The Comparison of Basic Science Research Capacity of OECD Countries

  • This Paper Presents a new measurement technique to derive the level of BSRC (Basic Science and Research Capacity) index by use of the factor analysis which is extended with the assumption of the standard normal probability distribution of the selected explanatory variables. The new measurement method is used to forecast the gap of Korea's BSRC level compared with those of major OECD countries in terms of time lag and to make their international comparison during the time period of 1981∼1999, based on the assumption that the BSRC progress function of each country takes the form of the logistic curve. The US BSRC index is estimated to be 0.9878 in 1981, 0.9996 in 1990 and 0.99991 in 1999, taking the 1st place. The US BSRC level has been consistently the top among the 16 selected variables, followed by Japan, Germany, France and the United Kingdom, in order. Korea's BSRC is estimated to be 0.2293 in 1981, taking the lowest place among the 16 OECD countries. However, Korea's BSRC indices are estimated to have been increased to 0.3216 (in 1990) and 0.44652 (in 1999) respectively, taking 10th place. Meanwhile, Korea's BSRC level in 1999 (0.44652) is estimated to reach those of the US and Japan in 2233 and 2101, respectively. This means that Korea falls 234 years behind USA and 102 years behind Japan, respectively. Korea is also estimated to lag 34 years behind Germany, 16 years behind France and the UK, 15 years behind Sweden, 11 years behind Canada, 7 years behind Finland, and 5 years behind the Netherlands. For the period of 1981∼1999, the BSRC development speed of the US is estimated to be 0.29700. Its rank is the top among the selected OECD countries, followed by Japan (0.12800), Korea (0.04443), and Germany (0.04029). the US BSRC development speed (0.2970) is estimated to be 2.3 times higher than that of Japan (0.1280), and 6.7 times higher than that of Korea. German BSRC development speed (0.04029) is estimated to be fastest in Europe, but it is 7.4 times slower than that of the US. The estimated BSRC development speeds of Belgium, Finland, Italy, Denmark and the UK stand between 0.01 and 0.02, which are very slow. Particularly, the BSRC development speed of Spain is estimated to be minus 0.0065, staying at the almost same level of BSRC over time (1981 ∼ 1999). Since Korea shows BSRC development speed much slower than those of the US and Japan but relative]y faster than those of other countries, the gaps in BSRC level between Korea and the other countries may get considerably narrower or even Korea will surpass possibly several countries in BSRC level, as time goes by. Korea's BSRC level had taken 10th place till 1993. However, it is estimated to be 6th place in 2010 by catching up the UK, Sweden, Finland and Holland, and 4th place in 2020 by catching up France and Canada. The empirical results are consistent with OECD (2001a)'s computation that Korea had the highest R&D expenditures growth during 1991∼1999 among all OECD countries ; and the value-added of ICT industries in total business sectors value added is 12% in Korea, but only 8% in Japan. And OECD (2001b) observed that Korea, together with the US, Sweden, and Finland, are already the four most knowledge-based countries. Hence, the rank of the knowledge-based country was measured by investment in knowledge which is defined as public and private spending on higher education, expenditures on R&D and investment in software.

도시일부 중년여성의 체중상태와 건강행위 선택 비교 연구 (Perceived Weight and Health Behavior Characteristics -Normal and Overweight Middle-aged women-)

