  • The purpose of the present study was to examine the relationships among private tutoring hours, academic motivation, use of learning strategies, and academic achievement test scores using structural equation modeling. The sample consisted of 3,607 7th graders from Korean middle schools who were included in the Korean Education Longitudinal Study. The results suggest that there was no evidence that the private tutoring hours predicted students' motivation and learning strategy use. It was found that the private tutoring hours predicted achievements in English and Math, but it was negligible in magnitude. As for achievement test scores, academic motivation and the use of learning strategies played more critical role rather than the private tutoring hours.

  • School is a basic and the most fundamental facility of city planning just like other basic public facilities including the village office. Every plan is established on the basis of school. However, the problems such as the population reduction resulting from the nuclear family-zation and low birth rate, employment and welfare of the aged people resulting from "the old aged society", and the infant nursing and education resulting from a rapid increase of the working couples become notable and accordingly more requirements are being made. Reflecting this trend, the concept and operation system should be changed. Up to now, the BTL projects of the educational facilities are gaining a reputation of being efficient in terms of national budget running, but at the same time receiving negative reputation in terms of budget saving under the civil creativity and efficiency. Through upgrading the private sector investment projects into the BTO+BTL system and further into the BTO(Build Transfer Operate), we can accomplish the original goals of the private sector investment projects, and can make the education budget operation more efficient, and can greatly improve the education environments. However, we should not underestimate in this process that these facilities should not negatively affect the education environments. In any situation, the owners of schools are students.

  • The purpose of this study is to analyze the gap of private tutoring expenditure using data from 2001 to 2016 of Korean labor and income panel study (KLIPS). The final analysis target is about 1,300 to 1,800 households nationwide who participated in the Korean labor panel survey in each year. As a result of the analysis, the expenditure of private tutoring expenditure has been continuously increased since 2001, and it is analyzed that there is a large gap in expenditure of private tutoring even in the comparison of groups divided by the quintile. The spending gap on private tutoring expenditure in the first and fifth quintiles has increased steadily, reaching 11 times in recent years. By forecasting the polarization of private tutoring expenditure since 2016 using the Brown's smoothing method, it is highly likely that the polarization of private tutoring expenditure will be further expanded. The implications for preparing an alternative educational policy and suggestions of conducting a follow-up study for private tutoring expenditure gaps were also discussed.
