A Study on the Analysis of Japan's Basic Ocean Law and Policy of Korea -The Case of Korea, Japan and China on the Administrative System for Ocean- (일본의 해양기본법 제정과 우리의 대응방안 연구 -한중일 해양행정체계 비교를 중심으로-)

  • Japan's new Basic Ocean Law took effect in 20 July 2007. This law contains that 1) calls for the consolidation of eight government offices that previously worked separately on maritime issues; 2) establishes a basic plan for maritime matters, and; 3) creates a comprehensive maritime policy headquarters, run by the Prime Minister. The result is a structure for the integrated promotion of maritime policy. The Minister of Land, Infrastructure and Transport has been appointed to the newly established position of maritime minister. Japan has been in conflict with Korea and China over EEZ and territory, which has caused the country to turn to ocean. If Japan puts more emphasis on sea, it will be on a collision course with neighboring countries such as Korea, China, Russia, and Taiwan. Japan has been at odds with these countries; with Korea over Dokdo islets, with China over the Senkaku Islands and the East China Sea, where gas fields lie, with Taiwan over fishery rights in the East China Sea, with Russia over the Kuril Islands. Korea's position about the establishment of Japan's new Basic Ocean Law is followed: 1) expression of Korea's position in maritime resourcces of east china sea, 2) understand of strategy for maritime resources development and maritime delimitation in China and Japan, 3) a caution for extention of EEZ and maritime activities, 4)effective and comprehensive policy establishment, and strength in R&D, 5) construction of active and responsive system for maritime issues in neighbor country.

  • The occurrence of acid precipitation in Japan is one of major concerns among Japanese scientists in environmental sciences. The annual mean pH observed is in the range of 4.6-4.8 and these values are higher than the values observed at the background stations in Korea and Northern China. We interpret that the low pH values occurring in Japan are mainly due to the precursors originating from Japan and from Southern China. In view of environmental education, interestingly the Prime Minister of Japan directly gives administrative support for acid rain monitoring and related studies Also, Japanese provide environmental education for their children in primary and secondary schools to instill 'green' concept. It is found that the role of scientists, media, governments and industries in Japan is very efficient for the increase in co-operation and environmental benefits.

  • The custom and shroud for funeral rites of the early 17th Century based on the excavated costume from the grave of Mrs. Jung (1565 - 1614) are studied in this paper. The grave was located in the Pohang, Kyungbuk Province and was excavated in, April 1999. The remains consist of one set of epitaphs, 33 pieces of costume, 7 pieces of cloths, and 14 pieces of funeral accessaries. From these remains, this study newly reveals : 1) a specific funeral custom for the upper class from the fact that her husband, Ja-Hun Ki, was in the position of Prime Minister for the Chosun government when she died, 2) a fact that women also wore a formal dress with round-shaped collar (Dalryoung) and a concubine could use rectangular tablets ((Hyungbae) with peacock pattern according to her husband's rank, 3) a whole set of shroud used for women in the early 17th Century, and 4) specific construction methods for individual shroud.

  • After the unanticipated financial crisis of Korea in 1997, lots of debates have been held on how to manage the crisis. However, few studies attempt to analyze policy makers' map that shaped and guided various measures for overcoming the crisis. This paper explores cognitive maps and systems thinking of the President of Korea who successfully managed the financial crisis. Futhermore, his cognitive map is compared to that of Prime Minister of Malaysia who overcome financial crisis successfully but in different ways. In this paper the causal map analysis of policy makers is proposed as a promising approach for in-depth investigation of systems thinking of policy makers.

  • Jisuguimundo is an inimitable magic hexagon devised by Choi Seok-Jeong, who was the author of GuSuRyak as well as a prime minister in Joseon dynasty. Jisuguimundo, recorded in GuSuRyak, is also known as Hexagonal Tortoise Problem (HTP) because its nine hexagons resemble a tortoise shell. We call the sum of numbers in a hexagon in Jisuguimundo a magic sum, and show that the magic sum of hexagonal tortoise problem of order 2 varies 40 through 62 exactly and that of hexagonal tortoise problem of order 3 varies 77 through 109 exactly. We also find all of the possible solutions for hexagonal tortoise problem of oder 2.

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional $3 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises. Pashinyan's Gambit or Armenia's Failed Revolution

  • The article is a critical examination of the political developments in Armenia since the 'Velvet Revolution' of April-May 2018, when, on the wave of massive protests against the ruling regime, new young forces came to power raising amongst broad segments of population enormous enthusiasm and hopes about radical reforms that would lead to profound transformations in the political and socio-economic spheres. It contains a thorough analysis of underlying political processes in the country in an attempt to answer a number of topical questions, so important to get a deeper understanding of the situation in Armenia and in the South Caucasus region. Based on the analysis of the new authorities' performance against the acknowledged benchmarks and standards of democracy consolidation, such as: separation of powers, independence of the judiciary, good governance, transitional justice the author comes to the conclusion that they failed to achieve any breakthrough in the above-mentioned fields. On the contrary, as demonstrated by concrete examples, what occurred in Armenia was not a revolution but a mere regime change under the leadership of Prime Minister Pashinyan, who gradually has concentrated in his hands executive, legislative, and quasi-totality of the judicial branch of power.

Malaysia's Flawed Democracy: A Stumbling Block Towards Becoming a First World Developed Nation

  • In 1991, Malaysia, under the leadership of then-Prime Minister Mahathir Mohamad, launched an ambitious 30-year national development program known as Vision 2020. The goal of this program was to transform Malaysia into a First World developed nation by the year 2020. One of the aspirations of the program was to create a psychologically liberated, secure, ethical, and mature democratic society. Vision 2020 is a failure and Malaysia is still not a mature democracy. This article identifies four main areas that make up a flawed democracy practiced in Malaysia, and shows how they work against the country's aspirations to become a developed nation. The electoral system is rigged to help the incumbent remain in power. The widespread practices of money politics have become a curse to the country. The press and media organizations are restricted. Civil society activities are suppressed. As a result of these issues, Malaysia will not be able to achieve the status of a developed nation, lacking democratic accountability and inclusive institutions.