  • The objective of this study was to clarify whether there are any differences between normal and over-weight middle-aged(40∼59yrs)women in their perceived weight, health status, health conception and health behavior choices. The sample consisted of 39 normal weight and 55 over-weight (11% above on the Body Index Scale) women who live in Juan, Inchon. The Participants were randomly selected in each weight group considering socio-demographic factors. The findings from this study are summarized below. 1) Among the 55 overweight middle-aged women, 16 were above 20% on the Body Index Scale and 14 were above 30%. Twenty-five(45.5%) of the overweight group and 12(30.8%) of the normal weight group had one disease, and there were 12(21.8%) in the overweight group and 8(20.5%) in the normal weight group where one of the family members had a disease, but these differences were not statistically significant. The average monthly family income for the overweight group was ₩l,880,000 compared to ₩2,140, 000 for the normal weight group, but this difference was also not significant. The age range for the whole group was between 40 and 59(mean=46.8 for total, 48.6 for overweight and 45.7 for normal weight group). Again no significant difference found. Occupations were housemaker 53(56.4%), private business(13.8%), salarywoman(9.6%), and teacher (2.1%). Thirty housemaker(54.5%) from the overweight group and 23(59%) from the normal group did not constitute a statistically significant different. For the educational status, 34(61.8%) of the overweight women and 33(84.6%)of the normal weight group finished high school or more educational courses, but there was no significant statistical difference. Eleven(20.0%) of the overweight women and 5(12. 8%) of the normal weight group were single, but again no significant statistical difference was found. 2) A test for difference in health characteristics between two weight groups indicated that two groups do not show statistical differences in their perceived health status, health conception or health behavior choice. That is, the overweight group, also perceive their health status as good as the normal group, and regard ‘Health’ as a state that enables them to carry out social roles and functions rather than as the traditional concept of health as no disease or no symptoms. Moreover. the overweight group selected their health behaviors not for the prevention of diseases or maintenance of health but for promotion of health. To determine if no statistical difference might be related to the overweight group's failure of perceive themselves as overweight, the perceived and objective overweight status were compared by the chi-square analysis, and no difference was found(X/sup²=49.37, df=1, p=.000). However, 7(17.9%) of the normal group perceived themselves as being overweighted and 7(12.7%) of the overweight group thought they were of normal weight. Even though the overweight group employed in this study perceived themselves as being overweight, they regarded themselves as healthy as those in the normal weight group. It was shown that there was no statistical difference between two groups in health conception, and that they chose health behaviors to promote health status. 3) Perceived health conception was shown to be significantly related to health behavior choice (r= .28, p=.006 for whole group : r=.33, p=.014 for overweight group : and r=.12. p=.463 for normal group) .There was an indication that the more complicated the perceived health conception was, the more the trend of health behavior choice to promote health. This was especially true for the overweight group. But, the perceived health status did not related to health behavior choice statistically(r=.13, p=.202), and it was thought that reasons for selecting health behaviors were not related to their health status. That is, the overweight group perceive themselves as healthy as the normal weight group or thought that overweight itself does not incur any risk on their health. Data from two groups were combined and analyzed with multiple regression methodology, because the relationship pattern of the two groups was similar. The analysis showed that health behavior has a significant relationship with age and the perceived health conception(r/sup²=.1517, p=.05, F=8.133). It means they come to health behavior along with their health conception and their age rather than their weights, perceived weight, health status or other social characteristics. This study was intended to understand how overweight middle-aged women perceive ‘weight’ and ‘health’, and how they meet their health related needs in comparison with normal weight middle-aged women. Other factors related to the health behavior in overweight middle-aged woman need to be determined through further descriptive studies outlined in the following recommendations. a) Reseach with the study area expanded. b) Reseach with grouping more detailed : much more overweight and underweight group c) Reseach on restricted relationship between overweight and age or profession. d) Reseach on what overweight middle-aged women do to reduce their weight and what factors motivate them to do it

스마트러닝의 공교육 정착을 위한 성공전략 연구 (A Study on the Development Strategy of Smart Learning for Public Education)

