Development of IT technology, the rapid computerization of society has accelerated the digitization of the world's information. Then, the activation of the e-commerce is the collection of a number of sensitive information, storage, operational increased rapidly. Currently, the public sector, financial sector, the private sector has utilized a number of privacy. Accidents caused by leakage of information is a tendency to increase day by day. For a review of the problems of security and protection for such sensitive information, the need for easier support system it is required. This thesis suggests E-PIAMS(Enterprise-Privacy Impact Assessment Management System) applicable effectively in private sectors.

Air pollution problems are serious and present significant challenges to the engineering research community. EPA's engineering research programs have shifted from a primary focus on $SO_2$ and NOx pollution control to more complex and more difficult problems such as indoor air quality, air toxics, and global climate change. EPA research engineers are working closely with other research organizations in both the private sector and other federal research organizations to identify, evaluate, and develop cost-effective engineering solutions. The APPCE works closely with the EPA regulatory and regional offices to ensure that the best engineering information is utilized to formulate and implement the Agency's environmental protection program.

Hourly earnings of the employed U. S. women are regressed upon a set of independent variables, separately for white and nonwhite women. In support of the human capitalist's point of view higher hourly earnings are positively associated with number of years of education completed, attainment of vocational training either at the company or/and non company training. In addition to education one's obtainments of certain occupational certificate and one's assignment of occupation in the order of the Duncan prestige index and years of work experience since leaving school are also significantly related to hourly earnings. Women workers employed at the government sector or employed in an industry where proportion of female is smaller than average earn more than those at private sector or at industries of high female composition.

This study investigates the welfare implications of BTL projects using a general equilibrium model with the public sector and public-private partnerships. We show that when the government is not allowed to run budget deficits but private firms is able to overcome the financial constraint, BTL projects performed by public-private partnerships (PPPs) could be a good alternative and improve the welfare of the model economy. This paper quantitatively investigates excessive expansion of PPP projects and several alternatives to retrieve welfare losses caused by such an expansion. Assuming that future rents of BTL projects are not taken into account, we find the welfare losses up to 20 percent relative to conventional government projects. Finally, we show that it would be possible to reduce the losses by transforming the fully depreciated capital stock of the government projects into much smaller new PPP projects.

The purpose of this study is to examine and analyze the development process of Korean children's libraries from 1945 to 2002. The development process of Korean children's library is divided into stages as follows. First, the preparation period (after colonial liberation in 1945~1976) is the time when library services for children were started, focusing on children's rooms in public libraries. The children's libraries were not recognized enough to be established. Second, the growing period (1977~2002), was primarily aimed at providing library services to children. In this period, the children's libraries were mainly established in the private sector rather than the public sector.

A Purpose. As organizations become more team oriented, research on teams continues to increase especially involving how teams contribute to organizational performance and effectiveness. Although there has been existing research on Kaizen teams in the private sector, very little research has included Kaizen teams in the public sector. In this paper, we present a method to study Kaizen teams in a local Spanish government that have been using Kaizen teams for more than ten years. Design/methodology/approach. Quantitative research was adopted for this study. Twenty teams participated in the study by filling out the Team Learning and Development Inventory (TLI) proposed by Lingham (2004). In addition, we interviewed members of the teams in order to clarify and assure our quantitative results. Findings Based on the findings, we propose that Kaizen teams should practice both Continuous (CI) and Process Improvements (PI) in their projects. We also propose that Kaizen teams should not be teams skilled only at developing better improvement processes (both CI and PI) for the organization but that such teams should also be skilled at engaging in team development using both CI and PI processes internally-a Kaizen within Kaizen teams approach. Research limitations. Its based in one case study. However, it is working paper and the research project still is developing. Practical Implications (if possible). Serve as a guide to practitioners (Public managers) who desire to understand how their Kaizen teams involves both internal (conversational spaces) and external (methodology) perspectives that would contribute to both team and organizational effectiveness. In this paper, we focus on the Internal Processes (both CI and PI) using the TLI as an effective method for Kaizen teams to engage in the Kaizen process. Originality/value. This study is one of the first to look at team's performance using Team Learning and Development Inventory in Spain's public sector. It is also the first to mention about the relationship of the team's performance and the implementation of process improvement methodologies in Spain local government environment.

Intelligent Transport Systems (ITS) was first introduced in Korea early 1990's, and Korean government has put a lot of efforts for flourishing it in the entire nation. Regardless of these efforts, private participation is not active enough to accelerate ITS implementation in Korea. Expert group made every endeavor to analyze the current situation, and found out some phenomena. It may be summarized as two folds. Firstly, private sector has a lack of confidence on the future ITS market. Budget in the strategic plan is the only publication and guide that private sector can refer to, and it merely indicates deployment costs. Secondly, direction and procedure of R&D are not well defined. It implies that private sector takes too much risk when they invest for R&D. This research, therefore, focuses on the first issues. Concretely, the goal of the project was to establish and analyze the model for estimation the future ITS market side. Author reviewed both quantitative and qualitative models, and concluded that diffusion model in qualitative model was suitable for ITS market estimation. According to model calibration. it is estimated that 14 trillion Won was the market size in 2020 under normal condition. Impact of this result may seduce Information Technology(IT) related private companies into ITS market. Although this research couldn't cover various topics, it nay dedicate in boosting ITS in Korea. Also, it will be a good starting point for further study for the advancement of ITS.

The purpose of this study was to explore the direction in applying platform business model to the site to facilitate the growth of a private security guard service according to the development phase of economy, The directions of platform business application to be suggested through the study method are as follows. First, ensuring publicness. It should be able to integrate the government's and private sector's ability to collect and impart information. Second, securing self-regulation. Self-regulation should be guaranteed in the limit not to abuse or misuse others' information in re-producing and using information on private safe management and public order. Third, ensuring access. Past safety management has been controlled by public order power such as nation, military and police power, but access should be made to be convenient between suppliers and demanders. Fourth, securing profitability. In conclusion, those supplying and consuming private security guard service should be able to get their wanted value and share economic profits.
