Strengthening the Legal Basis for Security Rule to Protect Technology and Trade Secrets for Small Businesses (중소기업의 기술 및 영업비밀 보호에 대한 보안규정의 법적 근거 강화방안)

  • In Korea, various schemes have been implemented to prevent the outflow of technology, but they do not bring practical effects. In general, we focus on follow-up measures such as strong punishment in case of violation of the law. In terms of proactive prevention, it is not shown to have any real preventive effect, even though it includes such matters as imposing security measures on companies or conducting a survey. this paper examines the need to strengthen the protection of business secrets by reviewing the employment rules between companies and workers presented in the Labor Relations Act and the Labor Standards Act as a realistic alternative. In most companies, even though the employment rule is the highest standard of private regulations, the employment rule has no matters on the prevention and protection of technology leakage. The employment rules require all employees working for companies to agree and notify in the Labor Standards Act, so it is necessary to reflect them as standards in the standard employment rules because it shows that all employees of the company can have a common sense of security and present legal compliance with security-related documents, such as security pledges and security-related guidelines and procedures.

Classification of Fire Causes in Warehouses Using the TRIZ Technique and Analysis of Preventive Measures Accordingto 4M (TRIZ기법에 의한 물류창고의 화재원인 및 4M에 따른 예방대책 분석)

  • This study analyzed the causes of warehouse fires using a creative problem-solving technique called TRIZ. It identified preventive measures by applying 4M. The results are as follows. First, this study examined the inconsistency among the causes of warehouse fires using TRIZ. Second, it analyzed human factors and fire prevention measures in warehouses such as safety standards for managers, and methods for the promotion of safety consciousness among workers, and for the reinforcement of construction technology for sandwich panel workers. Third, it identified the mechanical and facility factors and fire prevention measures in warehouses such as safety facilities, the expanded installation of safety devices, the adoption and development of fire suppression equipment, and the deployment of methods to improve the fire resistance of sandwich panels. Fourth, it presented working and environmental factors and fire prevention measures in warehouses such as the tightening of safety precautions and the supervision of working methods, and setting fire partitions both in loading places and based on performance-based design. Finally, it proposed managerial factors and fire prevention measures in warehouses such as specific targeting for firefighting with low fire hazards, reviewing the material quality regulations of non-combustible or higher for sandwich panels in the specific target of firefighting that cannot apply fire safety standards, installing sprinklers in cold storage, and mandating the installation of automated facilities with retroactive application regardless of the floor area in the warehouse with a sandwich panel structure.

Establishment and Functions of World Health Organization: With a Functionalism Perspective (기능주의 관점에서 본 세계보건기구의 설립과 역할)

  • Since its establishment in 1948, World Health Organization (WHO) has tried and facilitated international cooperation of public health under the goal of "the highest attainable health," and gained outcomes like the eradication of smallpox and polio, turning itself into the representative of international public health. However, there was discord between member nations during the cold war era, and the status of WHO experienced rise and fall after its establishment. WHO, the representative international health organization, also has not been freed from influences from international regime changes, which means that the discussion on the internal causes of WHO functionings should be expanded more. In this study, functionalism was tested as one of international relations theory that tries to explain the establishment and role of WHO. Especially, this study analyzed the problems and problem-solving process that WHO had to face by using Imber's five steps theory that arranged chronologically the theory of Mitrany. We mainly investigated the secondary source that described historic facts on the rise and fall of WHO in terms of roles and functionings during establishment of WHO, the cold war era, and international cooperation of public health. The roles of WHO were analyzed by selecting the gains of WHO in the post cold war era. The functionalism arrangement of Imber was appropriate to some extent in explaining the establishment and role of WHO. The first step was International Sanitary Conference in 1851 that made nations to recognize international cooperation of public health, and the second step was the establishment of WHO that handles public health as an international organization. Recent cases of the Framework Convention on Tobacco Control and International Health Regulations showed that each nation agreed with an international norm that they had to cooperate each other to tackle infectious diseases and smoking, and this implies that these were emergence of global governance. This process was the third step of Imber's theory (nations had a gain from international cooperation would agree with the expansion of authority of international organization). However, the last two steps of the theory are still not realized. The partial success of WHO was based on the functional elements that WHO deals with non-political elements, human resources centering on professionals, and democratic decision making process. This essential and non-political characteristics mean that necessity of international cooperation catalyzed by WHO would continue despite of the global governance era when global health governance get faced more challenges.