  • 최근 정보통신기술의 발전으로 스마트한 기술들이 확산되면서 이전과 다른 방법으로 소통하고 콘텐츠를 활용할 수 있게 되었다. 이러한 변화는 보다 다양한 학습방법을 가능하게 함으로써 교육산업에 큰 변화를 가져오고 있다. 한국은 e-러닝에 이어 스마트러닝 선도국으로 도약하기 위해 2011년 스마트교육 추진 정책 수립을 시작으로 공교육에 스마트러닝 도입을 적극 추진해왔다. 그러나 아직까지 스마트러닝의 추진 성과는 미미한 것으로 판단된다. 따라서 현 시점에서 공교육의 스마트러닝 추진 문제점을 파악하고 개선안을 마련할 필요가 있다. 본 연구는 스마트러닝이 공교육에 정착하기 위한 성공전략을 제안하는 것을 목적으로 한다. 이를 위하여 공교육과 스마트러닝 환경을 종합적으로 검토하고, SWOT 분석과 AHP 기법을 통해 전략 요인과 우선순위를 도출하였다. 분석 결과, 국내 공교육 환경에 스마트러닝을 성공적으로 정착시키기 위해서는 약점을 보완하여 위협을 극복하는 WT전략에 초점을 맞춰야 하는 것으로 나타났다. 세부 요인으로는 미흡한 스마트러닝 관련 교사 연수 제도(W2), 제도차원 교육환경기반 및 추진역량(S4), 스마트러닝 추진에 대한 제한적 정부지원(T4) 순으로 나타났다. 특히 정부의 제도적 기반이 우선적으로 검토되어야 한다는 시사점이 도출되었다. 이 연구는 향후 스마트러닝 추진을 위한 정책과 지원제도 수립 과정에 전략적 가이드라인을 제공할 수 있을 것으로 기대된다.

위험물시설의 설치허가제도의 개선방안 (Improvement Method of Hazardous Materials Facilities Installation License of Manufacturer)

  • 위험물시설의 설계를 할 수 있는 민간전문인을 양성함으로써 결과적으로 위험물시설의 안전성을 확보할 수 있으므로 위험물시설의 설계자를 일정한 능력을 가진 자로 제한할 필요성이 있다. 설계검사에 관한 허가진행은 전문성을 가진 공사에 설계검토를 신청하여 위험물시설의 안전성에 대한 확인을 받으면, 이를 근거로 시·도지사는 허가신청자의 결격사유나 기타 다른 법률상의 위반사항이 없는 한 허가를 하는 방안이 적합하다. 이를 위하여 한국소방검정공사는 설계와 중간검사 및 완공검사에 관하여 전문성을 증대할 수 있고, 소방법이 추구하는 목적에 적합한 것으로 사려된다. 한국소방검정공사에 위탁하는 과제와 민법상 설립된 일정한 기술력과 시설을 가진 비영리법인에게 위탁하는 과제를 분리하여 위탁하는 것은 가능하다. 이러한 경우에는 기술력과 시설이 중요한 것이기 때문에 민법상의 비영리법인으로 제한하는 것은 문제가 있고, 상법에 의하여 설립된 영리법인에 대하여도 기술력과 시설을 갖춘 경우에 제조소 등의 완공검사를 할 수 있는 단체로 지정할 수 있다. 이러한 소방법규의 내용은 위험물시설의 안전관리의 역사적인 발전에 기인한다. 이제 위험물시설의 완공검사에 대한 방향을 정하였기 때문에 특수공법인이 수행하여야 하는 과제와 민법상 지정단체 또는 상법상 지정단체가 수행하여야 하는 업무를 조정할 필요성이 있다. 업무조정을 위해서는 그 척도가 소방법이 되어야 하고, 법률의 목적과 원칙에 합당하여야 할 것이다. 위험물시설의 안전성확보를 목적으로 소방법이 특수공법인의 설립을 할 때에는 위험물시설의 안전성확보는 단순한 행정력으로 부족하고 전문기술력을 가진 기관이 필요하다는 입법권자의 의지가 있다. 국가는 위험물시설의 안전을 전문적인 기술력과 시설에 기초하여 확보하겠다는 의지를 소방법에서 확정하고, 특수공법인을 설립한 것으로 해석하여야 한다. 그러므로 입법의 취지에 합치하게 위험물시설의 안전성을 확보하는 데에 필요한 기술력을 집중하고, 발전시킬 수 있는 특수공법인에 과제와 책임을 부여함으로써 국가에 부여된 과제는 수행된다.

