Study on the Execution of Railway Project by Private Sector (철도사업의 민간투자에 관한 연구)

  • The private investment on the SOC facilities is a worldwide tendency since it can supplement the insufficient investment of public finance in the construction of infrastructures. Alter the formulation of private investment law, private sector's investment on roads, harbors and environmental facilities are being progressed considerably. However, railway construction by private sector is not active comparing to the former areas because of huge investment for construction but relatively low and unpredictable benefit in operation. This paper reviews the financial, social and institutional aspects on the private investment for SOC projects, especially railway projects. Also, this paper tries to find the desirable way to expedite the private investment on railway project,. Conclusively, the paper propose that the private sector in railway projects is better constituted with financial investor and the private financing could be. activated and settled if a stable minimum benefit on their investment being ensured institutionally, for example, by BTL.

Theoretical Background of Division of Role in Technology Financing Based on Uncertainty Implied in Industrial Technology Development (산업기술개발의 불확실성에 따른 금융지원의 역할분담에 관한 이론적 고찰)

  • The conventional analysis with which justifies government intervention of the private sector's innovation activities is the market failure approach. According to such analysis, fund allocation through autonomous market mechanisms is not optimal in technology financing because of the disparity between the desirable level of investment for society as a whole and that for private firms. To optimize the fund allocation, public policies such as subsidy, preferencial loan and venture capital investment programs are designed for technology development projects performed by private firms. They, however, have not been effective in increasing private investment for such projects. In most cases, it was found that little considerations given to the relationship between uncertainty embodied in technology development projects and each types of financing. With respect to optimizing fund allocation, technology development projects should be financed by different means according to their probability of success and the expected value of technology. Employing various theoretical models on financing decision-making we verify here that technology development projects to be supported by commercial banks or venture capital institutions is limited contingent upon levels of uncertainty adn expected value. Under the assumption that financial institutions are risk averse, loan or investment can be available only if the probability of success of the project is higher than the probability premium and the current market rate of interest. Therefore, the projects that have lower probability of success and/or small expected return are excluded from commercial loan or investment programs. However, the remaining projects, whose probability of success is low but with high expected return, may be applied under government subsidy programs. To achieve optimality of fund allocation and to activate technology financing, we conclude that there should be a systematic division of role among financial institutions including government commercial banks, and venture capital institutions.

  • Due to various reasons (normally financial constraints in developing countries), it becomes common to change of the business model from state-run projects to Private Investment Projects (Public Private Partnership) in the global railway businesses. However, due to the nature of railroads compared with other types of infrastructure such as roads and others, railway business require considerable construction cost and O&M cost through the business development, construction, and operation and management stages. Therefore, private investment railway projects, especially in developing countries, can be problematic in terms of the potential for uncertainty when return on investment cannot be guaranteed. In order to strengthen the competitiveness of domestic companies when entering overseas railroad PPP projects, this study proposes PPP-related risks and their countermeasures by reviewing global railroad trends and identifying Korea's weakness in managing international railroad projects.

  • Private participation on public infrastructures projects is being promoted by governments of several developing countries, among them Colombia. As a result, several advantages such as service delivery efficiency, technology application and faster execution of the projects have been recognized. Hence, the Colombian Government is looking for schemes that allow the private investment in projects like hospitals, schools, prisons and public edification. In this paper, experiences in PPP from other countries were analyzed and adjusted to the Colombian environment. As a result, a model adapted to Colombia is presented, based on a well-developed case from Spain. The awarding process is defined by economic criteria, previous compliance of minimum technical exigencies. Once the infrastructure is operating, contractual periodical payments will be done, based on the performance of the facility.

  • Korean government is investing 1.8 billion won on infrastructure and investment on PPP projects constitutes 16.3%. This phenomenon is to promote private investment as well as lessening government burdens of public budgeting. However, the only criterion to be considered is government financial status in selecting public or private highway investment projects. So systematic decision support model is required in choosing public or private highway investment projects. So, this paper suggests a systematic decision support model for deciding public or private highway investment at the early stage of project planning. Furthermore, this paper identifies key decision variables with respect to economic, politic, project management criterions based on the related literatures and feedbacks from experts. This paper analyzed 30 cases of government investment and PPP projects and got the survey result from highway specialists. As a result, this paper presents an interval with respect to economic criteria using mean and standard deviation and a logistic regression equation which can predict the possibility of PPP project. Through this study, decision maker of central or local government can decide public or PPP highway project more systematically and reasonably.

  • Since the partly changed 'Private Investment Act for Social Infrastructure Projects' set forth in January 2005, the number of BTL(Build-Transfer-Lease) projects offered to the market has rapidly increased. The scope of BTL projects offered covers not only legally defined facilities but several facilities for the private schools. A BTL project, by definition, is a way of project management that includes the entire process of development such as planning, design, construction and operation over the period of 20-30 years. As a result, various types of risk may happen at each stage of the project and it is extremely important to efficiently control the sensitive factors that affect the risk profiles of the project. The examples of the sensitive factors are construction cost, interest rate, discount rate, lease amount, rental fee, O&M cost and so on. This study examines the characteristics of these sensitivity factors, analyzes their impact on the project feasibility and suggests the alternatives to manage them efficiently.

  • The use of school should not be limited to student education any longer but be extended for attaining social benefits. For this reason, school should play central roles not only in education but also in childcare, welfare, culture, physical education, etc. In order for school to accommodate various new functions, it is essential to promote the mixed-uses of school facilities, and this process requires the involvement of private capitals for early achievement of social benefits from school facilities. Thus, this study purposed to examine the necessity of the multiple uses of school facilities through the investment of private capitals, to diagnose the adequacy of build-transfer-lease (BTL) applied currently to the multiple uses of school facilities, and to find obstacles to the activation of private sector investment and suggest solutions for the obstacles. In particular, this study aimed at proposing plans to enhance the efficiency of private sector investment and activate private sector investment projects by suggesting how to promote the multiple uses of school facilities in consideration of profitability for private investors.

  • The rational Management of the school facilities will be able to minimize the waste of budgets, enhance total values of facilities. The purpose of this study is to propose promotion plans of the private infrastructure investment in the school facilities not only for contemplating obstacle reasons of BTL projects, but also for gripping contents about process of BTL projects. To achieve these objectives, this study 1)analyzes the major trend about private infrastructure investment, and 2)suggest extended suggestions for minimizing problems in the process of BTL projects in school facilities.

  • School is a basic and the most fundamental facility of city planning just like other basic public facilities including the village office. Every plan is established on the basis of school. However, the problems such as the population reduction resulting from the nuclear family-zation and low birth rate, employment and welfare of the aged people resulting from "the old aged society", and the infant nursing and education resulting from a rapid increase of the working couples become notable and accordingly more requirements are being made. Reflecting this trend, the concept and operation system should be changed. Up to now, the BTL projects of the educational facilities are gaining a reputation of being efficient in terms of national budget running, but at the same time receiving negative reputation in terms of budget saving under the civil creativity and efficiency. Through upgrading the private sector investment projects into the BTO+BTL system and further into the BTO(Build Transfer Operate), we can accomplish the original goals of the private sector investment projects, and can make the education budget operation more efficient, and can greatly improve the education environments. However, we should not underestimate in this process that these facilities should not negatively affect the education environments. In any situation, the owners of schools are students.
