Development of an outline project cost calculation module for disaster prevention facilities in the living area due to winds and floods (풍수해 생활권 방재시설에 대한 개략 사업비 산정 모듈 개발)

  • Due to natural disasters such as heavy rain that occurred in the metropolitan area in August 2022, human casualties and property damage are increasing. Accordingly, the government is making efforts to respond to natural disasters, but due to the absence of related standards and standardized standards, problems such as increased construction costs and deterioration in construction quality for disaster prevention facility maintenance projects are occurring. Accordingly, a rough construction cost estimation module was developed and applied to 25 new pumping stations in Korea. As a result of the analysis, the accuracy of the rough construction cost derived through the module recorded 70% of the detailed design cost, which is 4% higher than the previously used rough construction cost accuracy of 66% by the Ministry of Environment. Accordingly, it is expected that the efficiency of the disaster prevention project can be increased if the developed module is used to calculate the rough construction cost for storm and flood disaster prevention in the future.

  • This study compared the disasters in construction field under construction amount of 300,000,000 won and the whole construction fields in order to improve the efficacy of various industrial safety and health policies and services and examined the characteristics of disasters in construction field under 300,000,000 won. It also examined, compared and analyzed the characteristics of disaster in construction field under construction amount of 300,000,000 won that disaster prevention technical experts saw. The subjects of comparison were selected with statistical data of disaster for 2011 and those of disaster in construction field under construction amount of 300,000,000 won from January to August of 2012. And questionnaire was conducted with technical instruction experts of small-sized construction field and priority was drawn, compared and analyzed with AHP. Consequently, the results of different views between actual disaster data and experts' views were obtained. Therefore, this study suggested the characteristics of disaster in construction field under construction amount of 300,000,000 won and presented the methods for improving disaster prevention technical experts.

  • Purpose : This study is conducted to analyze the safe awarenece, its related health education and the employee's requirements in a prime supplier and its subcontractor company, suggesting the proper measure in employee education program. Method : The employees of 'S' construction company and its subcontractor are surveyed during the period of April 15 from May 15 in 2016. The 324 questionnaires are statistically analyzed with the version 21.0 of SPSS. The general characteristics were calculated through the frequency analysis and descriptive statistics. The difference in safe consciousness between prime and subcontractor employee group was analyzed using t-test. Result : The statistics shows the employees in the prime company tend to observe the safe rules rather than the subcontractor employees(p<.005), but the latter are more conscious of safety in working environment than the former(p<.005). In addition, the subcontractor company did not provide his employees with the site for the safety-health education. Conclusion : The small-sized subcontractor company should identify its employees' requirements and supplement the lack of the safety and health education for the prevention of the industrial disasters. In details, the hand-on and practice-oriented leaning and teaching program development are suggested.

  • Electrical disasters have not been greatly reduced despite continuous prevention efforts until now. However, the smart distribution board which can be measured information about general electrical condition such as current, voltage, power, power factor etc. and electrical safety condition such as over-current, leakage current, arc etc. and communicated analysis information about electrical condition with server will be helpful for the prevention of electrical disasters through real-time surveillance and data analysis under smart grids based on the two-way communication. In this paper, the proposal standard of smart distribution board for electrical safety is suggested about the structure, functional requirements of compositions, communication, security and so on.

  • Authors propose a PFC(power factor correction) Buck-Boost AC-DC converter by soft switching method. The proposed converter for a discontinuous conduction mode eliminates the complicated control requirement and reduces the size of components. The input current waveform in the converter is got to be a sinusoidal form of discontinuous pulse in proportion to magnitude of ac input voltage under the constant duty cycle switching.Therefore,the input power factor is nearly unity and the control algorithm is simple. To achieve high efficiency system, the proposed converter is constructed by using a partial resonant technique. The control switches using in the converter are operated with soft switching for a partial resonant. The control switches are operated without increasing their voltage and current stresses by the soft switching method. The result is that the switching loss is very low and the efficiency of converter is high.