It Was Possible to Reduce the Pain of the Victims of Humidifier Disinfectant (가습기살균제 피해자의 아픔을 줄일 수 있었다)

  • Objectives: The purpose of this study is to reveal the circumstances under which the cases of harm to health caused by humidifier disinfectant were neglected and show the points where the number of victims and the degree of damage could have been reduced. In addition, it attempts to describe how damage management proceeded immediately after the incident and actually exacerbated the damage. Finally, it explores the unfortunate aspects of the recent trial. By doing so, it attempts to take this as an opportunity to consider whether a tragic event such as the humidifier disinfectant incident could occur in the future. Methods: This study collected and analyzed data on chemical material characteristics related to humidifier disinfectants, data on health effect characteristics, data on related laws and regulations from the Ministry of Environment, data related to the damage investigation by the Korea Environmental Industry and Technology Institute, and current contents. Results: The lack of related systems and laws is the area where the greatest responsibility for the cause of the humidifier disinfectant disaster falls, so it is difficult for the government to escape this responsibility. Establishing a dedicated department to identify the prevalence of certain diseases within the functions of the Health Insurance Review and Assessment Service to monitor health can greatly contribute to the prevention and management of diseases through early detection and management of group outbreaks caused by harmful factors. Humidifier disinfectant damage relief should have been expanded earlier beyond HDLI (humidifier disinfectant lung injury) to include non-specific diseases such as asthma, pneumonia, and interstitial pneumonia. The scope of relief benefits should have also been expanded earlier to include the payment of disability benefits. Fortunately, with the 2020 revision of the Special Act, the conditions for estimating causal relations were eased and individual screening systems such as health impact assessment were reorganized along with the introduction of a rapid screening system. Conclusions: The management system for chemical substances in a country is clearly of paramount importance, and the ministry in charge must have a response system in case of damage to health effects. Administration that looks at the victims' situation from their point of view is needed, and technical countermeasures are required to quickly recognize the prevalence of certain diseases.

Irradiation Detection in Korean Traditional Soybean-Based Fermented Powdered Sauces: Data for Establishing a Database for Regulation of Irradiated Foods

  • To facilitate establishing regulations for irradiated foods, Korean traditional soybean-based fermented powdered doenjang (PD), kanjang (PK), kochujang (PKC) and chungkukjang (PC) were irradiated at 1, 3, 5 and 7 kGy, and subjected to irradiation detection analyses as part of establishing a database for detecting irradiated foods. Photostimulated luminescence (PSL) and electron spin resonance (ESR) were applied as the detection methods. Using PSL analysis, the irradiated PD, PK and PKC could be easily distinguished from the non-irradiated ones, while irradiation of the PC at 5 kGy or higher was detectable. The ESR spectra of the irradiated PD, PK and PKC exhibited symmetrical multiplet lines, which might be induced from the crystalline sugar, whereas, the PC showed a single signal at the paramagnetic centers. The signal intensity increased with incremental increases of irradiation doses distinguishing the irradiated samples from the control. In addition, the peak height also revealed that irradiation induced an increment in the intensity of single and/or multiplet lines of the ESR signals, resulting in clear confirmation of irradiation. Thus, the data from this study could be used as references for detecting irradiated soybean-based fermented powdered sauces.

Study on the Development of a Safety Education System for Technical High Schools (공업고등학교 안전교육 내용 체계 개발 연구)

  • Purpose: The purpose of this study was to develop a safety education system and its contents for technical high schools including textbooks and instruction manuals for teachers. Methods: Reference materials and surveys were both employed in the study. Basic theory and relevant contents were estimated. The contents of safety education included in the current curriculum in technical high schools were evaluated and the laws and regulations related to safety education in such schools were analyzed by researching references. In addition, the status of safety education in technical high schools and the demand for safety education were reviewed. Results: The goal of safety education has been established based on the status and theory of the estimated safety education, The goal was classified into an overall goal and sub-goals, setting five areas of safety education. Furthermore, the contents of safety education, total 17 hours per year for each grade, were organized into 20 content goals and 47 activity elements. These activity factors of safety education has been systemized by grade. Conclusion: All technical high-schools need to carry out safety education based on the contents related to safety education. The operation of this systematic safety education will be more efficient and effective than the current system and the knowledge, attitude, and behavior regarding safety at technical high schools are expected to undergo positive changes. Moreover, the result from this study will contribute to the establishment of various policies for safety education in technical high schools.

  • This study has aware of the seriousness of public official. and come up with an effective counterplan about public official. This research is a study on previous research on government and officer crime. And understanding is the status about public official. It proposed ways to solve the problem Drunk driving is illegal to drive a vehicle while drunk act. Drunk driving is likely the potential to cause a traffic accident. As a result, drinking and driving is decreasing since the mid-2000s. The cause of the change is to strengthen social awareness, regulations for drunk driving. and public official was decreased. However, it did not disappear. Cause of drunk driving is wrong, such as dinners and cultural distrust of the deputy driving, drinking after misjudgment on his physical condition. public official is a bigger influence. It is a social problem. Personally great damage to organization. Therefore, this study is an analysis of international practices and domestic best practices. Officials drunk driving drunk driving prevention measures are proposed to strengthen preventive measure, it is proposed the organization of internal control measures, union officials supporting the improvement of company dinner.

