This research will attempt to reveal that private developers in the Malaysian construction industry have been practicing strategic partnering in their organizations. While the investigation was conducted using quantitative and qualitative approaches, this paper will only reveal results obtained from the questionnaire survey. Results from the questionnaire survey indicate that private developers in the Malaysian construction industry had implemented strategic partnering in their organizations. The elements of the partnering process, which are partnering formation, partnering application and partnering completion or reactivation were tested. The results show that all the elements of the partnering process have been exercised in their projects. Thus it can be surmised that strategic partnering has been practiced by private developers in the Malaysian construction industry.

For last three years, our research team have conducted the project named "Development of construction project management technology based on BIM/GIS platform. "We developed construction cost estimation system as well as 3D modeling engine at the first two year and established a web-system which could estimate the benefits of the project and further analyze the economic and financial feasibility of the project. This paper mainly focused on the functions and specifications of web-system. The system was composed of two modules: economic feasibility estimation module and financial feasibility estimation module. While the economic feasibility estimation module determines economic feasibility of the project based on traffic demand forecasting from the public's perspective, the financial feasibility estimation module determine financial viability of the project using toll fee of the road from private entity's perspective. Compared with traditional feasibility study, the proposed system provide users with better flexibility which can make users easily to validate the project upon the change of project environments. The system was also verified with an already accomplished project. The verification showed that proposed system could provide satisfactory accurate results with reduced time and resources.

The governmental attitude toward private investment and financing for infrastructure projects has changed from the initial prohibition to the current encouragement in China, which has been embodied in the legal documents and administrative process. However, the problem of identification, bidding, and approval procedure for privately financed infrastructure projects has been observed in policies and administrative measures promulgated by different or even the same government branches, which is prohibitive factors for smooth project implementation. After analysis of the identification, bidding, and approval process of infrastructure projects, the authors proposed a simplified and alternative procedure and clarified the key points of relevant project documents.

민간 개발 프로젝트의 초기 기획단계는 프로젝트 전체의 성패를 좌우하는 중요한 부분이다. 하지만 기존의 기획단계 분석결과의 신뢰도는 중요도에 비해 높지가 않다. 따라서 기존 민간 개발 프로젝트 기획단계의 사례연구 및 연구자료 분석을 통해 근원적인 문제점을 분석하였다. 그 결과 기획단계의 업무 절차나 방법에 관한 체계적 분석 모델의 구축이 되지 않은 것에 그 원인이 있는 것으로 나타났다. 이에 본 연구에서는 그 해결방법으로 기획단계 분석절차 모델과 리스크 관리 모델 구축을 통해 체계적 분석방법을 제시하고자 한다. 제시된 분석방법은 기획단계 분석결과의 신뢰성을 증대시킬 수 있을 것으로 기대된다. 이와 함께 프로젝트 진행단계별 가이드라인을 제시함으로써, 프로젝트의 효율적 수행을 지원할 것으로 기대된다.

Private financing is playing an increasing role in public infrastructure construction projects worldwide. However, private investors/operators are exposed to the financial risk of low profitability due to the inaccurate estimation of facility demand, operation income, maintenance costs, etc. From the operator's perspective, a sound and thorough financial feasibility study is required to establish the appropriate capital structure of a project. Operators tend to reduce the equity amount to minimize the level of risk exposure, while creditors persist to raise it, in an attempt to secure a sufficient level of financial involvement from the operators. Therefore, it is important for creditors and operators to reach an agreement for a balanced capital structure that synthetically considers both profitability and repayment capacity. This paper presents an optimal capital structure model for successful private infrastructure investment. This model finds the optimized point where the profitability is balanced with the repayment capacity, with the use of the concept of utility function and multi-objective GA (Generic Algorithm)-based optimization. A case study is presented to show the validity of the model and its verification. The research conclusions provide a proper capital structure for privately-financed infrastructure projects through a proposed multi-objective model.

