  • Since the industrial revolution in 19 century, there had been a pro and con argument on which is better solution between privatization and nationalization in developing the infrastructure projects and in maintaining the infrastructure facilities worldwide. This paper introduces the privatization-nationalization wheel along with its advantage and disadvantage. At this stage according to the global trend, it is the time that the most of infrastructure projects are being developed by the private sector in the industrialized countries. It is mainly because the product or the services produced by the facilities of the infrastructure should be fully paid back by the end users according to the mechanism of the market economy. Some solutions have been suggested for the future development of infrastructure projects in S-N Korea.

Critics say public agricultural institution are not working fast enough. As for efficiency itself, it seems reasonable to conclude that privatization plan is the best plan. The change that is needed to improve the efficiency of public agricultural institution is not the point in question. I will concentrate on the extraordinary nature of agriculture. We must not forget the important of extraordinary nature of agriculture. What is important is to have a genuine debate on extraordinary nature of agriculture and agricultural research. My aim is to highlight some aspects of agricultural research of public institution. Most important thing is, agricultural research is a valuable resource for nation. As I mentioned before, the change that is needed to improve the efficiency of public agricultural institution is not the point in question But there is much room for consideration for proper method. Impatient privatization without serious consideration could have a negative impact on the agricultural research.

  • This paper stems from information accumulated from extensive literature review, a pilot study and a formal interview for an ongoing research on housing privatization implemented by the government-linked companies in Malaysia. Through extensive literature review, issues pertaining to housing privatisation were identified. Expectations of public sector, outcome of housing privatisation and factors influencing such outcome have also been tentatively confirmed through pilot study and an ongoing postal survey. A formal interview with a project director of independent Public-private partnerships (PPP) organization in UK has also inspired some useful lessons for the local housing industry. Different modalities of PPP from various countries show that while housing privatization pose several problems, mitigating them is possible through appropriate strategies.

  • This paper examines the effect of strategic trade policy on port ownership structures (nationalization or privatization) when two firms compete with each other in reciprocal markets. Furthermore, we analyze firms profits, port charges, ports profits and social welfare when ports are privatized or nationalized under tariff regime and under free trade regime respectively. Thus, we find that (i) under tariff regime, port nationalization is a dominant strategy regardless of transport costs. (ii) the effect of high port charges brings higher port profits than the effect of high trade volume. (iii) irrespective of trade regime, when transport cost is relatively low, port nationalization increases social welfare, while two government prefer free trade agreement to tariff regime when transport cost is sufficiently high regardless of port ownership structures.

  • This case study explores the stock sale, the resulting governance structures, and the airport management and development in Beijing Capital International Airport and Shanghai International Airport at Pudong. It is imperative for Incheon International Airport Corporation (IIAC) to change the management paradigm to survive in the changing environment and to become hubs in the relevant regions. And IIAC needs to search for the new ownership and governance structure to cope with the internal and external demands for innovation. In this study, along with the recent trends of the global airport industry, we suggest the implications for the IIAC's major decisions, especially, for the stock sale, the resulting governance structure, and the airport development and management. It is suggested that Korean government retain the majority control in the process of privatization to keep IIAC as a government-owned enterprise to provide the public goods to the citizen. Furthermore, to maximize the value of stock sale, IIAC needs to decide strategically the time and speed in the hybrid form of stock selling using trade sale and IPOs.

  • This study started with the question of whether the percentage of non-aeronautical revenues at Incheon airport was extremely high when compared with other international airports. Although aeronautical revenues for the airport based on the traditional business model have the limits to grow due to various regulations, stakeholders concerned about improving the competitiveness recently have been interested in increasing non-aeronautical revenues. This study deals with the effect of non-aeronautical revenues at international airports on airport charges as the extent of airport privatization get stronger. To examine hypotheses, we collected international data from trustful sources. Finally, we conducted an empirical analysis of 178 airports worldwide. As a result, the higher the percentage of non-aeronautical revenues at international airports, the lower the airport charges were. Besides, the private equity ratio positively moderated the relationship between the percentage of non-aeronautical revenues and airport charges. Privatization of airports may offset the effects of reduced airport charges through increased commercial activity. Graphical display for moderation effect is offered to facilitate comprehension.

The results showed that the interaction effect between type of message framing and personal relevance. Positive message framing showed a higher effect than negative message in the case of low personal relevance. Also, There was the interaction effect between type of message framing and social value orientation. Positive message framing showed a higher effect than negative message in the case of proself. However, there was no difference in message framing effect when there was high personal relevance and prosocial. Lastly, the implications of this study was presented. First, this study expanded the scope of research related to message framing. Second, the use of moderating variables such as personal relevance and social value orientation increased the possibility of practical application. In addition, limitation and further study directions was discussed.

  • The era of today's day is that the era of the black gold age is now approaching the era of the blue gold age. As the importance of water increases, support and policies for the water industry are presented. The water industry is a public service industry but it faces the problem for unbalanced supply between users. One of solutions for solving the problem at hand is the privatization of the public service and it is the most sensitive and focused subject to the issue. Korea is also coming up for the privatization of the water industry. So, one of the privatization operations based on the privatization of the current waterworks law is management contract by the specialized organization and it is in progress to enhance the efficiency of public services. Therefore, this study aims at finding out the local water supply services' efficiency by K-Water using DEA(Data Envelopment Analysis), and productivity analysis by malmquist index on 18 organizations of the implementation of local water supply management contract using the date from 2012 to 2014. According to the result of the DEA, 10 of the 18 organizations were the most efficient during 3 years and malmquist index for analysing the productivity was decreasing. That is because of the leakage ratio and utilization ratio of the raw water and both of them are significant to productivity. As a result, this study differs from the previous studies by analysing efficiency and productivity using DEA and malmquist index to the solution for the problem faced by current water industry.