별인적반자적미도불일양(别人的盘子的味道不一样): 문화대인제령수복무평개적영향(文化对人际零售服务评价的影响) (It Doesn't Taste the same from Someone Else's Plate: The Influence of Culture in Interpersonal Retail Service Evaluations)

  • 该研究通过测试餐厅零售设置回顾了文化对人际服务的影响. 为更好的理解他们对人际服务的期望我们研究了两种文化(加拿大和法国). 利用Hofstede的(1991)的文化维度之间的不同的解释加拿大和法国餐厅顾客的不同, 该研究证明一个潜在的有趣的研究领域: 跨文化的人际服务营销. 这表明文化维度并不独立运行,但三者互为依托. 这可以帮助零售商更好理解解释复杂的服务之间的相互作用. 在这个探索性研究,经探索性因子分析,研制出了一个包含生理和服务方面普遍运用人际服务的人格特质. 这项措施是为了更好的理解进行两种文化(加拿大和法国)之间的服务的期望,. 两种文化中均有五维结构, 但是他们有不同的的特征和群组. 我们揭示了这些特征的不同. 利用Hofstede(1991)的文化维度解释了整体的加拿大人和法国人的人格结构本研究结果为当服务转移到不同的文化中他们的感知会不一样甚至导致服务失败的原因提供了一个可能的解释. 很显然, 在加拿大和法国消费者之间有一些文化差异和根据他们他们的消费经历的总体期望的不同. 回顾法国人和加拿大人人格结构的第一个因子表明在加拿大和法国文化中个人主义/集体主义很显然不同. 第二维度也有不少的特点是相同的, 五个, 所有这一切都有个人的待遇方面的经验告诉我们, 一个餐厅服务提供商将负责: 有礼貌, 尊重和奉献. 值得注重的是, 法国维度不包括真实性和好客方面的经验, 但包含更多所固有的人际互动的特性, 例如迷人, 彬彬有礼. 第三维度的加拿大和法国的结构反映了完全不同的期望. 法国维度的中心是能量和热情, 在加拿大的维度是更加平易近人的清爽. 在法国还有外向性维度, 而加拿大有内向性维度. 这可以用Hofstede (1991)所提出的不确定避免维度的不同来解释. 第四维度似乎可以证实概括的文化差异. 加拿大人, 在不确定性规避和权力距离上较低, 更喜欢亲密和私人经验, 法国人继续期待外向性和包容的特征. 第五维度是在法国的人格结构中有清晰的表达, 在高权利距离社会中, 餐厅所扮演的角色的经验有明确的规定和规则. 这项研究表明不同的文化确实涉及到不同方面的人际关系的服务. 这在法国人和加拿大人的人格结构维度中很明显, 不仅是他们是多么不同,他们都还可从文化维度去解释. 对于人际服务, 性格特征的使用很有趣, 因为它可以解释实体和服务特征. 另外, 这个社会所固有的人际服务包含了服务人格结构的大部分维度. 社会交流是非常重要的, 尤其在跨文化的情况下. 该研究表明, 通过使用Hofstede(1991的)范式, 并不是所有的社会都有相同的期望与人际关系的服务. 另外, 传统的类型的服务也可以影响国与国之间的不同服务评价和文化. 然而, 用人格特质可能也允许零售商, 看看哪个服务特点是常见的在两种或两种以上文化的地方. 结果表明, 集体主义和个人主义的重要性, 人与人之间的服务的维度. 这种加拿大人和法国人人格结构的差异在最主要的维度上是显而易见的. 结果在解释零售商能如何转移然后测量跨文化人际服务方面有帮助.