1996년 국내에 건설사업관리 제도가 도입된 이래 조속한 제도의 정착과 활성화가 필요한 실정이다. CM 적용은 건설산업제도의 변화와 선진화에 대한 기본적인 지표라고 볼 수 있다. 이는 공공건설의 경우 제도에 의한 CM 적용이 가능하지만, 민간건설의 경우 실질적인 필요성과 타당성에 대한 이해 없이는 성공적인 정착과 활성화를 기대하기 어렵다. 이에 따라 중소규모, 민간건설 사업관리를 중심으로 CM을 적용한 사례를 고찰하여 그 과정에서 나타난 효과와 문제점을 검토하여 실질적으로 적용 가능한 업무 항목표를 만들어 중소규모 민간공사에 적용 방안을 찾고자 한다.

아산배방 복합단지개발 PF사업의 건설사업관리는 건설에 대한 전문적인 조직 구성 및 운영에 대한 여러 가지 문제점을 해결하기 위하여 발주자의 대리인으로 프로젝트 진행 과정을 관리하는 초고층, 초대형 복합단지개발 프로젝트이다. 본 사업은 민관합동 PF사업에서 의욕적으로 CM을 도입한 사례로 그 의미를 찾을 수 있다. 즉, 발주처는 건설본부 조직을 구성하여 많은 직원을 고용하지 않고도 초대형 복합단지개발 프로젝트를 성공적으로 수행할 수 있다는 가능성을 보여준 민관합동 PF사업의 CM 적용사례이다. 이에 본 사례연구에서는 CM사가 참여하면서 시공단계 및 준공이후단계에 적용하는 건설사업관리 업무를 기준으로 작성하였으며, 이를 통하여 민관합동 PF사업에 있어서 CM도입의 필요성을 검토하고, CM 적용효과를 분석함으로써 향후 민관합동 PF사업에서 CM도입의 확대 적용에 기여하고자 한다.

민간투자사업은 민간의 참여를 통해 사회기반시설을 효율적으로 확충하기 위하여 시행되고 있다. 2005년도부터는 기존의 도로, 항만 등을 비롯한 산업기반시설 뿐만 아니라 학교시설, 환경시설 등을 포함한 생활기반시설까지 그 범위가 확대되게 되었다. 따라서 사업의 추진방식도 기존에는 BTO 방식이 주로 이용되었지만 새로이 추가된 민간투자사업에서는 BTL 방식이 도입되게 되었다. BTL 방식은 민간투자 적합 여부를 판단하기 위하여 민간투자 적격성 조사를 실시하며 이는 정량적 VFM과 정성적 VFM으로 구분된다. 본 연구에서는 명확한 결과 도출이 어려운 정성적 VFM의 평가항목을 설정하고 전문가를 대상으로 설문조사를 실시한 후 AHP 기법을 활용하여 상대적 중요도와 가중치를 산정하였다. 이상의 내용은 정량적 VFM과 더불어 정성적 측면의 효율성 및 발생편익을 효과적으로 평가 가능하게 함으로써 BTL 시행여부에 대한 합리적 의사결정을 지원할 것으로 판단된다.

우리나라의 민간투자 사업은 잦은 제도변경으로 많은 혼란을 격고 있지만, 2005년 1월 사회기반시설의 민간투자법 개정으로 공공서비스시설을 대중에게 제공할 수 있는 새로운 민간투자방식은 BTL(Build Transfer Lease)이 국내건설시장에 도입되었다. BTL사업은 계획에서 유지관리까지 사업의 수명주기 전 과정을 대상으로 포괄적 형태의 사업을 수행하는 것으로 사업자의 역할과 수행능력에 따라 사업의 성패가 좌우 된다. 따라서, 본 연구에서는 효율적인 BTL사업의 추진에 필요한 명확한 시스템 기준을 분석하여 사업수행의 정확성을 검증할 수 있는데 그 목적이 있다.

This paper examines the operations of private housing developers (PHDs) based on Social Network Theory. PHDs need to choose the best consultants, contractors and suppliers (CCS) to make sure the project run and complete successfully. PHDs gather the scarce resources from the external environment through personal network. This research used the social network method which relies on alliances based on network, social, tie and trust. The more people/firm PHDs network with, the better chances of finding the right CCS.
