An Interpretation of Archetypal Form of Byungyoung Castle in Ulsan City

  • The purpose of this study ins to verify the characteristic location of Byungyoung Castle, physical type, inside spatial organization, and the scheme of Byungyoung Castle. The study utilizes historic literature, ancient maps related to Byungyoung Castle, topographical and cadastral maps which were published under the rule of Japanese Imperialism Castle, topographical and cadastral maps which were published under the rule of Japanese Imperialism and the topographical maps which were made recently by National Geographic Institute with various scales. The methodology of the study is to interpret the contents from the historic literature on the site map. The result of the study is as follows; Byungyoung Castle does duty as a defensive base for the entire country and has a specific character of location that has the dual function of a mountain fortress for national defense and of a village fortress for the town. Byungyoung Castle has four gates on four sides and has a oval shape very close to a circular form. The road construction inside the castle is composed basically of a cross shape. Byungyoung is located in the northwest area of this major road system. The private houses that lie along the north-south road are build up at the core area of the lower level and the town market built up around the south gate becomes the heart of life for the people. Schematically, it has the same pattern as regular village fortress, in that the houses for the guests and the houses for the public office are arranged to the east and the west. It is considered that there is certain functional parallel between Byungyoug Castle and Ulsan castle because there are no facilities for sacrificial rites no institutional budding.

  • Traffic noise annoyance in dwelling area like private houses and apartment is becoming very important issue nowadays in South Korea. In this paper frequency analysis of the traffic noise was performed. Based on sound pressure levels analyses and its frequency content specific requirements for component of active noise control systems are formulated. Active compensational loudspeaker, microphone front end and DSP design were analysed, considered and proposed. Components specifications and design solutions are verified using modelling and experimental technique.

HETS 차량의 교량 통과 가능성에 관한 연구 (Feasibility Study on Road Bridge Passed by Heavy Equipment Transporter)

  • In Korea, the driving system restriction criteria is strictly applied(gross weight 400kN, axial load 100kN). Especially after the Seoungsu Bridge accident, safety factor has been strictly applied. The Safety factor is applied to the cumulative results for each steps like design, construction, maintenance of the Bridge. Because of it, the bridge is undervalued compared to its capacity. So, this generates loss for both private and military sector(eg. logistical delays, structural damage, etc.). But analyzing data from many existing researches we have confirmed that the military heavy vehicle may pass through the first class bridges. In consequence, this study have focused on determining whether HETS vehicles can pass over the first class bridge, without safety issues, using MIDAS structural analysis program. The results have confirmed that the military heavy vehicle may pass over the bridge.

국가교통시설 안정적 타당성 평가를 위한 국가교통데이터베이스 관리체제 진단 연구 (A Diagnosis Study on the Korea Transport Database for Stable Feasibility Analysis on Transportation Facilities)

  • PURPOSES: This study is to find the substantial shortcomings embedded in the government policies and practical administrative processes associated with the Korean Transportation Database (KTDB) and to propose preliminary approaches to overcome. METHODS: Administrative and socioeconomic issues on inefficiency in public and private investment and redemption was found from the literature review. Through the interview of sets of experts and practitioners, a set of faultiness embodied in the administrative procedure utilizing and managing KTDB was found and analyzed. RESULTS: This study found the erroneous administrative elements categorized into four groups: faulty socioeconomic data supporting local governors's optimistic will yielded overestimation of future traffic demand; faulty data incidentally introduced in KTDB burdened traffic demand analysis; unavoidable misuse of KTDB worsened the unstability of KTDB; and apathy to manage the KTDB data deviated systematic management. The proposed includes the alteration of the administrative and technical systems to overcome those shortcomings. CONCLUSIONS : Erroneous administrative elements associated with KTDB should be concerned prior to indicating subsequential faultiness in demand analysis.

낙안읍성의 공간구성 변화에 관한 조사연구 (A Study on the Change of Space Organization of Nagan Eupsung)

  • The results of Change of Space Organization of Nagan Eupsung are as follows. There was no castle when Nagan folk village was built and it was merely small village arranged centering around road, but as it was emphasized as a point of strategic importance, castle wall was built and the government office and military facilities were established. In the late period of the Joseon Dynasty, as central power was weakened and its importance as a strategic point was declined, private houses outside the folk village were extended to the inside of castle. The whole structure of the village was not greatly changed through the modern society, but disappearance of village components and change of its basic structure like destruction of the castle were continued not to be restored to the former condition spontaneously. It was considered that it was caused by social demographic characteristics of the folk village which was deteriorated and environmental factors that it was changed into sightseeing place.

공적개발원조사업(Official Development Assistance)의 방향과 환경평가 (Official Development Assistance and Environmental Assessment)

  • ODA projects such as multi-purpose dam, industrial complex, road construction etc. have resulted in environmental damage and resident relocation including destruction of site of living. Even the grandiose developments as ODA projects have made clear the value clashes between development and environmental conservation, and have brought about conflicts between public interests and public environmental right, and the discordance between public interests and private property rights in the recipient country. This study summarizes and analyses the Korea's ODA projects and will suggest the public participation and governance system based on Saemaul Movement, Strategic Environmental Assessment and Environmental Impact Assessment based on the guideline of OECD DAC, and emphasize Strategic Environmental Assessment and Social Impact Assessment in the procedure of ODA projects. In the future the ODA project should be implemented for the overcome of poverty and response to climate change based on the experience and trial and errors of Korea's compact growth and past ODA projects.