가상대학 구현에 관한 연구 (A study on the developing and implementation of the Cyber University)

  • The Necessity of Cyber University. Within the rapidly changing environment of global economics, the environment of higher education in the universities, also, has been, encountering various changes. Popularization on higher education related to 1lifetime education system, putting emphasis on the productivity of education services and the acquisition of competitiveness through the market of open education, the breakdown of the ivory tower and the Multiversitization of universities, importance of obtaining information in the universities, and cooperation between domestic and oversea universities, industry and educational system must be acquired. Therefore, in order to adequately cope wi th these kinds of rapid changes in the education environment, operating Cyber University by utilizing various information technologies and its fixations such as Internet, E-mail, CD-ROMs, Interact ive Video Networks (Video Conferencing, Video on Demand), TV, Cable etc., which has no time or location limitation, is needed. Using informal ion and telecommunication technologies, especially the Internet is expected to Or ing about many changes in the social, economics and educational area. Among the many changes scholars have predicted, the development and fixations of Distant Learning or Cyber University was the most dominant factor. In the case of U. S. A., Cyber University has already been established and in under operation by the Federate Governments of 13 states. Any other universities (around 500 universities has been opened until1 now), with the help of the government and private citizens have been able to partly operate the Cyber University and is planning on enlarging step-by-step in the future. It could be seen not only as U. S. A. trying to elevate its higher education through their leading information technologies, but also could be seen as their objective in putting efforts on subordinating the culture of the education worldwide. UTRA University in U. S. A., for example, is already exporting its class lectures to China, and Indonesia regions. Influenced by the Cyber University current in the U.S., the Universities in Korea is willing .to arrange various forms of Cyber Universities. In line with this, at JUNAM National University, internet based Cyber University, which has set about its work on July of 1997, is in the state of operating about 100 Cyber Universities. Also, in the case of Hanam University, the Distant Learning classes are at its final stage of being established; this is a link in the rapid speed project of setting an example by the Korean Government. In addition, the department of education has selected 5 universities, including Seoul Cyber Design University for experimentation and is in the stage of strategic operation. Over 100 universities in Korea are speeding up its preparation for operating Cyber University. This form of Distant Learning goes beyond the walls of universities and is in the trend of being diffused in business areas or in various training programs of financial organizations and more. Here, in the hope that this material would some what be of help to other Universities which are preparing for Cyber University, I would 1ike to introduce some general concepts of the components forming Cyber University and Open Education System which has been established by JUNAM University. System of Cyber University could be seen as a general solution offered by tile computer technologies for the management on the students, Lectures On Demand, real hour based and satellite classes, media product ion lab for the production of the multimedia Contents, electronic library, the Groupware enabling exchange of information between students and professors. Arranging general concepts of components in the aspect of Cyber University and Open Education, it would be expressed in the form of the establishment of Cyber University and the service of Open Education as can be seen in the diagram below.

방송 산업 분야의 특성화고등학교로 전환을 위한 S방송고등학교의 실험.실습실 리모델링에 관한 연구 (A research on remodelling of the laboratory of S high school of broadcasting for converting into specialized one in the section of broadcasting industry)

  • 이 연구의 목적은 방송 산업 분야의 특성화고등학교로 전환을 위한 S특성화 방송고등학교의 실험 실습실 재구조 방안과 리모델링 모형 및 방향을 제시하는 것이다. 각 과별로 실험 실습실 재구조 방안은 첫째, 각 전공별로 개편할 실습실명과 평면도 및 투시도를 구성주의 철학에 맞도록 재구성 설계하였다.둘째, 과별로 주요 실험 실습실 개편에서 방송기계과에서는 방송무대기계실습실, 방송기계요소가공실, 방송기계설비실습실, 영상기계실습실 등, 방송전기통신과에서는 영상 음향편집실, 방송통신설비실, 방송시스템실습실, 무대조명실습실 등, 방송무대건축과에는 방송무대제작실습실, 방송무대디자인 실습실, 방송무대장식실습실 등 각과별로 7실을 제안하였다. 셋째, 과별 사무실을 세미나실로 배치하였고, 각 실습장은 전공별 전담제로 실습실 관리 및 연구실화하는 방향으로 설계하였다. 넷째, 과별로 산학협력실을 설치하여 외부의 기업체가 입주시켜 산학협력교육이 원활하게 이루어 질 수 있도록 산학 연계 교육의 장으로 구상하였다. 그리고 각 과별로 실험 실습장 1실에 대하여 개편 실습실명, 평면도 및 투시도, 실습실 운용 방안 등을 예를 들어 제시하였다. 특히 방송 관련 실험 실습실 운영을 효율적으로 하기 위해서는 산학겸임교사 활용, 방송기술관련 전문 동아리, 학교내 기업 유치 등을 중요한 요인으로 제시하였다. 끝으로 방송 산업 분야의 특성화고등학교로 성공하기 위한 실험 실습실 리모델링 및 장비 구입에 많이 예산이 소요되는 분야이므로 '민간자본유치사업(BTL)'을 유치하는 것도 바람직하다.

