgently needed, Domestic agricultural reform, enterprise reform, price reform, financial reform, financial reform, trade and direct investment, reform, reform, distribution, etc are needed. The economic reforms across almost all sectors are needed to be combined in a global economy Expanding employment, the acquisition of foreign currencies and the acquisition of technology in the process should also be realized. The direction of change of this series of economic structures has turned Public sector and centralized into Private sector and Decentralization.

A Study on the Legal Nature of the Duty to Arrange Spill Clean-up Equipment and the Issue on the Justification of Its Privatization (방제선 등 배치의무의 법적 성질 및 민간개방의 정당성에 관한 연구)

  • Under the Korean Marine Environment Management Act (hereunder, the KMEMA), the duty to arrange spill clean-up equipments, including spill clean-up vessels, required by the article 67 of the KMEMA is in essence the provision of public goods since it is a precautionary or preventive measure for the efficient performance of oil spill cleaning up. Also the obligation to control marine pollution and the duty to arrange of anti-pollution measures imposed on polluters is the obligation imposed by the public law in accordance with "the Polluter-Pays Principle". Therefore, the execution of such obligations shall be accompanied by the minimum legal and institutional arrangements. On the other hand, judging whether to form the roles of the public and private sectors in providing public goods is basically a matter of policy decision. However, even if the private sector is allowed to participate in the provision of public goods, it is imperative that a minimum requirement be provided to secure the public interest. Although major countries allows polluters to conclude a preliminary contract with a civil anti-pollution management company, these civilian institutions are in principle constituted by the owners of oil storage facilities. Additionally it is worth noting that it operates as a non-profit organization. In particular, if the practitioner performs pollution control for commercial purposes, their profitability may depend on the size of the pollution, the period spent on pollution control, the size of the equipment and manpower mobilized in the pollution control, and so on. Considering the above problems, caution should be taken to allow marine environmental management companies to be un-limitedly entrusted with the responsibility of arranging measures such as pollution control. In order to allow the marine environmental management contractor to be entrusted for the assignment of duty to protect the marine environment, the marine environment management business should be expanded so that the marine pollutant management capacity satisfies the statutory control capacity. For this purpose, it is necessary to manage and supervise the maintenance and improvement of the control capability of the marine environment management business. It is also necessary to discuss the introduction of the grading system for the control ability of the civil control companies alike in major countries.

The Recent Trend in the World Air Transport Market and a Two-Airline Policy in Korea (세계민항계의 최적 동향과 우리나라 복수민항체제의 발전방향)

  • Deregulation privatization regionalism and globalization are the specific examples of the recent trends in the world air transport market. As encouraged by the international trends and the domestic policy of promoting market mechanism Korean has been driving a two-airline policy since 1989. But due to the absence of experience and philosophy about the airline co-mpetition both Korean government and the two airlines have been criticized for failing to set fair-competition rules and for struggling to secure air service rights regardless of national interest. Therefore this study shows the costs and benefits of a two-airline policy in a small count-ry reviews the empirical studies about the cost structure of American and Canadian airlines and analyzes the economic consequences of allocating air service rights between two airlines. The policy recommendations are (1) removing government restrictions and expanding ai-rport facilities to develop the domestic market (2) retaining the two-airline policy in the in-ternational market (3) increasing traffic density rather than expanding network for the small airline (4) improving comparative advantage through a global alliance and a technological innovation for the big airline and (5) building an official committee for co-ordinating the two airlines' interests.

  • This paper intended to find rational alternatives for contracting-out of duties of the Busan port Pier Management Corporation, which is facing the merger and abolition, and of which main functions include the management of port facilities such as International Passenger Terminal, Cruise Terminal and Coast Passenger Terminal. This paper searched appropriate term, needs (merits), proper scope and cost of the contracting-out of that port facilities. The result of the analysis indicated that the best policy is to privatize the Busan port Pier Management Corporation itself to make it an private incorporated company.