GIS와 행정정보를 이용한 교토의정서 제3조 3항 산림전용지의 공간패턴 및 탄소배출량 분석 (Analysis of Spatial Patterns and Estimation of Carbon Emissions in Deforestation using GIS and Administrative Data)

  • This study purposed to analyze the spatial pattern and the amount of carbon emission at the deforestation area in Gangwondo. Forest geographic information system(FGIS) and administrative data were used in the analysis. The area size and spatial patterns of deforestation area were analyzed according to the article 3.3 of Kyoto protocol. Forest administration data for 9 years from 2000 to 2008 were entered into a database. Fifty-nine percent of deforestation area was found within 200m of the road network, and seventy-five percent of the area was found within 500m. Theoretical carbon emission based on deforestation area was estimated at 6,968tc. Carbon emission of national forest was 5.7times higher than that of private forest.

  • 기존의 도로교통의 속도관리 목표는 이동성 및 안전성 개선을 목표로 운영되어 왔으며, 환경적 측면과 에너지 효율 측면에 대한 고려는 미미하였다. 하지만, 최근 들어 기후변화로 인한 경제적 피해규모가 증가하고 있으며, 외부적 여건변화에 따라 환경가치는 상승할 것으로 예상된다. 또한, 교통부문에서의 탄소배출량 저감정책은 개인교통수단에서 대중교통으로 의 전환 및 친환경자동차 개발에만 집중되어있어 상대적으로 도로운영의 개선을 통한 저감 노력이 부족하다는 평가를 받았다. 향후 우리나라의 자동차 보유대수는 증가할 것으로 예상되므로 이에 대한 적응전략 및 대비책이 필요한 시점이다. 이를 위해서는 기존의 이동성 중심의 도로운영 정책에서 환경측면을 고려한 정책으로, 도로운영의 패러다임 전환을 통해 구현할 수 있을 것으로 판단된다. 교통운영 측면에서 온실가스 배출량을 저감하기 위해서는 현재 도로상에서 어느 정도 온실가스가 배출되는지를 실시간으로 모니터링 할 수 있어야 한다. 본 연구에서는 실시간으로 수집되는 교통자료를 이용하여 5분 후의 상태를 예측하고 이를 통해 실시간 온실가스 배출량 모니터링 시스템을 구축할 수 있는 방법론을 제안하였다.

민간투자사업 성과평가 모델 개발 및 적용 - 도로 부문 사업을 중심으로 - (Performance Evaluation Model for Public-Private Partnership Projects - with Reference to BTO (Build-Transfer-Operate) Road Projects -)

  • 본 논문은 민간투자사업의 특수성을 반영한 성과평가 모델 개발을 목적으로 한다. 성과평가 모델 개발을 위해 첫째, 문헌연구를 통하여 민간투자사업 주요 관점과 관점별 성공항목을 정의하고, AHP 설문조사를 통하여 가중치를 산정하였다. 둘째, 민간투자사업 성과에 영향을 미치는 핵심 성과요인을 도출하고, 이를 평가할 수 있는 평가항목을 제안하였다. 셋째, 관점별 성공항목과 평가항목을 매칭함으로써 민간투자사업 성과평가 모델을 구축하였다. 성과평가 모델 개발과 적용을 통해 민간투자사업 이해관계자 사이의 첨예한 관점의 차이가 존재함을 파악할 수 있었다. 이는 다양한 이해관계자의 관점을 균형있게 반영한 민간투자사업의 종합적인 평가의 필요성을 보여준다. 본 연구에서 제시한 성과평가 모델의 평가 결과와 기존의 건설공사 사후평가 결과를 비교해보면, 본 연구의 평가 점수가 이용자 만족도 조사 결과와 유사하다. 건설공사 사후평가에 비해 본 연구의 평가모델은 다양한 이해관계자의 만족도 및 관점을 반영하였기 때문으로 판단된다. 본 연구에서 개발한 성과지표의 결과를 통해 다양한 관점을 고려한 민간투자사업의 성과를 측정할 수 있으며, 어떠한 성공요인 및 평가항목이 프로젝트 성공에 영향을 미치는지 파악할 수 있다. 또한, 본 모델의 프로세스를 기반으로 주요관점 및 성공항목의 가중치 변화와 평가항목의 가감을 통해 도로 시설물을 제외한 민간투자사업 프로젝트에도 적용이 가능할 것으로 기대된다.

지리정보체계 기반의 지방청 용지보상시스템 구축 (Development of Land Compensation System Based on GIS for the Regional Construction Management Office)

  • 도로건설과 같은 공공사업을 수행하기 위해서는 사유재산의 사용이 불가피하게 발생하게 되며, 토지 등의 사유재산을 사용하기 위해서는 적절한 보상이 이루어져야 한다. 이러한 보상업무는 업무절차가 복잡하고 보상대상이 다양하여 업무처리를 위한 전자처리체계 개발이 요구된다. 지방청 용지보상시스템은 도로건설시 보상업무의 기반이 되는 용지도에 지리정보체계(GIS) 기술을 적용, 도면상의 토지위치 정보와 연계하여 보상계획의 수립, 보상현황의 파악, 보상업무의 관리를 할 수 있도록 하였으며, 협의보상, 수용$\cdot$재결 및 공탁 등의 제반업무를 효과적으로 처리할 수 있도록 구현하였다. 향후 본 시스템을 활용하여 토지재산관리체계로 확장$\cdot$발전시켜 운영함으로써 보상결과의 활용성을 제고하고, 국가로 소유권이 이전된 토지에 대한 정확하고 합리적인 관리를 실현할 수 있을 것이다.