유아교육 박람회에서 데이터마이닝 기법을 이용한 전시 관람 행동 패턴 분석 (The Behavior Analysis of Exhibition Visitors using Data Mining Technique at the KIDS & EDU EXPO for Children)

  • 전시회는 전시업체가 새로운 상품이나 서비스를 관람객에게 알리기 위해 개최되는 것으로 효과적인 마케팅 수단으로 중요한 역할을 수행한다. 이처럼 전시회의 중요성이 점점 커짐에 따라, 국내 전시 산업은 많은 양적 성장을 이뤄왔다. 그러나, 양적 성장에 비해 전시 산업의 질적 성장은 이에 미치지 못하는 실정이다. 따라서 전시회의 질정 성장을 이루기 위해서는 관람객의 행동 패턴을 이해하여 관람객들의 전시 관람 수준과 만족도를 높일 필요성이 있다. 본 연구에서는 관람객들의 전시 관람 행동 패턴을 분석하기 위해 다음과 같은 연구 프레임워크를 사용한다. 첫 번째 단계는 본 연구의 방법론을 적용하기 적합한 전시회를 선정하는 단계이다. 두 번째 단계는 관찰 조사 방법을 수행하는 단계이다. 마지막 세 번째 단계는 수집된 자료들을 분석하는 단계이다. 분석 단계에서는 부스들의 개별 특성을 파악하였고, 더 나아가 관람객들의 전시 관람 행동 패턴을 분석하기 위해 데이터마이닝 기법을 사용하였다. 본 연구의 결과는 전시 기획자에게 유용한 정보를 제공할 뿐만 아니라 참관객들이 원하는 정보를 원하는 방식으로 제공하는 개인화서비스를 가능하게 하여 궁극적으로 전시회 관람의 질과 만족도를 크게 향상시킬 수 있을 것이라고 기대한다.

  • 본 연구는 부산광역시 조성 완료된 근린공원 69개소를 대상으로 관리하는 운영주체에 대한 파악과 그 실태를 분석하는 것을 목적으로 하고 있다. 이러한 연구목적을 달성하기 위해 공원녹지 관련 업무자료 및 담당자와 면담, 그리고 도시공원의 예산편성 자료를 바탕으로 관리주체를 조사하였으며, 위탁관리 및 별도의 기관에서 관리되는 경우는 홈페이지 및 직접방문을 통한 자료 수집을 통해 연구를 진행했다. 공원의 관리방식은 자치단체의 본청과 사업소에서 직영관리가 48개소(69.6%), 공단 및 민간단체에 위탁관리가 18개소(26.1%), 직영관리와 위탁관리를 병행하는 혼합관리가 3개소(4.3%)로 파악되었다. 그리고 도시공원의 관리 실태를 종합분석한 결과, 위탁관리하고 있는 공원은 공원의 총괄 관리가 미약하며, 공원관리가 조경 및 청소 등의 유지관리 위주로 관리되어 이용자를 위한 프로그램 운영이 미흡한 것으로 나타났다. 그리고 기초자치단체에서 관리되고 있는 총 46개소의 공원은 대부분 규모가 작은 근린공원이며, 공원의 유지관리를 위해 무기계약직 근로자 및 기간제근로자를 고용하여 관리하고 있어, 공원 관리운영을 위한 전문 인력 및 조직체계가 개선이 시급한 것으로 분석되었다. 또한, 공원 내 교양시설은 별도의 기관에서 관리하고 있어, 공원 내 공원시설이 아닌 독립된 교양시설로서 공원관리와 분리된 형태로 관리되고 있는 것으로 나타났다. 이러한 결과의 해결 방안으로는 공원의 적정인원 고용에 대한 법제화 및 제도적 개선, 시민단체와의 협력적 네트워크 구축, 시대변화에 따른 이용프로그램 기획 및 개발과 더불어 이용객 위주의 프로그램 관리를 지속적으로 실시하여야 할 것으로 판단된다.