New Approach to Air Quality Management (대기오염관리의 새로운 접근방법)

  • International concern over the environmental pollution is ever increasing, and diversified countermeasures must be devised in Korea also. Global trend, damages, problems and countermeasures with respect to issues mentioned in the Rio Declaration, such as prevention of ozone layer destruction, reduction of migratory atmospheric pollution between neighboring countries, and prevention of global greenhouse effect, were discussed in this report. Conclusion of the report is summarized as follows : A. Measurement, Planning and Monitoring (1) Development and implementation of a global network for measurement and monitoring from the global aspects such factors as related to acid rain(Pioneer substances, pH, sulfate, nitrate), effect of global temperature(Air temperature, $CO_2$, $CH_4$, CFC, $N_2O$) and destruction of ozone layer($CFC_S$). (2) Establishment of network system via satellite monitoring movement of regional air mass, damage on the ozone layer and ground temperature distribution. B. Elucidation of Present State (1) Improvement and development of devices for carbon circulation capable of accurately forecasting input and output of carbon. Impact Assessment Impact assessment on ecosystem, human body, agriculture, floodgate, land use, coastal ecology, industries, etc. D. A Study on Development of the Contents System for Safety Education in Elementary School (초등학교 안전교육 내용 체계 개발 연구)

  • Purpose: The purpose of this study is to develop the system for safety education needed to develop the textbooks and teachers' teaching-manual for the safety education in elementary schools. Methods: For this study, literature study and survey for the method were combined. the data were analyzed the basic theory on safety and its related contents, utilized the current elementary textbooks for the analysis of safety education and again analyzed the laws and regulations associated with school safety. Furthermore, through the survey, the status of safety education at elementary schools and the requirements for safety education were examined. Results: On the basis of the reality and theory analyzed for safety education, The authors have set up a goal of safety education. The goal is composed of a summative goal and subordinate goals, and the authors categorized safety education areas into 6. Also It is organized the safety education contents based on 17 hours per year by grade into 25 content-goals and 76 activity-factors. The authors, systematizing those activity factors of safety education, suggested a formation by grade. Conclusion: The result of the study is that it is necessary to carry out the safety education at schools on the ground of the contents system related to the safety education. It is expected that this systematic operation of safety education will be a measure which is more efficient and more effective than the current ones and there will be a positive change in the knowledge of, attitude to and behavior for the safety in elementary schools.

Developing Prevention System of Overseas Infectious Disease Based on MERS and Zika Virus Outbreak (중동호흡기증후군과 지카바이러스의 대응사례분석을 통한 해외유입 신종감염병 예방시스템 구축 방안)

  • Objective: The outbreak of Middle East Respiratory Syndrome (MERS) started in South Korea in May 2015 and the end of crisis was declared in December 2015 by Korea Centers of Disease Control and Prevention (KCDC). However, Zika virus emerged in less than 2 months following MERS and showed higher mortality than other countries. This study is to assess the current prevention system of overseas infectious diseases, based on MERS and Zika virus outbreak and to suggest effective response system for the future. Methods: We conducted two surveys on medical specialists working at tertiary general hospitals regarding the effectiveness of responding system by KCDC against MERS and Zika virus and education in individual medical institutions using 5-Likert points. Response system was examined in three different periods as initial period, spreading period, and post disease period. Results: Although medical specialists received the notifications in initial period, no practical prevention was proven to be placed in responding stage by medical facilities (averagely 3.5/5 points in total and sub-analyses). During spreading period, there were several academic seminars conducted, which were evaluated as helpful. In post disease period, all answered that there were changes on patient treatment in all medical facilities, with mainly report system and the treatment regulations in case of suspicious patients for infection. Only 49% respondents answered positive on the possibility of initial responses. For questionnaire items regarding Zika virus, all answered that there were notifications prior to the first outbreak of the infected patient. Eighty% of respondents were aware of 'the Guideline system for traveling to dangerous areas', and answered that the system was moderately effective (averagely 3.8/5 points in total). For the effectiveness of prevention measures for foreign novel disease by KCDC, the average point was 3.0 in both of total and sub-analyses. Conclusion: There is not enough response system to prevent infectious disease in medical institutional and governmental levels in Korea. It would warrant the modification of overall medical system to improve preventive measures for initial spread of such diseases.