  • The prevention of disasters in cultural property is very important management and historical duties. The reason can't be measured values with monetary scale of our contemporary. Therefore, this paper was considered fire-safety as one of terrible threat-disasters about the wooden buildings. This research deal with 47 cases cultural property wooden building by whole investigation(field survey and interview) in Gangnung province. The most buildings have basic fire extinguisher; ABC powder. A few buildings are rarely installed fire extinguishing equipments; outdoor fire hydrant, heat sensor, ground sprinkler, CO2-hose-reel. But these state is very insufficient for the fire-safety in cultural property wooden buildings. Specially as particular attention in province, forest fire of regional characteristic have close relation with cultural property fire. The majority of factor against forest and building fire is to provide monitoring and security system; CCTV, Fence, Sensor, Alarm and paid guard man against incendiary. Ultimately it is necessary to construct comprehensive disaster prevention system with the organic cooperation such as National Emergency Management Agency, Cultural Heritage Administration, Forest Service, local government officials and regional citizen.

Socio-demographic Characteristics and Leading Causes of Death Among the Casualties of Meteorological Events Compared With All-cause Deaths in Korea, 2000-2011

  • Objectives: This study investigated the socio-demographic characteristics and medical causes of death among meteorological disaster casualties and compared them with deaths from all causes. Methods: Based on the death data provided by the National Statistical Office from 2000 to 2011, the authors analyzed the gender, age, and region of 709 casualties whose external causes were recorded as natural events (X330-X389). Exact matching was applied to compare between deaths from meteorological disasters and all deaths. Results: The total number of deaths for last 12 years was 2 728 505. After exact matching, 642 casualties of meteorological disasters were matched to 6815 all-cause deaths, which were defined as general deaths. The mean age of the meteorological disaster casualties was 51.56, which was lower than that of the general deaths by 17.02 (p<0.001). As for the gender ratio, 62.34% of the meteorological event casualties were male. While 54.09% of the matched all-cause deaths occurred at a medical institution, only 7.6% of casualties from meteorological events did. As for occupation, the rate of those working in agriculture, forestry, and fishery jobs was twice as high in the casualties from meteorological disasters as that in the general deaths (p<0.001). Meteorological disaster-related injuries like drowning were more prevalent in the casualties of meteorological events (57.48%). The rate of amputation and crushing injury in deaths from meteorological disasters was three times as high as in the general deaths Conclusions: The new information gained on the particular characteristics contributing to casualties from meteorological events will be useful for developing prevention policies.

A Study on Improving the Storm and Wind Damage Management System of Coastal Cities (연안도시 풍수해 관리체계 개선방안에 관한 연구)

  • Coastal cities suffer a great deal of storm and wind damage. The storm and wind characteristics vary between cities. Therefore, a storm and wind damage management system suited for specific characteristics is required for each coastal city. In this study, we analyze the current situation and establish the problem of storm and wind damage management system in regards to urban management, coastal management and disaster management. We also review the storm and wind damage management system for the USA and Japan. We consequently propose a plan to improve the storm and wind damage management system. As a result of the study, in terms of city management, we recommend the compulsory identification of disaster prevention districts, implementation of the integrated coastal city management plan, designation of natural disaster risk mitigation area as disaster prevention district, the division of disaster prevention district into wind damage prevention district, storm damage prevention district, erosion damage prevention district, the building of restrictions at the disaster prevention district by ordinance, etc. In regards to coastal management, we suggest the delegation of authority to delegate coastal erosion management area to the local government, the subdivision of coastal erosion management area into erosion serious area, erosion progress area, erosion concern area, the building restrictions at coastal erosion management area by ordinance, development of erosion prediction chart, etc. In relation to disaster management, we recommend the integration of "countermeasures against natural disasters act" and "disasters and safety management basic act", the local government-led disaster prevention system, the local disaster management network, and the customized local disaster prevention plan, etc.

  • Weather forecasts and advisories provided by the national organizations in Korea that are used to identify and prevent disaster associated damage are often ineffective in reducing disasters as they only focus on predicting weather events (World Meteorological Organization(WMO ), 2015). In particular, typhoons are not a single weather disaster, but a complex weather disaster that requires advance preparation and assessment, and the WMO has established guidelines for the impact forecasting and recommends typhoon impact forecasting. In this study, we introduced the Typhoon-Ready System, which is a system that produces pre-disaster prevention information(risk level) of typhoon-related disasters across Korea and in detail for each region in advance, to be used for reducing and preventingtyphoon-related damage in Korea.