프라이버시 보호 상황인식 시스템 개발을 위한 쌍방향 P3P 방법론 (A Mutual P3P Methodology for Privacy Preserving Context-Aware Systems Development)

  • One of the big concerns in e-society is privacy issue. In special, in developing robust ubiquitous smart space and corresponding services, user profile and preference are collected by the service providers. Privacy issue would be more critical in context-aware services simply because most of the context data themselves are private information: user's current location, current schedule, friends nearby and even her/his health data. To realize the potential of ubiquitous smart space, the systems embedded in the space should corporate personal privacy preferences. When the users invoke a set of services, they are asked to allow the service providers or smart space to make use of personal information which is related to privacy concerns. For this reason, the users unhappily provide the personal information or even deny to get served. On the other side, service provider needs personal information as rich as possible with minimal personal information to discern royal and trustworthy customers and those who are not. It would be desirable to enlarge the allowable personal information complying with the service provider's request, whereas minimizing service provider's requiring personal information which is not allowed to be submitted and user's submitting information which is of no value to the service provider. In special, if any personal information required by the service provider is not allowed, service will not be provided to the user. P3P (Platform for Privacy Preferences) has been regarded as one of the promising alternatives to preserve the personal information in the course of electronic transactions. However, P3P mainly focuses on preserving the buyers' personal information. From time to time, the service provider's business data should be protected from the unintended usage from the buyers. Moreover, even though the user's privacy preference could depend on the context happened to the user, legacy P3P does not handle the contextual change of privacy preferences. Hence, the purpose of this paper is to propose a mutual P3P-based negotiation mechanism. To do so, service provider's privacy concern is considered as well as the users'. User's privacy policy on the service provider's information also should be informed to the service providers before the service begins. Second, privacy policy is contextually designed according to the user's current context because the nomadic user's privacy concern structure may be altered contextually. Hence, the methodology includes mutual privacy policy and personalization. Overall framework of the mechanism and new code of ethics is described in section 2. Pervasive platform for mutual P3P considers user type and context field, which involves current activity, location, social context, objects nearby and physical environments. Our mutual P3P includes the privacy preference not only for the buyers but also the sellers, that is, service providers. Negotiation methodology for mutual P3P is proposed in section 3. Based on the fact that privacy concern occurs when there are needs for information access and at the same time those for information hiding. Our mechanism was implemented based on an actual shopping mall to increase the feasibility of the idea proposed in this paper. A shopping service is assumed as a context-aware service, and data groups for the service are enumerated. The privacy policy for each data group is represented as APPEL format. To examine the performance of the example service, in section 4, simulation approach is adopted in this paper. For the simulation, five data elements are considered: $\cdot$ UserID $\cdot$ User preference $\cdot$ Phone number $\cdot$ Home address $\cdot$ Product information $\cdot$ Service profile. For the negotiation, reputation is selected as a strategic value. Then the following cases are compared: $\cdot$ Legacy P3P is considered $\cdot$ Mutual P3P is considered without strategic value $\cdot$ Mutual P3P is considered with strategic value. The simulation results show that mutual P3P outperforms legacy P3P. Moreover, we could conclude that when mutual P3P is considered with strategic value, performance was better than that of mutual P3P is considered without strategic value in terms of service safety.
