The advent of private railroad corporations presented many problems on administration's effectiveness. These brought an effect on safety management too. Most public railroad corporations maintain their rolling stocks and facilities by their own workers. On the other hand, private railroad corporations depend on outsourcing to cut down the cost of maintenance. But they have similar safety management systems. Therefore we investigated the gap between the two types of corporations, focusing on workers' safety attitude and proposed solutions to improve safety management systems in private railroad corporations.

This article is about a new law of railroad industry has come into effect in 2004 and that left the railroad company operated under the private system. Accordingly, it has to encounter a variety of managers on the railroad safety part too. Incheon Airport Railroad that was, from Incheon International Airport to Kimpo Airport, opened to traffic on the 23th March, 2007 as the first private railroad company in Korea. This railroad company is working hard to be a safe and convenient airport railroad. There is not operated an effective emergency response that the railroad company and the emergency response personnel without standard operation procedure, recently. The original emergency manual and the emergency procedure of the synthesized railroad safety development business. I am proposing to establish the emergency response scenario according to the different situations that the train operator.

국제적인 철도 사업은 개도국의 재정 부족 등 다양한 대외적 환경변화로 인해 재정사업에서 민간 투자사업(PPP)으로의 변경이 보편화되고 있다. 하지만, 철도 시설물은 도로 등 다른 인프라 시설물 보다는 철도 생애주기 특성상 사업개발, 건설 및 운영단계까지 막대한 건설자금 및 O&M 비용이 소요된다. 따라서 투자 대비 일정 수준의 수익률이 보장되지 않는다면 해외 특히 예측불허한 상황들이 발생하는 개발도상국에서의 해외철도 민간투자사업의 수행은 매우 어려운 실정이다. 본 연구에서는 글로벌 철도시장 동향 정보 및 기존 문헌 고찰을 통해 국내기업의 해외철도 민간투자사업 진출시 취약점 및 위험요인들을 살펴보고 그 의미와 대응 방안들에 대한 논의를 통하여 해외철도사업 진출시 국내기업의 경쟁력을 강화하는 방향을 제시하고자 한다.

In the Korea, railroad accidents result in about 5.4 railroad run-off crashes every year and account for approximately 93 percent of all railroad accident frequency. Despite the number, quantification of the possible countermeasure has been limited and also railroad safety control after private management for railroad has not been established. Therefore, this study provides some initial insight into the important safety problem by introducing some example, including some detailed safety regulations in both British and U.S. to develop appropriate railroad safety management system.

In this paper, the study on the allocation of dedicated radio frequency for the radio communication based CBTC system is performed. The dedicated bandwidth for the the private use in railroad is figured out and the allocatable frequency band, which should be investigated hereafter, is proposed. The result of this study provides the basis to present the requirement of dedicated railroad radio frequency and can be used as an important material for the frequency allocation. Furthermore, it is expected that the result can be contributed to the development on railroad radio communication.

Recently, the Korean Railroad have been operating separately by Korea Rail Network and the Korail since 2005. In addition, because of the lack of government's social overhead capital, New railway projects have been built and operated by private investors which don't have railway operating experience. Therefore, systems engineering management is needed from the initial planning stage to the construction and the opening. In this paper, structural features were considered according to the separation of Daegok-Sosa-Wonsi Private Finance Initiative (Daegok-Sosa, Sosa-wonsi) and the operating agency's unification(Daegok - Sosa business operations). And based on the domestic system engineering applications, System-Engineering Implementation was studied.

Purpose: A railroad project is a complex system with large construction costs in the initial stage and ongoing operating costs over its lifecycle. Current railroad projects tend to be based on construction options, which leads to huge deficiencies in operating costs. This phenomenon results from a lack of appropriate tools to accurately estimate a railroad project's lifecycle costs. This study attempts to analyze the major components of railroad operating costs and to propose a decision-making system for analyzing the long-term lifecycle costs of railroad projects. Research design, data and methodology: We review the literature and analyze the current status of railroad operating costs in Korea and overseas. Based on previous projects, a framework for project options and operating costs is proposed. The framework is applied to actual railroad projects to demonstrate the validity of the model. Results: Case analysis shows that our framework is comprehensive in analyzing the primary aspects of railroad operating costs and plays an effective role in choosing various railroad project options. This study points out that the railway project operates inefficiently because estimating long-term costs without reflecting specific project options causes many errors. Conclusions: A major contribution of this study is the development of an improved framework for accurately estimating operating costs and providing policymakers and engineering firms with a holistic decision support system. Detailed components in estimating operating costs of the railroad business are discussed. And we present a decision-making tool that policymakers and private businesses can use in planning the railroad business.

The aim of this research is to analyze and periodize the relationship between railroad and river transportation as one aspect of the transformation of the land transportation system in Korea. As a result, three phases can be observed: a first phase of equality and interdependence (1910s); a second phase, subordinating rivers to feeder lines under railroad's dominance; and a third phase when trucks and buses became a major means for local transportation in place of traditional shipping routes. River ports were among the main planned destinations during the first and second phases, but such plans were changed or withdrawn after the third phase. This relationship between river and rail illustrates one geopolitical factor relating to the development of Korea's rail transportation network.

최근 철도 민자역사 사업에도 민자유치에 대한 관심이 증가하고 있으나 체계적 사업관리방안의 미비로 인해 민자역사사업의 경쟁력 약화를 초래하고 있다. 본 연구에서는 이러한 문제점을 바탕으로 하여 철도 민자사업관리 활성화를 위한 개선방안을 제시하였다. 문헌 연구 및 전문가 면담조사를 통하여 국내 민자역사사업의 사업관리 및 수행의 문제점을 제도적인 부분과 업무상의 문제점으로 구분하여 $조사\cdot분석$하였다. 제도적인 부분에서는 민자사업의 수익성 저하와 사업자 선정방식이 도출되었고, 업무상의 문제점에서는 지자체 협의 및 인허가 행정 장기화, $사업 운영\cdot관리 미숙$, 타당성 분석의 미흡등이 파악되었다. 문헌고찰과 면담조사를 통해 나타난 문제점들을 근거로 하여, 사업관리의 효율화를 위한 사업수행체계 개선방안으로 투자비 회수 보장제도, SOC 민간투자사업과 동일한 제도적 지원, 사업추진의 전문성 극대화 방안, 사업주관자 선정방식 개선, 민자역사 협의기간 단축방안 등을 제시하였다.
